Temporal and regional variation in catch across an extensive coastal recreational fishery: Exploring the utility of survey methods to guide and assess spatio-temporal management initiatives

As global research into recreational fishing gains momentum due to the pursuit's biological, social and economic impacts, information on regional and temporal patterns of recreational exploitation will continue to enable objective assessment and development of management initiatives for exploited species. This paper demonstrates the utility of offsite survey methods in assessing spatial and temporal differences in recorded catches from a large, diffuse and heterogenous coastal recreational fishery. Using the estuarine recreational fishery that operates along the coast of New South Wales, Australia as a case study, survey data was employed to quantify annual (June 2013-May 2014) state-wide estuarine catch. Generalized linear mixed effects models were then applied to expanded catch estimates from surveyed households to examine the influence of zone and season on the kept and released numbers of snapper (Pagrus auratus), dusky flathead (Platycephalus fuscus) and bream (Acanthopagrus spp. complex comprised of A. butcheri, A. australis and their hybrids). For kept bream, significant differential seasonal effects were observed in all regions except the Mid-South Coast. For released bream, numbers were greatest in Sydney and during Summer and Winter. For kept snapper, the greatest harvest was recorded in the Mid-South Coast but season had no effect. Differential seasonal effects were found in each zone for released snapper. For kept dusky flathead, the greatest numbers were recorded in Sydney and the Mid-South Coast but season had no effect. We conclude by assessing some current spatial and temporal management initiatives in light of the uncovered patterns of recreational catch and consider the implications of these patterns in terms of future ecosystem-based management recommendations aimed at achieving ecological, social and economic sustainability in fisheries.

Taking a deeper look: Quantifying the differences in fish assemblages between shallow and mesophotic temperate rocky reefs

The spatial distribution of a species assemblage is often determined by habitat and climate. In the marine environment, depth can become an important factor as declining light and water temperature leads to changes in the biological habitat structure. To date, much of the focus of ecological fish research has been based on reefs in less than 40 m with little research on the ecological role of mesophotic reefs. We deployed baited remote underwater stereo video systems (stereo-BRUVS) on temperate reefs in two depth categories: shallow (20–40 m) and mesophotic (80–120 m), off Port Stephens, Australia. Sites were selected using data collected by swath acoustic sounder to ensure stereo-BRUVS were deployed on reef. The sounder also provided rugosity, slope and relief data for each stereo-BRUVS deployment. Multivariate analysis indicates that there are significant differences in the fish assemblages between shallow and mesophotic reefs, primarily driven by Ophthalmolepis lineolatus and Notolabrus gymnogenis only occurring on shallow reefs and schooling species of fish that were unique to each depth category: Atypichthys strigatus on shallow reefs and Centroberyx affinis on mesophotic reefs. While shallow reefs had a greater species richness and abundance of fish when compared to mesophotic reefs, mesophotic reefs hosted the same species richness of fishery-targeted species. Chrysophrys auratus and Nemodactylus douglassii are two highly targeted species in this region. While C. auratus was numerically more abundant on shallow reefs, mesophotic reefs provide habitat for larger fish. In comparison, N. douglassii were evenly distributed across all sites sampled. Generalized linear models revealed that depth and habitat type provided the most parsimonious model for predicting the distribution of C. auratus, while habitat type alone best predicted the distribution of N. douglassii. These results demonstrate the importance of mesophotic reefs to fishery-targeted species and therefore have implications for informing the management of these fishery resources on shelf rocky reefs.

Illegal recreational fishing causes a decline in a fishery targeted species (Snapper: Chrysophrys auratus) within a remote no-take marine protected area

One role of Marine Protected Areas is to protect biodiversity; however, illegal fishing activity can reduce the effectiveness of protection. Quantifying illegal fishing effort within no-take MPAs is difficult and the impacts of illegal fishing on biodiversity are poorly understood. To provide an assessment of illegal fishing activity, a surveillance camera was deployed at the Seal Rocks no-take area within the Port Stephens-Great Lakes Marine Park from April 2017-March 2018. To assess impacts of illegal fishing activity in the no-take area, Baited Remote Underwater Video Systems (BRUVs) were used to quantify abundance and size of snapper Chrysophrys auratus from 2011-2017. BRUVs were also deployed at two nearby fished locations and two other no-take areas to allow comparison. Over 12 months of camera surveillance, a total of 108 recreational vessels were observed illegally fishing within the no-take area (avg 9.0 ± 0.9 per month). The greatest number of vessels detected in a single month was 14 and the longest a vessel was observed fishing was ~ 6 hours. From 2011-2017, the abundance of C. auratus within the Seal Rocks no-take area significantly declined by 55%, whilst the abundance within the other fished areas and no-take areas did not significantly decline over the same period. Lengths of C. auratus in the Seal Rocks no-take area were significantly smaller in 2017 compared to 2013 which was driven by a decline in the number of legal sized fish over 30 cm. Based on mean number of illegal fishers per vessel recorded in the no-take area, and an allowable bag limit of 10 C. auratus per person, it is possible that more than 2,000 C. auratus are removed annually from this no-take area. There is a strong likelihood that illegal recreational fishing is causing a reduction on a fishery targeted species within a no-take MPA and measures need to be implemented to reduce the ongoing illegal fishing pressure.

Parasite communities of the white seabream Diplodus sargus sargus in the marine protected area of Medes Islands, north-west Mediterranean Sea

Marine protected areas are considered a useful tool to preserve and recover the biodiversity of ecosystems. It is suggested that fisheries not only affect populations of target and bycatch species but also their parasite communities. Parasites can indicate fishery effects on host species and also on the whole local community, but the effects of fisheries and protection measures on parasite communities are relatively unknown. This study analyses parasite communities of the white seabream Diplodus sargus sargus in order to assess potential effects exerted by protection measures within and by fisheries outside a reserve in the western Mediterranean Sea. This small scale analysis offered the opportunity to study different degrees of fishery effects on parasite infracommunities, without considering climatic effects as an additional factor. Parasite infracommunities of fishes from the no-take zone (NTZ) differed in their composition and structure compared with areas completely or partially open to fisheries. The detected spatial differences in the infracommunities derived from generalist parasites and varied slightly between transmission strategies. Monoxenous parasites were richer and more diverse in both fished areas, but more abundant in the no-take, whereas richness and abundance of heteroxenous parasites were higher for the NTZ. In addition to host body size as one factor explaining these spatial variations, differences within parasite infracommunities between the areas may also be linked to increased host densities and habitat quality since the implementation of the NTZ and its protection measures.

Large-scale assessment of benthic communities across multiple marine protected areas using an autonomous underwater vehicle

Marine protected areas (MPAs) are designed to reduce threats to biodiversity and ecosystem functioning from anthropogenic activities. Assessment of MPAs effectiveness requires synchronous sampling of protected and non-protected areas at multiple spatial and temporal scales. We used an autonomous underwater vehicle to map benthic communities in replicate ‘no-take’ and ‘general-use’ (fishing allowed) zones within three MPAs along 7^o of latitude. We recorded 92 taxa and 38 morpho-groups across three large MPAs. We found that important habitat-forming biota (e.g. massive sponges) were more prevalent and abundant in no-take zones, while short ephemeral algae were more abundant in general-use zones, suggesting potential short-term effects of zoning (5–10 years). Yet, short-term effects of zoning were not detected at the community level (community structure or composition), while community structure varied significantly among MPAs. We conclude that by allowing rapid, simultaneous assessments at multiple spatial scales, autonomous underwater vehicles are useful to document changes in marine communities and identify adequate scales to manage them. This study advanced knowledge of marine benthic communities and their conservation in three ways. First, we quantified benthic biodiversity and abundance, generating the first baseline of these benthic communities against which the effectiveness of three large MPAs can be assessed. Second, we identified the taxonomic resolution necessary to assess both short and long-term effects of MPAs, concluding that coarse taxonomic resolution is sufficient given that analyses of community structure at different taxonomic levels were generally consistent. Yet, observed differences were taxa-specific and may have not been evident using our broader taxonomic classifications, a classification of mid to high taxonomic resolution may be necessary to determine zoning effects on key taxa. Third, we provide an example of statistical analyses and sampling design that once temporal sampling is incorporated will be useful to detect changes of marine benthic communities across multiple spatial and temporal scales.

An Assessment of Mobile Predator Populations along Shallow and Mesophotic Depth Gradients in the Hawaiian Archipelago

Large-bodied coral reef roving predators (sharks, jacks, snappers) are largely considered to be depleted around human population centers. In the Hawaiian Archipelago, supporting evidence is primarily derived from underwater visual censuses in shallow waters (≤30 m). However, while many roving predators are present or potentially more abundant in deeper strata (30–100 m+), distributional information remains sparse. To partially fill that knowledge gap, we conducted surveys in the remote Northwestern Hawaiian Islands (NWHI) and populated Main Hawaiian Islands (MHI) from 2012–2014 using baited remote underwater stereo-video. Surveys between 0–100 m found considerable roving predator community dissimilarities between regions, marked conspicuous changes in species abundances with increasing depth, and largely corroborated patterns documented during shallow water underwater visual censuses, with up to an order of magnitude more jacks and five times more sharks sampled in the NWHI compared to the MHI. Additionally, several species were significantly more abundant and larger in mesophotic versus shallow depths, which remains particularly suggestive of deep-water refugia effects in the MHI. Stereo-video extends the depth range of current roving predator surveys in a more robust manner than was previously available, and appears to be well-suited for large-scale roving predator work in the Hawaiian Archipelago.

Long-term empirical evidence of ocean warming leading to tropicalization of fish communities, increased herbivory, and loss of kelp

Some of the most profound effects of climate change on ecological communities are due to alterations in species interactions rather than direct physiological effects of changing environmental conditions. Empirical evidence of historical changes in species interactions within climate-impacted communities is, however, rare and difficult to obtain. Here, we demonstrate the recent disappearance of key habitat-forming kelp forests from a warming tropical-temperate transition zone in eastern Australia. Using a 10-y video dataset encompassing a 0.6 °C warming period, we show how herbivory increased as kelp gradually declined and then disappeared. Concurrently, fish communities from sites where kelp was originally abundant but subsequently disappeared became increasingly dominated by tropical herbivores. Feeding assays identified two key tropical/subtropical herbivores that consumed transplanted kelp within hours at these sites. There was also a distinct increase in the abundance of fishes that consume epilithic algae, and much higher bite rates by this group at sites without kelp, suggesting a key role for these fishes in maintaining reefs in kelp-free states by removing kelp recruits. Changes in kelp abundance showed no direct relationship to seawater temperatures over the decade and were also unrelated to other measured abiotic factors (nutrients and storms). Our results show that warming-mediated increases in fish herbivory pose a significant threat to kelp-dominated ecosystems in Australia and, potentially, globally.

Movements, Home Range and Site Fidelity of Snapper (Chrysophrys auratus) within a Temperate Marine Protected Area

Understanding the movement dynamics of marine fish provides valuable information that can assist with species management, particularly regarding protection within marine protected areas (MPAs). We performed an acoustic tagging study implemented within the Port Stephens-Great Lakes Marine Park on the mid-north coast of New South Wales, Australia, to assess the movement patterns, home range and diel activity of snapper (Chrysophrys auratus; Sparidae); a species of significant recreational and commercial fishing importance in Australia. The study focused on C. auratus movements around Cabbage Tree Island, which is predominantly a no-take sanctuary zone (no fishing), with an array of acoustic stations deployed around the island and adjacent reefs and islands. Thirty C. auratus were tagged with internal acoustic tags in November 2010 with their movements recorded until September 2014. Both adult and juvenile C. auratus were observed to display strong site fidelity to Cabbage Tree Island with a mean 12-month residency index of 0.83 (range = 0 low to 1 high). Only three fish were detected on acoustic receivers away from Cabbage Tree Island, with one fish moving a considerable distance of ~ 290 kms over a short time frame (46 days). The longest period of residency recorded at the island was for three fish occurring regularly at the site for a period of 1249 days. Chrysophrys auratus displayed strong diurnal behaviour and detection frequency was significantly higher during the day than at night; however, there was no significant difference in detection frequency between different hours. This study demonstrates that even small-scale protected areas can benefit C. auratus during multiple life-history stages as it maintains a small home range and displays strong site fidelity over a period of 3 years.

Assessing Habitat Use by Snapper (Chrysophrys auratus) from Baited Underwater Video Data in a Coastal Marine Park

Baited Underwater Video (BUV) systems have become increasingly popular for assessing marine biodiversity. These systems provide video footage from which biologists can identify the individual fish species present. Here we explore the relevance of spatial dependence and marine park boundaries while estimating the distribution and habitat associations of the commercially and recreationally important snapper species Chrysophrys auratus in Moreton Bay Marine Park during a period when new Marine National Parks zoned as no-take or “green” areas (i.e., areas with no legal fishing) were introduced. BUV studies typically enforce a minimum distance among BUV sites, and then assume that observations from different sites are independent conditional on the measured covariates. In this study, we additionally incorporated the spatial dependence among BUV sites into the modelling framework. This modelling approach allowed us to test whether or not the incorporation of highly correlated environmental covariates or the geographic placement of BUV sites produced spatial dependence, which if unaccounted for could lead to model bias. We fitted Bayesian logistic models with and without spatial random effects to determine if the Marine National Park boundaries and available environmental covariates had an effect on snapper presence and habitat preference. Adding the spatial dependence component had little effect on the resulting model parameter estimates that emphasized positive association for particular coastal habitat types by snapper. Strong positive relationships between the presence of snapper and rock habitat, particularly rocky substrate composed of indurated freshwater sediments known as coffee rock, and kelp habitat reinforce the consideration of habitat availability in marine reserve design and the design of any associated monitoring programs.
