Abstract
The group 10 transition metal atoms Pd and Pt react with nitrogen trifluoride (NF3) forming N-coordination M(NF3) complexes in solid neon and argon matrices. The M(NF3) complexes isomerize to more stable fluoronitrenoid FNMF2 isomers via fluorine migration upon blue LED (λ = 470 nm) light irradiation. These products are characterized on the basis of infrared absorption spectroscopy with isotopic substitutions and theoretical frequency calculations. The analysis of the electronic structure of nitrogen trifluoride complexes indicates that the bonding between metal and nitrogen trifluoride can be described as σ donation from the HOMO of nitrogen trifluoride to the empty metal dz2 orbital and π back-donation from the metal dxz/yz orbitals to the LUMO of nitrogen trifluoride, the latter of which stabilized the metal ligand bond and destabilized the ligand N-F bond. In FNMF2, the FN ligand doubly bonded to the metal and bear imido character.

Abstract
Coordination polymers (CPs) have emerged as promising candidates for photocatalytic H2 production owing to their structural tailorability and functional diversity. However, the development of CPs with high energy transfer efficiency for highly efficient photocatalytic H2 production in a wide pH range still faces many challenges. Here we constructed a novel tube-like Pd(ii) coordination polymer with well-distributed Pd nanoparticles (denoted as Pd/Pd(ii)CPs) based on the coordination assembly of rhodamine 6G and Pd(ii) ions and further photo-reduction under visible light irradiation. Both the Br- ion and double solvent play a key role in forming the hollow superstructures. The resulting tube-like Pd/Pd(ii)CPs exhibit high stability in aqueous solution with the pH range from 3 to 14 due to the high Gibbs free energies of protonation and deprotonation, which provides the feasibility of photocatalytic hydrogen generation in a wide pH range. Electromagnetic field calculations showed that the tube-like Pd/Pd(ii)CPs have a good confinement effect on light. Therefore, the H2 evolution rate could reach 112.3 mmol h-1 g-1 at pH 13 under visible light irradiation, which is far superior to those of reported coordination polymer-based photocatalysts. Moreover, such Pd/Pd(ii)CPs could also reach a H2 production rate of 37.8 mmol h-1 g-1 in seawater under visible light with low optical density (40 mW cm-2) close to morning or cloudy sunlight. The above unique characteristics make the Pd/Pd(ii)CPs possess great potential for practical applications.

Abstract
Isolated transition metal clusters have been established as useful models for extended metal surfaces or deposited metal particles, to improve the understanding of their surface chemistry and of catalytic reactions. For this objective, an important milestone has been the development of experimental methods for the size-specific structural characterization of clusters and cluster complexes in the gas phase. This review focusses on the characterization of molecular ligands, their binding and activation by small transition metal clusters, using cluster-size specific infrared action spectroscopy. A comprehensive overview and a critical discussion of the experimental data available to date is provided, reaching from the initial results obtained using line-tuneable CO2 lasers to present-day studies applying infrared free electron lasers as well as other intense and broadly tuneable IR laser sources.

Abstract
The bonding between two neutral aromatic compounds, especially small ones, has been controversially debated in the last decades, and terms like "π-stacking" had to be revised. Surprisingly, despite of many experimental and computational work, there is still no clear consensus about the structure of and the bonding in the pyridine dimer. In this work, for different isomeric forms of the pyridine dimer, the structures and bonding were elucidated by combining high-resolution matrix-isolation spectroscopic results with quantum-chemical calculations. High-resolution IR spectra of Ne matrices at 4 K containing pyridine were recorded for different concentrations and upon annealing to 10 and 12 K, relying on three isotopologues of pyridine. The spectra show the presence of hydrogen-bonded, T-shaped, and stacked forms of weakly-bound pyridine dimers. Among these, the hydrogen-bonded isomer is identified as the lowest-energy form. The results provide for the first time conclusive information about the interaction between two pyridine dimers.

Abstract
The reactions of laser-ablated Ce, Sm, Eu, and Lu atoms with acetonitrile were studied by matrix infrared spectra in a neon matrix, and M←NCCH3, M-η2-(NC)-CH3, and CN-M-CH3 were identified with isotopic substitution and quantum chemical calculations. The major product is the insertion complex (CN-M-CH3), while the end-on and side-on complexes (M←NCCH3 and M-η2-(NC)-CH3) are also trapped in the matrix. The CCN antisymmetric stretching mode for Ce-η2-(NC)-CH3 was observed at 1536.9 cm-1, which is much lower than the same modes observed for other lanthanides. NBO analysis reveals that Ce exhibits a remarkable 4f-orbital contribution in bonding to N and to C, reconfirming an active 4f-orbital contribution of cerium in bonding in the side-on complex, while the 4f contributions of Sm and Eu to the M-N and M-C bonds are much lower and the 4f orbital of Lu is not involved in bonding.

Abstract
Abstract Carbon fibers (CFs) decorated by Co2P nanoparticles and carbon nanotubes were prepared via needle-less electrospinning technique. Formation of catalytically active Co2P nanoparticles and growth of carbon nanotubes were monitored in open and closed sintering environment at different sintering exposure times. Higher porosity, important in the catalytic reaction for easier penetration of electrolyte into the CFs, was achieved by mixing two immiscible polymers with natrium dodecyl sulfate and subsequent heat treatment process. Structure and morphology of the prepared modified carbon fibers were characterized by XRD, SEM and TEM. The time of heat exposure at the sintering temperature of 1200 °C and closure of the sintering space showed distinct effect on the growth and shape of carbon nanotubes. SEM and Raman spectroscopy revealed that closure of the system led to the formation of carbon nanotubes with smaller diameters and less structural disorder. Comparing of as-prepared CFs revealed that CFs with Co2P sintered in the closed system exhibited the best electrocatalytic activity for hydrogen evolution reaction due to lower overpotential and smaller Tafel slope in acidic solution. Abstract
The products in reactions of laser-ablated boron atoms with cyanogen in excess argon have been identified via investigation of the matrix spectra and their variation on photolysis, annealing, and isotopic substitutions. DFT calculations have been performed for the plausible products and reaction paths, providing helpful guides. B-NCCN and B-η2-(NC)-CN were observed in the original deposition spectra, but they disappear on photolysis with λ > 220 nm while more stable NCBCN, CNBCN, and CNBNC were produced. Besides these primary products, high-order products [(NC)2B-NCCN, (CN)(NC)B-NCCN, (CN)2B-NCCN, and (NC)2B-B(CN)2] were also observed, which increased in the later stage of annealing. Our calculations show that initially produced B-NCCN is interconvertible to B-η2-(NC)-CN and the more stable boron cyanide and isocyanide, consistent with the observed results. The formation of high-order products demonstrates that boron highly prefers the trivalent state in reactions with cyanogen, similar to aluminum.

Abstract
Reactions of group 11 metals with cyanogen, N≡C-C≡N, in excess argon and neon have been carried out, and the products were identified via examination of the matrix spectra and their variation upon photolysis, annealing, and isotopic substitutions. Density functional theory calculations provided helpful information for the plausible products and reaction paths. While M···NCCN and M···CNCN were observed in all three metal systems, the cyanide and isocyanide products (NCMCN, NCMNC, and CNMNC) were identified only in the Cu reactions, and M···C(N)CN was identified in the Cu and Au spectra. Intrinsic reaction coordinate calculation results along with the observed spectral variation upon photolysis and annealing suggest that Cu···C(N)CN was the pathway to cyanide and isocyanide. The product absorptions with exceptionally high C-N stretching frequencies in the Au system have been tentatively assigned to a cation [Au···NCCN+]. The group 11 metal cyanides and isocyanides that require two chemical bonds to the central metal are energetically favorable only in the lightest metal system.

Abstract
It is believed that the density functional theory (DFT) describes most elements with s, p, and d orbitals very well, except some materials that have strongly localized and correlated valence electrons. In this work, we find that the widely employed exchange-correlation (XC) functionals, including local-density approximation (LDA), generalized gradient approximation (GGA), and meta-GGA, underestimate the shear modulus and phase stability of V and Nb greatly. The advanced hybrid functional that is usually better for correlated systems, on the other hand, completely fails in these two simple metals. This striking failure is revealed due to the orbital localization error in GGA, which is further deteriorated by hybrid functionals. This observation is corroborated by a similar failure of DFT+U and van der Waals functionals when applied to V and Nb. To remedy this problem, a semiempirical approach of DFT+J is proposed, which can delocalize electrons by facilitating the on-site exchange. Furthermore, it is observed that including density derivatives slightly improves the performance of the semilocal functionals, with meta-GGA outperforms GGA, and the latter is better than LDA. This discovery indicates the possibility and necessity to include higher-order density derivatives beyond the Laplacian level for the purpose of removing the orbital localization error (mainly from d orbitals) and delocalization error (mainly from s and p orbitals) completely in V and Nb so that a better description of their electronic structures is achieved. The same strategy can be applied to the other d electron system and f electron system.

Abstract
Local hybrid functionals with position-dependent exact-exchange admixture have been implemented in the noncollinear spin form into a two-component X2C code and are evaluated for the hyperfine coupling tensors of a series of 3d, 4d, and 5d transition-metal complexes. One aim is to see if the potential of local hybrid functionals toward an improved balance between core-shell and valence-shell spin polarization, recently identified in nonrelativistic computations on 3d complexes (Schattenberg, C.; Maier, T. M.; Kaupp, M. J. Chem. Theory Comput. 2018, 14, 5653-5672), can be extended to the hyperfine couplings of heavier metal centers. The correctness of the two-component implementation is first established by comparison to previous computations for 3d systems with or without notable spin-orbit contributions to their hyperfine tensors, and the good performance of a standard "t-LMF" local mixing function is confirmed. However, when moving to 4d and 5d metal centers, the performance of such local mixing functions deteriorates. This is likely due to their violation of the homogeneous coordinate scaling condition in the high-density limit, which is particularly important for the core shells of heavier atoms. A local mixing function that respects this high-density limit performs notably better for heavier metal centers. However, it brings in much too high exact-exchange admixtures for the 3d systems and is too inflexible to simultaneously provide reasonable chemical accuracy in other areas. These results point to the ongoing need to develop improved local mixing functions and local hybrid functionals that exhibit favorable properties in different areas of space defined by very high and much lower electron densities.

Abstract
Reactions of laser-ablated Fe, Ru, and Pt atoms with acetonitrile have been carried out in excess argon, and the products identified in the matrix spectra. CH3CN→Fe and Fe-η2-(NC)-CH3 observed in the original deposition spectra converted to CH3-FeNC on uv irradiation. CH3CN→Ru, the only product detected in the Ru system, dissociated on uv irradiation, but was partly reproduced on subsequent visible irradiation and annealing. Similar behavior was found for CH3CN→Pt. The major products (CH3-FeNC, CH3CN→Ru, and CH3CN→Pt) are the most stable constituents in the previously proposed reaction path for Group 4, 5, 6, and 7 metal atoms and acetonitrile, parallel with the previous results. The Group 8 metal π-coordination products are weakly bound complexes due to limited back-donation to the π*-orbitals of CH3CN. Calculations show that the Fe insertion product has a much less bent structure than the Ru analogue, in line with its higher s-character from the first row transition-metal to the C-Fe bond, and the group 8 metal methylidenes are not agostically distorted. The Pt to N bond in CH3CN→Pt is the strongest of all the metals we have investigated owing in large part to its higher electron affinity, which prevents nitrogen lone pair density from entering the pi* orbitals of the C-N group.

Abstract
Laser ablation of metallic Ce and Nd reacting with cyanogen in excess argon during codeposition at 4 K forms Ce(NC)x and Nd(NC)x for x = 1-3, which are identified from their matrix infrared spectra using cyanogen substituted with 13C and 15N. The electronic structure calculations were performed for isocyano and cyano Cd and Nd compounds for up to n = 4. The frequencies were calculated at the density functional theory level with three different functionals as well as correlated molecular orbital theory (MP2) and are consistent with the experimental assignments and the corresponding 12C/13C isotopic frequency ratios for the isocyano species. The computed frequencies for the analogous cyanide complexes are significantly higher than those for the isocyano isomers, and they are not observed in the spectra. The high spin isocyano complexes are the lowest energy structures. On the basis of the natural population analysis results, the bonding in 4CeNC and 6NdNC is essentially purely ionic with the Ce/Nd in the +I-oxidation state. The bonding for disocyano (3Ce(NC)2 and 5Nd(NC)2) and triisocyano (2Ce(NC)3 and 4Nd(NC)3) complexes is still quite ionic with the lanthanide in the +II and +III formal oxidation states, respectively. For 1Ce(NC)4, the oxidation state is best described as being between +III and +IV. Formation of 5Nd(NC)4 does not really change the electron configuration on the Nd from that in 4Nd(NC)3 and the oxidation state on the Nd remains at +III. Although Nd compounds with up to 3 NC- groups have more ionic binding than do the corresponding Ce compounds, Ce(NC)4 has more ionic binding than does Nd(NC)4. The ionic nature of isocyano Ce and Nd complexes decreases as the number of isocyano groups increases. The energetics of formation of the isocyano Ce and Nd complexes using cyanogen or CN radicals are calculated to be mostly due to exothermic processes, with the exothermicity decreasing as the number of isocyano groups increases.

Abstract
We report a single-step route to co-deposit Cu nanoparticles with a graphitic carbon nitride (gCN) support using nanosecond Ce:Nd:YAG pulsed laser ablation from a Cu metal target coated using acetonitrile (CH3CN). The resulting Cu/gCN hybrids showed strong optical absorption in the visible to near-IR range and exhibited surface-enhanced Raman or resonance Raman scattering (SERS or SERRS) enhancement for crystal violet (CV), methylene blue (MB), and rhodamine 6G (R6G) used as probe analyte molecules adsorbed on the surface. We have characterized the Cu nanoparticles and the nature of the gCN support materials using a range of spectroscopic, structural, and compositional analysis techniques.

Abstract
Infrared spectra of the matrix-isolated Sn(η2 -O2 S), Sn(η2 -OSO), Sn(η2 -O2 S)(η1 -OSO), Sn(η2 -O2 S)2, OSn2 (η2 -SO), and Sn(μ2 -O2 )SnS molecules were observed following laser-ablated Sn atom reactions with SO2 during condensation in solid argon. The assignments for the major vibrational modes were confirmed by appropriate S18 O2 and 34 SO2 isotopic shifts and density functional vibrational frequency calculations (B3LYP and BPW91). Interestingly, the mononuclear complexes are interconvertible; that is, irradiation induces the isomerization of Sn(η2 -O2 S) and Sn(η2 -O2 S)(η1 -OSO) to Sn(η2 -OSO) and Sn(η2 -O2 S)2 , respectively, and vice versa on annealing. However, there is no evidence of isomerization reaction in between the binuclear molecules OSn2 (η2 -SO) and Sn(μ2 -O2 )SnS. Bonding in these products is discussed, and the electronic structure changes associated with different bonding types are revealed, which is crucial for the observed photochemical reactions.

Abstract
Strong absorptions for Cl--HCCl2 with D and 13C isotopes were observed in the spectra of CHCl3 codeposited with laser-ablated metal atoms, cations, electrons, and vacuum ultraviolet radiation, which shows that the precursor is an effective electron scavenger. The IR spectra, isotopic shifts, and DFT calculations identified the major product as Cl--HCCl2, which is characterized by a strong, broad C-H stretching mode interacting with the overtone of the H-C-Cl bending fundamental. These absorptions decreased on subsequent annealing and photolysis treatments while the ClHCl- absorptions increased, suggesting that dissociation of the chloroform anion generates the stable symmetrical hydrogen dichloride anion as does the reaction of HCl and Cl-. A new set of strong, broad absorptions in the deposition spectra that diminished on the early annealing and photolysis are assigned to the Cl-ClCCl radical isomer. Dominant spectral features in the C-H stretching region for the experiments with CH2Cl2 are assigned to the symmetric C-H and the antisymmetric Cl-H-C-H stretching bands of the methylene chloride anion Cl--HCHCl. The stronger, broader, lower frequency bands are due to the hydrogen-bonded hydrogen stretching, and the weaker, sharper, higher frequency absorptions are due to the terminal C-H bond stretching. Similar experiments with CHBr3 produced absorptions for the analogous Br--HCBr2 and BrHBr- anions.

Abstract
Metal cluster models are of high relevance for establishing new mechanistic concepts for heterogeneous catalysis. The high reactivity and particular selectivity of metal clusters is caused by the wealth of low-lying electronically excited states that are often thermally populated. Thereby the metal clusters are flexible with regard to their electronic structure and can adjust their states to be appropriate for the reaction with a particular substrate. The matrix isolation technique is ideally suited for studying excited state reactivity. The low matrix temperatures (generally 4-40 K) of the noble gas matrix host guarantee that all clusters are in their electronic ground-state (with only a very few exceptions). Electronically excited states can then be selectively populated and their reactivity probed. Unfortunately, a systematic research in this direction has not been made up to date. The purpose of this review is to provide the grounds for a directed approach to understand cluster reactivity through matrix-isolation studies combined with quantum chemical calculations.

Abstract
Infrared spectra of matrix isolated dibridged Si(μ-H)2MH2 and tribridged Si(μ-H)3MH molecules (M = Zr and Hf) were observed following the laser-ablated metal atom reactions with SiH4 during condensation in excess argon and neon, but only the latter species was observed with titanium. Assignments of the major vibrational modes, which included terminal MH, MH2 and hydrogen bridge Si-H-M stretching modes, were confirmed by the appropriate SiD4 isotopic shifts and density functional vibrational frequency calculations (B3LYP and BPW91). The Si-H-M hydrogen bridge bond is calculated as weak covalent interaction and compared with the C-H···M agostic interaction in terms of electron localization function (ELF) analysis and noncovalent interaction index (NCI) calculations. Furthermore, the different products of Ti, Zr, and Hf reactions with SiH4 are discussed in detail.

Abstract
The [Ru(II)-NO+] group affects the structure and chemical reactivity of nitrosylruthenium(II) complexes. A characteristic infrared absorption band due to the nitrosyl (NO) stretching motion is shown in the frequency region 1800-1900 cm-1. In this work, linear infrared (IR) and nonlinear IR methods, including pump-probe and two-dimensional (2D) IR, were utilized to study the structures and dynamics of two isomeric nitrosylruthenium complexes [Ru(OAc)(2mqn)2NO] (H2mqn = 2-methyl-8-quinolinol) in cis and trans isomeric configurations in a weak polar solvent (CDCl3). Using the NO stretching mode as a vibrational probe, information about local structural dynamics of the Ru complex as well as solvent fluctuation dynamics was obtained. In particular, a "structured" solvent environment is believed to form in the vicinity of the NO group in the case of the cis isomer with the aid of a neighboring OAc ligand, which is the reason for more efficient vibrational relaxation but more inhomogeneously distributed solvent and thus associated slower spectral diffusion. Our results also suggest a more anharmonic potential surface for the NO stretching mode in the less stable trans isomer.

Abstract
The effect of external perturbations, namely solvent and external electric field on potential energy surface (PES) and bond dissociation energy of C–X (X[Formula: see text]F, Cl, Br, N, O) bonds has been studied in the light of density functional theory (DFT). The study reveals that presence of solvent as well as external electric field changes the curvature of the PES significantly. Bond dissociation energy significantly drops in presence of both the external perturbation.

Abstract
The characteristic nitrosyl stretching (NO) in the region of 1800-1900cm(-1) was used to study the geometric and ligand effect on two nitrosylruthenium complexes, namely [Ru(OAc)(2QN)2NO] (QN=2-chloro-8-quinolinol (H2cqn) or QN=2-methyl-8-quinolinol (H2mqn)). The NO stretching frequency (νNO) was found in the following order: νcis-1 (2cqn)>νcis-2 (2cqn)>νcis-1 (2mqn)>νtrans (2mqn). The results exhibited a spectral sensitivity of the NO mode to both charge distribution and ligand arrangement, which was supported by ab initio computations and natural bond orbital (NBO) analyses. Further, the vibrational population of the vibrationally excited NO stretching mode was found to relax on the order of 7-10ps, showing less than 30% variation from one isomer to another, which were explained on the basis of NO local structures and solute-solvent interactions in these isomeric nitrosylruthenium complexes.
