Abstract
Unsustainable wildlife trade imperils thousands of species, but efforts to identify and reduce these threats are hampered by rapidly evolving commercial markets. Businesses trading wildlife-derived products innovate to remain competitive, and the patents they file to protect their innovations also provide an early-warning of market shifts. Here, we develop a novel machine-learning approach to analyse patent-filing trends and apply it to patents filed from 1970-2020 related to six traded taxa that vary in trade legality, threat level, and use type: rhinoceroses, pangolins, bears, sturgeon, horseshoe crabs, and caterpillar fungus. We found 27,308 patents, showing 130% per-year increases, compared to a background rate of 104%. Innovation led to diversification, including new fertilizer products using illegal-to-trade rhinoceros horn, and novel farming methods for pangolins. Stricter regulation did not generally correlate with reduced patenting. Patents reveal how wildlife-related businesses predict, adapt to, and create market shifts, providing data to underpin proactive wildlife-trade management approaches.

Abstract
Trade restrictions are often advocated and implemented as measures to protect wild species threatened by overexploitation. However, in some instances, their efficacy has been questioned, notably by governments in the southern African (SADC) region, which tend to favor a sustainable use approach to wildlife management. We conducted a systematic review of published literature guided by the PRISMA process to examine the effectiveness of trade restrictions and directly related control measures in addressing threats to species conservation in the SADC region, with a focus on elephants (Loxodonta sp.), rhinoceroses (Ceratotherium simum, Diceros bicornis), lions (Panthera leo), and pangolins (Manis sp.). We focused in particular on the direct conservation impact of trade restrictions at species or population level, indirect conservation impact at human behavior or attitude level, and socioeconomic impact on rural livelihoods and well-being and on national economies. Research on these topics was uneven and focused strongly on the effects of trade restrictions and law enforcement on crime-related behavior. Research gaps include socioeconomic impacts of trade restrictions, including effects of international restrictions on local livelihoods and consequent secondary conservation impacts, and evaluations of attempts to disrupt criminal networks. Based on the reviewed impact evidence, the effectiveness of international trade restrictions depends on a range of fully aligned measures in countries of origin, transit, and consumption. For example, our results suggest positive ecological short-term but negative or unknown long-term socioeconomic impacts of domestic restrictions. Based on these findings, key policy requirements include more nuanced approaches to incorporate a range of appropriate measures in range, transit, and consumer countries, that focus on capacity development for early detection and apprehension of incursions inside protected areas; measures for constructive engagement with relevant local communities outside protected areas; and future research to improve understanding of the socioeconomic contribution of wildlife.

Abstract
Poaching and the international trade in wildlife are escalating problems driven by poverty and greed and coordinated by increasingly sophisticated criminal networks. Biodiversity loss, caused by habitat change, is exacerbated by poaching, and species globally are facing extinction. Forensic evidence underpins human and animal criminal investigations and is critical in criminal prosecution and conviction. The application of forensic tools, particularly forensic genetics, to animal case work continues to advance, providing the systems to confront the challenges of wildlife investigations. This article discusses some of these tools, their development, and implementations, as well as recent advances. Examples of cases are provided in which forensic evidence played a key role in obtaining convictions, thus laying the foundation for the future application of techniques to disrupt the criminal networks and safeguard biodiversity through species protection.

Abstract
South Africa has allowed the commercial captive breeding and trade of African lions (Panthera leo) and other large felids since the 1990s. However, publicly available information to quantify the extent and nature of this industry, as well as insight into the diversity of relevant provincial nature conservation statutes, are lacking. Our study reviewed the provincial regulations that govern the captive predator industry in South Africa and used the Promotion of Access to Information Act (PAIA) to obtain records held by the nine provincial departments regulating the captive breeding, keeping, and trade of large felids. The information obtained through the PAIA process was highly inconsistent across provincial borders, demonstrated the absence of standard operating procedures, and highlighted the convoluted and decentralised permitting systems. The research postulates that varying and sometimes conflicting provincial regulations can lead to further exploitation of legal loopholes and unregulated growth of the industry. In addition, provincial resources are inadequate for authorities to carry out their fundamental mandates of nature conservation. Although the PAIA process was challenging, the information received provided valuable insight into the unregulated nature of this industry and demonstrated major concerns in addressing the necessary challenges associated with animal welfare. Furthermore, with more than half of the PAIA requests either refused, rejected or ignored, the true magnitude and nature of South Africa’s commercial captive predator industry cannot be accurately quantified. The evidence from this study supports the notion of transitioning away from the commercial captive predator breeding industry, as intended by the South African government.

Abstract
The captive breeding of wildlife for commercial purposes is a controversial issue. In South Africa, the farming of African lions (Panthera leo) for commercial trade emerged in the early 1990s, partly as a conservation measure to reduce the decline in wild lion numbers while meeting increasing wildlife trade demands. In May 2021, the South African Department of Forestry, Fisheries, and the Environment (DFFE) announced plans to end the captive breeding of lions, keeping of lions in captivity, and the use of captive lions, their parts and derivatives for commercial trade. Here, we examined the commercial captive lion industry from 2017 to 2020 in the Free State province, the heart of the lion breeding industry. We document the extent of the industry and highlight a number of key management issues. Of particular concern were issues with microchip numbers, which are used to follow each registered lion from birth to death through the system and to avoid laundering of wild caught and/or non-registered lions. Of the 4,823 unique microchips that were identified, at least 11% could not be followed through the system. Additionally, a minimum of 199 microchip numbers may have been reused by permit holders, either on captivity, euthanasia, or transport permits, indicating potential non-compliance with the Threatened or Protected Species (TOPS) Regulations. We highlight further areas of concern that warrant additional attention for these types of activities that may cause management issues during the transition period and which may also be relevant for the keeping, breeding, and trading of other TOPS regulated species in South Africa, particularly big cat species.

Abstract
Trade in lion parts associated with cultural and traditional use is poorly understood. Here we sought to better understand the role and use of lion body parts in the commercial traditional medicine (muthi) trade of South Africa. In 2019 we conducted a semi-structured questionnaire survey of muthi traders (n = 10) and traditional healers (n = 20) which explored the significance and symbolism of lions, traded parts and preferences, sources and supply of lion parts, and perceived sustainability of lion derivatives in the South African muthi trade. Our results suggest a cultural importance of lion associated with the umndawu ancestral spirit in particular, as well as in the training and practice of cultural-spiritual healers. Lion paws and parts thereof were most frequently reported as sold by traders and demanded by healers, correlating with recent trends in body-part removals from lion mortalities. Respondents indicated that lion parts were obtained from a variety of sources including wild lion populations in neighbouring countries and captive-breeding farms. Our findings are discussed relative to current concerns in lion conservation and highlight a need for further understanding of the traditional medicine complex, the influence that ancestral spirits have on lion body-part trade, and increased engagement with traditional medicine stakeholders.

Abstract
As the top predator in African ecosystems, lions have lost more than 90% of their historical range, and few countries possess strong evidence for stable populations. Translocations (broadly defined here as the capture and movement of lions for various management purposes) have become an increasingly popular action for this species, but the wide array of lion translocation rationales and subsequent conservation challenges stemming from poorly conceived or unsuitable translocations warrants additional standardized evaluation and guidance. At their best, translocations fill a key role in comprehensive strategies aimed at addressing the threats facing lions and fostering the recovery of wild populations in their historic range. At their worst, translocations can distract from addressing the major threats to wild populations and habitats, divert scarce funding from more valuable conservation actions, exacerbate conflict with humans in recipient sites, disrupt local lion demography, and undermine the genetic integrity of wild lion populations in both source and recipient sites. In the interest of developing best practice guidelines for deciding when and how to conduct lion translocations, we discuss factors to consider when determining whether a translocation is of conservation value, introduce a value assessment for translocations, and provide a decision matrix to assist practitioners in improving the positive and reducing the negative outcomes of lion translocation.

Abstract
The use of animals and plants as traditional remedies for medical and magico-religious purposes has a long history of socio-cultural and economic importance in South Africa. Herein, we aim to characterize the social and economic value of wild animal species used in traditional, belief-based medicine within South Africa from traditional healers’ perspective and to explore healers’ knowledge of plant-based alternatives to wildlife-based derivatives for this type of trade. Through structured surveys with five traditional healers, we sought to gain insight into the range of wild animal species used, as well as the purpose, the perceived commercial value and the perceived availability of commonly used species. Particular focus was placed on exploring the socio-economic value of lions due to their prominence within the traditional medicine market, both in South Africa and internationally. Three of the respondents interviewed had been generating an income from traditional healing for between 30 and 50 years, and the overall monetary gain across all respondents was between ZAR 30,000 (1,800 USD) and 120,000 (7,200 USD) per annum. Our study confirms that a wide range of wild animal species are used in traditional healing practices in South Africa, for both medicinal and magico-religious purposes. The traditional healers we interviewed cited 20 common wild animals from a range of vertebrate classes including birds, reptiles, mammals, and one invertebrate. These included a number of species listed as threatened on the IUCN Red List of Threatened Species. Traditional healers cited 32 different uses for wild animal parts, as well as 19 alternative plant-based preparations. For lions specifically, four out of five practitioners listed lions among their top three profitable derivatives and three practitioners reported that lion had become the most rare or unavailable species in the last 5 years. Although our study is based on a limited number of interview participants, we believe that our findings provide valuable initial insights into the socio-economic drivers of traditional healing practices in South Africa, and that further research quantifying medicinal and belief-based use of wild animal ingredients and their plant-based alternatives could help to inform approaches to managing related pressures exerted on wild populations in South Africa in the future.

Abstract
Conservation translocations have become an important management tool, particularly for large wildlife species such as the lion (Panthera leo). When planning translocations, the genetic background of populations needs to be taken into account; failure to do so risks disrupting existing patterns of genetic variation, ultimately leading to genetic homogenization, and thereby reducing resilience and adaptability of the species. We urge wildlife managers to include knowledge of the genetic background of source/target populations, as well as species-wide patterns, in any management intervention. We present a hierarchical decision-making tool in which we list 132 lion populations/lion conservation units and provide information on genetic assignment, uncertainty and suitability for translocation for each source/target combination. By including four levels of suitability, from 'first choice' to 'no option', we provide managers with a range of options. To illustrate the extent of international trade of lions, and the potential disruption of natural patterns of intraspecific diversity, we mined the CITES Trade Database for estimated trade quantities of live individuals imported into lion range states during the past 4 decades. We identified 1056 recorded individuals with a potential risk of interbreeding with wild lions, 772 being captive-sourced. Scoring each of the records with our decision-making tool illustrates that only 7% of the translocated individuals were 'first choice' and 73% were 'no option'. We acknowledge that other, nongenetic factors are important in the decision-making process, and hence a pragmatic approach is needed. A framework in which source/target populations are scored based on suitability is not only relevant to lion, but also to other species of wildlife that are frequently translocated. We hope that the presented overview supports managers to include genetics in future management decisions and contributes towards conservation of the lion in its full diversity.

Abstract
African lion (Panthera leo) cubs are extensively used in South Africa in wildlife-interaction tourist activities. Facilities provide close interaction opportunities, but the welfare impacts on the cubs are unclear. A workshop was held with 15 lion-experienced stakeholders, including government officials, nature conservationists, animal welfare organisations, lion breeders, lion handlers, an animal ethologist, wildlife veterinarian, wildlife rehabilitation specialist and an animal rights advocacy group representative. Individual representatives nominated a range of welfare concerns, and 15 were identified for discussion and prioritisation. The leading welfare concern was a lack of governance and regulation within the industry. Participants agreed on nine non-negotiable practices affecting welfare concerns, which included ethical concerns, such as cubs exiting into the ranching industry (farming of lions for hunting) and the bone trade (lions being slaughtered for their bones, which are exported for lion bone wine) once petting age has passed. Welfare concerns representative of current management practices within the lion cub interaction industry were compared for importance using an online adaptive conjoint analysis survey of 60 stakeholders in the industry. The survey identified the most important welfare concerns to be poor social grouping of cubs, an inability for cubs to choose their own environment and retreat from a forced interaction, a lack of trained and dedicated caretakers, and poor breeding practices. The conjoint analysis survey results produced a value model, which can be used as a tool to score cubs' welfare in interaction facilities, and it identified unacceptable practices lacking welfare consideration.

Abstract
Simple Summary In South Africa, African lions (Panthera leo) are bred on farms for commercial purposes such as tourism, trophy hunting, and the international traditional medicine market. Despite its legal status, South Africa’s growing lion farming industry is a contentious issue. In 2020, a high-level panel was appointed to review the policies, legislation, and management of breeding, hunting, trade, and handling of four wildlife species, namely rhino, elephant, leopard, and lions. In May 2021, it was announced that the government will stop issuing permits to new entrants into this industry as well as the issuance of hunting permits and will start amending permit conditions to prohibit breeding and exclude tourism interactions with captive lions, effectively ending the lion farming industry. In order to follow this line of action, a comprehensive, well-managed plan will be required to ensure a responsible transition away from the current industry. Here, using a “gap analysis” management tool, we outline some of the key considerations necessary for a responsible, well-managed exit from the lion farming industry in South Africa. We compiled key background information about the current state of the industry and use this information to identify desired management states and specific steps that could facilitate a successful phase out of lion farming. Abstract African lions (Panthera leo) are commercially farmed across South Africa for sport hunting, tourism, and the international bone trade, primarily in Southeast Asia. Despite its legal status, South Africa’s growing lion farming industry is a contentious issue. In 2020 a high-level panel was initiated to review the policies, legislation, and management regarding the breeding, hunting, trade, and handling of four wildlife species, including lions. In May 2021, it was announced that the government intends to amend existing permit conditions to prohibit lion breeding and tourism interactions with captive lions, as well as to stop issuing permits to new entrants into the industry, effectively ending lion farming. In order to follow this line of action, a comprehensive, well-managed plan will be necessary to execute a responsible exit from the industry as it currently stands. Using a “gap analysis” management tool, we aim to: (1) outline some of the key considerations regarding the current state of the lion farming industry in South Africa; and (2) propose specific action steps that could be taken within five key areas (regulation, animal welfare, health and safety, equitability, and conservation) to help inform a responsible transition away from this type of wildlife farming in the biodiversity economy. For our gap analysis, we conducted a semi-systematic literature search to compile key background information about the current state of the industry. This information was then used to identify corresponding desired management states, and steps that could facilitate a successful phase out of lion farming in South Africa. We hope our approach helps identify key considerations for a responsible transition and can help aid decisions during the management of this process.

Abstract
From 2008 to 2018, South Africa permitted the export of captive-bred African lion (Panthera leo) skeletons to Southeast Asia under CITES Appendix II. Legal exports rose from approximately 50 individuals in 2008 to a maximum of 1,771 skeletons in 2016, and has led to ongoing concerns over possible laundering of non-lion, multiple-source and wild-sourced bones. South Africa is required under its obligations to CITES to employ mechanisms for monitoring and reporting trade, and to limit the potential for illegal trade and laundering of lion and other large felid bones. Monitoring tools for legal trade are critical to compliance with CITES. Here we evaluate the CITES-compliance procedure implemented by South Africa for export of lion bones and identify six essential general points for consideration in the implementation of animal export quota compliance protocols. We provide specific insight into the South African lion bone export monitoring system through: i) outlining the protocols followed; ii) assessing the utility of cranial morphology to identify species; iii) evaluating skeleton consignment weight as a monitoring tool; and iv) presenting molecular (DNA) species assignment and pairwise-comparative sample matching of individuals. We describe irregularities and illicit behaviour detected in the 2017 and 2018 lion bone quotas. Notably, we report that the compliance procedure successfully identified and prevented the attempted laundering of a tiger (P. tigris) skeleton in 2018. We emphasise the utility of mixed-method protocols for the monitoring of compliance in CITES Appendix II export quota systems.

Abstract
Simple Summary In South Africa, thousands of African lions are bred on farms for commercial purposes, such as tourism, trophy hunting, and traditional medicine. Lions on farms often have direct contact with people, such as farm workers and tourists. Such close contact between wild animals and humans creates opportunities for the spread of zoonotic diseases (diseases that can be passed between animals and people). To help understand the health risks associated with lion farms, our study compiled a list of pathogens (bacteria, viruses, parasites, and fungi) known to affect African lions. We reviewed 148 scientific papers and identified a total of 63 pathogens recorded in both wild and captive lions, most of which were parasites (35, 56%), followed by viruses (17, 27%) and bacteria (11, 17%). This included pathogens that can be passed from lions to other animals and to humans. We also found a total of 83 diseases and clinical symptoms associated with these pathogens. Given that pathogens and their associated infectious diseases can cause harm to both animals and public health, we recommend that the lion farming industry in South Africa takes action to prevent and manage potential disease outbreaks. Abstract African lions (Panthera leo) are bred in captivity on commercial farms across South Africa and often have close contact with farm staff, tourists, and other industry workers. As transmission of zoonotic diseases occurs through close proximity between wildlife and humans, these commercial captive breeding operations pose a potential risk to thousands of captive lions and to public health. An understanding of pathogens known to affect lions is needed to effectively assess the risk of disease emergence and transmission within the industry. Here, we conduct a systematic search of the academic literature, identifying 148 peer-reviewed studies, to summarize the range of pathogens and parasites known to affect African lions. A total of 63 pathogenic organisms were recorded, belonging to 35 genera across 30 taxonomic families. Over half were parasites (35, 56%), followed by viruses (17, 27%) and bacteria (11, 17%). A number of novel pathogens representing unidentified and undescribed species were also reported. Among the pathogenic inventory are species that can be transmitted from lions to other species, including humans. In addition, 83 clinical symptoms and diseases associated with these pathogens were identified. Given the risks posed by infectious diseases, this research highlights the potential public health risks associated with the captive breeding industry. We recommend that relevant authorities take imminent action to help prevent and manage the risks posed by zoonotic pathogens on lion farms.

Abstract
In a review of situational pressures on tourists, we identify seven sins or risk zones that induce moral disengagement and allow for behaviour that would be considered unethical by the same people when not on holiday. The context of hunting tourism reveals the following sins act cumulatively on the hunting tourist: "The Pay Effect", "The Tourist Bubble", "Last Chance Tourism", "The Bucket List", "When in Rome", "The False Display", and "The Saviour". Identifying these sins and the way hunting tourists draw from them to neutralize eco-guilt are argued to be a first step on the call to set standards and practices within consumptive wildlife tourism consistent with the Precautionary Principle in tourism planning.

Abstract
Public reason is a formal concept in political theory. There is a need to better understand how public reason might be elicited in making public decisions that involve deep uncertainty, which arises from pernicious and gross ignorance about how a system works, the boundaries of a system, and the relative value (or disvalue) of various possible outcomes. This article is the third in a series to demonstrate how ethical argument analysis—a qualitative decision-making aid—may be used to elicit public reason in the presence of deep uncertainty. The first article demonstrated how argument analysis is capable of probing deep into a single argument. The second article demonstrated how argument analysis can analyze a broad set of arguments and how argument analysis can be operationalized for use as a decision-making aid. This article demonstrates (i) the relevance of argument analysis to public reasoning, (ii) the relevance of argument analysis for decision-making under deep uncertainty, an emerging direction in decision theory, and (iii) how deep uncertainty can arise when the boundary between facts and values is inescapably entangled. This article and the previous two make these demonstrations using, as an example, the conservation and sustainable use of lions.
