Cost-benefit analysis for invasive species control: the case of greater Canada goose Branta canadensis in Flanders (northern Belgium)

A Cost-Benefit Analysis of Alternative Management Strategies for Red Deer in Denmark

In this paper, we conduct a cost-benefit analysis (CBA) of five alternative management strategies for red deer in Denmark: free harvest, trophy hunting, maximum harvest and two cases for natural demographic population compositions. To capture the outcome under each strategy we use a biological sex- and age-structured population model. The net benefit function includes meat values, recreational values, browsing damage costs and traffic damage costs and these values and costs are assumed to differ for the various sex and age classes of red deer. We show that the maximum harvest strategy leads to a reasonably high positive total net benefit, while the free harvest strategy yields a small positive net benefit. On the other hand, the trophy hunting strategy generates a high negative net benefit, while small negative net benefits are obtained under the two strategies for natural demographic population compositions.

Plant traits associated with seed dispersal by ducks and geese in urban and natural habitats

Ducks and geese are little studied dispersal vectors for plants lacking a fleshy fruit, and our understanding of the traits associated with these plants is limited. We analyzed 507 faecal samples of mallard (Anas platyrhynchos) and Canada goose (Branta canadensis) from 18 natural and urban wetlands in England, where they are the dominant resident waterfowl. We recovered 930 plant diaspores from 39 taxa representing 18 families, including 28 terrestrial and five aquatic species and four aliens. Mallards had more seeds and seed species per sample than geese, more seeds from barochory and hydrochory syndromes, and seeds that on average were larger and from plants with greater moisture requirements (i.e., more aquatic). Mallards dispersed more plant species than geese in natural habitats. Plant communities and traits dispersed were different between urban (e.g., more achenes) and natural (e.g., more capsules) habitats. Waterfowl can readily spread alien species from urban into natural environments but also allow native terrestrial and aquatic plants to disperse in response to climate heating or other global change. Throughout the temperate regions of the Northern Hemisphere, the mallard is accompanied by a goose (either the Canada goose or the greylag goose) as the most abundant waterfowl in urbanized areas. This combination provides a previously overlooked seed dispersal service for plants with diverse traits.

Invasion impacts and dynamics of a European-wide introduced species

Globalization has led to the introduction of thousands of alien species worldwide. With growing impacts by invasive species, understanding the invasion process remains critical for predicting adverse effects and informing efficient management. Theoretically, invasion dynamics have been assumed to follow an "invasion curve" (S-shaped curve of available area invaded over time), but this dynamic has lacked empirical testing using large-scale data and neglects to consider invader abundances. We propose an "impact curve" describing the impacts generated by invasive species over time based on cumulative abundances. To test this curve's large-scale applicability, we used the data-rich New Zealand mud snail Potamopyrgus antipodarum, one of the most damaging freshwater invaders that has invaded almost all of Europe. Using long-term (1979-2020) abundance and environmental data collected across 306 European sites, we observed that P. antipodarum abundance generally increased through time, with slower population growth at higher latitudes and with lower runoff depth. Fifty-nine percent of these populations followed the impact curve, characterized by first occurrence, exponential growth, then long-term saturation. This behaviour is consistent with boom-bust dynamics, as saturation occurs due to a rapid decline in abundance over time. Across sites, we estimated that impact peaked approximately two decades after first detection, but the rate of progression along the invasion process was influenced by local abiotic conditions. The S-shaped impact curve may be common among many invasive species that undergo complex invasion dynamics. This provides a potentially unifying approach to advance understanding of large-scale invasion dynamics and could inform timely management actions to mitigate impacts on ecosystems and economies.

Invasive species services-disservices conundrum: A case study from Kashmir Himalaya

Invasive species and their management represent a multi-faceted issue affecting social and natural systems. People see the advantages and risks of these species through various value structures, which influences decisions on whether and where they can be managed. While many studies have focused on the ecological effects of invasive species, their impact on human livelihoods and well-being is less recognized. Understanding the effects (benefits and costs) of invasive species on livelihoods and human well-being, as well as people's perception, is important for guiding policy formulation and devising management strategies. Here we present a case study of Dal Lake - a freshwater urban lake of Kashmir Himalaya - providing various ecological, biological, and hydrological functions that offer economic, aesthetic, recreational, educational, and other values to the local populace. In the context of a gradually increasing attention on the impacts of Invasive Alien Plant species (IAPs) on this ecosystem, we conducted Focal Group Discussions (FGDs) to determine the perception of people living inside and around Dal Lake regarding two invasive species, namely, Nymphea mexicana and Hydrocharis dubia, and their capacity to provide ecosystem services (ES) and disservices (EDS). Following that, a discursive scenario assessment tool multi-criteria mapping (MCM) was used to involve stakeholders in ranking their priorities in two scenarios of the lake- 'status quo' vs 'clean lake with limited weeds' in the Dal Lake social-ecological system. We found that their perception of the impact of invasive species varies with factors such as the location of invasive plants in the lake, and people's occupation, and household characteristics. Most participants perceive these species positively (i.e., agreeing that they create ecosystem services in the form of cattle feed), but some recognize their importance in providing ecosystem disservices. Their primary concern and priority were the sustenance of their livelihood in any scenario, and most respondents did not oppose the eradication of two IAPs if their livelihood is secure. We conclude that a more nuanced strategy to IAS management is required, one that combines both local livelihood demands and broader environmental and social considerations.

Risk Management Assessment Improves the Cost-Effectiveness of Invasive Species Prioritisation

International agreements commit nations to control or eradicate invasive alien species. The scale of this challenge exceeds available resources and so it is essential to prioritise the management of invasive alien species. Species prioritisation for management may consider the likelihood and scale of impact (risk assessment) and the feasibility, costs and effectiveness of management (risk management). Risk assessment processes are widely used, risk management less so. To assess the cost effectiveness of prioritisation, we considered 26 high-risk species considered for eradication from Great Britain (GB) with pre-existing risk assessment and risk management outputs. We used these to consider the relative reduction in risk per unit cost when managing prioritised species based on different criteria. We showed that the cost effectiveness of prioritisation within our sample using risk assessment scores alone performed no better than a random ranking of the species. In contrast, prioritisation including management feasibility produced nearly two orders of magnitude improvement compared to random ranking. We concluded that basing management actions on priorities based solely on risk assessment without considering management feasibility risks the inefficient use of limited resources. In this study, the cost effectiveness of species prioritisation action was greatly increased by the inclusion of a risk management assessment.

A Dynamic Modeling Framework to Evaluate the Efficacy of Control Actions for a Woody Invasive Plant, Hakea sericea

Invasive alien species (IAS) are a significant component of global changes, causing severe economic and biodiversity damage. In this regard, Hakea sericea is one of the most widespread IAS throughout the Mediterranean region, including Portugal. The difficulty surrounding its management is exacerbated by post-fire situations, signifying a challenging task for managers. To assist in this effort, we used a system dynamic approach to model the population dynamics of Hakea sericea regarding the combinations of wildfire risk and control scenarios, which differ in periodicity, type of interventions, and cohort age. The ultimate goal of this study was to assess the effectiveness and costs of control efforts at reducing the abundance of this IAS. A Natura 2000 site Alvão/Marão (code PTCON0003) in northern Portugal, severely invaded by Hakea sericea, served as the study site. The modeling results demonstrate that Hakea sericea is likely to continue spreading if left uncontrolled. Although it may not be possible to ensure eradication of Hakea sericea from the study, repeated control actions aimed at the entire IAS population could be very effective in reducing its area. From a practical standpoint, removing all plants 24 months after each fire event followed by subsequent monitoring appears to be the most cost-effective strategy for managing Hakea sericea. Considering the modeling results, the dynamic modeling framework developed is a versatile, instructive tool that can support decision-making aimed at effective management of Hakea sericea.

Distribution of alien tetrapods in the Iberian Peninsula

We present a dataset that assembles occurrence records of alien tetrapods (amphibians, reptiles, birds and mammals) in the Iberian Peninsula, a coherent biogeographically unit where introductions of alien species have occurred for millennia. These data have important potential applications for ecological research and management, including the assessment of invasion risks, formulation of preventive and management plans, and research at the biological community level on alien species. This dataset summarizes inventories and data sources on the taxonomy and distribution of alien tetrapods in the Iberia Peninsula, comprising known locations from published literature, expert knowledge and citizen science platforms. An expert-based assessment process allowed the identification of unreliable records (misclassification or natural dispersion from native range), and the classification of species according to their status of reproduction in the wild. Distributional data was harmonized into a common area unit, the 10 × 10 km Universal Transverse Mercator (UTM) system (n = 6,152 cells). The year of observation and/or year of publication were also assigned to the records. In total, we assembled 35,940 unique distribution records (UTM × species × Year) for 253 species (6 amphibians, 16 reptiles, 218 birds and 13 mammals), spanning between 1912 and 2020. The species with highest number of distribution records were the Mediterranean painted frog Discoglossus pictus (n = 59 UTM), the pond slider Trachemys scripta (n = 471), the common waxbill Estrilda astrild (n = 1,275) and the house mouse Mus musculus (n = 4,043), for amphibians, reptiles, birds and mammals, respectively. Most alien species recorded are native to Africa (33%), followed by South America (21%), Asia (19%), North America (12%) and Oceania (10%). Thirty-six species are classified by IUCN as threatened in their native range, namely 2 Critically Endangered (CR), 6 Endangered (EN), 8 Vulnerable (VU), and 20 species Near Threatened (NT). Species maps are provided in DataSet1, as well R code and GIS layers to update them as new records are obtained.

Using structured eradication feasibility assessment to prioritize the management of new and emerging invasive alien species in Europe

Prioritizing the management of invasive alien species (IAS) is of global importance and within Europe integral to the EU IAS regulation. To prioritize management effectively, the risks posed by IAS need to be assessed, but so too does the feasibility of their management. While the risk of IAS to the EU has been assessed, the feasibility of management has not. We assessed the feasibility of eradicating 60 new (not yet established) and 35 emerging (established with limited distribution) species that pose a threat to the EU, as identified by horizon scanning. The assessment was carried out by 34 experts in invasion management from across Europe, applying the Non-Native Risk Management scheme to defined invasion scenarios and eradication strategies for each species, assessing the feasibility of eradication using seven key risk management criteria. Management priorities were identified by combining scores for risk (derived from horizon scanning) and feasibility of eradication. The results show eradication feasibility score and risk score were not correlated, indicating that risk management criteria evaluate different information than risk assessment. In all, 17 new species were identified as particularly high priorities for eradication should they establish in the future, whereas 14 emerging species were identified as priorities for eradication now. A number of species considered highest priority for eradication were terrestrial vertebrates, a group that has been the focus of a number of eradication attempts in Europe. However, eradication priorities also included a diverse range of other taxa (plants, invertebrates and fish) suggesting there is scope to broaden the taxonomic range of attempted eradication in Europe. We demonstrate that broad scale structured assessments of management feasibility can help prioritize IAS for management. Such frameworks are needed to support evidence-based decision-making.

Site selection by geese in a suburban landscape

Background

In European and North American cities geese are among the most common and most visible large herbivores. As such, their presence and behaviour often conflict with the desires of the human residents. Fouling, noise, aggression and health concerns are all cited as reasons that there are “too many”. Lethal control is often used for population management; however, this raises questions about whether this is a sustainable strategy to resolve the conflict between humans and geese when, paradoxically, it is humans that are responsible for creating the habitat and often providing the food and protection of geese at other times. We hypothesise that the landscaping of suburban parks can be improved to decrease its attractiveness to geese and to reduce the opportunity for conflict between geese and humans.

Methods

Using observations collected over five years from a botanic garden situated in suburban Belgium and data from the whole of Flanders in Belgium, we examined landscape features that attract geese. These included the presence of islands in lakes, the distance from water, barriers to level flight and the size of exploited areas. The birds studied were the tadornine goose Alopochen aegyptiaca (L. 1766) (Egyptian goose) and the anserine geese, Branta canadensis (L. 1758) (Canada goose), Anser anser (L. 1758) (greylag goose) and Branta leucopsis (Bechstein, 1803) (barnacle goose). Landscape modification is a known method for altering goose behaviour, but there is little information on the power of such methods with which to inform managers and planners.

Results

Our results demonstrate that lakes with islands attract more than twice as many anserine geese than lakes without islands, but make little difference to Egyptian geese. Furthermore, flight barriers between grazing areas and lakes are an effective deterrent to geese using an area for feeding. Keeping grazing areas small and surrounded by trees reduces their attractiveness to geese.

Conclusion

The results suggest that landscape design can be used successfully to reduce the number of geese and their conflict with humans. However, this approach has its limitations and would require humans to compromise on what they expect from their landscaped parks, such as open vistas, lakes, islands and closely cropped lawns.

Identifying hotspots of invasive alien terrestrial vertebrates in Europe to assist transboundary prevention and control

This study aims to identify environmentally suitable areas for 15 of the most harmful invasive alien terrestrial vertebrates (IATV) in Europe in a transparent and replicable way. We used species distribution models and publicly-available data from GBIF to predict environmental suitability and to identify hotspots of IATV accounting for knowledge gaps in their distributions. To deal with the ecological particularities of invasive species, we followed a hierarchical approach to estimate the global climatic suitability for each species and incorporated this information into refined environmental suitability models within Europe. Combined predictions on environmental suitability identified potential areas of IATV concentrations or hotspots. Uncertainty of predictions identified regions requiring further survey efforts for species detection. Around 14% of Europe comprised potential hotspots of IATV richness, mainly located in northern France, UK, Belgium and the Netherlands. IATV coldspots covered ~ 9% of Europe, including southern Sweden and Finland, and northern Germany. Most of Europe (~ 77% area) comprised uncertain suitability predictions, likely caused by a lack of data. Priorities on prevention and control should focus on potential hotspots where harmful impacts might concentrate. Promoting the collection of presence data within data-deficient areas is encouraged as a core strategy against IATVs.
