Indigenous Environmental Justice within Marine Ecosystems: A Systematic Review of the Literature on Indigenous Peoples’ Involvement in Marine Governance and Management

Disrupting and diversifying the values, voices and governance principles that shape biodiversity science and management

With climate, biodiversity and inequity crises squarely upon us, never has there been a more pressing time to rethink how we conceptualize, understand and manage our relationship with Earth's biodiversity. Here, we describe governance principles of 17 Indigenous Nations from the Northwest Coast of North America used to understand and steward relationships among all components of nature, including humans. We then chart the colonial origins of biodiversity science and use the complex case of sea otter recovery to illuminate how ancestral governance principles can be mobilized to characterize, manage and restore biodiversity in more inclusive, integrative and equitable ways. To enhance environmental sustainability, resilience and social justice amid today's crises, we need to broaden who benefits from and participates in the sciences of biodiversity by expanding the values and methodologies that shape such initiatives. In practice, biodiversity conservation and natural resource management need to shift from centralized, siloed approaches to those that can accommodate plurality in values, objectives, governance systems, legal traditions and ways of knowing. In doing so, developing solutions to our planetary crises becomes a shared responsibility. Integrating traditional ecological knowledge into US public land management: Knowledge gaps and research priorities

Traditional Ecological Knowledge (TEK) is an understanding of natural systems acquired through long-term human interactions with particular landscapes. Traditional knowledge systems complement western scientific disciplines by providing a holistic assessment of ecosystem dynamics and extending the time horizon of ecological observations. Integration of TEK into land management is a key priority of numerous groups, including the United Nations and US public land management agencies; however, TEK principles have rarely been enshrined in national-level US policy or planning. We review over 20 years of TEK literature to describe key applications of TEK to ecological understanding, conservation, restoration and land management generally. By identifying knowledge gaps, we highlight research avenues to support the integration of TEK into US public land management, in order to enhance conservation approaches and participation of historically underrepresented groups, particularly American Indian Tribes, in the stewardship of ancestral lands critical to the practice of living cultural traditions.

The evolution of ocean literacy: A new framework for the United Nations Ocean Decade and beyond

First introduced in the early 2000s, the concept of ocean literacy has evolved in recent years, not least since its inclusion as a mechanism for change within the United Nations Ocean Decade's goals. Building on early definitions of ocean literacy, there has been increasing recognition of a range of additional dimensions which contribute to an individual or collective sense of 'ocean literacy'. Drawing on existing research, and parallel and supporting concepts, e.g., marine citizenship, ocean connectedness, and public perceptions research, this paper proposes ten dimensions of ocean literacy: knowledge, communication, behaviour, awareness, attitudes, activism, emotional connection, access and experience, adaptive capacity and trust and transparency, and recommends expanding previously recognised dimensions, in a bid to ensure that ocean literacy encompasses diverse knowledges, values and experiences. The paper provides a useful framework for ongoing ocean literacy research, and highlights aspects of ocean literacy which have received limited focus to date.

The ridge-to-reef approach on Cicia Island, Fiji

Many Pacific countries and territories embrace an officially recognized 'ridge-to-reef' approach to environmental management. This is the case of Fiji, where the Lau Seascape Strategy 2018-2030, led by Conservation International, aims for integrated natural resource management across 335 895 km². This area includes Cicia Island, which deserves particular attention since, years before the design of the Lau Seascape Strategy, its population developed its own informal ridge-to-reef scheme, involving a combination of certified organic agriculture and locally managed marine closures. Based on 1 month of ethnographic fieldwork, this paper presents this scheme and highlights local perception and conceptualization of its positive effects on both the land and the sea. These reflect the iTaukei (Indigenous Fijian) concept of vanua, which intrinsically connects the health of the land, the sea, and their (human and non-human) dwellers, while stressing the importance of addressing land-sea processes and management efforts beyond an ecological perspective, i.e. through an engagement with the iTaukei relational ontology.

Extractivism and Unjust Food Insecurity for Peru’s Loreto Indigenous Communities

Background. Many scholars have examined Indigenous food security and sovereignty yet the topic still represents a small share of environmental justice scholarship. Therefore, we completed a case study of the environmental justice challenges concerning food security faced by the Indigenous communities of Peru’s Loreto region. Methods. During 2019, we conducted fieldwork in 64 Indigenous communities of Kukama Kukamiria and Urarina in the Amazon rainforests of Loreto, Peru. Based on a semi-stratified sample and snowball sampling method, we combined participant observation with 139 interviews focused on feeding habits, production and availability, access, utilization, food stability, and perception of food insecurity with the Food Insecurity Experience Scale (FIES) method. Results. Analyzing these themes led to worrisome assessments of the food insecurity and institutional limits of Indigenous communities. Because of their geographic location, these communities experience a degraded and unhealthy environment with water and food contaminated by hydrocarbon extraction activity. Furthermore, Peru’s policy of food and nutrition security has public management deficiencies especially in the Loreto region. Thus, many of the efforts adopted remain ineffective. Conclusion. Indigenous communities that live following ancestral culture often lack resources to change their diets. Thus, they frequently suffer the most following the contamination of an environment with which they experience an interdependent relation.

Indigenous Environmental Justice and Sustainability: What Is Environmental Assimilation?

Canada has a long history of assimilative efforts with respect to Indigenous peoples. Legal assimilation efforts occurred on two fronts: the voluntary and involuntary enfranchisement of First Nations people, and the dissolution of First Nations reserve lands. Cultural assimilation occurred through the residential school system, and the removal of Indigenous children from their homes by Canadian child welfare agencies in the “sixties scoop”. Another form of assimilation is through environmental assimilation. I define environmental assimilation as changes to the environment through development, to the extent whereby the environment can no longer support Indigenous cultural activities. Herein, I examine environmental assimilation in northern Ontario, Canada. The “taken-up” clause in Treaty No. 9, the “Exemption Orders” in the Far North Act, the “Except” stipulation in the Mining Amendment Act, and the unilateral streamlining of projects in the Green Energy Act and the COVID-19 Economic Recovery Act—these pieces of legislation pose threats to the environment and serve to facilitate the reality of contemporary environmental assimilation of First Nations.
