Feasibility of depopulation of a large feedlot during a foot-and-mouth disease outbreak

Foot-and-mouth disease (FMD) is a viral infection of livestock that is an important determinant of global trade in animal products. The disease causes a highly contagious vesicular syndrome of cloven-hoofed animals. Successful control of FMD is dependent upon early detection and recognition of the clinical signs, followed by appropriate notification and response of responsible government entities. Awareness of the clinical signs of FMD amongst producers and veterinary practitioners is therefore the key in protecting US agriculture from the catastrophic impacts of an FMD outbreak. This review summarizes key clinical and epidemiologic features of FMD from a US perspective.

Swine industry stakeholders' perception on the use of water-based foam as an emergency mass depopulation method

The U.S. pork supply chain is vulnerable to various internal and external threats and in need of prompt, comprehensive response plans. Under urgent circumstances, for example in the case of foreign disease incursions, swine farms will have to perform on-farm animal depopulation to prevent disease spread. Several animal depopulation methods including water-based foam (WBF) have been proposed and are under evaluation for feasibility in the field. However, the psychological/emotional impacts of applying depopulation methods for personnel managing and carrying on the tasks are not currently well understood. Thus, this study aimed to investigate WBF as an alternative for depopulation compared to existing methods approved by the American Veterinary Medical Association. Swine industry stakeholders were invited to voluntarily observe a WBF depopulation trial and to provide their self-reported perspectives before and after the observation. A survey was designed to explore key areas on expected and perceived method effectiveness, efficiency, and animal welfare considerations, as well as to evaluate short-term post-observation psychological impacts. Among 42 recruited stakeholders, 31.0% (13/42) were educators/researchers followed by animal health officials (26.2%, 11/42) and veterinarians (23.8%, 10/42), with an average of 11.7 ± 12.6 (n = 39) years of work experience. After the trial, respondents' positive perception of WBF depopulation increased specifically regarding the animal loading process being less stressful than restrained in-barn depopulation options (P = 0.003) and by the observation of fewer swine escape attempts and vocalizations than expected (P < 0.001). Respondents' positive perception of WBF also increased regarding to the time required to fill the trailer with foam, to stop hearing animal vocalization, and stop hearing animal movement, as the observed trial times were faster than their pre-observation estimates (P < 0.001). Additionally, 79.5% (31/39) of respondents agreed that the rapid destruction of animal populations had priority over animal welfare under urgent scenarios. Minor post-traumatic stress disorder-like (PTSD-like) symptoms from the observed trials were reported (26.7%, 4/15 respondents) one month after the observation. This study showed that the WBF depopulation process was perceived positively by swine stakeholders and may have limited short-term psychological impacts on personnel involved in animal depopulation.

Assessment of a reconfiguration of the InterSpread Plus US national FMD model as a potential tool to analyze a foot-and-mouth disease outbreak on a single large cattle feedlot in the United States

Introduction

An incursion of foot-and-mouth disease (FMD) into the United States remains a concern of high importance and would have devastating socioeconomic impacts to the livestock and associated industries. This highly transmissible and infectious disease poses continual risk for introduction into the United States (US), due to the legal and illegal global movement of people, animals, and animal products. While stamping out has been shown to effectively control FMD, depopulation of large cattle feedlots (>50,000 head) presents a number of challenges for responders due to the resources required to depopulate and dispose of large numbers of animals in a timely and effective manner.

Methods

However, evaluating alternative strategies for FMD control on large feedlots requires a detailed within-farm modeling approach, which can account for the unique structure of these operations. To address this, we developed a single feedlot, within-farm spread model using a novel configuration within the InterSpread Plus (ISP) framework. As proof of concept we designed six scenarios: (i) depopulation - the complete depopulation of the feedlot, (ii) burn-through - a managed "burn-through" where the virus is allowed to spread through the feedlot and only movement restriction and biosecurity are implemented, (iii) firebreak-NV - targeted depopulation of infected pens and adjacent pens without vaccination; (iv) firebreak - targeted depopulation of infected pens and adjacent pens with vaccination of remaining pens; (v) harvest-NV - selective harvest of pens where a 100% movement restriction is applied for 28-30 days, then pens are set for selection to be sent to slaughter, while allowing a controlled "burn-through" without vaccination; and (vi) harvest - selective harvest of pens with vaccination.

Results

Overall, the burn-through scenario (ii) had the shortest epidemic duration (31d (30, 33)) median (25th, 75th percentiles), while the firebreak scenario (iv) had the longest (47d (38,55)). Additionally, we found that scenarios implementing depopulation delayed the peak day of infection and reduced the total number of pens infected compared to non-depopulation scenarios.

Discussion

This novel configuration of ISP provides proof of concept for further development of this new tool to enhance response planning for an incursion of FMD in the US and provides the capability to investigate response strategies that are designed to address specific outbreak response objectives.

Water-based medium-expansion foam depopulation of adult cattle

Current options for depopulation of adult cattle are limited, have logistic constraints, and may not be practical on a large scale. Aspirated water-based foam (WBF) has been shown to be successful in depopulating poultry and swine but has yet to be tested in cattle. WBF is advantageous because necessary equipment can be readily available, easy to use, and presents minimal personnel risk. With the use of a modified rendering trailer in a field setting, we evaluated the efficacy of aspirated WBF for depopulation of adult cattle. Water-based medium-expansion foam was added to the trailer holding cattle to a depth of approximately 50 cm greater than head height. The study was conducted as a gated design and the initial trial was conducted using six anesthetized and six conscious animals for verification of the process and followed by four replicates each containing 18 conscious cattle. A total of 84 cattle were used, with a subset (n = 52) implanted with subcutaneous bio-loggers that recorded activity and electrocardiograms. Cattle were loaded onto the trailer and three gasoline-powered water pumps delivered foam into the trailer followed by a 15-min foam dwell period. Average (± SD) time to completely fill the trailer with foam was 84.8 ± 11.0 s. No animal vocalizations were heard during foam application or the dwell period, and all cattle were confirmed dead upon removal from the trailer after 15 min of immersion. Necropsies of a subset of cattle revealed foam extending to at least the tracheal bifurcation in all cattle and distal to this level in 67% (8/12) animals. Time to cessation of movement, which served as a proxy for loss of consciousness, was 2.5 ± 1.3 min and time to cardiac death was 8.5 ± 2.5 min as determined by data from animals carrying subcutaneous bio-loggers. The results of this study indicate that WBF is a rapid and effective method for depopulation of adult cattle with potential advantages in speed and carcass handling and disposal over current methods.

The Rise of Heatstroke as a Method of Depopulating Pigs and Poultry: Implications for the US Veterinary Profession

Depopulation of food-producing animals is becoming increasingly common in response to both disease outbreaks and supply chain disruptions. In 2019, the American Veterinary Medical Association released depopulation guidelines classifying certain heatstroke-based killing methods as "permitted in constrained circumstances", when circumstances of the emergency constrain reasonable implementation of "preferred" methods. Since then, tens of millions of birds and pigs have been killed by such methods, termed ventilation shutdown (VSD) Plus Heat and VSD Plus High Temperature and Humidity. While no research using validated measures of animal welfare assessment has been performed on these methods, their pathophysiology suggests that animals are likely to experience pain, anxiety, nausea, and heat distress prior to loss of consciousness. Heatstroke-based methods may result in prolonged suffering and often do not achieve 100% mortality. Potential and available alternative depopulation methods are briefly reviewed. The veterinary profession's ethical obligation to protect animal welfare in the context of depopulations is discussed.

Estimation of foot-and-mouth disease windborne transmission risk from USA beef feedlots

Windborne spread of foot-and-mouth disease (FMD) requires specific epidemiological and meteorological conditions, thus modeling the risk of windborne spread involves integrating epidemiological and meteorological models. The objective of this study was to investigate the potential risk of windborne spread of FMD from an infected US feedlot using an integrated modeling approach, and to identify factors that determine this risk. To address this objective, we integrated a within-herd epidemiological model and an advanced atmospheric dispersion model, and calculated infection risk dependent on exposed herd size. A previously developed epidemiological model was used to simulate the spread of FMD through a typical U.S. feedlot, while the National Oceanic and Atmospheric Administration's (NOAA) HYSPLIT atmospheric dispersion model, which has been validated for FMD modeling, was used to model virus dispersion. Infection risk for exposed herds was calculated as a binomial probability accounting for dose and exposed herd size. We modeled risk of windborne spread from a typical 4000 head feedlot in the U.S. state of Iowa (IA), and a typical 48,000 head feedlot in the U.S. state of Kansas (KS) during winter and summer seasons. The risk of windborne spread of FMD varied based on weather/season conditions, estimated average viral shedding rate per head, size of infected herd, and size of exposed herd. In the baseline Kansas scenario (KS/10³/W), the median of the maximum daily risk of infecting a 1000-head exposed herd ranged from 58.16 % at 1 km to 0.78 % at 10 km (Table 4). In the baseline Iowa scenario (IA/10³/W), the median of the maximum daily risk of infecting a 1000-head exposed herd ranged from 21.78 % at 1 km to 0.05 % at 10 km (Table 4). The minimum control area recommended by the United States Department of Agriculture (USDA) in an FMD outbreak is 10 km from the infected premise. Our results indicate that significant risk of windborne spread may extend beyond 10 km in certain situations. This is particularly a concern in areas where there are large feedlots in relatively close proximity, such as in southwestern Kansas. Our model may be useful as a research tool in the absence of an outbreak and may help direct surveillance and response efforts in the event of an outbreak.

Modeling Intervention Scenarios During Potential Foot-and-Mouth Disease Outbreaks Within U.S. Beef Feedlots

Foot-and-mouth disease (FMD) is a highly contagious disease of livestock and has severely affected livestock industries during the past two decades in previously FMD-free countries. The disease was eliminated in North America in 1953 but remains a threat for re-introduction. Approximately 44% of the on-feed beef cattle in the U.S. are concentrated in feedlots <32,000 heads, but little information is available on dynamics of FMD in large feedlots. Therefore, there is a need to explore possible management and intervention strategies that might be implemented during potential FMD outbreaks on feedlots. We used a within home-pen stochastic susceptible-latent-infectious-recovered (SLIR) FMD dynamics model nested in a meta-population model of home-pens in a feedlot. The combinatory model was previously developed to simulate foot-and-mouth disease virus (FMDv) transmission within U.S. beef feedlots. We evaluated three intervention strategies initiated on the day of FMD detection: stopping movements of cattle between home-pens and hospital-pen(s) (NH), barrier depopulation combined with NH (NH-BD), and targeted depopulation of at-risk home-pens combined with NH (NH-TD). Depopulation rates investigated ranged from 500 to 4,000 cattle per day. We evaluated the projected effectiveness of interventions by comparing them with the no-intervention FMD dynamics in the feedlot. We modeled a small-size (4,000 cattle), medium-size (12,000 cattle), and large-size (24,000 cattle) feedlots. Implementation of NH delayed the outbreak progression, but it did not prevent infection of the entire feedlot. Implementation of NH-BD resulted in depopulation of 50% of cattle in small- and medium-size feedlots, and 25% in large-size feedlots, but the intervention prevented infection of the entire feedlot in 40% of simulated outbreaks in medium-size feedlots, and in 8% in large-size feedlots. Implementation of NH-TD resulted in depopulation of up to 50% of cattle in small-size feedlots, 75% in medium-size feedlots, and 25% in large-size feedlots, but rarely prevented infection of the entire feedlot. Number of hospital-pens in the feedlot was shown to weakly impact the success of NH-TD. Overall, the results suggest that stopping cattle movements between the home-pens and hospital-pens, without or with barrier or targeted cattle depopulation, would not be highly effective to interrupt FMDv transmission within a feedlot.

Modeling the Transmission of Foot and Mouth Disease to Inform Transportation of Infected Carcasses to a Disposal Site During an Outbreak Event

In the event of a Food and Mouth Disease (FMD) outbreak in the United States, an infected livestock premises is likely to result in a high number of carcasses (swine and/or cattle) as a result of depopulation. If relocating infected carcasses to an off-site disposal site is allowed, the virus may have increased opportunity to spread to uninfected premises and result in exposure of susceptible livestock. A stochastic within-herd disease spread model was used to predict the time to detect the disease by observation of clinical signs within the herd, and the number of animals in different disease stages over time. Expert opinion was elicited to estimate depopulation parameters in various scenarios. Disease detection was assumed when 5% of the population showed clinical signs by direct observation. Time to detection (5 and 95th percentile values) was estimated for all swine farm sizes (500-10,000 head) ranged from 102 to 282 h, from 42 to 216 h for all dairy cattle premises sizes (100-2,000 head) and from 66 to 240 h for all beef cattle premises sizes (5,000-50,000 head). Total time from infection to beginning depopulation (including disease detection and confirmation) for the first FMD infected case was estimated between 8.5-14.3 days for swine, 6-12.8 days for dairy or beef cattle premises. Total time estimated for subsequent FMD cases was between 6.8-12.3 days for swine, 4.3-10.8 days for dairy and 4.5-10.5 days for beef cattle premises. On an average sized operation, a sizable proportion of animals in the herd (34-56% of swine, 48-60% of dairy cattle, and 47-60% of beef cattle for the first case and 49-60% of swine, 55-60% of dairy cattle, 56-59% of beef cattle for subsequent cases) would be viremic at the time of beginning depopulation. A very small fraction of body fluids from the carcasses (i.e., 1 mL) would contain virus that greatly exceeds the minimum infectious dose by oral (4-7x) or inhalation (7-13x) route for pigs and cattle.

Parameterization of the Durations of Phases of Foot-And-Mouth Disease in Cattle

The objective of the current study was to update parameterization of mathematical simulation models for foot-and-mouth disease (FMD) spread in cattle utilizing recent knowledge of FMD virus (FMDV) pathogenesis and infection dynamics to estimate the duration of distinct phases of FMD. Specifically, the durations of incubation, latent, and infectious periods were estimated for 3 serotypes (O, Asia1, and A) of FMDV, individually and collectively (pan-serotypic). Animal-level data were used in Accelerated Failure Time (AFT) models to estimate the duration of the defined phases of infection, while also investigating the influence of factors related to the experimental design (exposure methods) and virus serotype on disease progression. Substantial influences upon the estimated duration of distinct phases of FMD included the quantity of viral shedding used as a proxy for the onset of infectiousness, virus serotypes, and experimental exposure methods. The use of detection of any viral RNA in nasal secretions as a proxy of infectiousness lengthened the total infectious period compared to use of threshold-based detection. Additionally, the experimental system used to infect the animals also had significant effects on the duration of distinct phases of disease. Overall, the mean [95% Confidence Interval (CI)] durations of pan-serotype disease phases in cattle were estimated to be: incubation phase = 3.6 days (2.7–4.8), latent phase = 1.5 days (1.1–2.1), subclinical infectious phase = 2.2 days (1.5–3.5), clinical infectious phase = 8.5 days (6.2–11.6), and total infectious phase = 10.8 days (8.2–14.2). This study highlights the importance of identifying appropriate proxy measures to define the onset and duration of infectiousness in FMDV-infected cattle in the absence of actual transmission data. Additionally, it is demonstrated herein that factors associated with experimental design, such as virus exposure methods, may significantly affect disease progression in individual animals and should be considered when data is extrapolated from experimental studies. Given limitations in experimental data availability, pan-serotypic parameters which include all routes of exposure and a threshold-defined onset of infectiousness may be the most robust parameters for exploratory disease spread modeling approaches, when information on the specific virus of interest is not available.

Clinical and infection dynamics of foot-and-mouth disease in beef feedlot cattle: An expert survey

Parameterizing mathematical models of foot-and-mouth disease virus (FMDv) transmission is challenging due to knowledge gaps on the variable dynamics in susceptible populations. Expert opinion surveys are an approach to gather data on topics where no data have been reported. The objective of this study was to collect-via an expert-opinion survey-key parameter values of the potential FMD natural history and transmissibility in beef feedlot cattle in the U.S. Experts with experience working with FMD in endemic and non-endemic settings were targeted. Parameters surveyed were: duration of infection and disease stages, proportions of animals with specific clinical manifestations, duration and extent of the reduction in feed consumption, and probabilities of severe clinical disease and FMDv transmission. We surveyed the parameter values for infections by strains of different virulence, different infection doses, and routes of transmission. Twenty-seven experts from around the world agreed to participate and 16 (59%) completed the survey. The expert responses to individual questions were resampled via Monte Carlo simulations; to the resulting distributions, candidate theoretical distributions were fitted using the maximum likelihood method and the sought parameter values estimated based on the best-fit distributions. Of the infection stages, the estimates of the expected FMD latent period in beef feedlot ranged from 1.7 to 5.3 days and the infectious period from 5.6 to 10.9 days. Of the disease stages, the estimated incubation period ranged from 2.9 to 6.1 days, subclinical period from 1.2 to 2.8 days, and clinical period from 4.2 to 7.5 days. Probability of developing clinical disease after infection varied from 82% (IQ range 90-70%) with high-virulent to 63% (IQ range 89-60%) with low-virulent strains. Reduction in feed consumption was estimated to last 5 (SD ± 2) days in cattle infected by a low-virulent FMDv strain and 7 (SD ± 2) days for high virulent strains. The study results can be used in combination with experimental and outbreak investigation data to parameterize FMDv-transmission models to evaluate intervention responses during hypothetical FMD epidemics in beef feedlot populations in the U.S.

Foreign Animal Disease Outbreaks

A foreign animal disease (FAD) infecting beef cattle can have a negative impact on producers and the veterinarians who serve them. A veterinarian's ability to recognize FADs is a significant responsibility, as is aiding clients and local community in preparing for and responding to an outbreak. Knowledge of local livestock operations, markets, and resources provides valuable insight to managing officials and speeds response. Business continuity for clients and veterinarians will be affected by movement controls. Successful control and eradication of an FAD will require a concerted effort by producers, veterinarians, emergency responders, and state and federal officials.

Validation of a portable pneumatic captive bolt device as a one-step method of euthanasia for use in depopulation of feedlot cattle

OBJECTIVE

To validate the effectiveness of a penetrating captive bolt device with a built-in low-pressure air channel pithing mechanism (PCBD) as a 1-step method for euthanasia of cattle.

DESIGN

Clinical trial.

ANIMALS

66 feedlot steers and heifers (weight, 227 to 500 kg [500 to 1,100 lb]) that were not expected to survive or finish the feeding period with their cohorts.

PROCEDURES

Cattle were transported to a university facility and euthanized with the PCBD. For each calf, clinical variables were monitored and recorded immediately before and for at least 10 minutes after application of the PCBD. Following euthanasia, the head of each calf was removed and trauma to the brain and skull was assessed and scored.

RESULTS

Death was successfully achieved with the PCBD without application of an ancillary technique in all 66 cattle; however, 4 (6%) cattle required a second or third shot from the PCBD because of technical errors in its placement. All shots from the PCBD that entered the cranial vault successfully rendered cattle unconscious without a return to sensibility.

CONCLUSIONS AND CLINICAL RELEVANCE

Results indicated that the PCBD was an effective 1-step method of euthanasia for use in mass depopulation of feedlot cattle.
