Management of Climate Resilience: Exploring the Potential of Digital Twin Technology, 3D City Modelling, and Early Warning Systems

Cities, and in particular those in coastal low-lying areas, are becoming increasingly susceptible to climate change, the impact of which is worsened by the tendency for population concentration in these areas. Therefore, comprehensive early warning systems are necessary to minimize harm from extreme climate events on communities. Ideally, such a system would allow all stakeholders to acquire accurate up-to-date information and respond effectively. This paper presents a systematic review that highlights the significance, potential, and future directions of 3D city modelling, early warning systems, and digital twins in the creation of technology for building climate resilience through the effective management of smart cities. In total, 68 papers were identified through the PRISMA approach. A total of 37 case studies were included, among which (n = 10) define the framework for a digital twin technology, (n = 14) involve the design of 3D virtual city models, and (n = 13) entail the generation of early warning alerts using the real-time sensor data. This review concludes that the bidirectional flow of data between a digital model and the real physical environment is an emerging concept for enhancing climate resilience. However, the research is primarily in the phase of theoretical concepts and discussion, and numerous research gaps remain regarding the implementation and use of a bidirectional data flow in a true digital twin. Nonetheless, ongoing innovative research projects are exploring the potential of digital twin technology to address the challenges faced by communities in vulnerable areas, which will hopefully lead to practical solutions for enhancing climate resilience in the near future.

Scenario building model to support the resilience planning of winemaking regions: The case of the Douro territory (Portugal)

Today resilience paradigm is shared by both academic and political debates, and it is gradually being implemented into plans, programmes, and project's initiatives. In this context, wine regions, particularly those designated as UNESCO sites, show their robustness and vulnerabilities as Socio-Ecological Systems. The climate change impact is increasing the exposure of their aesthetic, cultural, economic, natural values to potential losses and therefore an effective response is required To build resilient strategies, Decision Makers are increasingly considering multidimensional models in planning and assessment processes. This paper continues a research work that develops an integrated evaluation framework constituted by Multicriteria Decision Analysis to calculate a Territorial Resilience Index, a dynamical model to predict future ecological scenarios and scenario building to define a resilient strategy for the Douro territory (Portugal). This paper focuses on scenario building which uses specific tools such as Social Network Analysis to identify and investigate the relationships between real actors and stakeholders, Wilson matrix to assess the degree of uncertainty and relevance of the strategies identified by a panel of specialists, and consistency matrix to evaluate the strategies consistency in achieving the Sustainable Development Goals and UNESCO requirements. The obtained protocol of guidelines and recommendations can support Decision Makers in the design of sustainable and resilient transformation, thereby assisting in the preservation of the UNESCO site.

Analysis of Effects of Sponge City Projects Applying the Geodesign Framework

This study aims is to verify the effects of sponge city projects focusing on the aspect of water pollutant control and urban flood control, applying the geodesign framework as an integrated planning method that can evaluate alternatives against the impacts of the designs. The study analyzed the effects of sponge city projects in Harbin, Quzhou, and Sanya, China. Three LULC scenarios are proposed based on the geodesign framework, and the spatial distribution and quantitative values are simulated by the InVEST NDR model and urban flood model study. By comparing different scenarios, the study proved the current sponge project could improve the water pollutant control capability by 11–18% and the stormwater control capability by 0.4–6.3%. If the city-wide green infrastructure network is introduced with sponge projects, the water pollutant control capability can increase by 9–15% and the stormwater control capability can increase by 0.8–2.9%. These results show that the current sponge projects can improve the city’s sustainability and be helpful strategies to fight climate change and global warming.

Geodesign Approaches to City Resilience Planning: A Systematic Review

The increased frequency of extreme events facing society is placing mounting pressure on cities and regions that need more robust resilience planning against growing uncertainty. Data augmented participatory methods, such as geodesign, offer much promise in supporting strategic planning to make our cities and regions more resilient. In that context, this study aims to contribute to a deeper understanding of geodesign practices in resilience planning, through a systematic review of the selected 487 studies available from various bibliographic databases. The results indicate that a total of 75 studies were connected to resilience thinking, with a focus on climate change, floods, and sea level rise risks. A significant cluster of those resilience-related studies worked, especially, on improving sustainability. A detailed analysis of 59 relevant geodesign case studies revealed a strong underlying emphasis on disaster risk reduction and management activities. This study also noticed two prominent approaches among the analysed case studies to future city scenario planning: computational (41 studies), and collaborative (18 studies). It is recommended that an explicit integration of these two approaches into the geodesign approach can assist future city resilience planning endeavours. Thus, future research should further investigate the utility of integrating data-driven modelling and simulation within a collaborative scenario planning process, the usability of digital tools such as planning support systems within a collaborative geodesign framework, and the value of the plan’s performance evaluation during resilience decision-making. Another area for future work is increased community engagement in city resilience practices. The geodesign approach can provide a comprehensive framework for bringing communities, decision-makers, experts, and technologists together to help plan for more resilient city futures. Finally, while geodesign’s explicit role in empirical resilience implementations has been found to be low in this systematic review study, there are significant opportunities to support evidence-based and collaborative city resilience planning and decision-making activities.

Evaluating Cultural Landscape Remediation Design Based on VR Technology

Due to the recent excessive pursuit of rapid economic development in China, the cultural heritage resources have been gradually destroyed. This paper proposes cultural recovery and ecological remediation patterns, and adopts virtual reality (VR) technology to evaluate the visual aesthetic effect of the restored landscape. The results show that: (1) the average vegetation coverage increased, providing data support for remediation design evaluation; and (2) the fixation counts and average saccade counts of the subjects increased after the remediation design, indicating that the restored cultural landscape reduced visual fatigue and provided a better visual aesthetic experience. Furthermore, the comparative analysis of the quality of the water environment shows that the remediation design project improved the ecological environment quality of the relics area. The results of this study will contribute to rural revitalization in minority areas in southwest China.

Buy them out before they are built: evaluating the proactive acquisition of vacant land in flood-prone areas

Rising flood damages have prompted local communities to implement buyout and property acquisition programmes to eliminate repetitive losses for at-risk properties. However, buyouts are often costly to implement and are reactionary solutions to flooding. This study quantifies the benefits of acquiring vacant private properties in flood-prone areas rather than acquiring such properties after they are built up. Using a geodesign framework that integrates concepts and analytical approaches derived from geographical, spatial and statistical-based disciplines, we analyse vacant properties with high development potential that intersect current and future floodplain areas in Houston (TX, USA). We use geospatial proximity analysis to select candidate properties, land-use prediction modelling to estimate future development and sea-level rise and benefit-cost analysis to assess the economic viability of buyouts. The results indicate that cumulative avoided flood losses exceed the cost of vacant land acquisition by a factor of nearly two to one, and up to a factor of ten to one in selected areas. This study emphasizes the benefits of proactive property buyouts that focus on acquiring parcels before they are built up, while also avoiding the social and institutional problems associated with traditional buyout programmes.

Urban regeneration: Community engagement process for vacant land in declining cities

Vacant land presents many challenges for older financially distressed cities. Community engagement is a very important element to solve the urban vacant land problem and assist in long term regeneration. This paper reviews what plans, policies, implementation methods, and community engagement process were developed to overcome barriers and challenges to vacant land projects. Most studies reveal that the importance of community engagement process in terms of understanding the problems and potential value of vacant land, redevelopment process, financial support, regulation, and neighborhood organizations participation for vacant land projects. To encourage community engagement to repurpose vacant land, municipalities should have to provide adequate information about vacant land conditions and their potentials in terms of ecological and social value. Code enforcement and tax foreclosure are efficient ways to control vacant land and the abandoned building problem. Tax incentive systems, such as high taxation rates on land but a low rate or no tax at all on infill development on vacant land, tax credits on vacant land forest structure, and rehabilitation abatement on abandoned buildings can increase public investment in vacant land. Local governments should support such efforts by creating community involvement groups, such as neighborhood coordinators, civic leaders, CDCs (Community Development Corporations), and other community-based nonprofit organizations. Community engagement is not specific planning, but it is part of an ongoing process in planning strategies to urban regeneration and renewal vacant land.

Developing a Landscape Design Approach for the Sustainable Land Management of Hill Country Farms in New Zealand

Landscape modification associated with agricultural intensification has brought considerable challenges for the sustainable development of New Zealand hill country farms. Addressing these challenges requires an appropriate approach to support farmers and design a better landscape that can have beneficial environmental outcomes whilst ensuring continued profitability. In this paper we suggest using geodesign and theories drawn from landscape ecology to plan and design multifunctional landscapes that offer improved sustainability for hill country farm systems and landscapes in New Zealand. This approach suggests that better decisions can be made by considering the major landscape services that are, and could be, provided by the landscapes in which these farm systems are situated. These important services should be included in future landscape design of hill country by creating a patterning and configuration of landscape features that actively maintains or restores important landscape functioning. This will help to improve landscape health and promote landscape resilience in the face of climate change. Through illustrating the potential of this type of approach for wider adoption we believe that the proposed conceptual framework offers a valuable reference for sustainable farm system design that can make an important contribution to advancing environmental management globally as well as in New Zealand.

Integrating Prediction and Performance Models into Scenario-based Resilient Community Design

Urban expansion can worsen climate change conditions and enlarge hazard zones. Sea level rise due to climate change makes coastal populations more susceptible to flood risks. The use of land change prediction modelling to inform scenario-based planning has been shown to help increase capabilities when dealing with uncertainties in urbanization such as urban growth and flood risk, when compared to singular comprehensive plans. This research uses the Land Transformation model to predict three different urban growth scenarios for Tampa, FL to determine how effective the current comprehensive plan is in adapting urban growth to decreasing flood risk and pollutant load. To achieve this, the research develops master plans according to each scenario then assesses their probable impact using the Long-Term Hydrologic Impact Analysis Low Impact Development Spreadsheet as a performance model. Findings show that the current future land use plan for Tampa, while it appears to be better than current patterns of development, has higher flood exposure, stormwater runoff, and pollutant discharge that current conditions but more than a purely resilient approach to future growth.
