Cigarette: an unsung anthropogenic evil in the environment

The world's population is growing steadily, and this trend is mirrored by a sharp rise in the number of people who smoke cigarettes. Instead of properly disposing of their cigarette waste, most people simply toss them aside, leading to serious environmental consequences. According to previous statistics, in 2012 alone, 6.25 trillion cigarettes were consumed by 967 million chain smokers. Past studies have shown that up to 30% of global litter is made up of cigarette waste. These discarded cigarette butts are non-biodegradable and contain over 7000 toxicants such as benzene, 1,3-butadiene, nitrosamine ketone, N-Nitrosonornicotine, nicotine, formaldehyde, acrolein, ammonia, aniline, polycyclic aromatic hydrocarbons, and various heavy metals. These toxicants have a negative impact on the habitats of wildlife and can cause serious health problems such as cancer, respiratory disorders, cardiac issues, and sexual dysfunction. Although it is still unclear how littered cigarettes affect plant growth, germination, and development, it is clear that they have the potential to harm plant health. Just like single-use plastic, trashed cigarette butts are a critical new rising form of pollution that requires scientific attention for effective recycling and disposal management. It is important to properly dispose of cigarette waste to protect the environment and wildlife, as well as to prevent harm to human health.

Development of a tobacco 21 policy assessment tool and state-level analysis in the USA, 2015-2019

OBJECTIVE

Policies raising the minimum legal sales age (MLSA) of tobacco products to 21 are commonly referred to as tobacco 21. This study sought to identify components of tobacco 21 policies and develop an instrument to examine policy language within 16 state laws adopted by July 2019.

METHODS

The multistage tool development process began with a review of established literature and existing tobacco 21 policies. In a series of meetings, tobacco control experts identified key policy components used to develop an initial tool. After testing and revisions, the instrument was used to code the existing tobacco 21 state-level policies. Inter-rater reliability (κ=0.70) was measured and discrepancies were discussed until consensus was met. Policy component frequencies were reported by state.

RESULTS

While all 16 states raised the MLSA to 21, the laws varied widely. Two laws omitted purchaser identification requirements. Fifteen laws mentioned enforcement would include inspections, but only three provided justification for conducting inspections. All 16 states provided a penalty structure for retailer/clerk violations, but penalties ranged considerably. Fourteen states required a tobacco retail licence, nine renewed annually. Six laws contained a military exemption, five were phased-in and 10 contained purchase, use or possession laws, which penalised youth. Four states introduced or expanded pre-emption of local tobacco control.

CONCLUSIONS

The instrument developed is the first to examine policy components within state-level tobacco 21 laws. Policies that include negative components or omit positive components may not effectively prevent retailers from selling to youth, which could result in less effective laws.

A critical review of the issue of cigarette butt pollution in coastal environments

Beach anthropogenic litter is a worldwide problem and has been discussed in the specialized literature for decades. Cigarette butts (CB) are the most frequent form of personal item found on beaches. Yearly, 6 trillion cigarettes are smoked worldwide, and 4.5 trillion cigarettes are littered in the environment. The objective of our review was to assess the relevant literature on the issue of CB in costal environments, including urban areas. We compile and discuss studies (1998-2018) of CB sources for coastal environments, composition/degradability, quantification on beaches, toxicity to aquatic organisms and existing strategies to abate the problem. The literature shows that despite the growing interest in marine litter, this specific issue remains little studied and information is limited in time and space. Studies have been undertaken on islands, continental coasts, estuaries and coastal cities. There area wide variety of approaches to classification; for example, CB are considered plastic in 19% of studies and placed in an isolated category in another 16%. It was possible to identify the main sources of CB in coastal environments and access to the marine biota. In conclusion, we list and discuss proposals for reducing smoking, littering and marine pollution as a contribution to reduce the problems caused by CB in coastal and marine environments. CAPSULE: Cigarette butts are a pervasive, toxic and recalcitrant type of marine litter that requires urgent attention from manufacturers, users, authorities and the public to prevent the ingestion of cigarette butts by biota and water pollution from its leachate.

Using an Assessment Tool to Further Tobacco Control Accomplishment in Thailand

Background

Because implementation of the Framework Convention on Tobacco Control (FCTC), a World Health Organization (WHO) treaty to reduce tobacco use, is an important goal of the 2015 United Nations Sustainable Development Goals (SDGs) and Thailand has sought to fully comply with all its articles, a multiperspective assessment was developed to ensure that any gaps in compliance with FCTC provisions were identified and addressed.

Method

One assessment mechanism of this multicomponent assessment was the development by experts and use by stakeholders of a 3-tiered rating of all major provisions of the main articles of the FCTC. The results of the performance ratings on FCTC articles by a diverse group of stakeholders were used to spotlight areas of local and regional implementation and compliance with FCTC provisions.

Results

Implementation ratings by stakeholders generally followed the chronology of WHO priorities as reflected in the development by WHO of guidelines for the various FCTC articles with highest ratings for articles 6, 8, 11, 12, 14, 15, and 16. However, only 5 articles (Articles 6, 11, 12, 15, and 16) reached level 2 (effectiveness) of the 3-level rating; articles 6, 8, 11, 13, and 14 are discussed because they are the WHO priority articles of the MPOWER tobacco control policy. Importantly, stakeholders cited problems with lack of completeness of present Thai law and processes for enforcement, as well as lack of public understanding regarding tobacco control strategies and provisions.

Conclusions

Overall, the breadth and inclusiveness of the stakeholder approach devised for improving implementation by the Tobacco Control Research and Knowledge Management Center provided greater understanding about shortcomings of present policy and resource management which informed the Tobacco Products Control Act passed in 2017 and plans for advancing stronger Thai regulation by local and national government.
