The effect of body armor on saving officers' lives: An analysis using LEOKA data

Manhandling injuries during legal interventions

INTRODUCTION

Data concerning injuries resulting from physical force during legal interventions are scarce. The purpose of this study was to examine manhandling injuries occurring in both civilian suspects and law enforcement officials (LEO).

METHODS

Retrospective cross-sectional study using data from the National Trauma Data Bank. All patients who sustained manhandling injuries during legal interventions were identified using ICD-10 e-codes. The study groups were injured civilian suspects and LEO. The primary outcomes were type and severity of injuries among the groups.

RESULTS

A total of 507 patients were included in the study, 426 (84.0%) civilians and 81 (16.0%) LEO. Overall, median age was 37 years (IQR: 28-48) and 90.3% were male. The median ISS was higher in civilians compared to LEO (5 [4-10] vs 4 [4-9], p = 0.023). Civilians were more likely to sustain injuries to the face (49.8% vs 35.9%, p = 0.024) and abdomen (8.3% vs 1.3%, p = 0.028). LEO were more likely to sustain tibia/fibula fractures (3.5% vs 9.9%, p = 0.019). The mortality was 1.2% (5/426) in civilians and there were no deaths in LEO. The overall complication rates and hospital length of stay were similar between the groups.

CONCLUSION

Injury patterns and severity of injuries sustained from the use of physical force during legal interventions are different in civilians and law enforcement officials. Further research and more comprehensive data are warranted to better understand and prevent these injuries.

Firearm injuries during legal interventions Nationwide analysis

INTRODUCTION

There is limited literature on firearm injuries during legal interventions. The purpose of this study was to examine the epidemiology, injury characteristics, and outcomes of both civilians and law enforcement officials (LEOs) who sustained firearm injuries over the course of legal action.

METHODS

Retrospective observational study using data from the National Trauma Data Bank (2015-2017) was performed. All patients who were injured by firearms during legal interventions were identified using the International Classification of Disease, Tenth Revision, external cause of injury codes. The study groups were injured civilian suspects and police officers. Demographics, injury characteristics, and outcomes were analyzed and compared between the groups. Primary outcomes were the clinical and injury characteristics among the victims.

RESULTS

A total of 1,411 patients were included in the study, of which 1,091 (77.3%) were civilians, 289 officers (20.5%), and 31 bystanders (2.2%). Overall, 95.2% of patients were male. Compared with LEOs, civilians were younger (31 vs. 34 years, p = 0.007) and more severely injured (median Injury Severity Score, 13 vs. 10 [p = 0.005]; Injury Severity Score >15, 44.4% vs. 37.1% [p = 0.025]). Civilians were more likely to sustain severe (Abbreviated Injury Scale, ≥3) intra-abdominal injuries (26.8% vs. 16.1%, p < 0.001) and spinal fractures (13.0% vs. 6.9%, p = 0.004). In-hospital mortality and overall complication rate were similar between the groups (mortality: civilians, 24.7% vs. LEOs, 27.3% [p = 0.360]; overall complications: civilians, 10.3% vs. LEOs, 8.4% [p = 0.338]).

CONCLUSION

Firearm injuries during legal interventions are associated with significant injury burden and a higher mortality than the reported mortality in gunshot wounds among civilians. The mortality and overall complication rate were similar between civilian suspects and law enforcement officials.

Gun victimization in the line of duty: Fatal and nonfatal firearm assaults on police officers in the United States, 2014-2019

Research Summary

Using open-source data from the Gun Violence Archive (GVA), we analyze national- and state-level trends in fatal and nonfatal firearm assaults of U.S. police officers from 2014 to 2019 (N = 1,467). Results show that (a) most firearm assaults are nonfatal, (b) there is no compelling evidence that the national rate of firearm assault on police has substantially increased during the last 6 years, and (c) there is substantial state-level variation in rates of firearm assault on police officers.

Policy Implications

GVA has decided strengths relative to existing data sources on police victimization and danger in policing. We consider the promises and pitfalls of this and other open-source data sets in policing research and recommend that recent state-level improvements in use-of-force data collection be replicated and expanded to include data on violence against police.

The marks of gunshot wounds to the face

Introduction

This article deals with the occurrence of health problems due to gunshot wounds to the face among military police officers, in the metropolitan region of Rio de Janeiro, who were submitted to surgery at the Oral and Maxillofacial Surgery and Traumatology Clinic of Hospital Central da Polícia Militar.

Objective

To identify the profile of patients submitted to surgery as a result of gunshot wounds, the anatomical distribution of maxillofacial fractures, the identified sequelae and complications, the health specialties involved in the rehabilitation of these patients, and to discuss the social, emotional and work performance-related effects of work among these subjects.

Methods

A retrospective epidemiological study was carried out based on secondary data from military police officers who were submitted to surgery at Hospital Central da Polícia Militar due to gunshot wounds from June 2003 to December 2017.

Results

During the study period, 778 surgeries were performed in the operating room by the Oral and Maxillofacial Surgery and Traumatology service at Hospital Central da Polícia Militar, 186 of which were due to gunshot wounds (23.9%). All patients were males and the mean age 34.7 years. Bone segment loss was the most common sequela. Facial esthetic impairment and reports of insomnia were the most often identified late consequences of impact on health and social life. Regarding the occupational impacts of the sustained injury, the mean time away from work due to medical leave for the treatment of maxillofacial injuries was 11.7 months.

Conclusion

The treatment of gunshot wounds patients with facial injuries requires multiple surgical interventions and their rehabilitation requires the involvement of different health specialties. Further studies are needed to qualitatively analyze the impact of this type of facial trauma on the patients' lives and their social consequences.

Profiles of law enforcement agency body armor policies-A latent class analysis of the LEMAS 2013 data

The life-saving benefits of body armor have been well-documented, and law enforcement agency (LEA) body armor wear requirements have been cited by police officers as one of the most important reasons for them to wear body armor. However, research on LEAs' policies and practices regarding body armor is scarce. This study examined whether there are different agency-level profiles of various body armor-related policies, and related these body armor policy profiles to agency characteristics, size, location, etc. U.S. LEAs fell into four distinct profiles based on their body armor policies. Close to half of the LEAs had comprehensive coverage of body armor policies in all aspects. However, nearly one in five LEAs had very weak body armor policies in all aspects. The rest of the LEAs split into two groups, each with different strengths and weaknesses on selection, training, fitting, wearing, and inspection policies. Sheriff's offices and smaller LEAs were found to have weaker policies. In contrast, LEAs with a community policing emphasis and those with body armor grants were found to have stronger body armor polices, especially when it comes to mandatory wearing polices. Findings from the study provide a portrait of the current state of LEA body armor policies, and provide guidance for improving LEAs' body armor policies and practices.
