Transformation of urban mobility during COVID-19 pandemic - Lessons for transportation planning

A prospective study of the impact of COVID-19-related restrictions on activities and mobility upon physical activity, travel behaviour and attitudes

Background and aims

Public health measures adopted to contain the spread of COVID-19 included restrictions on activities and mobility as people were asked to stay at home and schools moved to online learning. This may have increased risk of non-communicable disease by limiting recreational and transport-related physical activity. Building on an existing study, we assessed changes in self-reported and device-measured physical activity and travel behaviour before, during and after the peak of local COVID-19 outbreak and restrictions (March-July 2020). We examined beliefs in effectiveness of strategies to increase active and public transport after restrictions were reduced.

Methods

A longitudinal study of adult infrequent bus users (average ≤ 2 trips per week; n = 70; 67% women) in Hobart, Australia. One-week assessment periods at four separate timepoints (before, during, 0-3 months after, and 3-6 months after the peak restrictions period) involved wearing an accelerometer, daily transport diaries, online surveys and tracking bus smartcard boardings.

Results

Physical activity (especially among older participants), bus use and private motor vehicle use declined significantly during or 0-3 months after the peak restrictions period and returned to pre-restrictions levels by 3-6 months after the peak restrictions period, except bus use which remained significantly lower. Retrospective surveys overstated declines in bus use and active transport and self-reports understated declines in physical activity. Social distancing and improving service efficiency and frequency were seen as effective strategies for increasing bus use after restrictions but belief in effectiveness of distancing decreased over time.

Conclusions

When restrictions on mobility are increased, supportive health promotion measures are needed to prevent declines in physical activity, particularly for older adults. Public transport systems need capacity to implement temporary distancing measures to prevent communicable disease transmission. Providing convenient, flexible, and efficient options for public transport may help to replenish public transport use after restrictions are reduced.

Modeling the resilience of urban mobility when exposed to the COVID-19 pandemic: A qualitative system dynamics approach

In December 2019, coronavirus disease (COVID-19) was detected in Wuhan, China. Due to the rapid spread of the disease, containment measures were adopted, which caused unprecedent shifts in individual mobility. Although some studies explored the impacts of the COVID-19 pandemic on travel patterns and resilience of transport systems based on different analysis techniques, there is a lack of studies addressing the impacts of the pandemic on the sustainability and resilience of urban mobility systems using in-depth and holistic methods, such as system dynamics. This research aims to characterize the dynamics present in urban mobility systems when exposed to pandemics and analyze the changes needed for systems to increase their resilience to pandemics using qualitative system dynamics modeling. The framework comprises the characterization of cause-and-effect relationships and the creation of systems' causal loop diagrams (CLD) in their basic state of functionality, when affected by pandemics, and still operating owing to its resilience. Our findings indicated that the CLD of a resilient system is driven by strategic preparedness and response plans, as well as research and development, which balance the spread of the pandemic and increase support on technological strengths and the activities performed from home.

Studying the Interrelationship between Telecommuting during COVID-19, residential local accessibility, and active travel: a panel study in Montréal, Canada

The COVID-19 pandemic led to a substantial increase in the number of people working from home (telecommuting), in turn leading to unprecedented changes in mobility patterns worldwide. Due to the changing context of the pandemic, there is still a significant gap in knowledge regarding the effects of working from home on workers' travel patterns. The main goal of this work is to unravel the interrelationship between telecommuting during the COVID-19 pandemic, the frequency of active travel for non-work utilitarian purposes, and local accessibility levels around workers' homes. This study uses a longitudinal approach by analyzing travel and telecommuting behavior data from a two-wave survey administered in Montreal in 2019, pre-pandemic, and 2021, during COVID-19 (n = 452). Through a set of weighted multi-level linear regressions, we study the effects of telecommuting on the frequency of active travel for non-work utilitarian purposes, mediated by local accessibility around the household. Results show that the effect of telecommuting on non-work active travel for utilitarian purposes is highly dependent on local accessibility levels around the person's household. For workers living in high local accessibility areas, an increase in telecommuting during the pandemic has induced an increase in active trips for non-work utilitarian purposes. On the other hand, for workers residing in low local accessibility neighborhoods, the effect is the opposite. This research provides insights into the effects of telecommuting on non-work active travel, an area that is currently of interest to policy-makers and practitioners working towards increasing the level of physical activity among individuals through travel.

The COVID-19 impacts on bikeshare systems in small rural communities: Case study of bikeshare riders in Montgomery County, VA

The shared and micro-mobility industry (ride sharing and hailing, carpooling, bike and e-scooter shares) saw direct and almost immediate impacts from COVID-19 restrictions, orders and recommendations from local governments and authorities. However, the severity of that impact differed greatly depending on variables such as different government guidelines, operating policies, system resiliency, geography and user profiles. This study investigated the impacts of the pandemic regarding bike-share travel behavior in Montgomery County, VA. We used bike-usage dataset covering two small towns in Montgomery county, namely: Blacksburg and Christiansburg, including Virginia Tech campus. The dataset used covers the period of Jan 2019-Dec 2021 with more than 14,555 trips and 5,154 active users. Findings indicated that a bikeshare user's average trip distance and duration increased in 2020 (compared to 2019) from 2+ miles to 4+ and from half an hour to about an hour. While there was a slight drop in 2021, bikeshare users continued to travel farther distances and spend more time on the bikes than pre-COVID trips. When those averages were unpacked to compare weekday trips to weekend trips, a few interesting trip patterns were observed. Unsurprisingly, more trips still took place on the weekends (increasing from 2x as many trips to 4x as many trips than the weekday). These findings could help to better understand traveler's choices and behavior when encountering future pandemics.

Impact of COVID-19 spread on road safety indices of Turkey

Little is known about the effect of the COVID-19 on road safety indicators (RSIs) in developing countries, and conducted studies provide limited information regarding this impact. These prompted the author to evaluate the impact of COVID-19 on RSIs in Turkey. RSIs and related indices of Turkey between 2016 and 2020 were collected. For evaluating the impact, RSIs whose 2020 measures differed significantly from the pre-COVID era were identified using the outlier detection technique and Regression analysis. K-means clustering was used to group RSIs according to their variation patterns in the study period. Results show that COVID-19 led to significant decreases in 26 RSIs, especially ones related to non-fatal road traffic injuries. COVID-19 resulted in a significant drop in road traffic crashes and related indices. Also, considerable changes in monthly and daily fatalities and injuries in 2020 were observed. Clustering results revealed that COVID-19 significantly impacts variation patterns of studied RSIs, especially ones related to non-fatal injuries. Clustering aided in identifying affected RSIs by COVID-19, which other used methods were unable to detect. COVID-19 led to significant changes in road safety indices in Turkey. Road authorities and researchers should be aware of these significant fluctuations in road safety data.
