Poverty and the re-growth of private renting in the UK, 1994-2018

Over the last two decades, private renting has undergone a major revival in the UK, more than doubling its share within the housing system. Young adults increasingly remain in the sector into their 30s, giving rise to the term ‘Generation Rent’. Using data from the UK’s Family Resources Survey, this article shows how reliance on the sector varies by poverty status, particularly for young adults and children. In 2017/18, 42 per cent of adults under 40 in low-income poverty lived in private renting, compared with just 26 per cent of non-poor. This is almost double the proportion of 20 years earlier. Private renting is now home to more poor adults under 40 than owner occupation and social renting combined. In addition, one in three children in poverty (36 per cent) now lives in private renting, three times the level of 20 years ago. For both adults and children, rates are even higher in London and the South. Although rates of increase have slowed in recent years, this dramatic shift in the housing circumstances of those in poverty has a number of implications for housing and social policy which have not yet been sufficiently recognised.

Rethinking one of criminology's 'brute facts': The age-crime curve and the crime drop in Scotland

Examining annual variation in the age-crime curve as a way to better understand the recent crime drop, this paper explores how the age distribution of convicted offending changed for men and women in Scotland between 1989 and 2011. This analysis employs shaded contour plots as a method of visualizing annual change in the age-crime curve. Similar to recent findings from the USA, we observed falling rates of convicted offending for young people, primarily owing to lower rates of convicted offending for young men. In contrast to the US literature we also find increases in the rate of convicted offending for those in their mid-twenties to mid-forties, which are relatively greater for women than men. Analysis of annual change shows different phases in the progression of these trends, with falls in prevalence during the 1990s reflecting lower rates of convictions for acquisitive crime, but falls between 2007 and 2011 being spread across multiple crime types. Explanations of the crime drop in Scotland and elsewhere must be able to account for different patterns of change across age, sex, crime type and time.

Visualising variation in mortality rates across the life course and by sex, USA and comparator states, 1933-2010

BACKGROUND

Previous research showed that younger adult males in the USA have, since the 1950s, died at a faster rate than females of the same age. In this paper, we quantify this difference, and explore possible explanations for the differences at different ages and in different years.

METHODS

Using data from the Human Mortality Database (HMD), the number of additional male deaths per 10 000 female deaths was calculated for each year from 1933 to 2010, and for each year of age from 0 to 60 years, for the USA, and a number of other countries for comparison. The data were explored visually using shaded contour plots.

RESULTS

Gender differences in excess mortality have increased. Coming of age (between the ages of 15 and 25 years of age) is especially perilous for men relative to women now compared with the past in the USA; the visualisations highlight this change as important.

CONCLUSIONS

Sex differences in mortality risks at various ages are not static. While women may today have an advantage when it comes to life expectancy, in the USA, this has greatly increased since the 1930s. Just as young adulthood for women has been made safer through safer antenatal and childbirth practices, changes in public policy can make the social environment safer for men.
