Energy-saving targets and carbon neutrality: A perspective on carbon emissions and carbon substitution in 288 Chinese cities

Environmental protection is a shared task among nations. In pursuit of its commitment to achieve carbon neutrality by 2060, China has implemented more robust energy-saving targets. This study utilizes panel data from 288 Chinese cities spanning from 2006 to 2020 to examine the policy effects of energy-saving targets on carbon neutrality. The findings reveal that (1) energy-saving targets positively impact carbon substitution, resulting in reduced carbon emissions and facilitating the progress towards carbon neutrality through three primary channels: energy governance, energy production, and energy consumption. (2) The influence of energy-saving targets on carbon neutrality exhibits a significant spatial spillover effect, driven primarily by the reduction in carbon emissions, although the spatial spillover effect of carbon substitution is relatively limited. The collaboration between the government and enterprises plays a crucial role in achieving carbon neutrality, while the engagement of the general public is yet to be fully realized. (3) However, the inadequacy of enhancing carbon neutrality through energy-saving targets lies in the compulsory emissions reduction behavior at the expense of sacrificing some economic benefits in cities that overachieve energy-saving targets. This undermines the coordinated development of ecology and economy. Therefore, it is recommended to establish a policy implementation monitoring system to ensure the scientific basis of policy objectives, enhance the level of green technology innovation, accelerate the digital transformation of enterprises, and establish a synergistic mechanism that involves multiple stakeholders.

Defence organizations in emergency networks: the early response to COVID-19 in Europe

Purpose

The purpose of this study is to analyse the crisis network response of European countries and the role played by defence organizations (DOs) during the early response phase of the pandemic, here set to encompass 75 days.

Design/methodology/approach

Published materials – reports, news and communications – provided by authorities and DOs were used. Some of the authors actively participated in national pandemic response networks. An exploratory approach and qualitative content analysis were applied. The data were collected in national languages from 13 European countries, and they were coded and analysed using the actors, resources and activities (ARA) framework.

Findings

This study identified three main categories of activity structures in which the DOs interacted with civilian members of response networks, health-related services, logistics services and public support services. These networks among actors were found within formal response systems and emergent networks. The DOs engaged as actors that provided a range of services when civil authorities could not cope with the huge demand for specific services and when resources were scarce in the initial response phase.

Originality/value

This study contributes by filling an important research gap with regard to the civil-military relations associated with the use of DO resources in the civil response to the pandemic crisis in Europe, which is described as an untraditional response. The ARA network approach provides a framework for arranging ARA and extends the wider civil-military network to expand the formal networks of the early crisis response. The study lays knowledge about the co-operation between civilian and military actors in different contexts and provides a broader understanding of the roles that DOs played in the response operations.

Economic and mental health impacts of multiple adverse events: Hurricane Harvey, other flooding events, and the COVID-19 pandemic

OBJECTIVES

To assess the economic and mental health impacts of COVID-19 in the presence of previous exposure to flooding events.

METHODS

Starting in April 2018, the Texas Flood Registry (TFR) invited residents to complete an online survey regarding their experiences with Hurricane Harvey and subsequent flooding events. Starting in April 2020, participants nationwide were invited to complete a brief online survey on their experiences during the pandemic. This study includes participants in the TFR (N = 20,754) and the COVID-19 Registry (N = 8568) through October 2020 (joint N = 2929). Logistic regression and generalized estimating equations were used to examine the relationship between exposure to flooding events and the economic and mental health impacts of COVID-19.

RESULTS

Among COVID-19 registrants, 21% experienced moderate to severe anxiety during the pandemic, and 7% and 12% of households had difficulty paying rent and bills, respectively. Approximately 17% of Black and 15% of Hispanic households had difficulty paying rent, compared to 5% of non-Hispanic white households. The odds of COVID-19 income loss are 1.20 (1.02, 1.40) times higher for those who previously had storm-related home damage compared to those who did not and 3.84 (3.25-4.55) times higher for those who experienced Harvey income loss compared to those who did not. For registrants for whom Harvey was a severe impact event, the odds of having more severe anxiety during the pandemic are 5.14 (4.02, 6.58) times higher than among registrants for whom Harvey was a no meaningful impact event.

CONCLUSIONS

Multiple crises can jointly and cumulatively shape health and wellbeing outcomes. This knowledge can help craft emergency preparation and intervention programs.

Impact of COVID-19 Lock-Downs on Nature Connection in Southern and Eastern Africa

The response of African countries immediately after the COVID-19 pandemic declaration was rapid and appropriate, with low infections and mortality rates until June 2020. Severe lock-down measures were effective in Africa; however, the reduction in the amount of natural experience influences the quality of life in modern society. This study is conducted as an international comparative study in five African countries on changes in the perception of health recovery and outdoor activities in urban forests during the COVID-19 pandemic. An online survey was conducted with 430 respondents to investigate the relationships between COVID-19 stress, indoor activity, appreciation of greenspaces, perception of health recovery, and use of greenspaces. A structural equation model was used for analysis. The visit frequency and staying time in urban forests after lock-down dramatically decreased, raising concerns about nature-deficit disorder across the target countries after the end of the pandemic. This study confirmed urban dwellers’ desire for natural experiences and health recovery during the pandemic and predicts an explosive increase in urban forest utilization after the pandemic has ended.

Living through and with the global HIV/AIDS pandemic: Distinct 'pandemic practices' and temporalities

In this study, we expand on the newly devised sociological concept of pandemic practices that emerged during the COVID-19 outbreak by applying it to the HIV/AIDS pandemic. The analytical heuristic of pandemic practices distinguishes between four kinds of practices: (i) primary practices that encompass the public's direct response to the pandemic, (ii) responsive practices that encompass altered routines and social interactions, (iii) adaptive practices that encompass more elusive organisational and legal legacies and (iv) meta-practices that produce particular narratives about the pandemic dynamics that might lead to lasting socio-cultural behavioural changes. In this paper we probe further into the notion of meta-practices. The results show that the prolonged nature of the HIV/AIDS pandemic combined with the widespread stigmatisation of vulnerable groups has led to distinct social practices that fragment along socio-economic lines both internally in countries but also between high-income and low-income countries. As the COVID-19 pandemic becomes increasingly endemic, lessons learned from HIV/AIDS expose the dangers of similar fragmentations where parts of the population return to normal but where many others continue to suffer not only from adverse health outcomes but also social exclusion and stigmatisation. Thus, we argue that attention to pandemic practices, and how they produce and reinforce underlying socio-economic vulnerabilities would strengthen long-term pandemic responses.

Multinational enterprises and natural disasters: Challenges and opportunities for IB research

The purpose of this paper is to encourage and to extend research on natural disasters and international business (IB). More specifically, we review the characteristics of natural disasters and the unique challenges they pose to the business environment and examine how they differ from other types of disasters/crises often researched in the IB literature. Next, we investigate the applicability and challenges of core IB theories to the study of natural disasters. By extending new internalization theory (NIT) to overcome challenges of bounded rationality and reliability, we identify effective strategies for managing the threat of natural disasters through establishing multi-sector partnerships and alternative supply chains. Integrating research on the characteristics of natural disasters and the insights from NIT, we propose natural disaster management strategies for multinational enterprises (MNEs) based on varying degrees of geographic scope of natural disasters and MNEs. This paper concludes with proposing new research opportunities for IB scholars in disaster preparedness, cross-organizational collaborations, and supply chain management.

Accelerating the Nature Deficit or Enhancing the Nature-Based Human Health during the Pandemic Era: An International Study in Cambodia, Indonesia, Japan, South Korea, and Myanmar, following the Start of the COVID-19 Pandemic

In modern society, the opportunity to experience nature is separate from everyday life, requiring time and effort. Since the start of the COVID-19 pandemic, restrictions on freedom of activity and communication around the world have become a crisis, causing a nature deficit by accelerating the process of separation from nature. At the same time, the pandemic has increased people’s motivation to return to nature, providing an opportunity to seek experiences and health recovery in nature. The authors conducted an international cross-sectional study in five Asian countries, investigating changes in the perception of recreational activities and health restoration in the natural environment, one of the many effects of the COVID-19 pandemic on human society. An online survey, completed by 524 respondents, has confirmed the efficacy of the SEM model, which includes COVID-19 stress, increased indoor activity, a preference for the natural environment, and the perception of health recovery. Although the five countries had different response values for each theme, the stress caused by restricted activities and communication during the pandemic was linked to a preference for natural experiences and the motivation to visit natural environments in all five countries, ultimately affecting perceptions of health recovery in nature. This study has shown that the COVID-19 pandemic, a disaster afflicting all human civilization, has changed people’s perceptions by enhancing their preference for natural recreational activities and health. It has accelerated people’s return to nature and fostered a positive perception of nature’s ability to promote good health.

In the midst of every crisis, lies great opportunity? Analysing environmental attitudes in the face of the Covid-19 pandemic

A widely used media narrative suggests that the environment benefitted from the Covid-19 lockdowns. Numerous publications which came out following the lockdowns only reinforced this view by seeing Covid-19 as an opportunity to think more about the environment. However, these narratives are largely anecdotal, assumptive and pay little attention to the question of what people actually think about the lockdowns in environmental terms. To fill this gap, this study provides the empirical basis needed to either support or reject the aforementioned dominant narrative on Covid-19 and environment. Survey data (eighty questionnaires per country) were collected from participants in Cameroon (Buea), Egypt (Cairo), Italy (several major cities) India (Mumbai and New Delhi), and The Netherlands (mainly Amsterdam). The findings of this study reveal that generally, Covid-19 has not changed the way most people think about the environment. This is either because people were already pro-environmental before Covid-19, or people see Covid-19 and the visible environmental changes as temporal phenomenon. One other major observation in this study is the regional differences in environmental attitudes in relation to Covid-19. The least change in environmental attitudes was observed in high-income countries and the most change in low-middle-income countries. Therefore, the paper concludes that the importance of Covid-19 on a more sustainable future should not be overplayed or overemphasised. It will take more than a two-year break from normal living to mitigate environmental degradation. Accordingly, pro-environmentalism should focus on other intervention points.
