Abstract
Peruvian veterinarians and animal care workers (VACW) are primary responders in the event of disasters or emergencies, yet they face unique concerns that could impede or block their essential functions in public health preparedness in comparison with VACWs in other countries. In this study, we used the Ready, Willing, and Able model via electronic survey to evaluate the perception of risks and barriers that Peruvian VACWs faced when deciding whether to continue working during the COVID-19 pandemic between July and December 2020. We used logistic regression models to evaluate associations between demographic characteristics, perceived role, and contact scores with 8 outcomes: knowledge of COVID-19; confidence in safety protocols; perceived threat; perceived job efficacy; perceived barriers; and readiness, willingness, and ability to respond to the COVID-19 pandemic. Less than 50% of respondents reported barriers to report to work during the pandemic. Respondents who reported higher contact with coworkers had an increased confidence in safety protocols (OR 5.16; 95% CI, 1.36 to 19.61) and willingness (OR 3.76; 95% CI, 1.14 to 12.47) to respond to the pandemic. Close contacts with essential workers and higher economic income were associated with higher reported knowledge of COVID-19. Respondents with higher perceived job efficacy had higher odds of reporting being ready, willing, and able to respond to COVID-19, while those who identified more barriers to report to work had lower odds of being ready, willing, and able to respond. The findings from this study, which showed differences from VACWs in the United States, can be used by individuals designing programs to improve pandemic and disaster preparedness in this essential, yet understudied and vulnerable, workforce.

Abstract
The Italian National Veterinary Services, public health professionals, and policy makers are asked to participate at different levels in the decision-making process for the management of non-epidemic emergencies. A decision support system offering the different administrative and operational emergency management levels with a spatial and decisional tool to be used in the case of natural disasters is still missing at the national level. Within this context, the Italian General Directorate for Animal Health of the Ministry of Health funded a research project for the implementation of a new Veterinary Information System for Non-Epidemic Emergencies (SIVENE), an innovative real-time decision support tool for emergency response in a disaster management scenario. SIVENE was developed according to a multi-layer architecture with four integrated components: the database layer, which was implemented by an RDBMS Oracle 11 g; the ReST service layer, which was created using J2EE, Spring, and MyBatis technologies; the web application (business framework and user interface), which was developed in Angular4 framework using TypeScript language; and the web Geographic Information Systems (GIS), which was realized through the implementation of a geodatabase in Oracle RDBMS 11 g. This system allows us to build up and dynamically create a set of dedicated checklists to be used in the field when gathering the information needed for the management of non-epidemic emergencies; employ the application on mobile devices, such as tablets and smartphones; and use the web GIS to manage and visualize data of veterinary interest and territorial maps of risk and damage.

Abstract
Animal-related consequences were not anticipated in disaster preparedness planning in Japan at the time of its massive earthquakes in 2011. Evacuation failure was quite common due to pet ownership in this disaster. Public attention to the welfare of affected animals in this disaster triggered an awareness of the importance of caring for their needs. However, research on human behavior toward pets or effect of pets on human during disasters remains sparse. In this study, post-traumatic stress disorder (PTSD) scores among pet-owners and non-pet owners in Japan's 2011 earthquake disaster were compared, and attitudes toward pets were evaluated. A questionnaire was distributed to attendees, and interviews were performed at an annual animal welfare event. The Japanese-language version of the revised Impact of Event Scale was used to evaluate PTSD from the disaster. PTSD scores were higher in pet-owners compared to non-pet owners immediately after the earthquakes, but were lower in pet-owners compared to non-pet owners 4.4 years following the disaster. Most people opined that pets should evacuate with people, although less than half of non-pet owners agreed with having animals co-located at evacuation centers. In order to enhance safety and security of both humans and animals at evacuation centers, it is important to proactively address animal issues in disaster preparedness planning. Although pets were regarded by some as adverse risk factors for human health and safety during a disaster; this study instead suggests that pets may play an important positive and protective role for disaster victims.

Abstract
During a disaster, many pet owners want to evacuate their pets with them, only to find that evacuation and sheltering options are limited or nonexistent. This disregard for companion animal welfare during a disaster can have public health consequences. Pet owners may be stranded at home, unwilling to leave their pets behind. Others refuse evacuation orders or attempt to reenter evacuation sites illegally to rescue their animals. Psychopathologies such as grief, depression, and posttraumatic stress disorder are associated with pet abandonment during an evacuation. Health care workers may refuse to work if their animals are in danger, leaving medical facilities understaffed during crises. Zoonotic disease risk increases when pets are abandoned or left to roam, where they are more likely to encounter infected wildlife or unowned animals than they would if they were safely sheltered with their owners. These sequelae are not unique to the United States, nor to wealthy countries. Emergency planning for companion animals during disasters is a global need in communities with a significant pet population, and will increase resilience and improve public health.

Abstract
Population management of free-roaming domestic dogs (Canis lupus familiaris) is of interest due to the threat these animals pose to people, other animals and the environment. Current sterilization procedures for male dogs include surgical and chemical methods. However, little is known about how these procedures affect their behavior. The primary objective of this study was to investigate changes in selected behaviors following chemical and surgical sterilization in a male free-roaming dog (FRD) population in southern Chile. We also examined the association between serum testosterone levels and behaviors thought to be influenced by circulating androgens. A total of 174 dogs were randomly assigned to either a surgical or chemical sterilization group, or a control group. At the onset of the intervention period, 119 dogs remained and 102 dogs successfully completed the study. Each dog was monitored pre- and post-intervention using video recordings, GPS collars, and blood samples for the measurement of testosterone. Analysis of behavior revealed that surgically castrated dogs showed no reduction of sexual activity or aggression when compared to their pre-intervention behavior. Chemically sterilized dogs showed a statistically significant increase in dog-directed aggression, but no change in sexual activity. There was no change in home range size in any groups between the pre- and post-intervention measurement. We found no consistent association between levels of serum testosterone concentration and behavioral changes in any of the groups. This study presents the first detailed behavioral observations following surgical and chemical sterilization in male FRDs. The information generated is highly relevant to communities struggling with the control of FRDs. Complementary studies to further our understanding of the effects of male sterilization on the behavioral and reproductive dynamics of FRD populations are needed.
