A scoping review of published research on the population dynamics and control practices of companion animals

Demographics and tenure of the Chilean urban dog population. A mathematical model

BACKGROUND

Irresponsible dog ownership in urban areas is a public health concern with significant implications for human, animal, and environmental welfare. Factors such as abandonment, variations in adoption, insufficient supervision, emerging identification initiatives, and collective feeding impact the growth of stray dog populations and the transmission of diseases. Developing a modeling tool to understand the dynamics of canine population growth and the effect of human behavior on this phenomenon is essential.

METHODS

An ordinary differential equation model was developed to depict the growth dynamics and movements of urban dog populations, distinguishing between those with owners (restricted and semi-restricted) and those without (stray and community dogs). Two equilibrium states of the system were analyzed: with and without the presence of individually owned dogs. An increase rate for the population of individually owned dogs was calculated, and a local sensitivity analysis was conducted to assess the impact of parameters on the reduction of this population. Additionally, two global sensitivity analysis methods were used to evaluate the simultaneous influence of the parameters.

RESULTS

Findings indicate that system equilibrium depends on various dog categories. Although total eradication of stray and community dogs is unlikely, equilibrium levels are directly related to subpopulation growth rates, responsible ownership practices, and adoption and abandonment rates. The growth rates of the population of dogs without individual owners have a direct and proportional influence on their regulation, while adoption rates have an inverse and proportional effect. The study, through global sensitivity analysis, identifies key parameters for each dog subpopulation. For restricted dogs, environmental carrying capacity is the most variable factor; for semi-restricted dogs, awareness of responsible ownership is crucial. The abandonment of restricted dogs significantly impacts stray dog dynamics, while the transition from stray to community status is an important variable factor for community dogs.

CONCLUSION

Addressing the situation of unowned dogs requires a collective effort to reduce risks associated with the spread of zoonotic diseases, environmental pollution, and biodiversity loss, thus contributing to public health and environmental conservation.

Public opinions on seven different stray cat population management scenarios in Flanders, Belgium

Stray cat population management is an important worldwide issue. Understanding citizen attitudes towards stray cat control options is vital to the success of controlling stray cat numbers, as public perception affects the acceptance of, support for and collaboration in stray cat management policies. Audience segmentation, as to enable each group to be engaged in the stray cat management policy, is important for the success of the interventions. Therefore a web-based survey was conducted among Flemish citizens in order to examine differences in acceptance towards seven management scenarios: household cat neutering with financial support for the owner, household cat neutering without financial support for the owner, encouraging responsible household cat ownership, trapping stray cats and taking them to a shelter, trapping and neutering stray cats for release into a managed "cat colony" (composed by so called "community cats"), trapping and killing of stray cats, and undertaking no action. A total of 4059 valid responses were collected and the proportions of agreement were compared across the different management scenarios using the two-sample z-test. Interactions among factors that influenced each management scenario were investigated using the CHAID (Chi-squared Automatic Interaction Detection) analysis and visualized on a tree. Our results showed that fostering responsible household cat ownership (89.9%) and conversion of stray cats to "community cats" (76.3%) were most supported by respondents in our sample (which consisted mainly of females, cat-lovers, and families without children). Least supported were the killing of stray cats (7.7%) and undertaking no action (3.3%). The demographic analyses revealed that for the acceptance of management scenarios there were three important factors (attitude towards cats, area of residence, and gender), two weaker factors (education and having children) and two which had almost no impact (age and cat ownership). We propose that future studies should focus on the effect of 'area of residence', 'having children' and 'education'. In conclusion, our research confirms that management of and communication on stray cat strategies should not be developed with a one-size-fits-all approach. Efforts should be tailored to each audience segment, thus adapted to the area of residence and human characteristics.

Dog Population & Dog Sheltering Trends in the United States of America

The pet overpopulation problem in the United States has changed significantly since the 1970s. The purpose of this review is to document these changes and propose factors that have been and are currently driving the dog population dynamics in the US. In the 1960s, about one quarter of the dog population was still roaming the streets (whether owned or not) and 10 to 20-fold more dogs were euthanized in shelters compared to the present. We present data from across the United States which support the idea that, along with increased responsible pet ownership behaviors, sterilization efforts in shelters and private veterinary hospitals have played a role driving and sustaining the decline in unwanted animals entering shelters (and being euthanized). Additionally, data shows that adoption numbers are rising slowly across the US and have become an additional driver of declining euthanasia numbers in the last decade. We conclude that the cultural shift in how society and pet owners relate to dogs has produced positive shelter trends beyond the decline in intake. The increased level of control and care dog owners provide to their dogs, as well as the increasing perception of dogs as family members, are all indicators of the changing human-dog relationship in the US.

Abstract

Dog management in the United States has evolved considerably over the last 40 years. This review analyzes available data from the last 30 to 40 years to identify national and local trends. In 1973, The Humane Society of the US (The HSUS) estimated that about 13.5 million animals (64 dogs and cats per 1000 people) were euthanized in the US (about 20% of the pet population) and about 25% of the dog population was still roaming the streets. Intake and euthanasia numbers (national and state level) declined rapidly in the 1970s due to a number of factors, including the implementation of shelter sterilization policies, changes in sterilization practices by private veterinarians and the passage of local ordinances implementing differential licensing fees for intact and sterilized pets. By the mid-1980s, shelter intake had declined by about 50% (The HSUS estimated 7.6–10 million animals euthanized in 1985). Data collected by PetPoint over the past eight years indicate that adoptions increased in the last decade and may have become an additional driver affecting recent euthanasia declines across the US. We suspect that sterilizations, now part of the standard veterinary care, and the level of control of pet dogs exercised by pet owners (roaming dogs are now mostly absent in many US communities) played an important part in the cultural shift in the US, in which a larger proportion of families now regard their pet dogs as “family members”.

Exploring the Gaps in Practical Ethical Guidance for Animal Welfare Considerations of Field Interventions and Innovations Targeting Dogs and Cats

Large populations of domestic dogs and cats are found living, or in close association with humans. They are often targeted by field interventions or innovations to enhance their welfare or to reduce conflict with communities or wildlife. Ethical review is a cornerstone of responsible engagement that aims to promote animal and human wellbeing. For the review process to be robust, identifying and understanding the ethical dilemmas that may be encountered when working with dogs and cats in field contexts, together with their human communities and in multi-stakeholder partnerships would be advantageous. We explored existing guidance from other disciplines (regulated animal research, veterinary and human clinical trials, and research conducted on wildlife) and identified gaps in ethical frameworks that do not adequately address the specific and practical needs of nongovernmental or intergovernmental organizations, government agencies or independent researchers working with dogs and cats in field contexts. Navigating practical ethical concerns in complex, highly variable field contexts necessitates the development of additional resources that can better inform reliable ethical review processes, and subsequently enhance the humaneness and effectiveness of future interventions and innovations.

Abstract

Domestic dogs (Canis lupus familiaris) and cats (Felis silvestris catus) are common species targeted by nongovernmental or intergovernmental organizations, veterinarians and government agencies worldwide, for field interventions (e.g., population management, rabies vaccination programs) or innovations (e.g., development of technologies or pharmaceuticals to improve animal welfare). We have a moral responsibility to ensure that the conduct of this work is humane for dogs or cats, and to consider the human communities in which the animals live. Ethical review is widely accepted as being integral to responsible practice, and it is fundamental to good science that underpins innovation. Despite the necessity of field interventions or innovations to advance the welfare of individuals or populations of animals, we found a lack of specific guidance and review processes to help navigate ethical dilemmas surrounding the conduct of such work. This can be detrimental to the wellbeing of animals and their human communities. Here we identify the gaps in existing ethical frameworks (specifically application of Reduction and Refinement principles, challenges of obtaining meaningful informed consent with variations in the quality of human-animal relationships, and limited resources regarding considerations of local stakeholders), and outline the need for additional tools to promote ethical conduct in the field.
