Health Risks to the Russian Population from Temperature Extremes at the Beginning of the XXI Century

County level study of the interaction effect of PM2.5 and climate sustainability on mortality in China

Introduction

PM2.5 and climate change are two major public health concerns, with majority of the research on their interaction focused on the synergistic effect, particularly for extreme events such as hot or cold temperatures. The climate sustainability index (CLS) was introduced to comprehensively explore the impact of climate change and the interactive effect on human health with air pollution.

Methods

In this study, a county-level panel data in China was collected and used. The generalized additive model (GAM) and geographically and temporally weighted regression (GTWR) was used to explore the interactive and spatial effect on mortality between CLS and PM2.5.

Results and discussions

Individually, when CLS is higher than 150 or lower than 50, the mortality is higher. Moreover, when PM2.5 is more than 35 μg/m3, the influence on mortality is significantly increased as PM2.5 concentration rises; when PM2.5 is above 70 μg/m3, the trend is sharp. A nonlinear antagonistic effect between CLS and PM2.5 was found in this study, proving that the combined adverse health effects of climate change and air pollution, especially when CLS was lower (below 100) and PM2.5 was higher (above 35 μg/m3), the antagonistic effect was much stronger. From a spatial perspective, the impact of CLS and PM2.5 on mortality varies in different geographical regions. A negative and positive influence of CLS and PM2.5 was found in east China, especially in the northeastern and northern regions, -which were heavily polluted. This study illustrated that climate sustainability, at certain level, could mitigate the adverse health influence of air pollution, and provided a new perspective on health risk mitigation from pollution reduction and climate adaptation.

Interannual Variability of Summer Hotness in China: Synergistic Effect of Frequency and Intensity of High Temperature

In the context of global warming, the impact of summer high temperature events is increasing. The accumulated summer high temperature is often used to reflect the overall hotness of summer. The internal variation of the accumulated temperature can be affected by both the frequency and intensity. In this study, by using the daily data during summers of 1960–2018, we examine the relative importance of the two factors with a multiple linear regression method. It is demonstrated that that the dominant result of summer accumulated temperature is sensitive to the change of threshold. As the threshold increases, the importance of frequency gradually increases, while the importance of the intensity decreases. In addition, it is found that when the threshold changes, the sensitivity of the dominant results is different over regions. This can provide a basis for the selection of regional thresholds and further improve the representation of accumulated temperature for high summer temperatures.

Changes in Weather-Related Fatalities in the Czech Republic during the 1961–2020 Period

Fatalities associated with severe weather, collected from newspapers and other documentary sources, were used to create a corresponding database for the 1961–2020 period for the Czech Republic. Fatalities attributed to floods, windstorms, convective storms, snow and glaze ice, frost, fog, and other severe weather, on the one hand, and vehicle accident fatalities connected with rain, snow, glaze ice, fog, and inclement weather, on the other, were analysed separately for two standard periods, 1961–1990 and 1991–2020. The number of weather-related fatalities between these two periods increased in the flood, windstorm, and especially frost categories, and decreased for the convective storm and fog categories. For snow and glaze ice they were the same. Despite significant differences in both 30-year periods, the highest proportions of fatalities corresponded to the winter months, and in individual fatality characteristics to males, adults, direct deaths, deaths by freezing or hypothermia, and to hazardous behaviour. A statistically significant (p < 0.05) Spearman rank correlation between fatalities and climate variables was only found in the 1991–2020 period for snow/glaze ice-related fatalities, with the number of days with snow cover depth and frost-related fatalities having days with daily minimum temperatures below −5 °C or −10 °C. Despite the highest proportions of the rain and wet road categories being in the number of vehicle accident fatalities, a statistically significant correlation was only found for the category of snow-related fatalities in the number of days with snowfall. The results and conclusions of this study have to be evaluated in the broader context of climatological, political, economic, and societal changes within the country, and have the potential to be used in risk management.

Risks for Public Health and Social Infrastructure in Russian Arctic under Climate Change and Permafrost Degradation

This study analyzes the risks to public health and life quality in the conditions of permafrost degradation caused by the ongoing climate change in the Russian Arctic. There are more than 200 Siberian anthrax cattle burial grounds in the Russian permafrost regions. Permafrost degradation poses the risks of thawing of frozen carcasses of the infected animals and propagation of infectious diseases. Permafrost degradation leads to infiltration of toxic waste in the environment. Such waste contains mercury, which migrates into the rivers and forms methylmercury (MeHg) in fish. Other risks associated with permafrost degradation include damage to the existing social infrastructure (housing, health-care facilities, roads, etc.). Various risks to public well-being that emerge because of permafrost degradation were addressed in this study. Relative hazard indices were developed and calculated to characterize the probability of outbreaks of Siberian anthrax in the future. These indices linked the rates of permafrost degradation and the number of Siberian anthrax cattle burials to the potential hazard of re-emergence of Siberian anthrax among local populations in 70 municipal districts under the ongoing warming. The expected damage to public housing, health-care facilities, and motorways was assessed. Accessibility of health care in various regions of the Russian Arctic was analyzed. The economic costs associated with various scenarios of possible destruction of residential buildings, health-care facilities, and roads built on permafrost were estimated.

Risks to the Health of Russian Population from Floods and Droughts in 2010‒2020: A Scoping Review

Climate change and natural disasters caused by hydrological, meteorological, and climatic causes have a significant and increasing direct and indirect impact on human health, leading to increased mortality and morbidity. Russia is a country that suffers from frequent climatic and weather disasters. This is mainly due to its vast territory, complex geographical and ecological environment, and widely varying climatic conditions. This review provides information on climatological and hydrological extremes in Russia in 2010–2020, floods and droughts, and their impact on the health and well-being of the country’s population. A literature search was conducted using electronic databases Web of Science, Pubmed, Science Direct, Scopus, and e-Library, focusing on peer-reviewed journal articles published in English and in Russian from 2010 to 2021. Four conceptual categories were used: “floods”, “droughts”, “human health”, and “Russia”. It is concluded that while most hazardous weather events cannot be completely avoided, many health impacts can potentially be prevented. The recommended measures include early warning systems and public health preparedness and response measures, building climate resilient health systems and other management structures.
