Diagnosing challenges and setting priorities for sustainable water resource management under climate change

Improving flood and drought management in transboundary Upper Jhelum Basin-South Asia

The two contrasting extremes of the hydrological spectrum have substantial and far-reaching impacts on a wide range of sectors including water resources, agriculture and food security, energy, infrastructure, and ecosystem. The compounding factors of climate change, burgeoning population, and rapid economic development create unprecedented challenges in devising effective and sustainable strategies to cope with these natural disasters and minimize their devastating impacts. This study identifies the geographical areas that are prone to meteorological wet-dry extreme events, as drivers of hydrologic floods and droughts, and their temporal compounding in the transboundary Upper Jhelum Basin-South Asia. Additionally, the study provides a comprehensive overview of the existing and proposed water development projects, their coping capacities, and potential impacts that may be positive or negative in hydrologic, social, economic and environment terms. Extensive review and data analysis revealed that the both Pakistan and India, along with state governments, have implemented a significant number of water-related projects across the basin, however significant progress towards achieving their stated goals remains elusive. Currently, Pakistan operates 15 runoff river type hydropower plants, and an additional 11 similar projects are under construction. In contrast, Indian administrative Kashmir has 10 such plants in operation and 4 under construction. The primary factors that impede the realization of expected benefits from these projects are geography, high flow variability across seasons, climate change, insufficient planning, geopolitical disputes, lack of transboundary cooperation, financial limitations, and reservoir operation. Based on these factors, the present study suggests some alternative water management measures that offer flexibility, cost-effectiveness, accessibility, and a low environmental impact. These solutions include implementation of sub-surface floodwater harvesting system in the southwest of the basin, where extreme wet and dry events occur in close succession, augmentation of existing hydropower reservoirs with floating photovoltaic technology, and non-structural measures, including early warning systems, ecosystems-based adaptation, and green infrastructure interventions such as restoring headwater forests, reclaiming floodplains, and wetlands. This will result in reduced flood and drought impacts at local and downstream areas and reduce the reliance of local communities on forest wood.

Analysis of surface water area dynamics and driving forces in the Bosten Lake basin based on GEE and SEM for the period 2000 to 2021

As an inland dryland lake basin, the rivers and lakes within the Lake Bosten basin provide scarce but valuable water resources for a fragile environment and play a vital role in the development and sustainability of the local societies. Based on the Google Earth Engine (GEE) platform, combined with the geographic information system (GIS) and remote sensing (RS) technology, we used the index WI2019 to extract and analyze the water body area changes of the Bosten Lake basin from 2000 to 2021 when the threshold value is -0.25 and the slope mask is 8°. The driving factors of water body area changes were also analyzed using the partial least squares-structural equation model (PLS-SEM). The result shows that in the last 20 years, the area of water bodies in the Bosten Lake basin generally fluctuated during the dry, wet, and permanent seasons, with a decreasing trend from 2000 to 2015 and an increasing trend between 2015 and 2019 followed by a steadily decreasing trend afterward. The main driver of the change in wet season water bodies in the Bosten Lake basin is the climatic factors, with anthropogenic factors having a greater influence on the water body area of dry season and permanent season than that of wet season. Our study achieved an accurate and convenient extraction of water body area and drivers, providing up-to-date information to fully understand the spatial and temporal variation of surface water body area and its drivers in the basin, which can be used to effectively manage water resources.

Integrated approach to water resource management in Mashhad Plain, Iran: actor analysis, cognitive mapping, and roadmap development

Iran's Mashhad Plain faces a severe water crisis due to the excessive exploitation of groundwater, leading to the depletion of its aquifer. While water demand management is recognized as a superior solution compared to supply projects, its implementation presents notable challenges. This study addresses the urgent necessity to curtail water demand in the Mashhad Plain by alleviating conflicts among various stakeholders, including water resource managers and consumers. Initially, the research identifies key water resource actors who collaborate in devising a comprehensive roadmap and conceptual model for efficient water resource management. An analysis uncovers significant conflicts among actors, representing approximately 6% of identified issues, with minor conflicts in 30% of cases. Encouragingly, stakeholders demonstrate potential for consensus on the remaining conflict items, with specific actors emerging as pivotal in conflict resolution. Efficient water resource management in regions facing scarcity, diverse interests, and sustainability challenges demands a multifaceted strategy. Future endeavors involve developing a dynamic system model to simulate policy impacts and strengthen conflict resolution efforts. This research introduces a roadmap-driven approach aimed at resolving conflicts and implementing water demand management in the Mashhad Plain. It emphasizes the critical need to address water scarcity challenges while effectively mitigating conflicts among water resource stakeholders.

Challenges and Solutions for Global Water Scarcity

Climate change, global population growth, and rising standards of living have put immense strain on natural resources, resulting in the unsecured availability of water as an existential resource. Access to high-quality drinking water is crucial for daily life, food production, industry, and nature. However, the demand for freshwater resources exceeds the available supply, making it essential to utilize all alternative water resources such as the desalination of brackish water, seawater, and wastewater. Reverse osmosis desalination is a highly efficient method to increase water supplies and make clean, affordable water accessible to millions of people. However, to ensure universal access to water, various measures need to be implemented, including centralized governance, educational campaigns, improvements in water catchment and harvesting technologies, infrastructure development, irrigation and agricultural practices, pollution control, investments in novel water technologies, and transboundary water cooperation. This paper provides a comprehensive overview of measures for utilizing alternative water sources, with particular emphasis on seawater desalination and wastewater reclamation techniques. In particular, membrane-based technologies are critically reviewed, with a focus on their energy consumption, costs, and environmental impacts.

Smart Sharing Plan: The Key to the Water Crisis

Over the years, the Colorado River has become inadequate for development due to natural factors and human activities. The hydroelectric facilities in Lake Mead and Lake Powell are also not fully utilized. Downstream, Mexico is also involved in the competition for water. The resulting allocation of water and electricity resources and sustainable development are hanging over our heads and waiting to be solved. In this work, a simplified Penstock Dam model and a Distance Decay model are designed based on publicly available data, and a Multi-attribute Decision model for hydropower based on the Novel Technique for Order Preference by Similarity to an Ideal Solution method is proposed. In addition, an Improved Particle Swarm Optimization model is proposed by adding oscillation parameters. The Mexican equity problem is also explored. The theoretical results show that the average error of the Penstock Dam model is 3.2%. The minimum water elevation requirements for Lake Mead and Lake Powell are 950 ft and 3460 ft, respectively; they will not meet demand in 2026 and 2027 without action, and they will require the introduction of 3.69×1010 m3 and 2.08×109 m3 water in 2027 and 2028, respectively. The solution shows that the net profit for the United States is greatest when 38.6% of the additional water is used for general purposes, 47.5% is used for power generation, and the rest flows to Mexico. A final outlook on the sustainability of the Colorado River is provided.

Dynamic Analysis in Surface Water Area and Its Driving Factors in Northeast China from 1988 to 2020

The spatiotemporal changes in surface water area (SWA) in the basins of Northeast China have far-reaching impacts on their economic, agricultural, and social development and ecological sustainability. However, the long-term variation characteristics of water bodies in the Northeast basin and its main driving factors are still unclear. Based on the global surface water dataset, combined with the Meteorological and Vegetation Normalized Index (NDVI) datasets, this study used linear regression and correlation analysis to investigate the temporal and spatial variation characteristics of surface water in Northeast China and its driving factors from 1988 to 2020. The results show that (1) the seasonal surface water area (SSWA) and permanent surface water area (PSWA) in Northeast China increased at the rates of 58.408 km2/ year and 169.897 km2/ year, respectively, from 1988 to 2020. Taking 2000 as the node, PSWA and SSWA showed a trend of first decreasing and then increasing. (2) Changes in surface water types in each basin have significant space–time differences, and the transition between water bodies is dominated by the addition and reduction of seasonal water bodies. PSWA decreased significantly in western basins such as the Ulagai River Basin, the Otindag Desert, and the Liao River Basin, but increased significantly in the Songhua River Basin. (3) The driving forces of surface water change in different basins are different. Temperature and NDVI play a leading role in the change of SWA in the western arid region; permafrost degradation under the condition of air temperature rise is an indispensable factor affecting SWA change in the Argun River Basin; the eastern basin with a larger surface water area responded more strongly to changes in precipitation and evapotranspiration. Land-use conversion and water conservancy project construction were the main reasons for the increase of SWA in the Songhua River Basin under reduced precipitation. This research provides a reference for the in-depth study of the characteristics of surface water resources in Northeast China and has important practical significance for the scientific management of water resources in the basin.

Evaluation of the Resilience of the Socio-Hydrological System of the Tarim River Basin in China and Analysis of the Degree of Barriers

The study of changes in the resilience of socio-hydrological systems in arid zones is of great significance to ensure the sustainable development of socio-economic and water resources in arid zones. In order to fully understand the level of resilience development of the Tarim River Basin socio-hydrological system and the main impediments to its development, we constructed a resilience evaluation model of the Tarim River Basin socio-hydrological system from two aspects, vulnerability and adaptability, which is what makes this paper different from other studies. The evaluation index weights were determined using a comprehensive assignment, and the barrier factors and evolutionary characteristics of the system resilience were revealed based on the TOPSIS algorithm and barrier degree model. The results show that (1) during the period 2001–2020, the resilience of the socio-hydrological system in the Tarim River Basin showed a fluctuating upward trend, with the calculated values mainly in the range of 0.8–1.5, and the overall resilience level was mainly at the medium or good level; (2) from the changes in each criterion layer, the vulnerability and adaptability of the Tarim River Basin showed a fluctuating upward trend from 2001 to 2020, with an increase in vulnerability and adaptability; and (3) the main barriers to the resilience of the socio-hydrological system in the Tarim River Basin are the degree of pollution of surface water sources and the amount of water consumption per 10,000 yuan of GDP. We believe that we should continue to change the economic development model, vigorously develop water-saving irrigation technology, improve water resource utilisation and economic benefits, and improve the overall resilience of the socio-hydrological system. A full understanding of the evolutionary characteristics of the resilience of socio-hydrological systems and the main influencing factors can provide a theoretical basis for future water resources development and utilisation, socio-economic development, and related policy formulation.
