Facilitators and inhibitors of attitude and word-of-mouth intention toward adoption of digital municipal service systems: A stimulus-organism-response approach

Increased technology adoption has significantly transformed how governments interact with citizens. Today, e-government services and tools are integral to modern public administration. Factors affecting users' adoption of e-government services have been studied in the past. However, this study focuses on citizens' acceptance and resistance to such services, which have not been thoroughly explored. This study addresses the gap by examining the facilitators and inhibitors affecting users' perceptions of the Digital Municipal Service System (DMSS). An integrated research model was developed based on the Stimulus-Organism-Response (SOR) framework. Using Smart-PLS, the study validated 353 respondents' data collected from Bangladesh. The study revealed that platform quality, convenience, social, and inclusiveness values significantly influenced attitudes toward DMSS adoption. On the other hand, tradition and usage barriers significantly negatively impacted attitudes toward DMSS adoption. These findings offer important insights for policymakers involved in developing and implementing e-government services in emerging economies such as Bangladesh. The study also provides a foundation for further research on technology adoption.

Understanding the adoption of the mask-supply information platforms during the COVID-19

Since late 2019, coronavirus disease 2019 (COVID-19) has led to a significant increase in the demand for medical resources. To publish data on face mask supplies, the Taiwanese government collaborated with program developers to construct a mask-supply information transitional platform (MITP). To comprehend the adoption of MITP, the study proposes a research model that integrates the health behavior model (HBM) and IS/IT continuance model for examining the factors affecting intention to use an MITP. Survey data collected from 524 respondents indicated that (1) intention to use an MITP is directly influenced by perceived threat of COVID-19 and beliefs toward using the MITP; (2) cues to action directly influence the perceived threat of COVID-19; and (3) perceived ease of use of MITP is a significant determinant of perceived usefulness of MITP. These results provide practical guidelines for health authorities and government to develop health information systems and strategies to control pandemics.

Exploring continuance usage intention toward open government data technologies: an integrated approach

Purpose

Open government data (OGD) is a comparatively new field in e-government and the factors influencing its continuance use by citizens have not been extensively explored. A better understanding of these factors can help the government to articulate strategies and policies that can advance the acceptance and use of OGD technologies. Thus, this paper aims to empirically determine the predictors influencing the continuance usage intention of OGD technologies.

Design/methodology/approach

Following an empirical investigation among 370 respondents in Bangladesh, a developing country, the paper applied path analysis using the structural equation modeling approach. The unified theory of acceptance and use of the technology model is integrated with the information system continuance model to investigate the continuance usage intention of OGD technologies.

Findings

The outcomes of this study reveal that performance expectancy, effort expectancy, social influence and facilitating conditions (FC) directly affect users’ satisfaction (SAT). In addition, SAT and FC were found statistically significant toward continuance usage intention of OGD technologies.

Practical implications

The findings of this study suggest policymaker and OGD providers to formulate or modify their strategies to retain the existing OGD users and stimulate persistence usage.

Social implications

Facilitating long-term use by citizens would increase their engagement and they might derive value from the OGD platforms. Concurrently, the government’s objective of ensuring increased future use of OGD technologies would be better realized.

Originality/value

The novelty of this study lies in the fact that it addresses a previously overlooked area of open data research, namely, the acceptance and use of open data technologies and ways to stimulate it. This study has contributed to the existing but limited literature on continuance usage intention of OGD technologies in the context of a developing country.
