Abstract
Zadeh's Z̆-numbers are able to more effectively characterize uncertain information. Combined with "constraint" and "reliability". It is more powerful at expressing human knowledge. While the reliability of data can have a direct impact on the precision of decisions. The key challenge in solving a Z̆-number issue is reasoning about both fuzzy and probabilistic uncertainty. Existing research on the Z̆-number measure is only some, and most studies cannot adequately convey the benefits of Z̆-information and the properties of Z̆-number. Considering this study void, this work concurrently investigated the randomness and fuzziness of Z̆-number with Spherical fuzzy sets. We first introduced the spherical fuzzy Z-numbers (SFZNs), whose elements are pairwise comparisons of the decision-maker's options. It can be used effectively to make true ambiguous judgments, reflecting the fuzzy nature, flexibility, and applicability of decision making data. We developed the operational laws and aggregation operators such as the weighted averaging operator, the ordered weighted averaging operator, the hybrid averaging operator, the weighted geometric operator, the ordered weighted geometric operator, and the hybrid geometric operator for SFZ̆Ns. Furthermore, two algorithm are developed to tackle the uncertain information in the form of spherical fuzzy Z̆-numbers based to the proposed aggregation operators and TODIM methodology. Finally, we developed the relative comparison and discussion analysis to show the practicability and efficacy of the suggested operators and approach.

Abstract
The major objective of the current investigation is to build an integrated multiple criteria group decision-making (MCGDM) methodology based on combined compromise solution (CoCoSo) and spherical fuzzy set for determining the optimal solar power station. To begin with, an innovative spherical fuzzy score function is brought forward to strengthen the efficiency of the comparison for spherical fuzzy number (SFN). Secondly, several newly operational laws for SFN are defined and some novel aggregation operation based on them are propounded. The corresponding excellent properties of the novel operators are also explored at length. Further, the spherical fuzzy method on the removal effects of criteria (MEREC) technique is presented by the proposed score function to work out the importance of the criteria. Lastly, an MCGDM approach is propounded based on improved spherical fuzzy CoCoSo to obtain the ranking of the solar power station locations. The feasibility and practicability of the proposed SF-MEREC-CoCoSo method are investigated through the comparison study with the extant methods. The sensibility analysis is also executed to discuss the robustness and stability of the propounded methodology.

Abstract
The spherical fuzzy set (SFS) model is one of the newly developed extensions of fuzzy sets (FS) for the purpose of dealing with uncertainty or vagueness in decision making. The aim of this paper is to define new exponential and Einstein exponential operational laws for spherical fuzzy sets and their corresponding aggregation operators. We introduce the operational laws for exponential and Einstein exponential SFSs in which the base values are crisp numbers and the exponents (weights) are spherical fuzzy numbers. Some of the properties and characteristics of the proposed operations are then discussed. Based on these operational laws, some new aggregation operators for the SFS model, namely Spherical Fuzzy Weighted Exponential Averaging (SFWEA) and Spherical Fuzzy Einstein Weighted Exponential Averaging (SFEWEA) operators are introduced. Finally, a decision-making algorithm based on these newly introduced aggregation operators is proposed and applied to a multi-criteria decision making (MCDM) problem related to ranking different types of psychotherapy.

Abstract
As an improved form of fuzzy sets (FSs), spherical fuzzy sets (SFSs) could provide decision makers (DMs) with more free space to express their preference information. In this article, we first develop some Hamacher power aggregation operators under SFSs by power operators and Hamacher operators, including spherical fuzzy Hamacher power average (SFHPA) operator, spherical fuzzy Hamacher power geometric (SFHPG) operator, spherical fuzzy Hamacher power weighted average (SFHPWA) operator, spherical fuzzy Hamacher power weighted geometric (SFHPWG) operator, spherical fuzzy Hamacher power ordered weighted average (SFHPOWA) operator, spherical fuzzy Hamacher power ordered weighted geometric (SFHPOWG) operator, spherical fuzzy Hamacher power hybrid average (SFHPHA) operator and spherical fuzzy Hamacher power hybrid geometric (SFHPHG) operator. At the same time, some properties of the proposed operators are investigated, and the relationships between these operators and existing operators are discussed. Furthermore, a novel spherical fuzzy entropy measure is introduced to calculate unknown attribute weights. Then, some novel multiple attribute group decision making (MAGDM) methods are established by the proposed operators as well as entropy measure under SFSs. Lastly, the practicability of the presented methods is verified with a numerical case. Moreover, the robustness, availability and superiority for the developed methods are demonstrated via sensitivity analysis and further comparation with the existing methods.

Abstract
The core contribution of this study is to develop a novel generalized idea of q-rung orthopair probabilistic hesitant fuzzy rough set (q-ROPHFRS) which is hybrid structure of the q-rung orthopair fuzzy set, probabilistic hesitant fuzzy set, and rough set. The q-ROPHFRS covers the positive and negative membership grades in the form of probabilistic hesitant fuzzy rough information to address the uncertainties in real-world decision-making problems. This paper proposes a list of novel q-rung orthopair probabilistic hesitant fuzzy rough averaging/geometric aggregation operators to handle the uncertainty effectively and reliably to aggregate the uncertain information under q-ROPHFRSs. Several interesting elementary properties have been investigated. Furthermore, a novel multi-attribute decision-making approach based on the proposed aggregation information is presented. Finally, a numerical application regarding selecting a medical oxygen supplier to the hospital is presented to illustrate the consistency of the developed decision-making technique. The comparison of the proposed technique with q-rung orthopair probabilistic hesitant fuzzy rough TOPSIS shows that the proposed multi-criteria decision-making methodology is reliable and effective in addressing the uncertainty in real-world decision-making problems.

Abstract
COVID-19 pandemic has affected the entire world. During the Covid-19 pandemic, which is tried to be prevented by all countries of the world, regulations have been made to reduce the effect of the virus in sectors such as banking, tourism, and especially transportation. Social isolation is one of the most critical factors for people who have or are at risk of contracting COVID-19 disease. Many countries have developed different solutions to ensure social isolation. By applying lockdown for specific periods, preventing the movement of people will reduce the rate of transmission. However, some private and public institutions that have to serve during the lockdown period should be carefully determined. In this study, we aim to determine the petrol stations to serve during the COVID-19 lockdown, and this problem is handled as a multi-criteria decision-making problem. We extend the spherical fuzzy VlseKriterijumska Optimizacija IKompromisno Resenje (SF-VIKOR) method with the spherical fuzzy Analytic Hierarchy Process (SF-AHP). To show its applicability in complex decision-making problems, Istanbul is selected to perform a case study; thirteen petrol stations are evaluated as potential serving petrol station alternatives during the lockdown. Then, the novel SF-AHP integrated SF-VIKOR methodology is structured; the problem is solved with this methodology, and the best alternative is determined to serve in lockdown. Accessibility of the petrol station and Measures taken by station managers are determined to be essential for the effectiveness of the lockdown process. The neighborhood population and the station's proximity to hospitals are also critical inner factors to fight the pandemic. To test the methodology, Spherical Fuzzy the Weighted Aggregated Sum-Product Assessment (SF-WASPAS) is utilized. Public or private organizations can use the proposed methodology to improve their strategies and operations to prevent the spreading of COVID-19.

Abstract
<abstract><p>The operational law plays an important role in the aggregation operator for group decision system. The aggregation information has high influence in aggregating group decision information. Therefore, the main objective of the proposed work is to develop some operational laws as aggregation operator for fuzzy credibility numbers based on Dombi norms. Dombi operations can benefit from the best operational parameter flexibility. To the best of our knowledge, Dombi operations have so far not been used in for fuzzy credibility numbers (FCNs). Using these Dombi t-norm and t-conorm to define some different fuzzy credibility aggregation operators. i.e., fuzzy credibility Dombi weighted averaging (FCDWA) operator, fuzzy credibility Dombi ordered weighted averaging (FCDOWA) operator, fuzzy credibility Dombi hybrid weighted averaging (FCDHWA) operator. Next, we used TOPSIS method procedure for multi-attribute grouped decision-making (MAGDM). Finally, we provided an example, as well as a discussion of the comparative result analysis, to ensure that their findings are credible and practical.</p></abstract>

Abstract
The membership functions of the intuitionistic fuzzy sets, Pythagorean fuzzy sets, neutrosophic sets and spherical fuzzy sets are based on three dimensions. The aim is to collect the expert’s judgments. Physicians serve patients in the physician selection problem. It is difficult to measure the service’s quality due to the variability in patients’ preferences. The patients physician preference criteria is differing and uncertainties. Thus, solving this problem with fuzzy method is more appropriate. In this study, we considered the physician selection as a multi-criteria decision-making problem. Solving this problem, we proposed a spherical fuzzy TOPSIS method. We used the five alternatives and eight criteria. The application was performed in the neurology clinics of Konya city state hospitals. In addition, we solved the same problem by the intuitionistic fuzzy TOPSIS method. We compared the solutions of two methods with each other. We found that the spherical fuzzy TOPSIS method is effective for solving the physician selection problem.

Abstract
In addition to the well-known fuzzy sets, a novel type of fuzzy set called spherical fuzzy set (SFS) is recently introduced in the literature. SFS is the generalized structure over existing structures of fuzzy sets (intuitionistic fuzzy sets-IFS, Pythagorean fuzzy sets-PFS, and neutrosophic fuzzy sets-NFS) based on three dimensions (truth, falsehood, and indeterminacy) to provide a wider choice for decision-makers (DMs). Although the SFS has been introduced recently, the topic attracts the attention of academicians at a remarkable rate. This study is the expanded version of the authors’ earlier study by Ozceylan et al. [1]. A comprehensive literature review of recent and state-of-the-art papers is studied to draw a framework of the past and to shed light on future directions. Therefore, a systematic review methodology that contains bibliometric and descriptive analysis is followed in this study. 104 scientific papers including SFS in their titles, abstracts and keywords are reviewed. The papers are then analyzed and categorized based on titles, abstracts, and keywords to construct a useful foundation of past research. Finally, trends and gaps in the literature are identified to clarify and to suggest future research opportunities in the fuzzy logic area.

Abstract
As a generalization of Pythagorean fuzzy sets and picture fuzzy sets, spherical fuzzy sets provide decision makers more flexible space in expressing their opinions. Preference relations have received widespread acceptance as an efficient tool in representing decision makers’ preference over alternatives in the decision-making process. In this paper, some new preference relations are investigated based on the spherical fuzzy sets. Firstly, the deficiency of the existing operating laws is elaborated in detail and three cases are described to identify the accuracy of the proposed operating laws in the context of t-spherical fuzzy environment. Also, a novel score function is proposed to obtain the consistent value in ranking of the alternatives. The backbone of this research, t-spherical fuzzy preference relation, consistent t-spherical fuzzy preference relations, incomplete t-spherical fuzzy preference relations, consistent incomplete t-spherical fuzzy preference relations, and acceptable incomplete t-spherical fuzzy preference relations are established. Additionally, some ranking and selection algorithms are established using the proposed novel score function and preference relations to tackle the uncertainty in real-life decision-making problems. Finally, evaluation of the product quality of the online shopping platform problem is demonstrated to show the applicability and reliability of proposed technique.

Abstract
Dominant emergency action should be adopted in the case of an emergency situation. Emergency is interpreted as limited time and information, harmfulness and uncertainty, and decision-makers are often critically bound by uncertainty and risk. This framework implements an emergency decision-making approach to address the emergency situation of COVID-19 in a spherical fuzzy environment. As the spherical fuzzy set (SFS) is a generalized framework of fuzzy structure to handle more uncertainty and ambiguity in decision-making problems (DMPs). Keeping in view the features of the SFSs, the purpose of this paper is to present some robust generalized operating laws in accordance with the Einstein norms. In addition, list of propose aggregation operators using Einstein operational laws under spherical fuzzy environment are developed. Furthermore, we design the algorithm based on the proposed aggregation operators to tackle the uncertainty in emergency decision making problems. Finally, numerical case study of COVID-19 as an emergency decision making is presented to demonstrate the applicability and validity of the proposed technique. Besides, the comparison of the existing and the proposed technique is established to show the effectiveness and validity of the established technique.

Abstract
The theory involving T-spherical fuzziness provides an exceptionally good tool to efficiently manipulate the impreciseness, equivocation, and vagueness inherent in multiple criteria assessment and decision-making processes. By exploiting the notions of score functions and distance measures for complex T-spherical fuzzy information, this paper aims to propound an innovational T-spherical fuzzy ELECTRE (ELimination Et Choice Translating REality) approach to handling intricate and convoluted evaluation problems. Several newly-created score functions are employed from the comparative perspective to constitute a core procedure concerning concordance and discordance determination in the current T-spherical fuzzy ELECTRE method. By the agency of a realistic application, this paper appraises the usefulness and efficacy of available score functions in the advanced ELECTRE mechanism under T-spherical fuzzy uncertainties. This paper incorporates two forms of Minkowski distance measures into the core procedure; moreover, the effectuality of the advocated measure in differentiating T-spherical fuzzy information is validated. The effectiveness outcomes of the evolved method have been investigated through the medium of an investment decision regarding potential company options for extending the business scope. The real-world application also explores the comparative advantages of distinct score functions in tackling multiple criteria decision-making tasks. Finally, this paper puts forward a conclusion and future research directions.

Abstract
Healthy life is recognized as one of the most fundamental human rights. However, even today, millions of people around the world are forced to choose between their basic needs and fundamental rights. Half of the world’s population does not have access to the healthcare they need. Universal Health Coverage (UHC) aims to ensure that all individuals receive the quality health services they need without incurring a financial burden, and to protect them from risk factors that threaten their health. The aim of this study is to identify the significant factors to improve UHC in the countries. For this purpose, house of quality (HoQ) approach is used in the analysis process so that both customer expectations and technical requirements are considered. Within this framework, a novel hybrid model has been proposed which has three different stages. Firstly, 3 groups of diseases and 4 clinical services for each group are determined regarding the customer needs. Secondly, these factors are weighted by using interval-valued intuitionistic hesitant 2-tuple fuzzy decision making and trial evaluation laboratory (DEMATEL). In the final stage, 9 different technical requirements are ranked by using interval-valued intuitionistic hesitant 2-tuple fuzzy technique for order preference by similarity to ideal solution (TOPSIS). Additionally, another evaluation has also been conducted by considering Spherical fuzzy sets. Similarly, a comparative analysis has also been performed with VIKOR while ranking the alternatives. It is concluded that analysis results of both evaluations are quite similar. This situation gives an information about the coherency and consistency of the analysis results. The findings indicate that treatment services in noncommunicable diseases play the most significant role in this respect. Moreover, according to the ranking results, it is concluded that strategic policies should be related to improving the social security and special physician capacity as well as decreasing the out-of-pocket payment.

Abstract
Spherical hesitant fuzzy sets have recently become more popular in various fields. It was proposed as a generalization of picture hesitant fuzzy sets and Pythagorean hesitant fuzzy sets in order to deal with uncertainty and fuzziness information. Technique of Aggregation is one of the beneficial tools to aggregate the information. It has many crucial application areas such as decision-making, data mining, medical diagnosis, and pattern recognition. Keeping in view the importance of logarithmic function and aggregation operators, we proposed a novel algorithm to tackle the multi-attribute decision-making (MADM) problems. First, novel logarithmic operational laws are developed based on the logarithmic, t-norm, and t-conorm functions. Using these operational laws, we developed a list of logarithmic spherical hesitant fuzzy weighted averaging/geometric aggregation operators to aggregate the spherical hesitant fuzzy information. Furthermore, we developed the spherical hesitant fuzzy entropy to determine the unknown attribute weight information. Finally, the design principles for the spherical hesitant fuzzy decision-making have been developed, and a practical case study of hotel recommendation based on the online consumer reviews has been taken to illustrate the validity and superiority of presented approach. Besides this, a validity test is conducted to reveal the advantages and effectiveness of developed approach. Results indicate that the proposed method is suitable and effective for the decision process to evaluate their best alternative.

Abstract
Significant emergency measures should be taken until an emergency event occurs. It is understood that the emergency is characterized by limited time and information, harmfulness and uncertainty, and decision-makers are always critically bound by uncertainty and risk. This paper introduces many novel approaches to addressing the emergency situation of COVID-19 under spherical fuzzy environment. Fundamentally, the paper includes six main sections to achieve appropriate and accurate measures to address the situation of emergency decision-making. As the spherical fuzzy set (FS) is a generalized framework of fuzzy structure to handle more uncertainty and ambiguity in decision-making problems (DMPs). First, we discuss basic algebraic operational laws (AOLs) under spherical FS. In addition, elaborate on the deficiency of existing AOLs and present three cases to address the validity of the proposed novel AOLs under spherical fuzzy settings. Second, we present a list of Einstein aggregation operators (AgOp) based on the Einstein norm to aggregate uncertain information in DMPs. Thirdly, we are introducing two techniques to demonstrate the unknown weight of the criteria. Fourthly, we develop extended TOPSIS and Gray relational analysis approaches based on AgOp with unknown weight information of the criteria. In fifth, we design three algorithms to address the uncertainty and ambiguity information in emergency DMPs. Finally, the numerical case study of the novel carnivorous (COVID-19) situation is provided as an application for emergency decision-making based on the proposed three algorithms. Results explore the effectiveness of our proposed methodologies and provide accurate emergency measures to address the global uncertainty of COVID-19.

In the age of the information-based economy and the rapid advancements of data schemes, business management has been faced with extraordinary difficulties and has entered into a reasonable period where the board’s conventional enterprise execution assessment centers around the interests of investors. Speculators accept money-related information as their basis and focus on the investigation of material fascination, and in the event of the off chance that they do not, they cannot confirm the next economy period. In this way, enterprise execution reflects the interests of investors and business strategists for the needs of partners, which is significant for the forthcoming rivalry. Given that, the collection of data is a significant research tool that has lately been considered by researchers for data examination. In this paper, we have established multi-criteria decision-making methods for the assessment of business execution with spherical fuzzy information. We have applied Hamacher aggregation operators such as the spherical cubic fuzzy Hamacher weighted averaging (SCFHWA) operator, the spherical cubic fuzzy Hamacher ordered weighted averaging (SCFHOWA) operator, the spherical cubic fuzzy Hamacher hybrid averaging (SCFHHA) operator, the spherical cubic fuzzy Hamacher weighted geometric (SCFHWG) operator, the spherical cubic fuzzy Hamacher ordered weighted geometric (SCFHOWG) operator, and the spherical cubic fuzzy Hamacher hybrid geometric (SCFHHG) operator for the appraisal of the best choice of enterprise. We ultimately defend the proposed approach with the existing strategies for possibility and adequacy.

Abstract
The control of spreading of COVID-19 in emergency situation the entire world is a challenge, and therefore, the aim of this study was to propose a spherical intelligent fuzzy decision model for control and diagnosis of COVID-19. The emergency event is known to have aspects of short time and data, harmfulness, and ambiguity, and policy makers are often rationally bounded under uncertainty and threat. There are some classic approaches for representing and explaining the complexity and vagueness of the information. The effective tool to describe and reduce the uncertainty in data information is fuzzy set and their extension. Therefore, we used fuzzy logic to develop fuzzy mathematical model for control of transmission and spreading of COVID19. The fuzzy control of early transmission and spreading of coronavirus by fuzzy mathematical model will be very effective. The proposed research work is on fuzzy mathematical model of intelligent decision systems under the spherical fuzzy information. In the proposed work, we will develop a newly and generalized technique for COVID19 based on the technique for order of preference by similarity to ideal solution (TOPSIS) and complex proportional assessment (COPRAS) methods under spherical fuzzy environment. Finally, an illustrative the emergency situation of COVID-19 is given for demonstrating the effectiveness of the suggested method, along with a sensitivity analysis and comparative analysis, showing the feasibility and reliability of its results.

Abstract
In this manuscript, we extend the traditional multi-attributive border approximation area comparison (MABAC) method for the multiple-criteria group decision-making (MCGDM) with triangular fuzzy neutrosophic numbers (TFNNs) to propose the TFNNs-MABAC method. In the proposed method, we utilize the TFNNs to express the values of criteria for each alternative in MCGDM problems. First, we briefly acquaint the basic concept of TFNNs and describe its corresponding some operation laws, the functions of score and accuracy, and the normalized hamming distance. We then review two aggregation operators of TFNNs. Afterward, we combine the traditional MABAC method with the triangular fuzzy neutrosophic evaluation and provide a sequence of calculation procedures of the TFNNs-MABAC method. After comparing it with some TFNNs aggregation operators and another method, the results showed that our extended MABAC method can not only effectively handle the conflicting attributes, but also practically deal with incomplete and indeterminate information in the MCGDM problem. Therefore, the extended MABAC method is more effective, conformable, and reasonable. Finally, an investment selection problem is demonstrated as a practice to verify the reasonability of our MABAC method.

Abstract
Plithogenic set is an extension of the crisp set, fuzzy set, intuitionistic fuzzy set, and neutrosophic sets, whose elements are characterized by one or more attributes, and each attribute can assume many values. Each attribute has a corresponding degree of appurtenance of the element to the set with respect to the given criteria. In order to obtain a better accuracy and for a more exact exclusion (partial order), a contradiction or dissimilarity degree is defined between each attribute value and the dominant attribute value. In this paper, entropy measures for plithogenic sets have been introduced. The requirements for any function to be an entropy measure of plithogenic sets are outlined in the axiomatic definition of the plithogenic entropy using the axiomatic requirements of neutrosophic entropy. Several new formulae for the entropy measure of plithogenic sets are also introduced. The newly introduced entropy measures are then applied to a multi-attribute decision making problem related to the selection of locations.

Abstract
The Pythagorean probabilistic hesitant fuzzy set (PyPHFS) is an effective, generalized and powerful tool for expressing fuzzy information. It can cover more complex and more hesitant fuzzy evaluation information. Therefore, based on the advantages of PyPHFSs, this paper presents a new extended fuzzy TOPSIS method for dealing with uncertainty in the form of PyPHFS in real life problems. The paper is divided into three main parts. Firstly, the novel Pythagorean probabilistic hesitant fuzzy entropy measure is established using generalized distance measure under PyPHFS information to find out the unknown weights information of the attributes. The second part consists of the algorithm sets of the TOPSIS technique under PyPHFS environment, where the weights of criteria are completely unknown. Finally, in order to verify the efficiency and superiority of the proposed method, this paper applies some practical examples of the selection of the most critical fog-haze influence factor and makes a detailed comparison with other existing methods.
