An evaluation framework for operational interventions on urban mass public transport during a pandemic

Decision making in a rapidly changing context, such as the development and progression of a pandemic, requires a dynamic assessment of multiple variable and competing factors. Seemingly beneficial courses of action can rapidly fail to deliver a positive outcome as the context changes. In this paper, we present a flexible data-driven agent-based simulation framework that considers multiple outcome criteria to increase opportunities for safe mobility and economic interactions on urban transit networks while reducing the potential for Covid-19 contagion in a dynamic setting. Using a case study of the Victoria line on the London Underground, we model a number of operational interventions with varied demand levels and social distancing constraints including: alterations to train headways, dwell times, signalling schemes, and train paths. Our model demonstrates that substantial performance gains ranging from 12.3-195.7% can be achieved in metro service provision when comparing the best performing operational scheme and headway with those realised on the Victoria line during the pandemic.

On the importance of structural equivalence in temporal networks for epidemic forecasting

Understanding how a disease spreads in a population is a first step to preparing for future epidemics, and machine learning models are a useful tool to analyze the spreading process of infectious diseases. For effective predictions of these spreading processes, node embeddings are used to encode networks based on the similarity between nodes into feature vectors, i.e., higher dimensional representations of human contacts. In this work, we evaluated the impact of homophily and structural equivalence on node2vec embedding for disease spread prediction by testing them on real world temporal human contact networks. Our results show that structural equivalence is a useful indicator for the infection status of a person. Embeddings that are balanced towards the preservation of structural equivalence performed better than those that focus on the preservation of homophily, with an average improvement of 0.1042 in the f1-score (95% CI 0.051 to 0.157). This indicates that structurally equivalent nodes behave similarly during an epidemic (e.g., expected time of a disease onset). This observation could greatly improve predictions of future epidemics where only partial information about contacts is known, thereby helping determine the risk of infection for different groups in the population.

Managing public transit during a pandemic: The trade-off between safety and mobility

During a pandemic such as COVID-19, managing public transit effectively becomes a critical policy decision. On the one hand, efficient transportation plays a pivotal role in enabling the movement of essential workers and keeping the economy moving. On the other hand, public transit can be a vector for disease propagation due to travelers' proximity within shared and enclosed spaces. Without strategic preparedness, mass transit facilities are potential hotbeds for spreading infectious diseases. Thus, transportation agencies face a complex trade-off when developing context-specific operating strategies for public transit. This work provides a network-based analysis framework for understanding this trade-off, as well as tools for calculating targeted commute restrictions under different policy constraints, e.g., regarding public health considerations (limiting infection levels) and economic activity (limiting the reduction in travel). The resulting plans ensure that the traffic flow restrictions imposed on each route are adaptive to the time-varying epidemic dynamics. A case study based on the COVID-19 pandemic reveals that a well-planned subway system in New York City can sustain 88% of transit flow while reducing the risk of disease transmission by 50% relative to fully-loaded public transit systems. Transport policy-makers can exploit this optimization-based framework to address safety-and-mobility trade-offs and make proactive transit management plans during an epidemic outbreak.

The dynamical formation of ephemeral groups on networks and their effects on epidemics spreading

In network models of propagation processes, the individual, microscopic level perspective is the norm, with aggregations studied as possible outcomes. On the contrary, we adopted a mesoscale perspective with groups as the core element and in this sense we present a novel agent-group dynamic model of propagation in networks. In particular, we focus on ephemeral groups that dynamically form, create new links, and dissolve. The experiments simulated 160 model configurations and produced results describing cases of consecutive and non-consecutive dynamic grouping, bounded or unbounded in the number of repetitions. Results revealed the existence of complex dynamics and multiple behaviors. An efficiency metric is introduced to compare the different cases. A Null Model analysis disclosed a pattern in the difference between the group and random models, varying with the size of groups. Our findings indicate that a mesoscopic construct like the ephemeral group, based on assumptions about social behavior and absent any microscopic level change, could produce and describe complex propagation dynamics. A conclusion is that agent-group dynamic models may represent a powerful approach for modelers and a promising new direction for future research in models of coevolution between propagation and behavior in society.

Advances, challenges and opportunities of phylogenetic and social network analysis using COVID-19 data

Coronavirus disease 2019 (COVID-19) has attracted research interests from all fields. Phylogenetic and social network analyses based on connectivity between either COVID-19 patients or geographic regions and similarity between syndrome coronavirus 2 (SARS-CoV-2) sequences provide unique angles to answer public health and pharmaco-biological questions such as relationships between various SARS-CoV-2 mutants, the transmission pathways in a community and the effectiveness of prevention policies. This paper serves as a systematic review of current phylogenetic and social network analyses with applications in COVID-19 research. Challenges in current phylogenetic network analysis on SARS-CoV-2 such as unreliable inferences, sampling bias and batch effects are discussed as well as potential solutions. Social network analysis combined with epidemiology models helps to identify key transmission characteristics and measure the effectiveness of prevention and control strategies. Finally, future new directions of network analysis motivated by COVID-19 data are summarized.

A paradigm shift in urban mobility: Policy insights from travel before and after COVID-19 to seize the opportunity

BACKGROUND

COVID-19 outbreak unfolds as the biggest challenge of this century by far. Virulence of the disease has compelled densely populated countries like India to impose severest measures, which include full or partial lockdown to contain the virus spread. The contagious virus has put the lives of many in urban cities on hold and forced them to abandon or restrict regular activities, which includes a basic human need to travel to satisfy one's daily needs. The eventual impact of the pandemic on individual mobility and the urban city's sustainability depends upon the resilience of medium and long-term policies during such disruptive events.

OBJECTIVE

In order to gauge the impact of this unprecedented disease on travel behavior and mobility patterns of individuals, a web survey is conducted in urban agglomerations of India. The idea is to record travel mode choices before, during and after situations. The study also attempts to elicit responses towards a safer and disaster-resilient public transport, which can also cater to the needs of private vehicle-owning individuals. Further, the study presents and evaluates a set of medium to long-term policy prescriptions to negate the repercussions of this crisis and seize the opportunity it has created so that the long-held dream of sustainable and resilient cities in the context of urban mobility is realized in the best way possible.

KEY FINDINGS

The study findings indicate an increase in the car-dependency pan-India level post the COVID-19 crisis. Strikingly the captive users of public transport and non-motorized transport mode (walk) are also willing to make a shift towards private motorized vehicles (car, motorized two-wheeler). The eventual mobility shift will depend upon- (a) the recovery period of mass transportation systems to normalcy (b) investments and promotion of active travel modes (non-motorized transport, i.e., walk, bicycle). The findings also reveal that demand and the willingness to pay extra for a safer, faster, cleaner, comfortable, and most importantly, resilient public transport exists. Further, policy evaluations for sustainable and resilient recovery reveal - (a) the provision of bicycle superhighway will push the bicycle share from 31% to approximately 44% (b) travel demand moderation efforts such as (i) staggering of working days demonstrates the reduction in the congestion externalities. (ii) Flexible arrangements for educational activities (two shifts in a day) facilitates overall gain in the system welfare, and (c) incentive such as reducing public transport fare has a positive impact on its share due to the mobility-shift from the private motorized vehicle.

INTERPRETATION AND IMPLICATIONS OF RESULTS

Investment and encouragement of active travel mode should be prioritized for personal well-being and disaster-resilient cities. Resilience planning should be an integral part of public transportation systems to handle the future shock of pandemics and other emergencies. Additionally, self-sustainable neighborhoods should be encouraged to reduce the trip lengths substantially or the need for private motorized transport for various secondary activities.

Impact of COVID-19 behavioral inertia on reopening strategies for New York City transit

The COVID-19 pandemic has affected travel behaviors and transportation system operations, and cities are grappling with what policies can be effective for a phased reopening shaped by social distancing. A baseline model was previously developed and calibrated for pre-COVID conditions as MATSim-NYC. A new COVID model is calibrated that represents travel behavior during the COVID-19 pandemic by recalibrating the population agendas to include work-from-home and re-estimating the mode choice model for MATSim-NYC to fit observed traffic and transit ridership data. Assuming the change in behavior exhibits inertia during reopening, we analyze the increase in car traffic due to the phased reopen plan guided by the state government of New York. Four reopening phases and two reopening scenarios (with and without transit capacity restrictions) are analyzed. A Phase 4 reopening with 100% transit capacity may only see as much as 73% of pre-COVID ridership and an increase in the number of car trips by as much as 142% of pre-pandemic levels. Limiting transit capacity to 50% would decrease transit ridership further from 73% to 64% while increasing car trips to as much as 143% of pre-pandemic levels. While the increase appears small, the impact on consumer surplus is disproportionately large due to already increased traffic congestion. Many of the trips also get shifted to other modes like micromobility. The findings imply that a transit capacity restriction policy during reopening needs to be accompanied by (1) support for micromobility modes, particularly in non-Manhattan boroughs, and (2) congestion alleviation policies that focus on reducing traffic in Manhattan, such as cordon-based pricing.

Modeling epidemic spreading through public transit using time-varying encounter network

Passenger contact in public transit (PT) networks can be a key mediate in the spreading of infectious diseases. This paper proposes a time-varying weighted PT encounter network to model the spreading of infectious diseases through the PT systems. Social activity contacts at both local and global levels are also considered. We select the epidemiological characteristics of coronavirus disease 2019 (COVID-19) as a case study along with smart card data from Singapore to illustrate the model at the metropolitan level. A scalable and lightweight theoretical framework is derived to capture the time-varying and heterogeneous network structures, which enables to solve the problem at the whole population level with low computational costs. Different control policies from both the public health side and the transportation side are evaluated. We find that people's preventative behavior is one of the most effective measures to control the spreading of epidemics. From the transportation side, partial closure of bus routes helps to slow down but cannot fully contain the spreading of epidemics. Identifying "influential passengers" using the smart card data and isolating them at an early stage can also effectively reduce the epidemic spreading.
