Fight or flight? Exploring suicide thoughts, experiences, and behaviours among correctional workers and their interventions of agency

Research indicates that, relative to the general public and most other types of public safety personnel, correctional workers are more likely to engage in suicide ideation, planning, and attempts. Yet, less is known about lived experiences towards, of, and beyond suicidality among correctional staff. To contribute to this gap in knowledge, the current study draws on qualitative, open-ended survey response data (n = 94) to explore how Canadian provincial correctional workers navigate experiences of suicide, with a focus on the individual, personal, and social factors tied to experiences towards and of suicide thoughts and behaviours. By engaging the seminal works of Foucault, Žižek, and Deleuze and Guattari, we explore respondents' distinct forms of agency when grappling with, challenging, and transcending thoughts around suicide. We then discuss the research implications, with an emphasis on providing correctional workers with confidential, non-stigmatised well-being and treatment-seeking resources and processes, and more health care funding to fully cover timely and sufficient mental health treatment, prevention, and intervention.

Mental Health Disorders and Suicidal Behaviors Among Provincial Correctional Workers

OBJECTIVE

We examined the prevalence ofmental health disorders and suicidal behaviors (ideation, planning, and attempts) among a sample of provincial correctional workers in Manitoba.

METHODS

Self-reported mental health data from a survey on correctional worker mental health and well-being were analyzed for 491 correctional workers.

RESULTS

Over half (57%) of respondents screened positive for mental health disorder, most commonly major depressive disorder, and over one-third of respondents (37%) screened positive for more than one disorder. Positive mental health screens for all mental health disorders were associated with statistically significantly increased odds of lifetime suicidal ideation, and positive screens for most disorders were associated with past year suicidal ideation.

CONCLUSIONS

Relative to other public safety personnel and the general public, correctional workers appear have a higher prevalence of mental health disorders and suicidal behaviors. The association between positive screens for mental health disorders and suicidal behaviors highlights the vulnerability of correctional workers in regards to mental well-being.

Understanding overdose incidents in Canadian federal custody

BACKGROUND

While the community effects of the opioid-related drug crisis in Canada are well documented, limited detailed data is available on overdose trends among custodial populations. Given that this crisis has disproportionate impacts on justice involved persons, research is needed to understand the implications of this crisis within institutional settings.

METHODS

We examined all overdose incidents that occurred between the 2012/2013 and 2018/2019 fiscal years in a federal correctional institution in Canada. An incident report search was conducted to identify overdose related incidents during this period. Information about the incident and characteristics of the victim was collected from incident reports, investigations, and victim case files.

RESULTS

Over the period under examination, overdose incidents steadily increased (i.e., from 40 in 2012/2013, to 110 non-fatal incidents in 2018/2019), although there was considerable regional and institutional variation. The number of incidents involving opioids, particularly fentanyl, increased both in raw numbers and as a percentage of overall incidents (i.e., from 3% in 2012/2013 to 47% in 2017/2018, and 34% of non-fatal incidents in 2018/2019). Other substances continue to contribute to overdose incidents; in fact, non-opioid prescription medications (i.e., non-illicit medications such as anti-convulsant drugs and anti-depressants) remain the most common among intentional non-fatal incidents. Relative to the general in-custody population, victims of overdose incidents tended to be younger and were more likely to be serving a determinate sentence, be on a repeat federal sentence, and be serving time for robbery. Mental health conditions and histories of substance use were common.

CONCLUSION

The effects of the overdose crisis are pronounced within certain Canadian federal institutions, illustrated by a growing number of fentanyl-related incidents. Institutional variation and variation in incidents (e.g., substance and intentionality) highlight diversity in drug activities among this custodial population and the need for multi-faceted responses that are reflective of local situations.

Women parolees' mental health in the context of reintegration

BACKGROUND

Contributing to the literature on reintegration and community supervision, we consider the mental health experiences of women parolees and the implications for case management.

AIMS

We consider the different ways mental health considerations are responded to by parole officers and case management staff, identifying areas of tension (e.g., when psychological services are fused with supervision) but also areas of opportunity (e.g., when case management staff forge therapeutic relationships with parolees).

METHODS

Using a grounded approach we explore women's parole experiences and case management practices through a qualitative analysis of parole and casework documents. Our iterative process of document analysis included content and thematic analysis.

RESULTS

Mental health is responded to both as a therapeutic need and criminogenic risk. Therapeutic responses entail both formal and informal supportive interventions that often appear welcomed by and beneficial to parolees. Risk-based responses fuse mental health considerations into supervisory frameworks, evidenced by the prominence of mental health-related parole conditions and the role of psychologists as assessors of risk.

CONCLUSIONS/IMPLICATIONS FOR CLINICAL PRACTICE

The tension between treatment and supervision can undermine conditions favourable to responsive case management and the working alliance.

Women Offenders Under Community Supervision: Comparing the Profiles of Returners and Non-Returners to Federal Prison

As a key indicator of correctional performance, returns to custody are a topic of much empirical inquiry, yet there remains considerable debate regarding questions around who returns and why, as well as the factors that support or impede successful post-release outcomes. Research examining the post-release trajectories of federal releasees in the Canadian context, particularly in the case of women, is necessary to identify opportunities for more responsive case management practices. Drawing on the case files of 43 formerly-federally-incarcerated women referred to a day reporting centre in a large Canadian city, we explore the profiles of women who returned to federal custody from those who did not, considering factors related to demographics, personal history, specifically mental health and mental health needs, static risk and dynamic need. In general, we found that those who returned to custody tended to have more needs and more complex needs relative to non-returners. Notable differences were evident in relation to criminal history, reintegration potential, dynamic factor needs, the presence of a mental health condition, the presence of substance addiction and institutional adjustment (as measured by institutional charges and segregation placements). While not attempting to present causal relationships, we shed light on the case management needs of this particular group and identify areas in need of further inquiry.
