Understanding the Knowledge and Data Landscape of Climate Change Impacts and Adaptation in the Chesapeake Bay Region: A Systematic Review

Analysis of long-term (2002-2020) trends and peak events in total suspended solids concentrations in the Chesapeake Bay using MODIS imagery

Water quality monitoring programs have been widely implemented worldwide to monitor and assess water quality and to understand its trends. However, water quality analysis based on point-source field observations is difficult to perform at large spatial and temporal scales. In this paper, a fully automated Google Earth Engine (GEE) application algorithm was developed to estimate the total suspended solids (TSS) concentration in the Chesapeake Bay based on the Moderate Resolution Imaging Spectroradiometer (MODIS) Terra imagery. Combining long-term archived satellite data (2002-2020) with field observations, the concentrations and spatiotemporal patterns of TSS in the bay water were evaluated. Time series analysis showed a statistically significant decreasing trend in TSS concentration between 2002 and 2020, suggesting that the sediment concentration in the bay has gradually been decreasing over the last two decades. The decreasing trend was observed in 49 out of 60 segments of the bay, implying that substantial progress has been made toward attaining the Chesapeake Bay water quality standards. Based on the monthly TSS analysis, 12 major peak events of TSS were identified in the Chesapeake Bay, which coincided with extreme winter blizzards and summer hurricane events. The GEE application and the results presented herein complement the existing monitoring program in attaining the water quality standards of the bay.

The Climate Just City

Cities are increasingly impacted by climate change, driving the need for adaptation and sustainable development. Local and global economic and socio-cultural influence are also driving city redevelopment. This, fundamentally political, development highlights issues of who pays and who gains, who decides and how, and who/what is to be valued. Climate change adaptation has primarily been informed by science, but the adaptation discourse has widened to include the social sciences, subjecting adaptation practices to political analysis and critique. In this article, we critically discuss the just city concept in a climate adaptation context. We develop the just city concept by describing and discussing key theoretical themes in a politically and justice-oriented analysis of climate change adaptation in cities. We illustrate our arguments by looking at recent case studies of climate change adaptation in three very different city contexts: Port Vila, Baltimore City, and Karlstad. We conclude that the social context with its power asymmetries must be given a central position in understanding the distribution of climate risks and vulnerabilities when studying climate change adaptation in cities from a climate justice perspective.

Quantifying stakeholder learning in climate change adaptation across multiple relational and participatory networks

Responding to accelerating climate change impacts requires broad and effective engagement with stakeholders, at multiple geographic and governance levels. Stakeholder participation has been hailed as a facilitated approach in climate change adaptation that supports social learning, depolarization of perceptions, and fosters collective action. But stakeholder participation remains loosely interpreted and evaluating measures are limited. This study employs social network analysis (SNA) to investigate how social relations among stakeholders, which emerge as a result of participation, are associated with stakeholder learning, as changes in perceptions of climate change. We hypothesized that reciprocal ties of understanding, respect, and influence can predict changes in perceptions of climate change. This approach was applied to a case study in Deal Island Peninsula, Maryland (USA) where local residents, scientists, and government officials met from 2016 to 2018 to collaboratively manage the impacts of sea-level rise in their communities. We found that social relations based on mutual understanding, respect,and influence are positively associated with perceptions of climate change. We provide a detailed conceptualization and implementation of a network-based approach that may serve as a potential quantitative performance measure of stakeholder participation processes in climate change adaptation. Overall, this study provides empirical evidence of the role that emerging social relations have on enhancing or constraining social learning among stakeholders in the Deal Island Peninsula project.
