Animal Cruelty and Neglect: Prevalence and Community Actions in Victoria, Australia

Comparison of Police Data on Animal Cruelty and the Perception of Animal Welfare NGOs in Hungary

Animal cruelty has been a criminal offence in Hungary since 2004 and the legislator has tightened and differentiated the regulations in several waves since then. However, it is not an exaggeration to say that the public is often impatient and dissatisfied with the actions of the authorities in relation to animal cruelty. In our research, based on the data of the Criminal Investigation Department of the National Police Headquarters, we examined the opinions of 99 out of a total of 155 police stations in Hungary whose staff currently working there had experience in dealing with animal cruelty. The investigators gave their opinion on a total of 1169 cases in which some kind of police action was taken, either following a report to the police or as a result of their own investigative actions. In another survey, we questioned those members of society who are most committed to animal protection using a self-completion questionnaire. The questionnaire sent to the 116 Hungarian animal welfare non-governmental organisations (NGOs) on the publicly available lists was also posted for a short period on the social networking site of NGO activists. Among those who responded, a total of 150 identified as active participants in the animal protection work of these NGOs. The picture of the police treatment of animal cruelty, as perceived by NGOs working in the field of animal protection, is significantly less favourable than suggested by the police data. According to the official data, 77.7% of reports initiated an investigation, while the vast majority of animal welfare activists (81.3%) suspects that only 25% of the reports result in action by the prosecuting authority.

Animal Control and Field Services Officers' Perspectives on Community Engagement: A Qualitative Phenomenology Study

Very little is known about the prevalence, scope, and methods of community engagement employed by animal control and field services officers to address the issue of animal cruelty and neglect. This study used a phenomenological approach to understand how officers defined community engagement. The researchers conducted semi-structured interviews with twenty-nine animal control and field services officers. The definitions of community engagement varied greatly across this sample of U.S. officers. However, most officers agreed that strategies such as relationship-building, providing assistance or information, and allowing time for compliance were among the most effective community engagement strategies. In addition, several barriers to incorporating community engagement strategies in the work of animal control professionals were identified. Future research and policymaking should seek to establish a consistent definition of community engagement in animal control and field services that can then be optimized for specific communities through rigorous evaluation.

Community Attitudes Reflect Reporting Rates and Prevalence of Animal Mistreatment

Community attitudes toward the treatment of animals are important to understand for the development of intervention programs to prevent mistreatment. We aimed to investigate whether previously identified differences between local government areas (LGAs) in the rates of animal mistreatment reporting and prevalence were reflected by differences in community attitudes. In addition, attitudinal differences based on target species (dogs, cats, horses) and participant gender were considered. A representative telephone survey (N = 1,801) was conducted across six LGAs. Attitudinal themes included affection toward animals, valuing of animals, attitudes toward caring for own animals, and concern for the mistreatment of other animals. Factorial ANOVA was used to identify differences between high and low reporting LGAs, region types (regional, interface, metropolitan), and target species (cat, dog, horse). Respondents from high reporting LGAs demonstrated slightly more affection for animals F _(1,1679) = 19.401, p < 0.001, ω p 2 = 0.011 and stronger subjective norms F _(1,999) = 16.31, p < 0.001, ω p 2 = 0.015 than those from low reporting LGAs, but did not differ on the other variables. Participants in areas of high prevalence (regional areas) did not display lower levels of affection or concern for the mistreatment of animals as a whole, nor did they value animals less. However, regional differences were found for several items regarding caring for one's own animals: two behavioral beliefs and two control beliefs. Additionally various differences were found between the regions regarding the level of concern for mistreatment when broken down into the different species. Gender effects were also common. While the attitudinal results do reflect animal mistreatment prevalence and reporting rates, they also highlight the complexity of community attitudes. As such, interventions to prevent mistreatment must have clear targets including the audience, behavior, and species. Targeting smaller regions and thoroughly investigating their unique perspectives, challenges, and strengths are likely to be more effective than generic campaigns.

Abstract

Background: Animal cruelty appears to be widespread. Competing theories have been posed regarding the causes of animal cruelty leading to conflicting findings and little direction for public policies to combat it. Objective: To assess the applicability of extant theories of the causes of animal cruelty: domestic violence; deviance; perpetrator traits; and social disorganization. Methods: Data are drawn from police department reports of animal cruelty in the City of Detroit from 2007 to 2015; 302 incidences of animal cruelty were reported. Multiple regression is used to determine the theory which best appears to account for animal cruelty. Results: Common types of animal cruelty in Detroit are shooting; blunt force trauma; neglect; and dogfighting. While most incidents involve unknown persons; cruelty by owners; neighbors; and domestic partners is also common. Neighborhood conditions in terms of economic stress; vacancy and blight; and crime appear to have the greatest impact on animal cruelty. Conclusions: The findings from Detroit support deviance and social disorganization theories of animal cruelty. Neighborhood conditions in terms of economic stress, vacancy and blight, and crime appear to have the greatest impact on animal cruelty in this urban area.

Explaining the Gap Between the Ambitious Goals and Practical Reality of Animal Welfare Law Enforcement: A Review of the Enforcement Gap in Australia

Animal cruelty or neglect is an emotive social issue. Animal welfare legislation is the primary tool for defining, penalizing and hopefully deterring animal cruelty. A number of issues arising at all stages of the animal law enforcement process have been previously identified. These issues contribute to a discrepancy between the written law and the realities of the animal law enforcement process: the ‘enforcement gap’. This paper reviews the available resources to identify the causes of this ‘gap’. It is argued that the ‘gap’ is caused by numerous factors derived from all stages of the enforcement process: (1) reporting acts of animal cruelty, (2) ambiguity and shortcomings derived from the language used in animal welfare legislation (3) the nature of enforcement authorities, and (4) court determination on the matter. In order to reduce the enforcement gap and bring the expectations closer to reality, further research is needed.

Abstract

Previous research has identified a number of issues arising at all stages of the animal law enforcement process. These issues contribute to an enforcement gap between the written law, as it relates to the penalties laid out in statutes, and the reality of the animal law justice system. This paper identifies and investigates the contributors to this gap. The identified factors discussed are (1) the role of the public in reporting animal cruelty, (2) the ambiguity of the language used in animal welfare legislation, (3) the nature of enforcement authorities, and (4) the role of the courts. Thus, the causes of the enforcement gap are multifactorial, derived from all stages of the enforcement process. Further research on the enforcement model and public education, in addition to debate on legislative reforms, will be needed to address this gap.
