Addressing Urban–Rural Water Conflicts in Nagpur through Benefit Sharing

Land Use Change in the Cross-Boundary Regions of a Metropolitan Area: A Case Study of Tongzhou-Wuqing-Langfang

Since the 1980s, metropolitan areas have increased worldwide due to urbanization and regionalization. While the spatial integration of the labor and housing markets has benefitted the development of cities within metropolitan areas, they have also brought great challenges for land governance; this is particularly evident in cross-boundary regions due to the complex relations between the markets and the regulations and between governments at different levels. Extensive research has been conducted on the city-level analysis of socioeconomic integration, land use development, and urban governance within metropolitan areas; yet, it is insufficient for understanding the intricate interplay between the various forces in such regions. This study aims to reveal the dynamics of land use change from 1990–2020 and its driving forces in the recent decade in the Tongzhou-Wuqing-Langfang (TWL) region—a typical cross-boundary area between Beijing, Tianjin, and the Hebei Metropolitan Area—using Landsat imagery. We employed the land-use dynamic degree, kernel density analysis, principal component analysis, and multiple linear regression to explore the spatiotemporal patterns of land use change and its driving factors at the district/county level. The results show that the general land use changes from cultivated and forest land to urban and rural construction land across the region. The speed of the trend varies considerably over time between different areas as the land use policies and regulations of each local government change. The population growth and the tertiary and secondary industry growth are the main driving factors for the change in construction land across the whole TWL region, while the urbanization rate and fixed asset investment have different impacts across the cross-boundary region. The results suggest that expanding the integration of land use policies and regulations in the cross-boundary region is urgently required.

To Be, to Do, to Share: The Triple-Loop of Water Governance to Improve Urban Water Resilience—Testing the Benidorm’ Experience, Spain

Peri-urban interfaces tend to ensure water supply relying on their surrounding’ resources, generating water disputes when asking for collaboration. The urban-rural matrix of the Marina Baja county in southern Spain is characterized by inland irrigation and coastal tourism development, being the most water-intensive activities in Benidorm. This contribution addresses the following research question: Can a better and systematic understanding of stakeholders’ behavior and interactions increase water resilience in urban-rural interfaces? Data were collected from semi-structured interviews and questionnaires to 19 key stakeholders representing government officials, water managers, and the agricultural, tourism, and environmental sectors. Data were analyzed following the SAA and using MaxQDA® Analytics Pro 2020. A triple-loop analysis on water governance has been developed and applied to synthesize stakeholders’ behavior when addressing urban water resilience to face climate change impacts: relevance and representativeness (to be), recognition and assessment (to do), and collaboration (to share). Results highlighted how Benidorm’s urban water resilience is conditioned by four main learnings from stakeholders’ perception and interaction: (1) ‘feeling represented’ is related to stakeholders’ capacity to negotiate decisions, (2) lack of political will and Benidorm’s leading role increase stakeholders’ feelings of underrepresentation, motivating power imbalance, (3) stakeholders’ actions are less valued than stakeholders’ roles and functions, and (4) agreements are benefited by predisposition (willingness), but also by the compatibility of discourses (affinity) and the technical-management facilities (viability).

Transboundary river basins: Scenarios of hydropower development and operation under extreme climate conditions

Transboundary river basins across developing countries, such as the Lower Mekong River Basin (LMB), are challenging to manage given frequent divergences on development and conservation priorities. Driven by needs to sustain economic performance and reduce poverty, the LMB countries are embarking on significant land use changes in the form of more hydropower dams, to satisfy growing energy demands. This pathway could lead to irreversible changes to the ecosystem of the Mekong River, if not properly managed. Given the uncertain environmental externalities and trade-offs associated with further hydropower development and operation in the LMB, this research develops four plausible scenarios of future hydropower operation, and assesses their likely impact on streamflow and instream total suspended solids and nitrate loads of the Mekong River. The findings suggest that further hydropower operations on either tributary or mainstream could result in annual and wet season flow reduction between 11 and 25% while increase dry season flows by 1 to 15%, when compared to a business-as-usual scenario. Conversely, hydropower operation on both tributary and mainstream could result in dry season flow reduction between 10 and 15%. Both instream TSS and nitrate loads are forecasted to reduce under all three scenarios by as much as 78 and 20%, respectively, compared to the business-as-usual one. These effects are predicted to magnify under extreme climate conditions with dry season flow, TSS, and nitrate levels reduced by as much as 44, 81 and 35%, respectively, during a projected extreme dry climate condition, but less severe under improved operational alternatives. With further hydropower development in the LMB being highly unavoidable, these findings can inform effective transboundary management pathways for balancing electricity generation and protection of riverine ecology, water and food security, and people livelihoods.

Urban versus Rural? Conflict Lines in Land Use Disputes in the Urban–Rural Fringe Region of Schwerin, Germany

Land use conflicts can present major obstacles to sustainable land management. An accurate understanding of their actor constellations and conflict lines is therefore crucial in developing tools for successful landscape governance. In this context, actors from cities and actors from rural areas are often seen as typical opponents. Hence, the objective of this paper is to analyze the extent to which empirical conflict lines indeed run between urban and rural actors. We applied qualitative text analysis to examine 124 land use conflicts in the urban–rural fringe of Schwerin, Germany, which were identified through semistructured interviews with key land use actors in the region. Results showed that actors from the city and the rural fringe were on opposing sides in almost half of the conflicts. However, they were also frequently in conflict among themselves, and many actor constellations involved actors from other regions or administrative levels. In conclusion, the narrative of the urban–rural dichotomy appears in the empirical data but does not appropriately convey the complexity of the actual conflict lines. The findings of this paper therefore emphasize that it is important to empirically identify the actor constellations in land use conflicts rather than rely on preconceived ideas about typical conflict lines.
