Abstract
Landscape governance challenges, particularly in peri-urban contexts like the Bannerghatta National Park (BNP) region in South India, exemplify 'wicked' problems due to their inherent complexities. These challenges arise from a mix of conflicting interests, policy ambiguities, and sociocultural dynamics, which often blur the definition of problems and hinder effective solutions. Despite apparent options for resolution, stakeholder disagreements and deep uncertainties about implementation strategies complicate governance. This study, therefore, has two broad objectives. The first objective is to analyze the local discourses surrounding planned policy interventions around the BNP region in South India. Based on the findings, the second objective is to draw insights for sustainable natural resource governance research and practice. We applied Q-methodology to understand the discourses that underpin various conflicts in the rapidly urbanizing elephant corridor at BNP. We elicited information on how various local actors frame solutions to current collective action challenges in the BNP landscape and their perspectives on the proposed eco-sensitive zone notification, as well as the functioning of current policy interventions concerning conservation and development. The study uncovers the micropolitics and power regimes underpinning various natural resource governance challenges and demonstrates the utility of the Q-methodology in bringing diverse perspectives together in response to 'wicked' governance challenges.

Abstract
Despite the existence of many interventions to mitigate or adapt to the health effects of climate change, their effectiveness remains unclear. Here, we introduce the Comprehensive Evaluation Framework for Intervention on Health Effects of Ambient Temperature to evaluate study designs and effects of intervention studies. The framework comprises three types of interventions: proactive, indirect, and direct, and four categories of indicators: classification, methods, scope, and effects. We trialed the framework by an evaluation of existing intervention studies. The evaluation revealed that each intervention has its own applicable characteristics in terms of effectiveness, feasibility, and generalizability scores. We expanded the framework's potential by offering a list of intervention recommendations in different scenarios. Future applications are then explored to establish models of the relationship between study designs and intervention effects, facilitating effective interventions to address the health effects of ambient temperature under climate change.

Abstract
BACKGROUND Bangladesh is one of the countries at risk of natural disasters due to climate change. In particular, inhabitants of its riverine islands (char) confront ongoing climatic events that heighten their vulnerability. This study aims to assess social vulnerability, impacts, and adaptation strategies to climate change in the riverine island areas of Bangladesh. METHODS A mixed-method approach incorporating qualitative and quantitative procedures was used on data collected from 180 households of riverine islands in Gaibandha, Bangladesh. The social vulnerability of riverine island communities was assessed based on their adaptation capacity, sensitivity, and exposure to climatic stressors. RESULTS The findings show that char dwellers' vulnerability, impacts, and adaptation capability to climate change vary significantly depending on their proximity to the mainland. Social vulnerability factors such as geographical location, fragile and low-grade housing conditions, illiteracy and displacement, climate-sensitive occupation and low-income level, and so on caused to the in-height vulnerability level of these particular areas. This study also displays that climate change and its associated hazards cause severe life and livelihood concerns for almost all households. In this case, the riverine dwellers employed several adaptation strategies to enhance their way of life to the disaster brought on changing climate. However, low education facilities, deficiency of useful information on climate change, poor infrastructure, and shortage of money are still the supreme hindrance to the sustainability of adaptation. CONCLUSION The findings underscore the importance of evaluating the susceptibility of local areas to climate change and emphasize the need for tailored local initiatives and policies to reduce vulnerability and enhance adaptability in communities residing in char households.

Abstract
The Sundarbans, a natural shield on earth, is one and only place that has many noteworthy environmental and geographical values with breathtaking natural beauties. Near the Sundarbans area, proliferation of aquaculture in this delta contributes appreciably to the national economy. Although aquaculture has become a means of daily livelihood, this sector is nevertheless threatened by a complex of climate change impacts. Cyclones, rising temperatures, rising sea levels, coastal flooding, and erosion make coastal farming difficult. As a panacea, the Sundarbans can play a critical role in preserving coastal aquaculture. As noticed, forests have high potential to recover from unusual consequences of climate change. Practicing safe aquaculture should be opted to refrain from endangering the Sundarbans. This review addressed various climate change impacts on coastal farming and identified the capabilities of the Sundarbans to protect coastal aquaculture from calamitous impacts. Findings show clues for researchers to analyze problems, consequences, and mitigations.

Abstract
The global consensus is to reduce greenhouse gas emissions and actively respond to climate change (CC). Global warming has irreversibly altered the Earth's ecosystems. Unpredictable extreme weather events caused by CC are posing new risks to urban infrastructure. Infrastructure is one of the primary guarantees to maintain the stable operation of the city. Therefore, it is imperative to strengthen the climate resilience of infrastructure to avoid the loss of life and property caused by climate risks. This paper uses CiteSpace to analyze data in the field of climate resilience infrastructure (CRI) over the past 25 years. We find that global CRI research has transitioned through three stages. According to the geographic spatial distribution map drawn by ArcGIS, it can be found that developed countries account for a relatively large number of documents. The research institution is dominated by institutions of higher learning, with limited cooperation between institutions and loose organizational collaboration. CRI is composed of multi-disciplinary collaborative development, from a single discipline of environmental ecology or water resources to a research field integrating engineering, meteorology, sustainability, and energy. Urban resilience and Nature-based solutions are research hotspots. Small Island Developing States are major objects in the future. The research emphasis has shifted from addressing the multiple problems caused by CC to increasing the climate resilience of infrastructure to enhance the resistance of urban systems. Renewable energy and climate models are applied to infrastructure construction. In general, CRI is a effective measure that can help reduce environmental pollution, carbon emissions, and global climate regulation. In addition, we suggest taking cities as pilot projects in the future, increasing CRI projects and providing policy guidance for urban planning and construction.

Abstract
Climate change poses a significant challenge for forest growers. However, understanding climate change adaptation including the behaviour and decisions of forest growers remains unexplored in New Zealand, despite the forestry sector being a significant export leader and major contributor to regional economies. To explore this, we conducted surveys of 60 forest growers from organisations which collectively manage more than 70% of New Zealand's plantation forests. The results showed that 47% of the respondents perceived that climate change will affect their forest growing, and 60% perceived that climate change will increase wildfire frequency and pest and disease outbreaks. Only 21% of the respondents reported that they had taken adaptation measures directly. Lack of resources and motivation were among the barriers that respondents identified. A logistic regression analysis revealed that climate change perception, research to improve forest growers' adaptive capacity, climate change information, forest grower age and forestry experience are significantly associated with actual adaptation decisions. Risk perceptions central to protection motivation theory (e.g. vulnerability, probability and severity) were not linked to actual adaptation decisions, suggesting that widening adaptation analyses beyond individual perceptions as predictors of climate change adaptation may provide insights for fit-for-purpose climate change adaptation policies for the sector.

Abstract
The term "Watershed-Coast System" refers to the entities consisting of watersheds and the areas adjacent to their outlets, where sediment delivery from rivers and natural streams plays a key role in the evolution of coastal morphology. Climate change implications in these complex systems are projected to extend from morphological to ecological and socio-economic ones, threatening ecosystems, cultural heritage, settlements, infrastructure and human life itself. Accordingly, the design of protection and adaptation measures that will enhance resilience against relevant hazards has emerged as an imperative need in both research and policy. Understanding how watershed and coastal processes are intertwined into a web of dependencies that shape morphology evolution, how climate change would affect watershed/coastal dynamics and how scientists can design effective protection/adaptation measures, can only be achieved on the basis of integrated modelling systems that simulate the morphodynamics of the watershed-coast continuum. Within this context, the present work provides a critical review of the theoretical background and state-of-the-art of research on the modelling of Watershed-Coast System morphodynamics, and through this: (a) presents a scheme for the integrated modelling of Watershed-Coast System morphodynamics in a changing climate and analyses its core aspects, (b) proposes a methodological framework for adapting integrated modelling approaches for management and engineering purposes, (c) identifies and evaluates the major scientific and modelling challenges ahead, and (d) systematises the path towards informed decision-making for building resilient Watershed-Coast Systems by bridging the gaps between science, society and governance. The overall approach is applied as proof-of-concept to a hypothetical case study of a Watershed-Coast System located in the Mediterranean.

Abstract
Snakebite affects more than 1.8 million people annually. Factors explaining snakebite variability include farmers' behaviors, snake ecology and climate. One unstudied issue is how farmers' adaptation to novel climates affect their health. Here we examined potential impacts of adaptation on snakebite using individual-based simulations, focusing on strategies meant to counteract major crop yield decline because of changing rainfall in Sri Lanka. For rubber cropping, adaptation led to a 33% increase in snakebite incidence per farmer work hour because of work during risky months, but a 17% decrease in total annual snakebites because of decreased labor in plantations overall. Rice farming adaptation decreased snakebites by 16%, because of shifting labor towards safer months, whereas tea adaptation led to a general increase. These results indicate that adaptation could have both a positive and negative effect, potentially intensified by ENSO. Our research highlights the need for assessing adaptation strategies for potential health maladaptations.

Abstract
Little guidance is available to assist wetland managers in developing climate adaptation plans. To facilitate development of recommendations for adaptation strategies, it is essential to first determine if or how wetland managers are addressing these challenges. We used an online survey to solicit feedback from wetland managers and biologists in the Southern Great Plains of North America to gain information on perceptions of wetland managers regarding climate change; assess how the effects of climate change are being addressed through management; and identify barriers to implementing climate change adaptation. The majority of wetland managers (63%) agreed they are currently experiencing effects of climate change in wetlands, and most respondents (76%) reported that changes in the timing of water availability throughout the year was the most likely impact. Managers reported using a diversity of approaches in managing for changing precipitation, with management of native and invasive plant species being the two most common practices. Lack of funding and personnel were the most commonly identified factors limiting manager's response to changing precipitation patterns. In addition, >50% of managers indicated uncertainty about the effects of climate change on wetlands as a barrier to management, which may relate to limited access to peer-reviewed science. While most of the management practices reported were short-term measures and may not reflect long-term adaptation for climate change, the fact that many managers are considering climate change in their management suggests that there is considerable opportunities to continue developing capacity for climate change adaptation in the region.

Abstract
Recent large-scale societal disruptions, from the COVID-19 pandemic to intensifying wildfires and weather events, reveal the importance of transforming governance systems so they can address complex, transboundary, and rapidly evolving crises. Yet current knowledge of the decision-making dynamics that yield transformative governance remains scant. Studies typically focus on the aggregate outputs of government decisions, while overlooking their micro-level underpinnings. This is a key oversight because drivers of policy change, such as learning or competition, are prosecuted by people rather than organizations. We respond to this knowledge gap by introducing a new analytical lens for understanding policymaking, aimed at uncovering how characteristics of decision-makers and the structure of their relationships affect their likelihood of effectuating transformative policy responses. This perspective emphasizes the need for a more dynamic and relational view on urban governance in the context of transformation.

Abstract
Developing scientific information that is used in policy and practice has been a longstanding challenge in many sectors and disciplines, including climate change adaptation for natural resource management. One approach to address this problem encourages scientists and decision-makers to co-produce usable information collaboratively. Researchers have proposed general principles for climate science co-production, yet few studies have applied and evaluated these principles in practice. In this study, climate change researchers and natural resource managers co-produced climate-related knowledge that was directly relevant for on-going habitat management planning. We documented our methods and assessed how and to what extent the process led to the near-term use of co-produced information, while also identifying salient information needs for future research. The co-production process resulted in: 1) an updated natural resource management plan that substantially differed from the former plan in how it addressed climate change, 2) increased understanding of climate change, its impacts, and management responses among agency staff, and 3) a prioritized list of climate-related information needs that would be useful for management decision-making. We found that having a boundary spanner-an intermediary with relevant science and management expertise that enables exchange between knowledge producers and users-guide the co-production process was critical to achieving outcomes. Central to the boundary spanner's role were a range of characteristics and skills, such as knowledge of relevant science, familiarity with management issues, comfort translating science into practice, and an ability to facilitate climate-informed planning. By describing specific co-production methods and evaluating their effectiveness, we offer recommendations for others looking to co-produce climate change information to use in natural resource management planning and implementation.

Abstract
This study aims to explore the impact of climate change on health, including local adaptation strategies. A mixed-method approach has been used in this study. The results reveal that increasing the frequency of flooding, severity of riverbank erosion and drought, and rising disease outbreak are the highest indicators of climate change perceived by riverine island (char) dwellers, which is similar to the observed data. It also uncovers, approximately all respondents encounter several health-related issues during different seasons where prevailing cold and cough with fever, skin diseases, and diarrhoea are the leading ailments. Several adaptation strategies are accommodated by char inhabitants in order to enhance resilience against the climate change health impacts, but the paucity of money, disrupted communication, lack of formal health-care centre are the most obstacles to the sustainability of adaptation. This research recommends that healthcare-associated project should be performed through proper monitoring for exterminating char dwellers' health issues.

Abstract
In Bangladesh, many people are being displaced in riverine island (char) areas every year due to climate change and its associated natural catastrophes. This study intends to investigate the impact of climate change on internally displaced char people's lives and livelihoods along with local adaptation strategies and hindrances to the coping mechanism. Data have been collected from 280 internally displaced households in two sub-districts. A mixed-method approach has been considered combined with qualitative and quantitative methods. The results disclose that frequent flooding, riverbank erosion, and crop loss are the leading causes for relocation, and social relations are impeded in the new place of residence. Increasing summer and winter temperatures, recurrent flooding, severity of riverbank erosion, and expanding disease outbreaks are also important indicators of climate change identified by displaced people, which are consistent with observed data. This study also reveals that almost all households come across severe livelihood issues like food shortage, unemployment and income loss, and housing and sanitation problems due to the changing climate associated with disasters in the former and present places. In response to this, the displaced people acclimatize applying numerous adaptation strategies in order to boost the livelihood resilience against climate change. However, fragile housing, financial conditions, and lack of own land are still the highest impediments to the sustainability of adaptation. Therefore, along with the government, several organizations should implement a dynamic resettlement project through appropriate scrutiny to eradicate the livelihood complications of internally displaced people.

Abstract
Melting of the Antarctic Ice Sheet (AIS) could contribute metres to global sea level rise (SLR) in the long run. We couple models of AIS melting due to rising temperatures, SLR, and economic impacts of SLR on coastlines worldwide. We report SLR projections close to the latest literature. Coastal impacts of AIS melting are very heterogeneous: they are large as a share of GDP in one to two dozen countries, primarily Small Island Developing States. Costs can be reduced dramatically by economically efficient, proactive coastal planning: relative to a no adaptation scenario, optimal adaptation reduces total costs by roughly an order of magnitude. AIS melting increases the social cost of carbon by an expected 7% on low to medium emissions scenarios and with moderate discounting. There is a tail risk of very large increases in the social cost of carbon, particularly on a high emissions scenario. Melting of the Antarctic Ice Sheet is projected to impose severe costs on Small Island Developing States, and increase the worldwide social cost of carbon emissions, but costs could be reduced dramatically by efficient, proactive coastal planning.

Abstract
Coastal habitats, such as salt marshes and dune systems, can protect communities from hazards by reducing coastline exposure. However, these critical habitats and their diverse ecosystem services are threatened by coastal development and the impacts from a changing climate. Ever increasing pressure on coastal habitats calls for coastal climate adaptation efforts that mitigate or adapt to these pressures in ways that maintain the integrity of coastal landscapes. An important challenge for decisionmakers is determining the best mitigation and adaptation strategies that not only protect human lives and property, but also safeguard the ability of coastal habitats to provide a broad suite of benefits. Here, we present a potential pathway for local-scale climate change adaptation planning through the identification and mapping of natural habitats that provide the greatest benefits to coastal communities. The methodology coupled a coastal vulnerability model with a climate adaptation policy assessment in an effort to identify priority locations for nature-based solutions that reduce vulnerability of critical assets using feasible land-use policy methods. Our results demonstrate the critical role of natural habitats in providing the ecosystem service of coastal protection in California. We found that specific dune habitats play a key role in reducing erosion and inundation of the coastline and that several wetland areas help to absorb energy from storms and provide a protective service for the coast of Marin county, California, USA. Climate change and adaptation planning are globally relevant issues in which the scalability and transferability of solutions must be considered. This work outlines an iterative approach for climate adaptation planning at a local-scale, with opportunity to consider the scalability of an iterative science-policy engagement approach to regional, national, and international levels.

Abstract
Climate change presents an unprecedented public health challenge as it has a great impact on population health outcomes across the global population. The key to addressing these health challenges is adaptation carried out in cities through collaboration between institutions, including public health ones. Through semi-structured interviews (n = 16), this study investigated experiences and perceptions of what public health aspects are considered by urban and public health planners and researchers when planning climate change adaptation in the coastal cities of Söderhamn (Sweden), Porto (Portugal) and Navotas (the Philippines). Results of the thematic analysis indicated that participating stakeholders were aware of the main climate risks threatening their cities (rising water levels and flooding, extreme temperatures, and air pollution). In addition, the interviewees talked about collaboration with other sectors, including the public health sector, in implementing climate change adaptation plans. However, the inclusion of the public health sector as a partner in the process was identified in only two cities, Navotas and Porto. Furthermore, the study found that there were few aspects pertaining to public health (water and sanitation, prevention of heat-related and water-borne diseases, and prevention of the consequences associated with heat waves in vulnerable groups such as children and elderly persons) in the latest climate change adaptation plans posted on each city's website. Moreover, participants pointed to different difficulties: insufficient financial resources, limited intersectoral collaboration for climate change adaptation, and lack of involvement of the public health sector in the adaptation processes, especially in one of the cities in which climate change adaptation was solely the responsibility of the urban planners. Studies using larger samples of stakeholders in larger cities are needed to better understand why the public health sector is still almost absent in efforts to adapt to climate change.

Participatory Detection of Language Barriers towards Multilingual Sustainability(ies) in Africa. SUSTAINABILITY 2022. Abstract
After decades of political, economic, and scientific efforts, humanity has not gotten any closer to global sustainability. With less than a decade to reach the UN Sustainable Development Goals (SDGs) deadline of the 2030 Agenda, we show that global development agendas may be getting lost in translation, from their initial formulation to their final implementation. Sustainability science does not “speak” most of the 2000 languages from Africa, where the lack of indigenous terminology hinders global efforts such as the COVID-19 pandemic fight. Sociolinguistics, social psychology, cognitive ergonomics, geography, environmental sciences, and artificial intelligence (AI) are all relevant disciplinary fields to uncover the “foreign language effect” that hinders the implementation of the SDGs in Africa. We make the case for detecting and addressing language barriers towards multilingual sustainability in Africa by (1) exploring the ”foreign language effect” among African decision-makers and recognising their alternative social representations about sustainability; and (2) detecting Western language stereotypes about sustainability. We propose rethinking SDG-related scientific notions through participatory natural language processing (NLP) and the study of African social representations of sustainability, thus enabling a more inclusive and efficient approach to “sustainability(ies)”.

Abstract
Climate risks are motivating adaptation with local municipal actors becoming key participants in a complex web of climate risk communication. Some cities have created civil service positions focused on climate resilience. We conducted interviews with six such individuals in four U.S. Atlantic coast cities to investigate how they think about and negotiate communication challenges associated with implementation of climate resilience strategies. We grounded our study in the Social Amplification of Risk Framework (SARF), which despite its longevity and wide usage has rarely been used to understand the role of government actors. We found substantial complexity in how these government representatives develop both amplifying and attenuating communication strategies as they often simultaneously reach multiple audiences holding different perspectives. They are familiar with and employ risk communication practices. However, they report needing to modify their efforts as climate adaptation issues and goals evolve over time, and experiment in situations, such as discussions of retreat, where established communication practices provide insufficient guidance. In order to develop a deeper understanding of the governmental risk communication actors, we suggest four potential avenues for taking advantage of the strengths of SARF as a framework for connecting and integrating with other models and theories. We also propose several directions for research based on the challenges these practitioners are finding in their work to facilitate adaptation to climate risks. The activity of government actors is rich in its applied risk communication practice and its challenges offer new questions to expand our thinking about the SARF and risk communication more broadly.

Abstract
Recent years have been marked by a strong popular and political mobilization around climate change. However, to what extent does this mobilization lead to reduce greenhouse gas emissions or the vulnerability of our society to the effects of climate change? This question is at the heart of the research presented, which sought to identify the barriers and levers to the integration of climate issues into urban planning of Swiss cities. The literature review first situates the integration of climate change in Swiss cities in relation to the evolution of practices at the international level. It emerged that Swiss cities have generally been late in integrating climate issues into their public policies. Practices still focus strongly on energy policies aimed at reducing greenhouse gas emissions, but adaptation measures in urban planning are poorly implemented. In order to better understand the reasons for this slow and late integration of climate change into urban planning of Swiss cities, a survey was conducted among more than 200 professionals. It showed that the evolution of practices is generally driven by "pioneering" actors who are strongly mobilized by personal values and who use specialized and scientific sources of information. Finally, two focus groups with representative professionals were organized in order to deepen the barriers and levers observed and to formulate sound recommendations for integrating the climate issue into urban planning. Two lines of action emerged: prioritization (strengthening legal frameworks and organizational structures) and support (training and involvement of climate experts at all stages of urban planning).

Abstract
Future climate predictions for the Mediterranean area include prolonged droughts and an increase in the frequency of extreme events. Silvicultural modification of stand density can buffer the response of tree growth to changes in climate by enhancing soil water availability. We analyzed the stem growth dynamics of Pinus halepensis, including the days of the year when 25%, 50% and 75% of the intra-annual basal growth was achieved, considering two different social statuses (suppressed and dominant) under four different thinning intensities (15%, 30% and 45% removal of the basal area) for 8 years, based on biweekly band dendrometer recordings. The moment the trees reached 25% of the intra-annual basal growth was significantly influenced by the amount of precipitation accumulated during the previous winter. On the other hand, the moment the trees reached 75% of the intra-annual basal growth was significantly influenced by water availability in a shorter term, which also affected the length of the growing period. Modification of competition through thinning showed a significantly positive impact on growth, causing a delayed attainment of 50% of the intra-annual basal growth. These results imply valuable information about forest dynamics that will support forest managers’ decisions dealing with low water-availability in forests.

Abstract
State and local public health agencies are at the forefront of planning and responding to the health challenges of climate hazards but face substantial barriers to effective climate and health adaptation amidst concurrent environmental and public health crises. To ensure successful adaptation, it is necessary to understand and overcome these barriers. The U.S. Centers for Disease Control and Prevention Climate-Ready States and Cities Initiative (CRSCI) provides funding to state and local health departments to anticipate and respond to health impacts from climate change using the Building Resilience Against Climate Effects (BRACE) framework. This paper explores the barriers to and enablers of successful adaptation projects among BRACE West CRSCI grantees, including Arizona, California, Oregon, and the city and county of San Francisco. The barriers included competing demands such as the COVID-19 pandemic, dependence on partners with similar challenges, staff and leadership turnover, uncertain and complex impacts on at-risk populations, and inadequate resources. The enablers included effective partnerships, leadership support, dedicated and skilled internal staff, and policy windows enabling institutional change and reprioritization. These findings highlight effective strategies in the field that state and local health departments may use to anticipate potential barriers and establish their work in an environment conducive to successful adaptation.

Abstract
The consequences of climate change are profound for the residential building industry and, unless appropriate adaptation strategies are implemented, will increase exponentially. The consequences of climate change, such as increased repair costs, can be reduced if buildings are designed and built to be adaptive to climate change risks. This research investigates the preparedness of the Australian residential building sector to adapt to such risks, with a view to informing the next review of the National Construction Code (2022), which at present does not include provisions for climate change adaptation. Twelve semi-structured interviews were conducted with construction managers from residential building companies in Brisbane, Queensland to understand their level of preparedness to adapt with climate change risks. Three aspects of preparedness were investigated: participant's awareness of climate change risks, their company's capacity to include climate change information in planning, and actions taken to address climate change risks. Participants were also asked about climate change adaptation policies and what they thought the path towards increased preparedness in the residential construction industry to climate change risks might involve. Qualitative analysis of interview data was undertaken using NVivo software, and illustrative examples and direct quotes from this data are included in the results. The results indicate a low level of preparedness of the residential building industry to adapt with climate risks. Levels of awareness of managing the consequences of climate change risks, analytical capacity, and the actions taken to address climate change were all found to be low. Legislating climate adaptation practices and increasing the adaptation awareness of the residential constructors are some of the recommendations to enhance the preparedness of the residential construction industry in Australia to adapt with climate change risks.

Abstract
Storm surge flooding can cause significant damage to coastal communities. In addition, coastal communities face an increased risk of coastal hazards due to sea-level rise (SLR). This research developed a dataset to communicate the socioeconomic consequences of flooding within the 1% and 0.2% Annual Exceedance Probability Floodplain (AEP) under four SLR scenarios for the Northern Gulf of Mexico region. Assessment methods primarily used HAZUS-MH software, a GIS-based modeling tool developed by the Federal Emergency Management Agency in the United States, to estimate natural disasters’ physical, economic, and social impacts. This dataset consists of 29 shapefiles containing seven different measures of storm surge inundation impacts under SLR (including building damage, displaced people and shelter needs, road exposure, essential facilities, wastewater treatment plants, bridges, and vehicle damage). The data is publicly available under the Gulf of Mexico Research Initiative Information and Data Cooperative (GRIIDC).

Abstract
This paper discusses how climatic and non-climatic factors, either separately or together, shape the adaptation responses of smallholder farmers in the Raya Azebo district of Ethiopia. Their adaptation responses included adjusting planting periods, crop diversification, changing crop types, adopting improved seeds, using irrigation, conducting migration, participation in wage employment, selling local food and drinks, and owning small shops. These adaptation responses were motivated by various climatic (e.g., drought and rainfall variability) as well as non-climatic factors (e.g., market conditions, yield-related factors, land scarcity, labor shortages, soil fertility issues, crop diseases, and limited local employment options). We therefore argue (i) that successful adaptation requires a broader understanding not just of climatic factors but also of the various social-ecological factors that shape smallholder farmers’ adaptations; and (ii) that the successful design and implementation of locally appropriate planned adaptation interventions require the inclusion of both climatic and non-climatic factors.

Abstract
This paper examines the role of social capital and its influence on the capacity of coastal communities in Atlantic Canada to respond and adapt to climate change, especially when dealing with extreme weather events. Three elements of social capital—social trust, institutional trust, and social networks—were considered. They were analyzed based on four questions targeting social capital during semi-structured interviews on climate change adaptation in 10 rural coastal communities located in three Canadian provinces (Quebec, New Brunswick, and Prince Edward Island). Results showed that these communities exhibited strong social capital, mainly because of a high level of social trust. People were ambivalent in the way they connected to institutions, especially with governments. They often felt isolated and left to themselves to deal with climate change adaptation decisions. The research conveys the difficulties and challenges of multilevel governance, where coastal communities generally ensure trust within the community first before trusting higher levels of government. Initiatives to improve public engagement and participation in decision making should be supported for further adaptation, although they would require greater accountability and transparency.

Abstract
Although the need to protect and draw upon the various benefits of heritage as an asset for resilience is nowadays more clearly highlighted than in the past, policies to protect heritage from disaster risk remain fragmented, while the importance of learning from heritage and existing knowledge for building resilience is underestimated. The aim of this study is to provide an insight on good practices dealing with cultural heritage when it comes to disaster risk management and climate change adaptation, aiming at increasing cultural heritage resilience of historical areas. To this aim, the paper applies the best practice research methodology for investigating cultural heritage resilience in historical areas through the codification and analysis of good practices collected from EU-funded projects. The results consist of more than 90 good practices reviewed and analyzed according to a set of criteria. The research findings, organized according to three main categories (i.e., institutional, structural/physical, social), contribute to emphasizing the importance of improving knowledge from already available good practices. Two main approaches have been highlighted in the discussion, according to the key role assigned to stakeholders, education, data, and technology. The results allow to take advantage of existing knowledge to support communities to increase resilience of cultural heritage in historical areas.

Abstract
Climate change is believed to be caused by natural processes such as volcanic eruptions, which release ash into the atmosphere, and anthropogenic activities that increase the concentration of greenhouse gases (GHGs) in the atmosphere, such as carbon dioxide (CO2), which trap energy and cause intense warming. This article conducts a comprehensive review of existing literature relating to climate change and its impact on oil palm production in Malaysia. To enable analysis, articles were arranged, sorted, and categorized into various themes and associations based on the title of the article, abstract, and later the content. The findings reveal that climate change causes variability in the intensity and duration of rainfall, which ultimately affects the production of oil palm fresh fruit bunches (FFB) and the quality of crude palm oil (CPO). The decline in FFB increased the price of crude palm oil. The impacts of climate change on oil palm vary and are felt differently in different regions. Climate change increases the vulnerability and exposure of oil palms to various diseases, exposes them to water stress, and disrupts metabolic activities. The surface temperature in Malaysia is anticipated to rise by 1.5 to 2 °C, worsening the adaptation plans. Oil palm growers explore possible ways to adapt to and withstand the impacts of climate change by adopting the use of an improved variety of oil palm seedlings, soil management and fertility preservation, silt pit, mulching, intercropping, livelihood diversification, buying insurance, and best water conservation practices.

Abstract
This paper investigates the capabilities and limitations of different software tools simulating landscape design adaptability. The evaluation of tools is based on the ISO 25010 framework, which investigates software functionality, reliability, performance efficiency, usability, compatibility, and information quality. These quality characteristics of software are analysed during objective experiments where five software tools are used for a case study project at the conceptual design phase. These experiments reveal that the existing software tools for climate adaptation planning are focused on different aspects of climate adaptability, generating different types of information. Moreover, all tools deal with some limitations in terms of compatibility, performance efficiency, and functional operations. The ISO 25010 quality model provides a comprehensive framework to compare the capabilities of different software tools for climate adaptation planning. This paper is part of a wider study including an analysis of the needs of project stakeholders regarding climate adaptation software tools. However, this article focuses on technical capabilities of current climate adaptation software tools.

Abstract
Urban Living Labs (ULLs) are widely believed to provide a safe environment for experimentation, co-creation and evaluation of innovations in real-life settings. A growing number of cities have been adopting ULLs to co-create and test Nature-Based Solutions (NBS). However, many of these cities have been facing major barriers in trying to adopt the ULL approach for implementing NBS. In this study, we seek to identify these barriers and provide a systemic understanding. Barriers are identified by means of workshops and interviews. Subsequently, interpretive structural modelling serves to identify the interdependencies among the barriers, resulting in a structural model of barriers in adopting ULLs for NBS. Our results show that political and institutional barriers are significantly limiting the adoption of ULLs. Moreover, knowledge brokers and other intermediaries, as well as cross-sectoral collaboration, play a key role in getting ULLs adopted. The findings from this study can help cities to develop strategies that overcome the main barriers for ULL adoption in the context of nature-based solutions.

Abstract
This study aims to examine a theoretical model using sustainability perceptions, including environmental; sociocultural; economic; and life satisfaction, sense of community, and support for sustainable community development among the indigenous people of two relocated communities in Taiwan. A total of 747 usable questionnaires were collected and analyzed using structural equation modeling. The analytical results indicated that sense of community is an antecedent of support for sustainable community development in both relocated communities. Life satisfaction perceptions can influence the sense of community in Rinari. Additionally, environmental and economic perceptions are antecedents of the sense of community in New Laiyi. Finally, this study provides theoretical implications to fill the gaps in previous research, and offers valuable insights for promoting residents' support for sustainable community development in aboriginal communities; thus, this study has significant contributions, theoretically and practically.

Abstract
Heat exposure is a well-known health hazard, which causes several problems ranging from thermal discomfort or productivity reduction to the aggravation of existing illnesses and death. Climate projections foresee an increase in the frequency and intensity of heat-related impacts on human health. To reduce these climate risks, governments need a better understanding of not only the scale and the factors affecting those risks, but also how to prepare and protect the city and citizens against these risks and prevent them through effective policy making. Therefore, climate adaptation decisions need to be made in complex systems with manifold uncertainties. In response to these deep uncertainties, different planning approaches have been developed to assist policymakers in decision making. This paper is focused on one of the dynamic adaptive policy planning approaches: the adaptation pathway. This approach allows designing alternative feasible plans that are flexible and can respond when new information appears or when conditions in the environment change. This paper presents a structured methodology for designing adaptation pathways. The work describes a high-level adaptation pathway covering heatwave impacts on productivity and health at city level in Antwerp to ensure the city adapts to future conditions. Lastly, a summary is provided of the lessons learned and the challenges of this approach are discussed.

Abstract
The scale and scope of climate change has triggered widespread acknowledgement of the need to adapt to it. Out of recent work attempting to understand, define, and contribute to the family of concepts related to adaptation efforts, considerable contributions and research have emerged. Yet, the field of climate adaptation constantly grapples with complex ideas whose relational interplay is not always clear. Similarly, understanding how applied climate change adaptation efforts unfold through planning processes that are embedded in broader institutional settings can be difficult to apprehend. We present a review of important theory, themes, and terms evident in the literature of spatial planning and climate change adaptation to integrate them and synthesize a conceptual framework illustrating their dynamic interplay. This leads to consideration of how institutions, urban governance, and the practice of planning are involved, and evolving, in shaping climate adaptation efforts. While examining the practice of adaptation planning is useful in framing how core climate change concepts are related, the role of institutional processes in shaping and defining these concepts—and adaptation planning itself—remains complex. Our framework presents a useful tool for approaching and improving an understanding of the interactive relationships of central climate change adaptation concepts, with implications for future work focused on change within the domains of planning and institutions addressing challenges in the climate change era.

Abstract
How institutional stakeholders perceive the supply and demand of ecosystem services (ES) under distinct contexts determines which planning actions are deemed priority or not. Public officers play a crucial role in social-ecological management and decision-making processes, but there is a paucity of research exploring their perceptions on ES supply and demand under a changing climate. We address this gap through an exploratory study that analyses the views of public officers on the potential impacts of climate-change related drivers on multiple ES in a major administrative region from Portugal (EU NUTS 3). We combined qualitative spatial data from participatory maps and semi-quantitative answers from questionnaire-based surveys with 22 officers from public institutions contributing to territorial planning. Contrary to other similar studies, public officers shared a common view on the importance of ES. This view aligns with scientific projections on how a changing climate is expected to influence ES in the region over the next decade. In agreement with other observations in Mediterranean regions, the most perceivably valued ES concerned tangible socio-economic benefits (e.g., periurban agriculture and wine production). Surprisingly, despite the region’s potential for cultural ES, and considering the impacts that climate change may hold on them, recreation and tourism did not seem to be embedded in the officers’ views. We explore the implications of our findings for territorial planning and social-ecological adaptation, considering that the way stakeholders manage the territory in response to climate change depends on the extent to which they are aware and expect to experience climatic consequences in the future.

Abstract
The Earth’s climate is changing; ice sheets and glaciers are melting and coastal hazards and sea level are rising in response. With a total population of over 300 million people situated on coasts, including 20 of the planet’s 33 megacities (over 10 million people), low-lying coastal areas represent one of the most vulnerable areas to the impacts of climate change. Many of the largest cities along the Atlantic coast of the U.S. are already experiencing frequent high tide flooding, and these events will increase in frequency, depth, duration and extent as sea levels continue to rise at an accelerating rate throughout the 21st century and beyond. Cities in southeast Asia and islands in the Indo-Pacific and Caribbean are also suffering the effects of extreme weather events combined with other factors that increase coastal risk. While short-term extreme events such as hurricanes, El Niños and severe storms come and go and will be more damaging in the short term, sea-level rise is a long-term permanent change of state. However, the effects of sea-level rise are compounded with other hazards, such as increased wave action or a loss of ecosystems. As sea-level rise could lead to the displacement of hundreds of millions of people, this may be one of the greatest challenges that human civilization has ever faced, with associated inundation of major cities, loss of coastal infrastructure, increased saltwater intrusion and damage to coastal aquifers among many other global impacts, as well as geopolitical and legal implications. While there are several short-term responses or adaptation options, we need to begin to think longer term for both public infrastructure and private development. This article provides an overview of the status on adaptation to climate change in coastal zones.

Abstract
Indigenous Peoples and local communities have implemented myriad responses to deal with and mitigate climate change impacts. However, little effort has been invested in compiling, aggregating, and systematizing such responses to assess global patterns in local adaptation. Drawing on a systematic review of 119 peer-reviewed publications with 1851 reported local responses to climate change impacts, we show that Indigenous Peoples and local communities across the world apply a diverse portfolio of activities to address climate change impacts. While many responses involve changes to natural resource based livelihoods, about one-third of responses involve other activities (e.g. networking, off-farm work). Globally, local responses to climate change impacts are more likely to be shaped by people's livelihood than by the climate zone where they live.

Abstract
Repeatedly occurring droughts in the Czech Republic in previous years have heightened the need to answer questions concerning the provision of drinking water in small municipalities in the context of their development. The goal of the research was to assess what mutual relationships exist between insufficient drinking water supply and the socio-economic level of municipalities with less than 2000 inhabitants. The basis of the study is formed by data collected via a questionnaire survey of the mayors of 2110 municipalities. For the purposes of the analysis, the Drinking Water Supply Threat Index (DWSTI) composite indicator was established. Subsequently, the effect of selected factors on DWSTI was determined via correlation and regression analysis, and results were compared for two size groups of municipalities indicate water supply problems. The digging of new wells for individual needs is seen to be the most significant signal of problems. The absence of water supply infrastructure results in a heightening of the socio-economic deprivation of small municipalities, as it limits new building and becomes a limitation to their development. A solution is possible based on regional or trans-regional financial and managerial support of development together with an active approach on the part of municipalities.

The Impact of Adaptation to Climate Change and Variability on the Livelihood of Smallholder Farmers in Central Ethiopia. SUSTAINABILITY 2021. Abstract
Although most micro-level studies show the positive impact of adaptation on food security and household income, these are only a few of the outcomes adaptation is intended to achieve. Farmers’ livelihoods function in complex ways such that an understanding the multidimensional outcome of adaptation is important. These necessitate the use of multiple indicators in the evaluation of the impact of adaptation. Based on data collected from 810 randomly selected households in central Ethiopia, this study investigates the impacts of adaptation strategies on the sustainability of the livelihoods of farmers. The economic, social, and environmental outcomes were integrated to construct the Livelihood Sustainability Index. The endogenous switching regression model, which accounts for unobserved heterogeneity and possible endogeneity, was used to examine the impact of using adaptation strategies. With a mean score of 41, the farmers had lower levels of livelihood sustainability. Farmers switching crop type, diversifying crops, planting improved seeds, engaging in land management activities, and using irrigation had a higher livelihood sustainability index compared to the counterfactual case in which they did not use them. Non-farm employment and migration significantly increased livelihood sustainability for the using households. However, had these factors been used by the non-users, it would have resulted in reduced livelihood sustainability. Farmers using more than four adaptation strategies had more sustainable livelihoods than using fewer strategies. The findings affirm that adaptation contributes to livelihood improvement. However, since the farmers are far from achieving a higher level of sustainable livelihoods, policies shall focus on maximizing the returns to be obtained from using adaptation strategies. This includes improving access to ecosystem services through environmental protection measures, increasing production efficiency through improved access to and proper utilization of farm inputs, expanding irrigation facilities, creating decent employment opportunities, and enhancing farmers’ skills through entrepreneurial training.

Abstract
Small Island States (SIDS) are among the nations most exposed to climate change (CC) and are characterised by a high degree of vulnerability. Their unique nature means there is a need for more studies focused on the limits to CC adaptation on such fragile nations, particularly regarding their problems and constraints. This paper addressed a perceived need for research into the limitations of adaptation on SIDS, focusing on the many unique restrictions. To this end, the study identified and described the adaptation limits they have by using a review of the literature and an analysis of case studies from a sample of five SIDS in the Caribbean and Pacific regions (Barbados, Trinidad and Tobago, Cook Islands, Fiji, Solomon Islands and Tonga). This research’s findings showed that an adaptable SIDS is characterised by awareness of various values, appreciation and understanding of a diversity of impacts and vulnerabilities, and acceptance of certain losses through change. The implications of this paper are two-fold. It explains why island nations continue to suffer from the impacts of CC and suggest some of the means via which adequate policies may support SIDS in their efforts to cope with the threats associated with a changing climate. This study concluded that, despite the technological and ecological limits (hard limits) affecting natural systems, adaptation to CC is limited by such complex forces and societal factors (soft limits) that more adequate adaptation strategies could overcome.

Abstract
In the past decade, several dedicated tools have been developed to help natural resources professionals integrate climate science into their planning and implementation; however, it is unclear how often these tools lead to on-the-ground climate adaptation. Here, we describe a training approach that we developed to help managers effectively plan to execute intentional, climate-informed actions. This training approach was developed through the Climate Change Response Framework (CCRF) and uses active and focused work time and peer-to-peer interaction to overcome observed barriers to using adaptation planning tools. We evaluate the effectiveness of this approach by examining participant evaluations and outlining the progress of natural resources projects that have participated in our trainings. We outline a case study that describes how this training approach can lead to place and context-based climate-informed action. Finally, we describe best practices based on our experience for engaging natural resources professionals and helping them increase their comfort with climate-informed planning.

Abstract
The growing recognition that global climatic change is a pressing reality and that its impacts on humans and ecological systems are inevitable makes adaptation a core topic in climate change research and policymaking. The glacier tourism sector that is highly sensitive towards changing climatic conditions is among the most relevant in this respect. This study aims to examine empirically how adaptation to climate change impacts is practiced by small- and middle-scale glacier tour operators. Data was collected by means of a set of semi-structured interviews with the managers or owners of nine small- or middle-scale tour companies operating in the Vatnajökull National Park in Southeast Iceland and observations of glacier sites where the respondents' companies are operating. The results indicate that all entrepreneurs consider climate change to be a real phenomenon that affects their present daily operations, but they perceive these implications not as significant threats to their business. The interaction of operator's attributes of agency such as firsthand experiences, risk perceptions, and abilities to self-organize, with structural elements of the glacier destination system such as economic rationales and hazard reduction institutions, has shaped and consolidated operators' adaptation processes in the form of a wait-and-see strategy combined with ad hoc reactive adaptation measures and postponed or prevented proactive long-term adaptation strategies.

Abstract
Agriculture is both highly sensitive to climate change and a major global emitter of greenhouse gases (GHG). With growing international pressure to curb global emissions through the 2015 Paris Agreement and mounting climate change-related losses in agriculture, countries are in need of an increasingly robust agricultural policy framework. This paper takes an in-depth look at the agricultural sector in Viet Nam, contributing to a better understanding of the main bottlenecks in implementing the Paris Agreement, evaluating the relevance and impact of selected barriers for the implementation of current climate policies and their implications for nationally determined contribution (NDC) design. To address these questions, an exploratory mixed method approach was employed: (i) identifying and mapping key policies, (ii) reviewing global literature sources on barriers, (iii) conducting stakeholder interviews (n = 25), and (iv) follow-up quantitative surveys (n = 16). The interviews revealed numerous barriers within Viet Nam's institutional setting that acted to impede the creation and implementation of climate policy. As seen in other countries, insufficient inter-ministry collaboration and information sharing restricted the overall success of climate policy, with poor representation of non-lead ministries in drafting and inadequate channels for bottom-up engagement also considered major constraints. These coupled with gaps in financing make for fragmented policies that often lack clear implementation guidelines, particularly at a local level. The NDC process presents an opportunity for Viet Nam to coordinate their cross-sector climate response around a single international agreement, facilitating greater inter-ministry information and data sharing, while utilizing the technical and financial support provided through international partners to build capacity in this vital area.

Abstract
Rapid diffusion of solutions to a changing climate is paramount if the US is to mitigate carbon emissions. A timely response depends on how people perceive and understand innovations such as new practices, programs, policies, and technologies that promise to reduce emissions. This article explores multisolving innovations in the context of interventions that can be targeted to community leaders and decision makers. We focus on examples led by policy staff; directors of municipal offices and departments of transportation, housing, sustainability, urban planning, and public health; and elected county and city officials where there may be mixed support for efforts to reduce carbon emissions, to show that some innovations can be accurately framed solely in terms of community health benefits. When communicating with stakeholders who are dismissive or skeptical of climate change, we suggest using messages that describe the benefits of mitigation innovations in terms of human health, rather than climate, to achieve broader acceptability.

Abstract
Every year thousands of people are being displaced in coastal areas of Bangladesh due to natural calamities associated with climate change, known as Internally Displaced Peoples (IDPs). Climate change adaptation measures play a significant role in coping with the alteration of climatic components, while various forms of barriers hinder the sustainability of adaptation. This research was conducted to understand the perception of IDPs on climate change impact on health in the coastal areas of Bangladesh, including the adaptation practices and barriers to the coping strategies. To fulfill the objective, 420 individual surveys were conducted randomly in two Sub-districts of Khulna district in Bangladesh. The findings reveal that the riverbank erosion and cyclones were the primary reasons for displacement, and the social relationships were hampered in the new places of living. Also, the temperature in summer and winter, and the rainfall intensity increased, whereas rainfall slightly decreased over the last ten years. Differences of opinion were identified about the effects of the changing climatic variables on the respondents' health between the previous and present locations. Despite practicing different adaptive strategies, the weak financial condition and a lack of access to health care information are mostly hindering the sustainability of adaptation. This research may help policymakers in taking proper initiatives to ensure sustainable adaptation practices in the coastal areas.

Abstract
Managers are increasingly being asked to integrate climate change adaptation into public land management. The literature discusses a range of adaptation approaches, including managing for resistance, resilience, and transformation; but many strategies have not yet been widely tested. This study employed in-depth interviews and scenario-based focus groups in the Upper Gunnison Basin in Colorado to learn how public land managers envision future ecosystem change, and how they plan to utilize different management approaches in the context of climate adaptation. While many managers evoked the past in thinking about projected climate impacts and potential responses, most managers in this study acknowledged and even embraced (if reluctantly) that many ecosystems will experience regime shifts in the face of climate change. However, accepting that future ecosystems will be different from past ecosystems led managers in different directions regarding how to respond and the appropriate role of management intervention. Some felt management actions should assist and even guide ecosystems toward future conditions. Others were less confident in projections and argued against transformation. Finally, some suggested that resilience could provide a middle path, allowing managers to help ecosystems adapt to change without predicting future ecosystem states. Scalar challenges and institutional constraints also influenced how managers thought about adaptation. Lack of institutional capacity was believed to constrain adaptation at larger scales. Resistance, in particular, was considered impractical at almost any scale due to institutional constraints. Managers negotiated scalar challenges and institutional constraints by nesting different approaches both spatially and temporally.

Abstract
Planning for sea level rise (SLR) is a complex process that involves scientific uncertainty and local and regional political tradeoffs. As part of a 6-year transdisciplinary research project in the northern Gulf of Mexico, we conducted focus groups with coastal stakeholders (natural resource managers, community planners, and environmental communicators) to gain a better understanding of their planning and adaptation activities for SLR. This paper reports on participants' perceptions about adaptation and their current adaptation activities and strategies. While stakeholders were concerned about SLR and thought adaptation had challenges, they still shared optimism and a commitment to planning. The findings identify different types of SLR adaptation initiatives in which participants were involved as well as types of perceived barriers to adaptation planning, and major recommended strategies to address them. The paper concludes with a discussion of findings, connections to related SLR adaptation literature, practical implications for coastal resiliency, and directions for future research.

Abstract
Social learning, especially triple-loop social learning involving institutional and governance changes, has great potential to address urban water issues such as flooding, drought, and pollution. It facilitates urban transition and the adoption of more systemic approaches and innovations. Social learning in water governance is a growing field, but the triple-loop learning concept remains vague and underexplored. Additionally, the focus is often on how social learning can contribute to progress with little attention being paid to barriers to learning. The aim of this paper is to increase understanding of triple-loop social learning to improve the “learning infrastructure”. It investigates key learning barriers for realizing green (livable) and adaptive cities in Malmö and Gothenburg, Sweden. Integration of nature-based solutions in spatial planning and development of these cities has been slow. The results found three types of barriers contributing to this: systemic (disconnecting parts with the whole); opacity (reducing communication between error detection and correction); and process-related (reducing the adoption of innovations). The paper contributes to understanding the social learning barriers for implementing planning. These insights could help overcome “adaptation inertia” and speed up policy learning towards sustainability and resilience.
