Virtues and humanitarian ethics

This paper analyses the contribution of virtue ethics, the study of good character traits, to the humanitarian context. It argues that a virtue ethics perspective paints a realistic picture of the use of ethical standards in morally complex circumstances. Virtuous relief workers can employ standards in their thinking, but they are also committed to professional excellence that goes beyond any formal code. The concept of virtue ethics places a stress on moral development, which can be facilitated by role models that impart modest and feasible ideals. However, virtue ethics cannot provide simple guidelines on how to resolve difficult situations. It is possible that two virtuous persons can disagree on what should be done in a particular instance. In addition, a virtue ethics perspective emphasises the need for both individuals and organisations to discuss the actual purpose of relief work in order to pinpoint the virtues of a good relief professional.

The gift of disaster: the commodification of good intentions in post-tsunami Sri Lanka

This paper analyses the commodification of post-tsunami aid in Sri Lanka, a process that 'contaminated' the 'purity' of good intentions with the politics of patronage and international aid. It argues that gifts are not just material transfers of 'aid', but also embodiments of cultural symbolism, social power, and political affiliations. The tsunami gift re-enforced and reconfigured exchange relationships among different patrons and clients in Sri Lankan communities, perpetuating the political economy that has driven social conflict and discontent in the post-independence years. Beyond dominant rationales of ethnic or political party patronage, the paper finds that gifts by disingenuous patrons not only became patrimonial, but that the patrimonial rationale emerged as much from above as from below--a dynamic that became nearly inescapable and self-reinforcing. Through three case studies, we explore the intricate chain of relations, obligations, and expectations pertinent in the co-evolving, but often contradictory, gift rationales that permeate the practices, performances, and discourses of tsunami aid.

Dead letter or living document? Ten years of the Code of Conduct for disaster relief

This paper examines the present value of the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief, in view of discussions on neutrality and the Western bias of the humanitarian aid system, and assesses how it can retain its relevance in future. The Code of Conduct was launched just after the Rwanda genocide of April 1994. A decade later, the crises in Afghanistan and Iraq have sparked renewed interest in humanitarian principles and in whether the code can serve as an instrument to define humanitarianism and guide humanitarian decision-making and coordination. More than 300 organisations have now subscribed to it. This paper is based on the findings of a survey of code signatories and the outcomes of a conference on the value and future of the code, held in The Hague, Netherlands, in September 2004 to mark its tenth anniversary.
