Abstract
Food production is a complex matter, affecting people's lives, organizations' profits, and the well-being of the whole planet, and has multifaceted ethical considerations surrounding its production, distribution, and consumption. This paper addresses the pressing need to confront ethical challenges within the food system, encompassing issues such as environmental sustainability, food security, and individual food choices for better oral and systemic health of all individuals around the globe. From agricultural practices to global trade and food waste, ethical implications are addressed across various domains, highlighting the interconnectedness of ethical decision-making in the food industry. Central themes explored include the ethical dimensions of food production methods, the impact of global trade on food ethics, and the role of individuals in making ethically informed food choices. Additionally, this paper considers the spiritual and physical significance of food, particularly through the lens of oral health as a gateway to holistic well-being. Recognizing the complexity of the food and mouth ecosystem, this paper calls for serious interventions in legislation and economics to promote ethical protocols and techniques for sustainability reasons. It emphasizes the importance of ethical considerations in food safety management systems, regulatory frameworks, and quality standards. Moreover, this paper underlines the need for a comprehensive approach to address ethical dilemmas and moral values inherent in the food industry and oral health policies, adopting the precautionary principle and ethical decision-making frameworks. This article finally aims to serve as a call to action for stakeholders across the food industry and the healthcare sector, to prioritize ethical practices, promote transparency, rearrange economic parameters, and work towards a more sustainable and equitable food system for inner and outer oral and systemic health and human sustainability for all.

Abstract
Food safety and food security are two of the main concerns for the modern food manufacturing industry. Disruptions in the food supply and value chains have created the need to develop agile screening tools that will allow the detection of food pathogens, spoilage microorganisms, microbial contaminants, toxins, herbicides, and pesticides in agricultural commodities, natural products, and food ingredients. Most of the current routine analytical methods used to detect and identify microorganisms, herbicides, and pesticides in food ingredients and products are based on the use of reliable and robust immunological, microbiological, and biochemical techniques (e.g. antigen-antibody interactions, extraction and analysis of DNA) and chemical methods (e.g. chromatography). However, the food manufacturing industries are demanding agile and affordable analytical methods. The objective of this review is to highlight the advantages and limitations of the use of vibrational spectroscopy combined with chemometrics as proxy to evaluate and quantify herbicides, pesticides, and toxins in foods.

Abstract
Handly and easy-to-use optical instrumentation is very important for food safety monitoring, as it provides the possibility to assess law and health compliances at every stage of the food chain. In particular, the Surface-enhanced Raman Scattering (SERS) method appears highly promising because the intrinsic drawback of Raman spectroscopy, i.e., the natural weakness of the effect and, in turn, of the signal, is overcome thanks to the peculiar interaction between laser light and plasmonic excitations at the SERS substrate. This fact paved the way for the widespread use of SERS sensing not only for food safety but also for biomedicine, pharmaceutical process analysis, forensic science, cultural heritage and more. However, the current technological maturity of the SERS technique does not find a counterpart in the recognition of SERS as a routine method in compliance protocols. This is mainly due to the very scattered landscape of SERS substrates designed and tailored specifically for the targeted analyte. In fact, a very large variety of SERS substrates were proposed for molecular sensing in different environments and matrices. This review presents the advantages and perspectives of SERS sensing in food safety. The focus of the survey is limited to specific analytes of interest for producers, consumers and stakeholders in Oltrepò Pavese, a definite regional area that is located within the district of Pavia in the northern part of Italy. Our attention has been addressed to (i) glyphosate in rice fields, (ii) histamine in a world-famous local product (wine), (iii) tetracycline, an antibiotic often detected in waste sludges that can be dangerous, for instance in maize crops and (iv) Sudan dyes-used as adulterants-in the production of saffron and other spices, which represent niche crops for Oltrepò. The review aims to highlight the SERS performance for each analyte, with a discussion of the different methods used to prepare SERS substrates and the different reported limits of detection.

Abstract
The massive earthquake that hit Turkey and Syria in February 2023 killed tens of thousands of people, and most of the deceased have not yet been identified. Many victims were pulled from the rubble hours or days later, injured and in need of assistance, treatment, and food, and many have not yet been connected with their families. Armed forces, volunteers, technicians, and health workers must cooperate in synergy in these situations to ensure effective interventions and to improve resilience. Based on the lessons learned from the response efforts to this recent natural catastrophe, this brief report proposes, for the first time, an organisational model structured around five functional pavilions that can be safely set up at the edge of a disaster area. Each pavilion should run its own activities to make a vital contribution to the overall coordinated emergency response. Looking to the future, it is extremely important to apply a technical approach that leads to maximum operational synergy at a disaster site and during the first phase of a sudden-onset emergency.

Abstract
ObjectiveFood safety risk management is an important cross-boundary issue from both theoretical and practical standpoints. Because food safety has the social attributes of public goods, public-public collaboration can be considered a particularly important mode of cross-boundary governance. The study aims to provide a theoretical basis for the Chinese government to promote public-public collaboration for food safety risk management by identifying key factors.MethodsBased on a review of literature across diverse fields, such as political science, sociology, and new public governance, this study discusses the essence, modes, and dilemma of public-public collaboration for food safety risk management using practical explorations in various countries as the main thread and taking into account the actual situation in China. Moreover, this study quantitatively analyzes the relationships between the dimensions and factors affecting public-public collaboration and identifies key dimensions and factors using the Decision-making Trial and Evaluation Laboratory-based Analytic Network Process (DANP).ResultsAmong the 20 factors in the calculation results of DANP, Lawmaking has the highest value of (fi+ei) (7.022) and ranks sixth in terms of influence weight. The (fi+ei)value of Professionalism (6.993) ranks second and its influence weight ranks fourth. The (fi+ei) value of Administrative enforcement (6.722) ranks fifth, and its influence weight ranks seventh. The (fi+ei) value of Improvement of the social environment (6.699) ranks sixth, and its influence weight ranks fifth. The (fi+ei) value of Legal authorization (6.614) ranks seventh, and its influence weight ranks tenth. Data analysis indicated that these are the five key factors affecting the governance capacity in public-public collaboration for food safety risk management.ConclusionThe legal basis is the most important dimension affecting public-public collaboration. Legislation-based governance, administrative law enforcement–based governance, and social environment improvement–based governance in the behavior and capabilities dimension, professionalism in the basic characteristics dimension, and laws and regulations in the legal basis dimension are the five key factors.

Abstract
Food quality and safety issues occurred frequently in recent years, which have attracted more and more attention of social and international organizations. Considering the increased quality risk in the food supply chain, many researchers have applied various information technologies to develop real-time risk identification and traceability systems (RITSs) for preferable food safety guarantee. This paper presents an innovative approach by utilizing the deep-stacking network method for hazardous risk identification, which relies on massive multisource data monitored by the Internet of Things timely in the whole food supply chain. The aim of the proposed method is to help managers and operators in food enterprises to find accurate risk levels of food security in advance and to provide regulatory authorities and consumers with potential rules for better decision-making, thereby maintaining the safety and sustainability of food product supply. The verification experiments show that the proposed method has the best performance in terms of prediction accuracy up to 97.62%, meanwhile achieves the appropriate model parameters only up to 211.26 megabytes. Moreover, the case analysis is implemented to illustrate the outperforming performance of the proposed method in risk level identification. It can effectively enhance the RITS ability for assuring food supply chain security and attaining multiple cooperation between regulators, enterprises, and consumers.

Abstract
The bullwhip effect results from inefficiencies in the supply chain; in perishable products, the inefficiencies are quality in the supply chain and product waste. We carried out a literature review to determine the causes of the bullwhip effect and the supply chain’s quality factors of this phenomenon’s perishable products. Update the demand, the level of deterioration of the product, and the number of intermediaries is the causes of the bullwhip effect most investigated. On the other hand, the product’s safety and the quality of the information are the quality factors of the chain of supplies of perishable products more researched. Future research should address the causes of human behavior that affect the bullwhip effect in the perishable goods supply chain.

Abstract
The aim of the study was to analyze all powdered infant formulas authorized and commercialized in Italy at the time of the study to measure the concentrations of 40 elements, and to estimate the infants’ intake of some toxic heavy metals for assessing possible related health risks. For this purpose, an optimized multi-element method was used through inductively coupled plasma mass spectrometry. Be, B, Al, Zr, Nb, Sb, Te, W, V, Cr and As concentrations were <LOD in more than 30% of samples. The levels of the other elements resulted to be very variable (more than 2000 µg g−1 for Ca and K or less than 1 ng g−1 for others). The results were similar to those reported by other European Union (EU) studies, but different from those recovered outside the EU. These differences should be eliminated to guarantee the right to health worldwide. The concentrations of Cd, Mn, Ni, Pb, and Zn in the infant formulas studied were always below the considered limits. However, it is important to check for potentially toxic elements in infant formulas to protect the health of this sensitive population. The data found in this study could be used as benchmark data for future research.
