Walking with lions: why there is no role for captive-origin lions Panthera leo in species restoration

The extent and nature of the commercial captive lion industry in the Free State province, South Africa

The captive breeding of wildlife for commercial purposes is a controversial issue. In South Africa, the farming of African lions (Panthera leo) for commercial trade emerged in the early 1990s, partly as a conservation measure to reduce the decline in wild lion numbers while meeting increasing wildlife trade demands. In May 2021, the South African Department of Forestry, Fisheries, and the Environment (DFFE) announced plans to end the captive breeding of lions, keeping of lions in captivity, and the use of captive lions, their parts and derivatives for commercial trade. Here, we examined the commercial captive lion industry from 2017 to 2020 in the Free State province, the heart of the lion breeding industry. We document the extent of the industry and highlight a number of key management issues. Of particular concern were issues with microchip numbers, which are used to follow each registered lion from birth to death through the system and to avoid laundering of wild caught and/or non-registered lions. Of the 4,823 unique microchips that were identified, at least 11% could not be followed through the system. Additionally, a minimum of 199 microchip numbers may have been reused by permit holders, either on captivity, euthanasia, or transport permits, indicating potential non-compliance with the Threatened or Protected Species (TOPS) Regulations. We highlight further areas of concern that warrant additional attention for these types of activities that may cause management issues during the transition period and which may also be relevant for the keeping, breeding, and trading of other TOPS regulated species in South Africa, particularly big cat species.

Poor Welfare Indicators and Husbandry Practices at Lion (Panthera Leo) "Cub-Petting" Facilities: Evidence from Public YouTube Videos

There is growing concern about captive lion hunting and breeding operations in South Africa, including cub-petting tourism. For the first time, we assess the quality of cub-petting facilities and code the stress behaviors of lion cubs when handled by tourists by analyzing four stress-related behaviors and six indicators of poor husbandry in 49 YouTube videos of tourist−lion cub interactions (from at least 11 South African safari parks, 2008-2019). We also categorized videos as regular tourism vs. voluntourism (tourism under the guise of helping those in need). We found a median of four poor husbandry practices per video, with all but two videos involving very young cubs (under 7 months) and the majority (61%) involving cubs estimated under 3 months old. Two videos claimed to show cubs as young as 9 days old and 1 day old, with their eyes still closed. The lion mother was apparent in only 1 of 49 videos. All but one of the interactions took place during the day, although young cubs are primarily active at night. The majority of videos (77%) showed cubs engaging in at least one stress behavior, and the most common stress behaviors were avoidance and aggression. Comparing voluntourism to regular tourism, we found no difference in instances of poor husbandry or observable stress behaviors (p’s > 0.6). These results show that cub-petting operations are characterized by poor cub welfare, including features that are inherently harmful to cub development (e.g., separation from the mother at an early age and forced activity outside normal waking hours). Existing research suggests that many tourists are likely unaware of these negative impacts and may even believe that they are helping the cubs. This analysis provides evidence to the contrary.

Guidelines for evaluating the conservation value of African lion (Panthera leo) translocations

As the top predator in African ecosystems, lions have lost more than 90% of their historical range, and few countries possess strong evidence for stable populations. Translocations (broadly defined here as the capture and movement of lions for various management purposes) have become an increasingly popular action for this species, but the wide array of lion translocation rationales and subsequent conservation challenges stemming from poorly conceived or unsuitable translocations warrants additional standardized evaluation and guidance. At their best, translocations fill a key role in comprehensive strategies aimed at addressing the threats facing lions and fostering the recovery of wild populations in their historic range. At their worst, translocations can distract from addressing the major threats to wild populations and habitats, divert scarce funding from more valuable conservation actions, exacerbate conflict with humans in recipient sites, disrupt local lion demography, and undermine the genetic integrity of wild lion populations in both source and recipient sites. In the interest of developing best practice guidelines for deciding when and how to conduct lion translocations, we discuss factors to consider when determining whether a translocation is of conservation value, introduce a value assessment for translocations, and provide a decision matrix to assist practitioners in improving the positive and reducing the negative outcomes of lion translocation.

Genetic guidelines for translocations: Maintaining intraspecific diversity in the lion (Panthera leo)

Conservation translocations have become an important management tool, particularly for large wildlife species such as the lion (Panthera leo). When planning translocations, the genetic background of populations needs to be taken into account; failure to do so risks disrupting existing patterns of genetic variation, ultimately leading to genetic homogenization, and thereby reducing resilience and adaptability of the species. We urge wildlife managers to include knowledge of the genetic background of source/target populations, as well as species-wide patterns, in any management intervention. We present a hierarchical decision-making tool in which we list 132 lion populations/lion conservation units and provide information on genetic assignment, uncertainty and suitability for translocation for each source/target combination. By including four levels of suitability, from 'first choice' to 'no option', we provide managers with a range of options. To illustrate the extent of international trade of lions, and the potential disruption of natural patterns of intraspecific diversity, we mined the CITES Trade Database for estimated trade quantities of live individuals imported into lion range states during the past 4 decades. We identified 1056 recorded individuals with a potential risk of interbreeding with wild lions, 772 being captive-sourced. Scoring each of the records with our decision-making tool illustrates that only 7% of the translocated individuals were 'first choice' and 73% were 'no option'. We acknowledge that other, nongenetic factors are important in the decision-making process, and hence a pragmatic approach is needed. A framework in which source/target populations are scored based on suitability is not only relevant to lion, but also to other species of wildlife that are frequently translocated. We hope that the presented overview supports managers to include genetics in future management decisions and contributes towards conservation of the lion in its full diversity.

Ending Commercial Lion Farming in South Africa: A Gap Analysis Approach

In May 2021, it was announced that the government will stop issuing permits to new entrants into this industry as well as the issuance of hunting permits and will start amending permit conditions to prohibit breeding and exclude tourism interactions with captive lions, effectively ending the lion farming industry. In order to follow this line of action, a comprehensive, well-managed plan will be required to ensure a responsible transition away from the current industry. Here, using a “gap analysis” management tool, we outline some of the key considerations necessary for a responsible, well-managed exit from the lion farming industry in South Africa. We compiled key background information about the current state of the industry and use this information to identify desired management states and specific steps that could facilitate a successful phase out of lion farming.

In 2020 a high-level panel was initiated to review the policies, legislation, and management regarding the breeding, hunting, trade, and handling of four wildlife species, including lions. In May 2021, it was announced that the government intends to amend existing permit conditions to prohibit lion breeding and tourism interactions with captive lions, as well as to stop issuing permits to new entrants into the industry, effectively ending lion farming. In order to follow this line of action, a comprehensive, well-managed plan will be necessary to execute a responsible exit from the industry as it currently stands. Using a “gap analysis” management tool, we aim to: (1) outline some of the key considerations regarding the current state of the lion farming industry in South Africa; and (2) propose specific action steps that could be taken within five key areas (regulation, animal welfare, health and safety, equitability, and conservation) to help inform a responsible transition away from this type of wildlife farming in the biodiversity economy. For our gap analysis, we conducted a semi-systematic literature search to compile key background information about the current state of the industry. This information was then used to identify corresponding desired management states, and steps that could facilitate a successful phase out of lion farming in South Africa. We hope our approach helps identify key considerations for a responsible transition and can help aid decisions during the management of this process.

African Lions and Zoonotic Diseases: Implications for Commercial Lion Farms in South Africa

Such close contact between wild animals and humans creates opportunities for the spread of zoonotic diseases (diseases that can be passed between animals and people). To help understand the health risks associated with lion farms, our study compiled a list of pathogens (bacteria, viruses, parasites, and fungi) known to affect African lions. We reviewed 148 scientific papers and identified a total of 63 pathogens recorded in both wild and captive lions, most of which were parasites (35, 56%), followed by viruses (17, 27%) and bacteria (11, 17%). This included pathogens that can be passed from lions to other animals and to humans. We also found a total of 83 diseases and clinical symptoms associated with these pathogens. Given that pathogens and their associated infectious diseases can cause harm to both animals and public health, we recommend that the lion farming industry in South Africa takes action to prevent and manage potential disease outbreaks.

Abstract

African lions (Panthera leo) are bred in captivity on commercial farms across South Africa and often have close contact with farm staff, tourists, and other industry workers. As transmission of zoonotic diseases occurs through close proximity between wildlife and humans, these commercial captive breeding operations pose a potential risk to thousands of captive lions and to public health. An understanding of pathogens known to affect lions is needed to effectively assess the risk of disease emergence and transmission within the industry. Here, we conduct a systematic search of the academic literature, identifying 148 peer-reviewed studies, to summarize the range of pathogens and parasites known to affect African lions. A total of 63 pathogenic organisms were recorded, belonging to 35 genera across 30 taxonomic families. Over half were parasites (35, 56%), followed by viruses (17, 27%) and bacteria (11, 17%). A number of novel pathogens representing unidentified and undescribed species were also reported. Among the pathogenic inventory are species that can be transmitted from lions to other species, including humans. In addition, 83 clinical symptoms and diseases associated with these pathogens were identified. Given the risks posed by infectious diseases, this research highlights the potential public health risks associated with the captive breeding industry. We recommend that relevant authorities take imminent action to help prevent and manage the risks posed by zoonotic pathogens on lion farms.

Is captive breeding a priority for manatee conservation in Mexico?

The Endangered Antillean manateeTrichechus manatus manatusis one of the most threatened aquatic mammal species in Mexico and the wider Caribbean region. The decline of this subspecies is mainly a result of historical exploitation and the impact of current coastal development. The conservation strategies adopted for the Antillean manatee include habitat protection, reduction of the most severe threats, and the rescue of stranded, orphaned or injured individuals and their management in captivity. This latter strategy has produced positive outcomes in some countries but has been the subject of controversy in others, including Mexico. We analyse the benefits and challenges associated with the management of captive manatees in Mexico, and the consequences of a lack of government policy and strategy for the post-rehabilitation release of individuals. We describe the evolution of this controversy from 1997–2017 in Mexico, analyse the consequences and implications for the conservation of the species, and propose an integrated management strategy that could address the issues raised. Although this strategy has been developed in the context of Mexico, it is applicable to management of this species across the Caribbean region.

Deep Uncertainty, Public Reason, the Conservation of Biodiversity and the Regulation of Markets for Lion Skeletons

Public reason is a formal concept in political theory. There is a need to better understand how public reason might be elicited in making public decisions that involve deep uncertainty, which arises from pernicious and gross ignorance about how a system works, the boundaries of a system, and the relative value (or disvalue) of various possible outcomes. This article is the third in a series to demonstrate how ethical argument analysis—a qualitative decision-making aid—may be used to elicit public reason in the presence of deep uncertainty. The first article demonstrated how argument analysis is capable of probing deep into a single argument. The second article demonstrated how argument analysis can analyze a broad set of arguments and how argument analysis can be operationalized for use as a decision-making aid. This article demonstrates (i) the relevance of argument analysis to public reasoning, (ii) the relevance of argument analysis for decision-making under deep uncertainty, an emerging direction in decision theory, and (iii) how deep uncertainty can arise when the boundary between facts and values is inescapably entangled. This article and the previous two make these demonstrations using, as an example, the conservation and sustainable use of lions.

Born captive: A survey of the lion breeding, keeping and hunting industries in South Africa

Commercial captive breeding and trade in body parts of threatened wild carnivores is an issue of significant concern to conservation scientists and policy-makers. Following a 2016 decision by Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora, South Africa must establish an annual export quota for lion skeletons from captive sources, such that threats to wild lions are mitigated. As input to the quota-setting process, South Africa’s Scientific Authority initiated interdisciplinary collaborative research on the captive lion industry and its potential links to wild lion conservation. A National Captive Lion Survey was conducted as one of the inputs to this research; the survey was launched in August 2017 and completed in May 2018. The structured semi-quantitative questionnaire elicited 117 usable responses, representing a substantial proportion of the industry. The survey results clearly illustrate the impact of a USA suspension on trophy imports from captive-bred South African lions, which affected 82% of respondents and economically destabilised the industry. Respondents are adapting in various ways, with many euthanizing lions and becoming increasingly reliant on income from skeleton export sales. With rising consumer demand for lion body parts, notably skulls, the export quota presents a further challenge to the industry, regulators and conservationists alike, with 52% of respondents indicating they would adapt by seeking ‘alternative markets’ for lion bones if the export quota allocation restricted their business. Recognizing that trade policy toward large carnivores represents a ‘wicked problem’, we anticipate that these results will inform future deliberations, which must nonetheless also be informed by challenging inclusive engagements with all relevant stakeholders.

I thought I saw a pussy cat: Portrayal of wild cats in friendly interactions with humans distorts perceptions and encourages interactions with wild cat species

Most people lack the opportunity to see non-domesticated animals in the wild. Consequently, people’s perception of wild animals is based on what they see on (social) media. The way in which (social) media portrays non-domesticated animals determines our perception of and behaviour to these animals. People like to interact with animals, which is why venues which offer the opportunity to interact with non-domesticated animals are popular wildlife tourist attractions (WTAs). However, these WTAs more often than not profit at the expense of animal welfare, conservation and human safety. Participation in such WTAs should therefore be discouraged. Through (social) media we are regularly exposed to images of non-domesticated animals in close interactions with humans. Exposure to such images seems to blur the line between what is a friendly domesticated animal and what is a potentially dangerous wild animal. Such images may also increase our desire to engage in interactions with non-domesticated animals ourselves and reduce moral concerns about the use of non-domesticated animals for such interactions, thereby promoting WTAs in which tourists can interact with non-domesticated animals. Wild cat species are commonly used in the wildlife tourism industry to interact with tourists. In this study, we determine whether portrayal of wild cat species in interactions with humans promotes WTAs with wild cats. We presented respondents with an image of a wild cat species (lion, cheetah, caracal) in a control setting, walked by a human (WTA), petted by a human (WTA) or in the wild and asked them to answer a fixed set of questions. We found that portraying wild cat species in interactions with humans reduced the fear of wild cats, encouraged people to regard WTAs with wild cats as acceptable and stimulated them to participate in such activities themselves.

The Ethics of Human⁻Animal Relationships and Public Discourse: A Case Study of Lions Bred for Their Bones

As a matter of public policy, the practice is a complicated nexus of concerns for entrepreneurial freedom, wildlife conservation, and the fair treatment of animals. We used this case to demonstrate how public discourse about ethically-charged policies can be aided by a technique from the academic field of applied ethics, i.e., formal argument analysis. We showed how the technique can be integrated into existing frameworks for public decision-making. To further facilitate the application of this technique to other cases, we also offered ten general lessons for formal analysis of ethical arguments.

Abstract

Conservation and natural resource management are increasingly attending the ethical elements of public decisions. Ethical considerations are challenging, in part, because they typically require accounting for the moral consideration of various human and nonhuman forms of life, whose interests sometimes conflict (or seem to conflict). A valuable tool for such evaluations is the formal analysis of ethical arguments. An ethical argument is a collection of premises, logically interrelated, to yield a conclusion that can be expressed in the form, “We ought to…” According to the rules of logic, a conclusion is supported by an argument if all its premises are true or appropriate and when it contains no mistaken inferences. We showed how the formal analysis of ethical arguments can be used to engage stakeholders and decision-makers in decision-making processes. We summarised the method with ten specific guidelines that would be applicable to any case. We illustrated the technique using a case study focused on captive-bred lions, the skeletons of which form part of an international trade to supply traditional medicine markets in Southeast Asia with felid bones. As a matter of public policy, the practice is a complicated nexus of concerns for entrepreneurial freedom, wildlife conservation, and the fair treatment of animals.

The Customer Isn't Always Right-Conservation and Animal Welfare Implications of the Increasing Demand for Wildlife Tourism

Tourism accounts for 9% of global GDP and comprises 1.1 billion tourist arrivals per annum. Visits to wildlife tourist attractions (WTAs) may account for 20-40% of global tourism, but no studies have audited the diversity of WTAs and their impacts on the conservation status and welfare of subject animals. We scored these impacts for 24 types of WTA, visited by 3.6-6 million tourists per year, and compared our scores to tourists' feedback on TripAdvisor. Six WTA types (impacting 1,500-13,000 individual animals) had net positive conservation/welfare impacts, but 14 (120,000-340,000 individuals) had negative conservation impacts and 18 (230,000-550,000 individuals) had negative welfare impacts. Despite these figures only 7.8% of all tourist feedback on these WTAs was negative due to conservation/welfare concerns. We demonstrate that WTAs have substantial negative effects that are unrecognised by the majority of tourists, suggesting an urgent need for tourist education and regulation of WTAs worldwide.

Examining the extinction of the Barbary lion and its implications for felid conservation

Estimations of species extinction dates are rarely definitive, yet declarations of extinction or extirpation are important as they define when conservation efforts may cease. Erroneous declarations of extinctions not only destabilize conservation efforts but also corrode local community support. Mismatches in perceptions by the scientific and local communities risk undermining sensitive, but important partnerships. We examine observations relating to the decline and extinction of Barbary lions in North Africa. Whilst the extinction predates the era of the scientific conservation movement, the decline is relatively well documented in historical records. Recently unearthed accounts suggest Barbary lions survived later than previously assumed. We use probabilistic methods to estimate a more recent extinction date for the subspecies. The evidence presented for a much later persistence of lions in North Africa, including generations when sightings were nil, suggests caution when considering felid populations as extinct in the wild. The case raises the possibility that captive animals descended from the Moroccan royal collection are closer contemporaries to wild Barbary lions. Furthermore, our results highlight the vulnerability of very small lion populations and the significance of continued conservation of remnant lion populations in Central and West Africa.
