Exploring the significant factors that influence delays in construction projects in Hargeisa

Examining the causes and effects of time overruns in construction projects promoted by rural municipalities in Nepal

Time overruns are the most common issue in construction projects, which have a significant negative impact on the project and the parties involved. This also applies to National Competitive Bidding (NCB) construction projects in municipalities, jeopardizing project timelines, costs, and quality standards. Poor performance by professionals in rural municipalities has resulted in inadequate infrastructure development in these areas. The goal of this study is to understand the causes and effects of time overruns by employing an exploratory and descriptive research methodology. The data from clients, consultants, and contractors consistently highlights key factors contributing to project delays, including adverse weather conditions, limited involvement from contractor head offices, insufficient consultant experience, inadequate site management, and delays in site mobilization. These delays incur substantial costs related to materials, land acquisition, labor, and market risks. The results included that 52.17% the projects experienced time overruns ranging from 24.4% to 514.71%. Furthermore, 21.73% of projects experienced cost overruns, with the highest at 19.92%. These findings provide critical insights for improving project management and addressing construction time overruns. It recommends conducting national-scale analyses to gain a comprehensive understanding of construction delays and to implement effective mitigation strategies.

Characterization of the information system integrated to the construction project management systems

The construction industry wields significant influence in the economies of various countries. However, compared to sectors like manufacturing and aeronautics, it has lagged in terms of digitalization of processes and project management advancement. This study aims to explore how the integration of Lean principles, Building Information Modeling (BIM), and Project Lifecycle Management methodologies within an information system can enhance decision-making in construction project management as a complex environment. A comprehensive literature review was conducted to establish a conceptual framework and gather necessary information for designing an information system. The design was based on the viable systems model and the soft systems methodology, from a systemic perspective that encourages the synergistic interaction of these methodologies. The resulting abstract model would facilitate a comprehensive understanding of the interconnectedness of these methodologies, emphasizing collaborative work environments for efficient information management. This approach aims to replace the current isolated application of each of those methodologies and promises improved project management performance.

Workforce scheduling efficiency assessment in construction projects through a multi-objective optimization model in the COVID-19 context

The COVID-19 disease has caused a drastic stoppage in the construction industry as a result of quarantines. For this reason, this study focuses on the workforce scheduling problem when working under COVID labor distancing constraints, and additional costs derived from deviation hours or hiring new employees that managers must assume on a project due to circumstances. A multi-objective mixed integer linear programming model was developed and solved using weighting and epsilon constraint methods to evaluate workforce scheduling and the mentioned COVID costs. The first objective function corresponds to the sum of the total extra hours; the second objective function represents the total non-worked but paid hours. Two sets of experiments are presented, the first based on a design of experiments that seeks to determine the relationship between the proposed objective functions and a methodology to determine the cost of considering COVID constraints. The second set of experiments was applied in a real company, where the situation without COVID vs with COVID, and without allowing extra hours vs with COVID allowing extra hours were compared. Obtained results showed that hiring additional employees to the man-crew leads the company to increase the extra hours cost up to 104.25%, being more convenient to keep a workforce baseline and to pay extra hours costs. Therefore, the mathematical model could represent a potential tool for decision-making in the construction sector, regarding the effects of COVID-19 costs on workforce scheduling construction projects. Consequently, this work contributes to the construction industry by quantifying the impact of COVID-19 constraints and the associated costs, offering a proactive approach to address the challenges posed by the COVID-19 pandemic for the construction sector.

Factors influencing the timely completion of construction projects in Sri Lanka

Timely completion is a crucial factor for the success of a construction project, especially in the Sri Lankan context. This study aims to identify the most influential factors that affect the timely completion of construction projects in Sri Lanka. Thirty-nine factors were identified through a comprehensive literature review and experts' opinions. A questionnaire incorporating the 39 project delay factors was distributed among 163 Civil Engineers, and responses were obtained. Random sampling method was adopted to select the sample. The Relative Importance Index (RII) analysed and ranked the project delay factors. The top ranked significant project delay factors were identified as shortage of skilled subcontractors/suppliers, shortage of labourers (Skilled, semi-skilled, unskilled), financial difficulties of contractors, delay in delivering materials to the site, and Covid-19 pandemic situation. According to the main three respondent types, i.e., clients/owners, contractors and consultants, the contractor related factors was the key group among others that delay a construction project. The scientific value of the study includes assisting the Sri Lankan construction industry to identify the factors affecting the timely completion of construction projects, and developing mitigation methods and strategies. Also, the stakeholders could duly schedule the construction work by identifying areas that need more attention. The contribution of this study would assist stakeholders to adopt a proactive approach by identifying mistakes on their part and minimising potential issues that lead to construction project delays in Sri Lanka.

Analysis of the socio-economic and environmental impacts of construction waste and management practices

This study aims to analyze the significant socioeconomic and environmental impacts of construction waste and to indicate management strategies. An extensive review of the literature and interviews with construction experts were used to identify waste impact factors. Then a questionnaire survey was conducted based on a five-point Likert scale and the data were analyzed by descriptive statistics. The result showed that construction waste becomes a challenge for almost 95.71% of ongoing construction projects. However, only 57.14% of the construction companies have recorded and measured the volume of material waste. From purchased materials, 6–10% is recorded as waste that lead to project cost overrun. In addition, there is no professional assigned to handle waste issues in 75.71% of construction companies. The study also indicates that project cost overrun, pollution of the environment, reduction in profit and failure of construction firms, excessive consumption of raw materials, and public health and safety risks are ranked as the five major impacts of construction waste, respectively. Employing a waste management officer, using prefabricated or off-site components, implementing strong onsite management practices, reusing and recycling materials leftover on the sites, and practicing green building codes and specifications are measures devised to mitigate construction waste and its impacts.
