Abstract
OBJECTIVE Analyze the health actions carried out by the Cuban cooperated physicians and their relationship with socioeconomic characteristics of the municipalities, contained in the first supervision visit report, in 2015. METHODS This is a quantitative research that used secondary data from the reports of the 1st supervision visit of the "More Doctors Program". The dependent variables were the health actions, and the independent variables were the type of municipality, Human Development Index (HDI), Investment in Primary Health Care (PHC), health center coverage, rural population, and total population. Multiple correspondence analysis was used to identify the latent variable, related to the profile of the professional with respect to the actions/procedures carried out to which the characteristics of the municipalities were associated through frequency analysis. RESULTS Three profiles of professionals were obtained, who have their practices associated with the professional training, consolidating as a determining factor for carrying out actions compatible with the actual needs of the population. Such findings were associated with the socioeconomic variables, with emphasis on funding, health center infrastructure, and coverage. CONCLUSIONS From the observed results, we suggest strategies to expand the scope of the practices carried out in Primary Health Care, from the perspective of training and continuing education of health professionals, and the focus on the everyday life of the service being of paramount importance.

Abstract
OBJECTIVE To analyze the working process of the professionals of the More Doctors Program and its relationship with socioeconomic indicators. It is a quantitative study, in which secondary data from supervision reports of PMM were used. The dependent variable was the quality of work processes in Primary Care facilities, and the independent ones were the type of municipality, education, Gini index, Primary Health Care investments, and health facilities coverage. Data were analyzed with multiple modeling based on Poisson regression with robust variance. RESULTS 16,000 doctors within 3816 municipalities were analyzed. Variables related to the working process the remained significant in the final model were the investments in Primary Health Care and the health facilities coverage. The results expressed the equity principle, as those municipalities with more vulnerable conditions and with higher coverage are prone to perform more activities in their working process. CONCLUSIONS The implementation of the More Doctors Program and hence the provision of doctors in deprived regions promoted the consolidation of three main aspects, namely the health working process, primary health care and equity, making it possible to carry out a health working process focused on PHC. This implies performing a greater number of activities that are inherent to PHC, which were not carried out due to the absence of doctors. The More Doctors Program fulfills its role in the combat of inequalities, particularly regarding more vulnerable municipalities.

Abstract
INTRODUCTION Primary health care must assume the centrality of care so that health systems address and solve the health needs of the population. OBJECTIVE To evaluate the quality of primary health care from the perspective of health professionals, including those associated with the Mais Médicos Brasil Program, verifying associations between quality of services and professional qualification. METHODOLOGY A cross-sectional study where interviews with health professionals were carried out. The quality of care was measured by means of interviews about the experience of doctors and nurses with the services, using the Primary Care Assessment Tool (PCATool-Brasil). The presence and the extension of the primary health care attributes of the Southwest II region of Goiás state, constituted by 10 municipalities, were investigated. RESULTS The lowest APS Overall Score was for the first contact access attribute (3.71). The bivariate analysis showed statistical difference between the variables profession and the essential, derived and general scores. Doctors of the More Doctors Program had higher average scores (7,68 essential; 9,11 derivative; 8,04 general) when compared to other medical professionals and nurses. CONCLUSIONS The findings highlight the importance of permanent evaluation of health services, especially primary care, due to its importance and centrality to the organization of other levels of care. Only from this monitoring is possible a better management orientation for strategic and resolutive investments.

(More Doctors) Program on the performance of primary health care by quantifying health services access and use in Northeast Brazil, based on the population size of the municipalities, on the financial investment in health, and on the number of physicians in the family health teams. METHOD Evaluative research of quantitative nature. Access was evaluated by the population coverage ratio of the Family Health Strategy and use of health services, which were measured by medical appointments conducted between April 2013 and September 2015. We defined processes for database selection, adjustment, and validation, including explanatory variables for a sample of 896 municipalities. The analysis was based on the time periods before and after the implementation of the program. The Wilcoxon signed-rank test and non-parametric alternatives constituted statistical tests in the comparative analysis of the data. RESULTS A 19.2% increase was observed in the number of medical appointments between the first six months and the final six months of the data series. In this period, the median appointments in municipalities with up to 5,000 inhabitants increased from 701.0 to 768.0; while in those with more than 100,000 inhabitants it decreased from 285.5 to 280.0 (p < 0.05). Between April 2013 and September 2015, the median coverage ratio of the family health teams increased from 89.2% to 95.3%, approaching 100% in the municipalities with up to 20,000 inhabitants. Mais Médicos
(More Doctors) Program. Between April 2013 and September 2015, the coverage of family health teams and the production of medical appointments increased, constituting important achievements for SUS.

Abstract
O objetivo deste artigo foi avaliar o grau de implantação dos atributos da atenção primária à saúde (APS) como indicador da qualidade da assistência prestada às crianças. Realizou-se estudo transversal em um município de médio porte de Minas Gerais, Brasil. Foram entrevistados 707 cuidadores de crianças de 0 a 4 anos (498 da área urbana e 209 da rural) e 22 profissionais das equipes de saúde da família, utilizando o Primary Care Assessment Tool, o critério Brasil de classificação socioeconômica e um questionário elaborado pelos pesquisadores. Foram calculados os escores dos atributos da APS a partir da opinião de usuários e profissionais. Escores ≥ 6,6 foram considerados indicativos de alto grau de implantação dos atributos. O teste de Mann-Whitney foi utilizado para comparar os resultados das áreas urbana e rural. Os profissionais avaliaram melhor os serviços da APS do que os usuários. Para os profissionais, os componentes com maiores escores foram “sistemas de informação” e “orientação familiar” (ambos 8,9). Para os usuários, os componentes melhor avaliados foram “sistemas de informação” (7,8) e “utilização” (6,8), e os pior avaliados foram “integração de cuidados” (4,0) e “serviços disponíveis” (4,6). Os escores dos atributos essencial e geral dos serviços da área rural foram mais altos do que os da área urbana na opinião dos usuários, mas não na dos profissionais. Há divergências importantes entre as avaliações de profissionais e usuários. Os serviços da área rural foram melhor avaliados do que os da área urbana, embora os atributos da APS não estejam devidamente implantados no município como um todo, indicando que a qualidade da assistência à criança se encontra aquém da necessária.

Abstract
Resumo O Programa Mais Médicos (PMM) foi instituído pela Lei nº 12.871, de 22 de outubro de 2013, com a finalidade de reduzir as desigualdades regionais na área da saúde e garantir acesso igualitário e integral aos serviços de saúde. A implantação desse programa tem gerado interesse nos pesquisadores da área de política, planejamento e gestão em saúde, interessados em analisar seu processo de formulação e implementação, bem com os resultados alcançados até o momento. O objetivo deste trabalho é efetuar uma revisão integrativa da literatura sobre o PMM em diferentes bases de dados - Biblioteca Virtual em Saúde, portal de periódicos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) e plataforma de pesquisa do Programa Mais Médicos -, visando identificar seus principais temas de investigação, os pesquisadores e os resultados de estudos. Foram identificados 137 trabalhos, publicados entre os anos de 2013 a 2016, classificados segundo o ano de publicação, o tipo de trabalho, o idioma, a área do conhecimento, temas e subtemas abordados, a procedência institucional dos autores e os resultados apresentados. A maioria dos estudos procede da área centro-sul do Brasil, sendo pesquisas empíricas que analisam ou avaliam o programa e apontam que o PMM tem reduzido a escassez de médicos em determinadas regiões do país, melhorado a relação médico/paciente, estimulado práticas interdisciplinares e fortalecido a atenção primária no Sistema Único de Saúde (SUS). Indicam, também, alguns limites do PMM, notadamente a inadequação do perfil dos profissionais que dele participam, o que demanda o fortalecimento das iniciativas de formação e educação permanente do pessoal inserido no programa.

Abstract
RESUMO Com o propósito de fortalecer a Atenção Primária à Saúde (APS) no Brasil, o Programa Mais Médicos (PMM) foi criado em 2013, estruturado em três eixos estratégicos. Este estudo teve como objetivo analisar a produção científica no PMM, identificando a relevância dos estudos e seus efeitos para a política e elaborando uma síntese dos principais temas. A busca foi realizada no Portal Regional da Biblioteca Virtual em Saúde e na Plataforma de Conhecimento do PMM, sendo identificados 409 documentos. Após critérios de exclusão, selecionaram-se 47 artigos científicos. Os resultados mostraram que 55% dos estudos debruçaram-se sobre o eixo 'provisão emergencial de médicos', 32% apresentavam apreciações gerais da política, 4% trataram do provimento/infraestrutura e apenas 9% trataram da formação. Dos artigos selecionados, 22 foram considerados de alta e média relevância. Ademais, 32 publicações identificaram efeitos do PMM (29 identificaram efeitos positivos; e, em apenas 3, efeitos positivos e negativos foram equivalentes). Na análise temática, apareceram como destaque: equidade, eficácia, treinamento profissional, implementação do PMM, práticas e processos de trabalho, abordagem midiática e análise política do PMM. De natureza extensiva, as análises apontaram pistas sobre a direcionalidade do Programa, suas fragilidades e necessidades que se impõem para uma agenda de pesquisa para os próximos anos.

Abstract
Objetivo Identificar as contribuições do Programa Mais Médicos (PMM) para a saúde no Brasil. Método Revisão integrativa, com busca realizada nas bases de dados SciELO, Lilacs, Medline, Scopus e Web of Science. Foi utilizado o termo de busca “mais médicos” em português, espanhol (“más médicos”) e inglês (“more doctors”). Resultados Foram identificados 1 482 artigos, dos quais 35 foram incluídos na revisão. Os estudos revelaram resultados positivos do PMM, com aumento no número de médicos disponíveis, oferta de novas vagas em cursos de medicina, maior disponibilidade de consultas médicas e melhorias na estrutura física e nos processos de trabalho nas unidades básicas de saúde. Conclusões O PMM trouxe contribuições significativas para a saúde brasileira, sendo responsável pela mobilização de recursos financeiros para a atenção primária em saúde no país.
