Development of a risk assessment tool for Japanese sex offenders: The Japanese Static-99

In Japan, sexual offending, especially paraphilic sexual offending, has become a major problem, and approximately 3000 people are arrested for frotteuristic and voyeuristic behavior each year. Considering the repetitive nature of such behaviors, determining the recidivism risk is imperative. Globally, Static-99 is one of the most widely used actuarial risk assessment tools to predict recidivism among sex offenders. However, sexual offending is largely influenced by social and cultural backgrounds, and whether risk factors identified in the West are applicable to other countries is unknown. Therefore, we developed a Japanese version of the Static-99 and examined its reliability and validity with 167 Japanese paraphilic sex offenders. The results showed good internal consistency (Cronbach's alpha coefficient = 0.88) and predictive accuracy (area under the curve = 0.76). The results indicate that the Japanese Static-99 can be used with Japanese sex offenders. Moreover, risk factors identified in the Western context are applicable to Japanese sex offenders despite the different nature and manifestations of their offending.

Outcome Evaluation of a Treatment Program for Men with Paraphilic Disorders Convicted of Sexual Offenses: 10-Year Community Follow-up

Evidence concerning specific paraphilia treatment effectiveness is limited. We present observation data of 127 men convicted of paraphilic sexual offenses who attended inpatient and outpatient follow-up treatment in Czechia. We collected participants' sociodemographic and treatment-related information, including STATIC-99R scores, and used proportional hazards models to analyze variables' effect on recidivism risk. Within the observation period, the general recidivism and sexual recidivism rates were 33.1% and 16.5%, respectively, and the sexual contact recidivism rate was 4.7%. The total STATIC-99 score for those who re-offended was 5.65 (SD = 2.11) and for those who did not was 3.98 (SD = 2.02). Recidivism risk was 7.52 times higher for those diagnosed with exhibitionism than with pedophilia, sadomasochism, or antisocial personality disorder. General recidivism is comparable to others' findings. We attribute the lower sexual contact recidivism rate to the combined effects of psychological and pharmacological treatment, and higher numbers of non-contact offenses to limited antidepressant use.

Balancing Political and Criminogenic Needs: Evaluating the New Zealand Department of Corrections' Response to Men Assessed With a Below Average Risk for Sexual Recidivism

Current research provides little evidence for the effectiveness of treatment in reducing sexual offence recidivism amongst low-risk populations. However, in real-world correctional settings, program delivery rarely occurs in a vacuum, treatment may be politically mandated and unidimensional measures of program success may preclude recognition of broader benefits. The current study investigated the effectiveness of a low-intensity treatment program, both in terms of participants' recidivism outcomes and in terms of broader organizational/systems impacts. The results demonstrated low base rate recidivism across both program participants (n = 311) and a comparison group of men who were assessed as demonstrating similar static sexual offence recidivism risk (n = 391), and little evidence of reduced recidivism following treatment. However, program administration led to many potential participants being identified as demonstrating higher levels of dynamic risk and overridden to more intensive treatment options (n = 101). Given evidence that such options do effectively reduce recidivism in higher risk populations, these findings may suggest an overall positive net effect.

Efficacy of outpatient treatment of sex offenders

The efficacy of sex offender treatment (SOT) is a matter of ongoing discussion and research in forensic psychotherapy. This study evaluates the efficacy of outpatient SOT after discharge from prison. Recidivism rates of participants treated in outpatient departments for sex offenders in Bavaria between 2008 and 2016 (treatment group, TG; n = 353) were compared with those of a matched group of released offenders without treatment (control group, CG; n = 353). The mean follow-up period was 4.5 years. The primary outcome of interest was whether the rates of reoffending differed significantly between the two groups. We compared general and specific rates of reoffending, time to reoffending, and type of reoffending. The groups differed significantly regarding the rates and time of violent reoffending and reoffending overall, but not regarding sexual reoffending respectively the type of sexual reoffending. The results indicate that outpatient SOT is effective in reducing the general but not the specific risk of reoffending.

Does Treatment for Sexual Offending Work?

PURPOSE OF REVIEW

We review and synthesize the literature on the effectiveness of offense-focused treatment for sexual offending. Specifically, we consider whether the extant literature suggests treatment is effective in reducing sexual reoffending and features of effective interventions. We also consider how the design of program evaluations may influence treatment outcomes.

RECENT FINDINGS

Recent research suggests that offense-focused psychological treatment for sexual offending shows some level of effectiveness in reducing both sexual and general reoffending. Further, there appear to be key program, individual, and study design features associated with treatment effectiveness. Although recent findings paint an optimistic outlook for offense-focused psychological treatment for sexual offending, further high-quality differential studies are needed to fully understand the range of content, delivery, and individual factors associated with successful treatment outcomes so as to establish what works best for whom.

At a crossroads? Offender rehabilitation in Australian prisons

This article presents a commentary on the current status of offender rehabilitation in Australian prisons. Prompted by recent debates concerning the value of rehabilitation programs in reducing rates of re-imprisonment, it considers the current evidence to support the effectiveness of Australian correctional programs highlighting the importance of the prison social climate, the intensity and quality of treatment and the need for psychological treatment to be integrated within broader models of rehabilitation and reintegration.

Child Sexual Exploitation Materials Offenders

Abstract. The downloading and possession of Child Sexual Exploitation Materials (CSEM; also referred to as child pornography and indecent images of children) is a commonly convicted type of Internet sexual offenses. This review summarizes the current state of knowledge on CSEM offenders. We first provide a summary of the key motivations of CSEM offenders, characteristics of CSEM offenders compared to contact sexual offenders against children, and important facilitative factors. We then review the factors related to recidivism among CSEM offenders. Finally, we describe current developments in the risk assessment, police case prioritization, and treatment approaches for CSEM offenders. Generally, CSEM offenders hold a sexual interest in children, are low on antisocial tendencies, and pose a low risk to reoffend (including contact sexual offending). Key facilitative factors for CSEM offending include access to children, offense-supportive cognitions, and sexual arousal. Factors indicative of antisocial tendencies (e.g., criminal history) are associated with an increased risk of reoffending. Lastly, we address atypical sexual interest, socio-affective dysfunctions, and strategies for maintaining an offense-free lifestyle as key treatment targets for CSEM offenders. Lower treatment dosage, however, should be considered given CSEM-exclusive offenders’ lower risk level for contact sexual offenses. We hope that this review will inspire others to explore the current research gaps in future studies.
