Abstract
Cold stress negatively affects the welfare of calves in outdoor hutches. No studies have examined the potential benefits of pair housing calves to buffer against cold stress. Our study evaluated the effects of pair versus individual housing on thermoregulatory, behavioral, and growth performance responses of calves in outdoor hutches during a Wisconsin continental winter. Forty-eight Holstein-Friesian heifer calves were enrolled into 1 of 2 housing treatments: individually (n = 16 calves) or pair housed (n = 16 pairs; 32 calves). Calves were fed milk twice daily, with ad libitum access to starter and water. Step-down weaning began on d 42 of life, and all milk was removed on d 54. Data collection continued through d 59. Calves were restricted inside a hutch (pair-housed calves in the same hutch) for 1 h during wk 4, 6, and 9 of life; internal hutch air temperature (T) was recorded with data loggers, and rectal temperature (RT) was recorded outside the hutch before and after restriction. On the subsequent 3 d in those weeks, calves' locations (outside or inside a hutch) were recorded at 15-min intervals using time-lapse cameras. Linear mixed models (change in T and RT after 1 h) and generalized linear mixed models with a β distribution (proportion of time spent inside hutches) were used to evaluate the fixed effects of housing treatment, week of life, and their interaction. For pair-housed calves, preference to be together was evaluated using one-sample t-tests comparing the proportion of time they were observed in the same location against 50% (chance, no preference), separately for each week of life. Predicted dry matter intake (DMI) of starter and body weight (BW) were standardized by day of life using regression models and used to calculate average daily gain (ADG) and feed conversion ratio (FCR; DMI of starter/ADG). Linear mixed models were constructed for each measure, separately for the preweaning, weaning, and postweaning periods, with a fixed effect of housing treatment; the models for BW included birth weight as a covariate. All mixed models included a random term for housing unit (individual or pair of calves) nested within treatment. Hutch T increased more after 1 h with pair-housed calves inside than with those housed individually (+2.3 vs. 1.4°C, respectively; standard error of the mean = 0.26°C). However, no treatment differences were detected in RT. Individually housed calves spent more time inside the hutches than pair-housed ones (93.9 vs. 90.7% of total time, respectively; standard error of the mean = 0.8%), and the latter chose to be together most of the time, regardless of location (90.0 ± 1.3%, 88.6 ± 1.2%, and 79.4 ± 4.2% in wk 4, 6, and 9 of life, respectively). After weaning, there was some evidence suggesting that pair-housed calves had greater starter DMI than those housed individually. No effects of housing type were found on FCR, BW, or ADG. Our study is the first to explicitly examine the potential benefits of pair housing for alleviating cold stress in outdoor-housed dairy calves, and we found limited evidence in support of our hypotheses.

Abstract
This Scientific Opinion addresses a European Commission request on the welfare of calves as part of the Farm to Fork strategy. EFSA was asked to provide a description of common husbandry systems and related welfare consequences, as well as measures to prevent or mitigate the hazards leading to them. In addition, recommendations on three specific issues were requested: welfare of calves reared for white veal (space, group housing, requirements of iron and fibre); risk of limited cow–calf contact; and animal‐based measures (ABMs) to monitor on‐farm welfare in slaughterhouses. The methodology developed by EFSA to address similar requests was followed. Fifteen highly relevant welfare consequences were identified, with respiratory disorders, inability to perform exploratory or foraging behaviour, gastroenteric disorders and group stress being the most frequent across husbandry systems. Recommendations to improve the welfare of calves include increasing space allowance, keeping calves in stable groups from an early age, ensuring good colostrum management and increasing the amounts of milk fed to dairy calves. In addition, calves should be provided with deformable lying surfaces, water via an open surface and long‐cut roughage in racks. Regarding specific recommendations for veal systems, calves should be kept in small groups (2–7 animals) within the first week of life, provided with ~ 20 m2/calf and fed on average 1 kg neutral detergent fibre (NDF) per day, preferably using long‐cut hay. Recommendations on cow–calf contact include keeping the calf with the dam for a minimum of 1 day post‐partum. Longer contact should progressively be implemented, but research is needed to guide this implementation in practice. The ABMs body condition, carcass condemnations, abomasal lesions, lung lesions, carcass colour and bursa swelling may be collected in slaughterhouses to monitor on‐farm welfare but should be complemented with behavioural ABMs collected on farm.

Abstract
Housing and feeding are integral to calf rearing, and must meet calf needs while remaining functional for the farmer. This study compared health, behavior, growth, and labor requirements of calves housed in groups indoors and fed via an automatic or manual milk feeding system compared to calves manually fed in individual or group hutches outdoors. Seventy-six (49 Holstein Friesian [HF] and 27 HF × Jersey) dairy heifer calves were balanced for birth weight (35.2 ± 4.95 kg), birth date (1 February ± 7.2 d) and breed. The experiment was a randomized block design with four treatments; 1) indoor group housing with automated feeding (IN_AUTO; 12 calves per pen), 2) indoor group housing with manual feeding (IN_MAN; 12 calves per pen), 3) outdoor group hutch with manual feeding (OUT_G_MAN; 8 calves per pen), and 4) outdoor individual hutch with manual feeding (OUT_I_MAN; 6 calves: 1 per pen). Calves in OUT_treatments moved outdoors at 18 d (± 5.9 d). Each treatment was replicated once. Milk allowance increased gradually from 6 to 8 L/day (15% reconstitution rate) with ad libitum fresh water, concentrates, and hay offered from 3 d old. Gradual weaning occurred at 8 wk old. Measurements were divided into period 1; before movement outdoors, and period 2; after movement outdoors. Health was similar among treatments, regardless of period, with the most frequent score being zero (i.e., healthy). Summarized, standing and lying were observed 24.3% and 29.8%, respectively, in OUT_I_MAN calves, compared to 8.0% and 49.1%, for the other systems, which were similar. No difference in bodyweight (BW) existed between treatments, except at weaning where BW was lower for OUT_I_MAN (67.4 ± 2.84 kg) compared to IN_MAN (74.2 ± 2.01 kg), and day 102 where OUT_I_MAN (94.1 ± 2.85 kg) were lighter than IN_AUTO (101.1 ± 2.10 kg) (P = 0.047). Total labor input was greatest for OUT_I_MAN (00:02:02 per calf per day; hh:mm:ss) and least for IN_AUTO (00:00:21 per calf per day) (P < 0.001). The labor for feeding (00:00:29 per calf per day), feeding inspection (00:00:10 per calf per day), and cleaning equipment (00:00:30 per calf per day) was greatest for OUT_I_MAN. All calves showed good health and growth patterns. Differences in behavior expressed by calves in the OUT_I_MAN, compared to other treatments may indicate compromised welfare. Thus, although outdoor group hutches do not negatively impact calves, indoor housing, particularly using automated feeders, can improve labor efficiency. In seasonal calving dairy systems, cows calve in a period of approximately 12 wk. Demand for calf accommodation and labor is high during this time. Outdoor housing structures, such as robust plastic calf hutches, may offer an alternative to permanent indoor facilities. In this study, we compared indoor housing systems using automated and manual feeding methods and outdoor calf housing systems using manual feeding methods, to examine their effect on calf health, behavior, growth, and labor. Moving calves to their respective outdoor system commenced at approximately 18 d. This reflected a housing system with limited indoor availability, where older calves would be moved outdoors (allowing young calves to remain indoors). The most labor-efficient method of rearing was group housing calves indoors feeding via automatic feeder, followed by group housing indoors feeding via manual feeders, outdoor in group hutches, and outdoor in individual hutches with manual feeding. Calves in all systems showed health and growth patterns consistent with positive development. Calf behavior in the individual hutches outdoor may indicate compromised well-being, compared to all other systems. Thus, although outdoor group hutches do not negatively impact the calf, indoor housing, particularly when using automatic feeders, can provide improved labor efficiency.

Abstract
Adoption of optimal management techniques for rearing dairy calves has significant effects on their health, welfare, and productivity. Despite much published literature on best practice, calf morbidity and mortality rates remain high. This survey aimed to establish current calf management practices in the United Kingdom, along with farmer perceptions surrounding different housing types. A survey containing 48 questions was distributed online to UK farmers via social media, online forums, and a convenience sample of veterinary practices and was completed by 216 participants. A descriptive analysis with frequency distributions was calculated, with chi-squared tests, linear regression and multinomial regression performed to assess associations between variables. There was a low level of regular veterinary involvement in day-to-day health decision making for calves (3/216, 1.4%), highlighting the need for appropriate staff training and standard operating procedures to ensure prudent antimicrobial usage. Restricted calf milk feeding remains highly prevalent in the United Kingdom, with most calves fed milk replacer (114/216, 52.8%), twice daily (189/216, 87.5%), initially given milk at 4 L/d (66/216, 30.6%) or 6 L/d (47/216, 21.8%). There was, however, a small number of farmers initially feeding only 2 to 3 L/d (28/216, 13.0%). Euthanasia of bull calves (5/216, 2.3%) and feeding antimicrobial waste milk to calves (8/216, 3.7%) both occurred on some farms. With regard to housing, use of individual calf pens has reduced from around 60% in 2010 to 38.4% in this study (83/216), with this reduction being partly driven by the policy of UK milk buyers. Farmer perceptions indicated that individual housing was thought to help to improve calf health and feed monitoring of calves, suggesting that successful use of group housing requires a higher level of stockmanship. The majority of farmers did not provide fresh bedding to calves on a daily basis (141/216, 65.3%), and relatively few disinfected both the calf housing (38.0%) and ground (47.7%) between calves, suggesting that hygiene practices may require additional attention in farm management protocols.

Abstract
Individual housing of dairy calves prevails in Europe and North America despite its negative effects on calf development. One of the main reasons is that farmers find individual housing of calves more practical than group housing. A compromise between practice and welfare could be housing calves in pairs. Therefore, we aimed to compare health, feed intake, growth, and behavior in a novel arena of 22 individually (INDI) and 44 pair-housed calves that were randomly assigned a treatment. Diarrhea and respiratory problems were recorded every day for the period of 49 d. Intake of calf starter and milk were measured every day for the period 48 and 49 d, respectively. Calf body weight gains were calculated as average daily gain. Calves were individually tested in a novel arena at 11 to 18 d, and their behavior was recorded according to an ethogram including 8 behavioral categories. Behavioral categories were first diminished by principal component (PC) analysis. We found that 2 PC explained 66% of the total variation in calf behavior. Movement-related behaviors (activity, play, and crossing the stair) loaded positively on PC1, and PC2 had positive loading on self-grooming and negative loading on exploration. There were no effects of housing on calf health, feed intake, or average daily gain. The INDI calves had higher PC1 scores than pair-housed calves, indicating a rebound effect of movement. Our results are consistent with other studies that found no negative effect of pair housing of calves on their health, feed intake, or growth compared with individually-housed calves. The rebound effect of movement-related behaviors of INDI calves in a novel arena implies that individual housing of calves causes activity deprivation by the second week of age.

Abstract
Welfare and management of calves is of increasing interest and also influences performance of these animals in later life. The aim of this study was to assess management and environmental conditions under which pre-weaned dairy calves are reared on commercial Irish dairy farms. We included 47 spring-calving, pasture-based herds in this study. Herd and animal-specific data, such as mortality rate, age and breed, were gathered from all participants via the HerdPlus® database. Information pertaining to management practices was collected by conducting an interview with the principal calf rearer, while an assessment of calf housing facilities was conducted to identify conditions calves were reared in. The environmental assessment included measurements of space allowance per calf, as well as feeding equipment hygiene. To assess calf behaviour video observations were used, while accounting for the number of calves present in a group and the space available per calf. Faecal samples were also collected to determine the presence of enteric pathogens among calves. To compare calf space allowance, group size and presence of enteric pathogens early and late in the calving season each farm was visited twice. Calf mortality was not associated with either herd size, space allowance per calf or post-colostrum feeding practices. Higher calf mortality was identified among herds which reported experiencing an on-set of calf pneumonia during weeks 8 to 10 of the calving season. This study demonstrates that factors associated with calf welfare on commercial Irish dairy farms (e.g. space allowance, mortality rate) are independent of herd size. Some management practices however, such as methods used for treating health issues can affect rates of calf mortality experienced. Calf mortality, for example, was lower in herds which treated diarrhoea cases by administering electrolytes, while continuing to offer milk. Behavioural observations indicate that smaller group sizes could promote expression of positive behaviours, potentially resulting from an overall improvement in welfare. Space allowance per calf was not associated with observed behaviour frequencies. We also identified that similar rates of calf mortality are experienced across herds of different sizes.

Abstract
Many dairy calves in the southwestern regions of the United States are raised in wooden hutches with 1.23 m2 of free space that house 3 calves individually. Producers claim that calves in hutch systems are not ready to wean and be placed in groups at the country-average age of 6 wk. Calves may remain in this individual housing system until as late as 10 wk of age. The objective of this study was to modify space allowance of hutches and evaluate weaning readiness using age at solid feed consumption, standing behaviors, and measures of immunity. Calves were randomly assigned at 4 d of age to conventional (CONV; 1.23 m2 of space; n = 18), moderate (MOD; 1.85 m2 of space; n = 17), or maximized (MAX; 3.71 m2 of space; n = 19) space allowance in hutches. These modifications also changed the number of calves housed per hutch from 3 (CONV) to 2 (MOD) and 1 (MAX). Calves were fed milk replacer via bottle twice daily until weaning and offered ad libitum feed throughout the experiment. Step-down weaning was initiated (Wi) at age 53 or 54 d by withdrawal of the p.m. bottle and was completed (Wc) 11 d later by removal of the a.m. milk replacer. Accelerometer data for standing behaviors were collected relative to Wi (3 consecutive days to represent -4 wk, -3 d, 3 d, and 3 and 5 wk). Blood samples were collected in the a.m. just before Wi (d 0) and at d 3, 11, 14, and 18 after Wi. Calves provided with more space (MOD and MAX) compared with CONV calves consumed feed at an earlier age and had slightly healthier erythrocytes, greater circulating glucose, and fewer circulating eosinophils. The CONV calves had haptoglobin (Hp) responses to the stressors of both Wi and Wc and had more IFN-γ from whole blood stimulated with phytohemagglutinin-P. The MAX calves had the least active neutrophils (phagocytosis and oxidative burst), but MOD calves' leukocytes secreted the most TNF-α from whole blood stimulated with lipopolysaccharide. Just before and after weaning, MAX calves spent more time per day in the standing position than CONV and MOD calves and had an Hp response to Wc, but MOD calves did not have an Hp response to Wi or Wc. Based on these results, MOD calves were the most ready for weaning; therefore, they potentially can be moved to group housing at an earlier age than CONV calves, thus improving animal welfare concerns over space allowance and individual housing.

Abstract
Interest in housing dairy calves in groups is currently growing. Group housing using individual calf hutches, a resource already available in most dairy farms in North America, could provide a novel housing method that can be a simple way to implement group housing on farm. The main objective of this study was to determine whether pair housing dairy calves in hutches outdoors would result in similar weight gain and milk intake compared with individual housing in hutches. The study was designed to avoid competition for resources (including milk and solid feed, teat, bucket, outdoor space, and hutch) to test a setup that has the potential to maximize performance and calf growth. Secondary objectives were to document how calves in both treatments use their environment in terms of time spent and behaviors performed in each area, how paired calves interact, and the time they spend together. Single calves (n = 6/season) were housed in 1 hutch with an attached outdoor environment; paired calves (n = 6 pairs/season) were given twice the resources. Calves were fed up to 16 L/d of milk replacer. Daily milk intake and weekly weight gains were recorded. Behavioral observations were recorded live once per week for 5 (summer) or 4 (winter) nonconsecutive periods. Paired and single calves had similar weight gain (averaging from 1.1 to 1.3 kg/d across trials) and milk intake (averaging from 11.1 to 13.7 kg/d across trials), showing no difference in performance between treatments. Low occurrences of cross sucking (averaging from 0.1 to 0.4 bouts/h of observation per pen across trials) and displacements at the teat (0.8 to 1.4 bouts/h of observation per pen across trials) were found. All calves altered their behavior in some way to accommodate companions; paired calves were seen interacting and spending time together (i.e., lying in the same hutch), and in the summer trial single calves spent less time lying inside the hutch than paired calves, presumably to have visual access to other calves. The solution of mixed indoor and outdoor housing environments tested as part of this study showed that calves make use of all spaces provided to them in winter and in summer conditions while maintaining good performance. Housing calves in pairs using individual hutches can be a suitable alternative to housing calves individually in hutches outdoors.

Abstract
Dairy calves in the western United States are commonly raised individually in wooden hutches with a space allowance of 1.23m(2)/calf. Recent legislative initiatives in California and across the United States were passed regarding concern over space allowance for farm animals. The objective of this study was to determine if rearing male Holstein calves in wooden hutches modified to increase space allowance would influence measures of performance, lying time per day, health, and respiratory immunocompetence. At 4d of age, 60 calves were randomly assigned to 1 of 3housing treatments: (1) conventional housing (CONV; 1.23m(2)/calf), (2) 1.5 × CONV (MOD; 1.85m(2)/calf), or (3) 3 × CONV (MAX; 3.71m(2)/calf). Intakes of milk and solid feed were recorded daily and body weight was measured at 0, 3, 6, 10, and 12 wk of age. For the first 3 wk of the trial, calves were scored daily for fecal consistency, hydration, and hide cleanliness. In addition, calves were scored for respiratory health (i.e., nasal and eye discharge, ear position) until 7 wk of age. The total lying duration per day was recorded using data loggers at 3, 6, and 10 wk of age. Eight clinically healthy calves from each treatment were sensitized with subcutaneous ovalbumin (OVA) and then challenged with aerosolized OVA to assess calf respiratory immunity at 11 wk of age. Bronchoalveolar lavage fluid (BALF) was collected 4d after the OVA challenge and analyzed for leukocyte differentials and OVA-specific IgG, IgG1, IgA, and IgE. Calf average daily gain and body weight were positively associated with space allowance at approximately 3 wk before weaning and throughout postweaning, respectively. A greater space allowance decreased lying time after 46d. Space allowance did not influence fecal consistency, but there was a tendency for MAX calves to take 1d longer to recover from loose feces than MOD calves. The MAX calves had the fewest (%) observations with feces on their body compared with CONV or MOD. At 3 wk of age, peripheral eosinophil concentrations decreased with increased space allowance. However, observations (%) of eye discharge increased with greater space allowance. Among calves challenged with OVA, MOD calves had the least BALF OVA-IgE, and the percent of BALF eosinophils decreased with increased space allowance. Increased space allowance for calves raised in wooden hutches may improve some measures of calf performance, health, and respiratory immunocompetence.

Abstract
Play behavior positively affects welfare of farm animals, yet impoverished social environment during early ontogeny may limit the opportunity or motivation to play. This study investigated the independent and the combined effects of the presence of the dam during the colostrum feeding period and subsequent group housing on play behavior and growth in dairy calves. Forty female calves were allocated to 1 of 4 treatments according to a 2×2 factorial design. The treatments were with or without mother during the 4d after birth and companion housing (single pens or grouped housing in pens of 4 calves between 1 and 8wk of age). After 8wk of age all calves were housed in groups of 4 calves. Play behavior of the calves was observed at 2, 5, and 12wk of age in the following situations: 6 h of spontaneous behavior in the home pen, a 15-min open-field test, and a 15-min social test with an unfamiliar calf. Additionally, play behavior after grouping or relocation at 8wk of age was recorded during two 2-h sessions. There were no significant effects of the mother by companion interaction either on the amount of play behavior in any of the tests or on the body weights of the calves. Presence of the mother after birth did not increase later playfulness, with the exception of higher spontaneous play at 12wk of age. When calves were housed in groups of 4, they played more in the home pen on wk 2 and 5 than individually housed calves of the same age. In contrast, individually housed calves were more playful during open-field tests and social tests on wk 2 and 5. At 8wk, single calves that were placed in a new pen with 3 unfamiliar calves played more than twice as much as grouped calves that were just moved to a new pen with familiar companions. These results show that single-housed calves are deprived of natural levels of play, as demonstrated by both their lower spontaneous play behavior and the higher rebound effect when they are exposed to larger spaces or larger spaces plus companions. Calves that stayed with their mothers for 4d postpartum grew much better until the end of the second week. After that, grouped calves grew better until wk 10 and they tended to be heavier for at least 2wk after relocation or mixing at wk 8. The study shows that brief maternal rearing and group housing independently improve different aspects of performance and welfare of dairy calves.

Abstract
The objective of this study was to investigate the effect of rearing substrate and space allowance on the behavior and physiology of dairy calves. At 1 wk of age, 72 calves were moved into 1 of 18 experimental pens (n=4 calves/pen) where they remained until 6 wk of age. Half of the pens had floors covered with quarry stones (QS) and the other half were covered with sawdust (SW). For each substrate type, calves were reared at 1 of 3 space allowances: 1.0, 1.5, or 2.0 m(2)/calf. Behavior was video-recorded continuously for 24 h in the home pen at 2, 4, and 6 wk of age; the time calves spent lying, standing, walking, and running were estimated using 1-min instantaneous scan sampling. Body weight, cleanliness, fecal fluidity, and skin surface temperature were recorded at 1, 4, and 6 wk of age. Escherichia coli numbers were assessed on the skin surface of the shoulder and in feces of calves at 4 and 6 wk of age. Blood samples were taken at 1, 4, and 6 wk of age to measure cortisol, creatine kinase, immunoglobulin G, serum amyloid A, and total protein concentrations. Calves reared on QS spent less time lying and walking and more time standing at 4 and 6 wk of age compared with calves reared on SW. Furthermore, calves reared at a space allowance of 2.0 m(2)/calf spent less time lying and more time standing and walking compared with calves reared at a space allowance of 1.0 and 1.5 m(2)/calf. Calves reared on QS had lower skin surface temperatures compared with calves reared on SW. Fecal fluidity scores were lower in calves reared on QS than SW at 2 wk of age. Fewer E. coli were recovered from the shoulder of calves reared on QS than those of calves reared on SW, but fecal E. coli counts were similar between rearing substrates and space allowances. Serum amyloid A concentrations were lower in calves reared on QS than SW. We detected no effect of rearing substrate or space allowance on body weight, cleanliness, or concentrations of cortisol, creatine kinase, immunoglobulin G, and total protein. In conclusion, lower skin temperature in combination with reduced lying behavior may reflect reduced comfort of calves reared on QS. Furthermore, a space allowance of 2.0 m(2)/calf may provide calves with more opportunity to perform active behaviors.
