Emergency Stockpiling of Food and Drinking Water in Preparation for Earthquakes: Evidence From a Survey Conducted in Sendai City, Japan

Determinants of the decision to build up excessive food stocks in the COVID-19 crisis

In 2020, the first COVID-19 lockdowns resulted in food panic buying and excessive food stockpiling across many countries around the world. Many governments recommend keeping emergency food stocks for three to ten days for times of potential shortages in food supply. Based on data from an online survey conducted among Swiss inhabitants, we investigated the effect of knowledge level and stockpiling behaviour according to governmental stockpiling recommendations in normal times on the decision to build up more food stocks than usual during the first lockdown in 2020. For this purpose, we applied a combination of latent class analysis and logistic regression. Latent classes were constructed based on knowledge level and stockpiling behaviour according to governmental stockpiling recommendations in normal times. Subsequently, the information on class membership was used as predictor of the decision to excessively stockpile food during the first lockdown. The variable “class membership” revealed that respondents with a low knowledge level and food stocks below governmental recommendations in normal times had a 7.6 percentage points lower probability of excessively stockpiling food during the first lockdown than respondents with a high knowledge level and recommended food stocks in normal times. Excessive stockpiling was additionally driven by the worry that certain food products would disappear from the supermarket shelves entirely or would be in short supply. Moreover, regression results revealed that respondents who reduced their shopping frequency during the first lockdown in 2020 showed a higher probability of building up more food stocks than usual. Our findings are crucial for food suppliers and policymakers to understand the drivers of panic buying and to prevent this phenomenon in future crises.

The Impact of COVID-19 on Food Stockpiling Behavior over Time in China

Studying the impact of COVID-19 on consumer food stockpiling behavior is timely and imperative. It can provide important information and help to understand whether consumers permanently change their behavior or return to their old habits in the long run. This study analyzed Chinese consumers’ food stockpiling behavior using six rounds of nationwide surveys in China from December 2020 to July 2021. The results show that the scale of food reserves extended from 3.03 to 10.01 days after the outbreak of COVID-19, then dropped to a “new normal” plateau and kept fluctuating with the tide of the COVID-19 pandemic. Consumers who stockpile food for “Avoiding shortage” and “Pursuing ease” are going to stockpile food on a larger scale, implying a supply shock may affect the demand side. Those who perceive a higher level of severity of the pandemic are less likely to return to their old habits. Finally, although consumers’ food stockpiling behavior fluctuates with the tide of COVID-19 pandemic, it gradually returns to old habits over time.

Food insecure households faced greater challenges putting healthy food on the table during the COVID-19 pandemic in Australia

The COVID-19 pandemic negatively affected the Australian food supply. However, it has remained unclear how food access, food availability and consumption were impacted, especially for households experiencing food insecurity. This study aimed to determine the association between food security and cooking and eating habits, food access and availability, self-sufficiency and perceptions of the food supply at the beginning of the COVID-19 pandemic in Tasmania, Australia. Throughout May–June 2020 during strict social distancing restrictions, a cross-sectional survey was conducted including the U.S. Household Food Security Survey Module Six-Item Short Form, twenty Likert scale questions on cooking and eating habits, food access, self-sufficiency and perceptions of the food supply (responses from 1 = strongly agree to 5 = strongly disagree), two questions on food availability and eleven socio-demographic questions. Survey data (n = 1067) were analysed using multivariate linear regression, and binary logistic regression. Food insecure households were significantly more likely to agree they were consuming less fresh food compared with food secure households (Mean difference between scale responses (MD) = 0.66; 95%CI:0.36–0.66; p < 0.001), and significantly more food insecure households agreed it was more difficult to get to the shops (MD = 0.49; 95%CI:0.34–0.64; p < 0.001) and they had less money available for food than prior to the COVID-19 pandemic (MD = 0.95; 95%CI:0.79–1.10; p < 0.001). Compared to food secure households, food insecure households were at significantly greater risk of foods being unavailable to them (OR:1.75; 95%CI:1.33–2.35; p < 0.001) and were less likely to have sufficient food stored in their homes (OR:0.48; 95%CI: 0.33–0.687; p < 0.001). This study indicates there was a disproportionate impact of the COVID-19 pandemic on food insecure households, related to food availability and access, with effects on cooking and eating habits.

Association between Health Practice and Food Stockpiling for Disaster

In this study investigated the association between health practices and food stockpiling for disasters in predicted areas with a high risk of food shortage due to the Nankai Trough earthquake. A survey was conducted during 18-20 December 2019 using a self-administered web-based questionnaire. In total, 1200 individuals registered with an online survey company participated in the study. The association between health practices and food stockpiling status was analyzed (n = 998). 59.1% of participants had a poor Breslow's seven health practice scores (BHPS), 32.9% had a moderate score, and 8.0% had a good score. Multivariable logistic regression analysis revealed that higher BHPS had a significantly higher prevalence of food stockpiling. Additionally, the interrupted group had the highest percentage of participants with low BHPS. Lower BHPS was significantly associated with interrupted stockpiled in the adjusted models. Among the seven health practices, the odds ratio of the "eating breakfast" practice was high. There was a significant positive association between higher health practice scores and food stockpiling for disasters in areas with a high risk of food shortage due to the predicted earthquake. Particularly, it was clarified that individuals who had fewer good health practices were associated with ending up interrupting food stockpiling.

Relationship between Panic Buying and Per Capita Income during COVID-19

Panic buying and hoarding express common human behavior in times of crisis. Early in COVID-19, as the pandemic crisis intensified, toilet paper was one of the emblematic cases of panic buying. Using a Geographic Information System (GIS) to cross official per capita income data and real toilet paper transactions obtained from groceries spread around the city of São Paulo (Brazil), this study compares sales levels during the period in which panic purchases took place to the sales levels off that period. As expected, that data disclose noticeable panic buying. Regression analysis reveals that there is a significant positive correlation between average income per capita and panic buying. The results also indicate that panic buying happens in every income class, including low-income ones and contribute to enhancing the understanding of demand behavior during periods of crisis.
