Development and evaluation of portable NIR technology for the identification and quantification of Australian illicit drugs

The efficient and accurate analysis of illicit drugs remains a constant challenge in Australia given the high volume of drugs trafficked into and around the country. Portable drug testing technologies facilitate the decentralisation of the forensic laboratory and enable analytical data to be acted upon more efficiently. Near-infrared (NIR) spectroscopy combined with chemometric modelling (machine learning algorithms) has been highlighted as a portable drug testing technology that is rapid and accurate. However, its effectiveness depends upon a database of chemically relevant specimens that are representative of the market. There are chemical differences between drugs in different countries that need to be incorporated into the database to ensure accurate chemometric model prediction. This study aimed to optimise and assess the implementation of NIR spectroscopy combined with machine learning models to rapidly identify and quantify illicit drugs within an Australian context. The MicroNIR (Viavi Solutions Inc.) was used to scan 608 illicit drug specimens seized by the Australian Federal Police comprising of mainly crystalline methamphetamine hydrochloride (HCl), cocaine HCl, and heroin HCl. A number of other traditional drugs, new psychoactive substances and adulterants were also scanned to assess selectivity. The 3673 NIR scans were compared to the identity and quantification values obtained from a reference laboratory in order to assess the proficiency of the chemometric models. The identification of crystalline methamphetamine HCl, cocaine HCl, and heroin HCl specimens was highly accurate, with accuracy rates of 98.4 %, 97.5 %, and 99.2 %, respectively. The sensitivity of these three drugs was more varied with heroin HCl identification being the least sensitive (methamphetamine = 96.6 %, cocaine = 93.5 % and heroin = 91.3 %). For these three drugs, the NIR technology provided accurate quantification, with 99 % of values falling within the relative uncertainty of ±15 %. The MicroNIR with NIRLAB infrastructure has demonstrated to provide accurate results in real-time with clear operational applications. There is potential to improve informed decision-making, safety, efficiency and effectiveness of frontline and proactive policing within Australia.

The Sydney declaration - Revisiting the essence of forensic science through its fundamental principles

Unlike other more established disciplines, a shared understanding and broad acceptance of the essence of forensic science, its purpose, and fundamental principles are still missing or mis-represented. This foundation has been overlooked, although recognised by many forensic science forefathers and seen as critical to this discipline's advancement. The Sydney Declaration attempts to revisit the essence of forensic science through its foundational basis, beyond organisations, technicalities or protocols. It comprises a definition of forensic science and seven fundamental principles that emphasise the pivotal role of the trace as a vestige, or remnant, of an investigated activity. The Sydney Declaration also discusses critical features framing the forensic scientist's work, such as context, time asymmetry, the continuum of uncertainties, broad scientific knowledge, ethics, critical thinking, and logical reasoning. It is argued that the proposed principles should underpin the practice of forensic science and guide education and research directions. Ultimately, they will benefit forensic science as a whole to be more relevant, effective and reliable.

Shifting forensic science focus from means to purpose: A path forward for the discipline?

Forensic science is facing a persistent crisis that is often addressed by organizational responses, with a strong focus on the improvement and standardisation of means and processes. However, organisations and processes are highly dependent on the political, economical and legal structures in which they operate. This may explain why most proposed solutions had difficulties in addressing the crisis up to now, as they could hardly be applied transversally to all forensic science models. Moreover, new tools and technologies are continuously developed by a quasi-infinite number of different scientific disciplines, thus leading to further diversity and fragmentation of forensic science. In this paper, it is proposed to shift the focus from means to purpose and consider forensic science current challenges in terms of discipline, before addressing organisations' specific issues. As a distinct discipline, forensic science can refocus research and development on shared principles and purposes, such as reconstructing, monitoring, and preventing crime and security issues. This focus change will facilitate a better understanding of the trace as the object of study of forensic science and eventually lead to a more impactful and long-lasting effect. This approach will also foster the development of a forensic science culture (instead of a primarily technological culture) unified by purpose rather than means through more relevant education and research.

A different perspective on the forensic science crisis

Recurrent mentions of a forensic science crisis are reported in the literature. Some 15 years ago, the discussion was focused on the backlog problem. Other issues have been regularly debated since then, including the risk of error, need for independence, importance and risk of contextualisation, increasing fragmentation into separate processes and specialisations. Proposed solutions to solve one problem often led to other issues in other parts of the process. This paper attempts to address the apparent crisis using a different perspective, through a comparison with established disciplines, namely material science, medicine and historical science. The comparison with material science shows that, despite the varied organisational and legal models and the interdisciplinary nature of the field, a common element to all forensic science endeavours exists: the trace. A greater focus on the trace might thus help the development of a holistic approach in forensic science. The comparison with medicine demonstrates that, through the overall process, the main risk shifts from the risk to overlook important hypotheses or traces at the beginning of the process (e.g. problems in the detection of traces/symptoms and formulation of hypotheses) to the risk of supporting the wrong hypothesis at the end of the process (e.g. erroneous test of the hypotheses/diagnostic). Further, in medicine, symptoms are rarely evaluated in isolation, while traces are often evaluated separately. By analogy, epidemiology illustrates forensic science's critical role in preventing crime through forensic intelligence, supporting a more extensive and more collaborative application of forensic science in security issues. The comparison with historical science also indicates that a single trace (i.e. the observed effect) is rarely sufficient to reason on its cause. Retrodiction (abduction) is proposed as an alternative reasoning approach to reconstruct events from the past based on signs uncovered in the present. Finally, the impact of science in investigating crimes is presented as an evolving process. A new trace or information can bring an entirely different light on the reconstruction of past events or prevention of future issues. Thus, issues or challenges in the first stages of the process (i.e., crime scene investigation) should be addressed in priority for subsequent stages to function correctly.

Forensic science in Seychelles: An example of a micro-jurisdiction forensic delivery system

Forensic science has become an indispensable tool for even the smallest of jurisdictions. However, micro-jurisdictions often face significant challenges with respect to resource availability, administration and local governance. This paper examines the forensic service provision in Seychelles as an example of a micro-jurisdiction forensic delivery system. The impact of limited resources and remote access to consumables or services have prompted the prospective shift to localise commonly utilised forensic services. The potential for a solid foundation for a sustainable forensic service is examined in relation to jurisdictions with more advanced forensic service delivery. Reforms of the legal framework, administration, and governance structures are some of the key underpinnings for an effective forensic delivery system built on a culture of transparent science that promotes justice and creates public confidence.

Inter-regional digital forensic knowledge management: needs, challenges, and solutions

Increasing demand for digital evidence in criminal investigations is driving decentralization of forensic capabilities closer to the crime scene. Law enforcement agencies are struggling to keep pace with technological developments, cybercrime growth, and scientific advances. In federated environments, digital forensic knowledge and practices vary widely across regions. To reduce delays, wasted resources, missed opportunities, mistakes, and misinterpretations, there is a pressing need to balance the democratization of digital forensic capabilities with knowledge management and sharing between decentralized regions. There are multiple forms of knowledge to be managed, including procedural, technical, investigative, scientific, behavioral, crime analysis, and forensic intelligence. In addition, there are multiple knowledge producers and consumers, including police investigators, digital forensic practitioners, criminal intelligence analysts, attorneys, and judges. Knowledge management becomes even more challenging when multiple interdependent regions are involved, speaking different languages. Taking all of these factors into consideration, this work presents an inter-regional knowledge management solution for improving the quality, consistency, reliability, efficiency, cost-effectiveness, and return on investment of digital forensic capabilities. The basis of this work is a community-driven initiative of Swiss regional police authorities. Interviews were conducted with 15 digital forensic units to determine their current knowledge management practices and needs. The results were then generalized into a prioritized set of requirements for inter-regional digital forensic knowledge management that may be applicable in other countries. These requirements were used to evaluate knowledge management platforms, and one was selected. Implementation, operations, and maintenance challenges of an inter-regional digital forensic knowledge management platform are discussed.

This paper draws parallels between the current COVID-19 crisis and the apparent forensic science crisis. It investigates if shared approaches of the problem and solutions could emerge. Some relevant aspects of the medical system as it reacted to the pandemic crisis and the situation in forensic science are presented. Further, three main stages of the COVID-19 crisis and its impact on individuals and society are proposed, highlighting similarities to the effects of forensic science. Finally, some lessons from COVID-19 for forensic science are identified and discussed. It is concluded that forensic science’s best assurance to address current and future challenges, particularly in an increasingly digital environment, remains a sound scientific approach, including critical thinking and inter-disciplinary collaborations.

The future of the forensic science providers - Time to re-think our structures?

The organisation of the forensic chain, from scene of crime up to the court house, has in most countries hardly evolved with the societal needs as well as with the scientific developments. It can be expected that the forensic possibilities will be strongly enlarged in the coming years, based on the current scientific evolution. This combined with the reduction of the operating funds most laboratories are experiencing highlights the need to reflect on the way the forensic chain and its providers are organized. In this paper, we will present a model based on a cost-balanced approach and distributed competences. Specialized forensic disciplines or techniques are either made available in single points of operation, through buying in services from external providers or through international collaboration with other forensic laboratories. Different ways for implementing the international exchange are discussed. A comparison is made with the collaboration of the metrological laboratories over the world which could serve as a template for the implementation of the forensic structure.

Digital transformation risk management in forensic science laboratories

Technological advances are changing how forensic laboratories operate in all forensic disciplines, not only digital. Computers support workflow management, enable evidence analysis (physical and digital), and new technology enables previously unavailable forensic capabilities. Used properly, the integration of digital systems supports greater efficiency and reproducibility, and drives digital transformation of forensic laboratories. However, without the necessary preparations, these digital transformations can undermine the core principles and processes of forensic laboratories. Pertinent examples of problems involving technology that have occurred in laboratories are provided, along with opportunities and risk mitigation strategies, based on the authors' experiences. Forensic preparedness concentrating on digital data reduces the cost and operational disruption of responding to various kinds of problems, including misplaced exhibits, allegations of employee misconduct, disclosure requirements, and information security breaches. This work presents recommendations to help forensic laboratories prepare for and manage these risks, to use technology effectively, and ultimately strengthen forensic science. The importance of involving digital forensic expertise in risk management of digital transformations in laboratories is emphasized. Forensic laboratories that do not adopt forensic digital preparedness will produce results based on digital data and processes that cannot be verified independently, leaving them vulnerable to challenge. The recommendations in this work could enhance international standards such as ISO/IEC 17025 used to assess and accredit laboratories.

Social media forensics applied to assessment of post-critical incident social reaction: The case of the 2017 Manchester Arena terrorist attack

Forensic science is constantly evolving and transforming, reflecting the numerous technological innovations of recent decades. There are, however, continuing issues with the use of digital data, such as the difficulty of handling large-scale collections of text data. As one way of dealing with this problem, we used machine-learning techniques, particularly natural language processing and Latent Dirichlet Allocation (LDA) topic modeling, to create an unsupervised text reduction method that was then used to study social reactions in the aftermath of the 2017 Manchester Arena bombing. Our database was a set of millions of messages posted on Twitter in the first 24 h after the attack. The findings show that our method improves on the tools presently used by law enforcement and other agencies to monitor social media, particularly following an event that is likely to create widespread social reaction. For example, it makes it possible to track different types of social reactions over time and to identify subevents that have a significant impact on public perceptions.
