Rise of multiattribute decision-making in combating COVID-19: A systematic review of the state-of-the-art literature

Considering the coronavirus disease 2019 (COVID-19) pandemic, the government and health sectors are incapable of making fast and reliable decisions, particularly given the various effects of decisions on different contexts or countries across multiple sectors. Therefore, leaders often seek decision support approaches to assist them in such scenarios. The most common decision support approach used in this regard is multiattribute decision-making (MADM). MADM can assist in enforcing the most ideal decision in the best way possible when fed with the appropriate evaluation criteria and aspects. MADM also has been of great aid to practitioners during the COVID-19 pandemic. Moreover, MADM shows resilience in mitigating consequences in health sectors and other fields. Therefore, this study aims to analyse the rise of MADM techniques in combating COVID-19 by presenting a systematic literature review of the state-of-the-art COVID-19 applications. Articles on related topics were searched in four major databases, namely, Web of Science, IEEE Xplore, ScienceDirect, and Scopus, from the beginning of the pandemic in 2019 to April 2021. Articles were selected on the basis of the inclusion and exclusion criteria for the identified systematic review protocol, and a total of 51 articles were obtained after screening and filtering. All these articles were formed into a coherent taxonomy to describe the corresponding current standpoints in the literature. This taxonomy was drawn on the basis of four major categories, namely, medical (n = 30), social (n = 4), economic (n = 13) and technological (n = 4). Deep analysis for each category was performed in terms of several aspects, including issues and challenges encountered, contributions, data set, evaluation criteria, MADM techniques, evaluation and validation and bibliography analysis. This study emphasised the current standpoint and opportunities for MADM in the midst of the COVID-19 pandemic and promoted additional efforts towards understanding and providing new potential future directions to fulfil the needs of this study field.

Trading Health for Wealth: The Effect of COVID-19 Response Stringency

International governments' COVID-19 responses must balance human and economic health. Beyond slowing viral transmission, strict lockdowns have severe economic consequences. This work investigated response stringency, quantified by the Oxford COVID-19 Government Response Tracker's Stringency Index, and examined how restrictive interventions affected infection rates and gross domestic product (GDP) in China and OECD countries. Accounting for response timing, China imposed the most stringent restrictions, while Sweden and Japan were the least stringent. Expected GDP declines range from -8% (Japan) to -15.4% (UK). While greater restrictions generally slowed viral transmission, they failed to reach statistical significance and reduced GDP (p = 0.006). Timing was fundamental: governments who responded to the pandemic faster saw greater reductions in viral transmission (p = 0.013), but worse decreases in GDP (p = 0.044). Thus, response stringency has a greater effect on GDP than infection rates, which are instead affected by the timing of COVID-19 interventions. Attempts to mitigate economic impacts by delaying restrictions or decreasing stringency may buoy GDP in the short term but increase infection rates, the longer-term economic consequences of which are not yet fully understood. As highly restrictive interventions were successful in some but not all countries, decision-makers must consider whether their strategies are appropriate for the country on health and economic grounds.

The Discounted Money Value of Human Life Losses Associated With COVID-19 in Mauritius

Background: Mauritius along with other 12 countries in the African Region was identified at the early start of the COVID-19 pandemic as being at high risk due to high volume of international travel, high prevalence of non-communicable diseases and co-morbidities, high population density and significant share of population over 60 years (16%). The objective of this study was to estimate the total discounted money value of human life losses (TDMVCLMAURITIUS ) associated with COVID-19 in Mauritius. Methods: The human capital approach (HCA) was used to estimate the TDMVCLMAURITIUS of the 10 human life losses linked with COVID-19 in Mauritius as of 16 October 2020. The HCA model was estimated with the national life expectancy of 75.51 years and a discount rate of 3%. A sensitivity analysis was performed assuming (a) 5 and 10% discount rates, and (b) the average world life expectancy of 73.2 years, and the world highest life expectancy of 88.17 years. Results: The money value of human lives lost to COVID-19, at a discounted rate of 3%, had an estimated TDMVCLMAURITIUS of Int$ 3,120,689, and an average of Int$ 312,069 per human life lost. Approximately 74% of the TDMVCLMAURITIUS accrued to persons aged between 20 and 59 years. Reanalysis of the model with 5 and 10% discount rates, holding national life expectancy constant, reduced the TDMVCLMAURITIUS by 19.0 and 45.5%, respectively. Application of the average world life expectancy at 3% discount rate reduced TDMVCLMAURITIUS by 13%; and use of the world highest life expectancy at 3% discount rate increased TDMVCLMAURITIUS by 50%. Conclusions: The average discounted money value per human life loss associated with COVID-19 is 12-fold the per capita GDP for Mauritius. All measures implemented to prevent widespread community transmission of COVID-19 may have saved the country 837 human lives worth Int$258,080,991. This evidence, conjointly with human rights arguments, calls for increased investments to bridge the existing gaps for achieving universal health coverage by 2030.
