An interregional environmental assessment framework: revisiting environmental Kuznets curve in China

Achieving the national emission reduction targets requires joint efforts of all jurisdictions, whose sustainable development is affected by complex economic and environmental interactions among regions. An interregional environmental assessment (IREA) framework is constructed for China using multiregional input-output techniques to unravel the carbon emission connections behind interregional economic activities. Then, consumption-based emission accounting is applied in sustainability assessment, in comparison with production-based environmental Kuznets curve (EKC) tests to examine the role of regional connections in shaping EKC. Empirical results expose significant asymmetric CO2 transfer among regions in China, where the Central and Western regions have become CO2 haven for the Eastern region. EKC is valid at the national level and manifests marked regional differences between production- and consumption-based curves. The pollution haven effect alters the EKC curve by expediting the emission peak in the developed Eastern region while delaying it in the developing Western region. Thus, revisiting EKCs in the IREA framework reveals that ignoring interregional connections would lead to misleading results. Only when both production- and consumption-based EKCs transcend their turning points can we claim that environmental governance has ushered in a new era of sustainable development.

Decomposition of China's regional carbon emission paths: an analysis of environmental input and output considering regional development differences

At present, the imbalance in regional development and carbon emissions are the two major challenges that China faces in terms of achieving high-quality development. This paper takes regional development differences as the starting point. First, we adopt the improved CRITIC method to measure the comprehensive development level of 30 regions in China and use K-means clustering to divide the 30 regions into five development levels. Second, the structural path analysis for environmental input-output analysis (EIOA-SPA) model is used to quantify the transfer of carbon emissions between sectors in various regions. Finally, a comprehensive analysis is performed based on the development characteristics of each region and the decomposition results of the carbon emission paths. Then, more precise carbon emission reduction strategies are proposed for the development of different regions in China. The results show that first, the development gap between regions in China has improved, and the development of the central and western regions has achieved remarkable results. However, differences between the north and the south and the gap between coastal and inland regions still exist. Second, the direct carbon emissions of regions with different levels of development are mainly derived from high energy-consuming sectors, especially the production and supply of electricity and heat sector. Third, there are certain differences in the indirect carbon emission pathways of regions with different development levels. The transportation, storage, and postal sector in high developed regions have obvious driving effects on carbon emissions. The building sector plays a prominent role in driving carbon emissions in high developed regions and medium-high developed regions. The building sector, nonmetallic mineral products sector, metal smelting sector, and rolled processed product sector in medium developed regions and medium-low developed regions have relatively high carbon emission-stimulating effects. Therefore, it is necessary to adopt differentiated emission reduction strategies for regions with different development levels in China to achieve adequate carbon emission reductions. This effort would further promote the construction of China's ecological civilization.

Complex network analysis of carbon emission transfers under global value chains

Accompanied with the increasing complicated global value chain (GVC) networks is the carbon emission transfers among countries. Utilizing the complex network analysis alongside quadratic assignment procedure (QAP), this paper detects the community structure and influencing forces of the emission transfers under GVCs. The results imply that the bipolar structure of the network transformed gradually to tripolar owing largely to the surging of carbon emissions from China. Evidence on the existence of environmental Kuznets curve (EKC) in the emission transfers from high-income countries to low-income countries, and a U-shape relationship transfers in the reverse direction, suggesting that growing carbon emissions from both low- and high-income countries transferred to other high-income countries gradually. Gaps in technology, especially in patent applications, between source and destination countries played an important role therein.

Optimization of China's provincial carbon emission transfer structure under the dual constraints of economic development and emission reduction goals

The contradiction between China's economic development and the reduction of carbon emission is increasingly deepening along with the complex carbon emission transfer. Optimizing provincial-level carbon emission transfer in China is important for facilitating economic development and carbon emission reduction. Under these dual constraints, this study uses the slacks-based measure, marginal abatement cost, and geographically and temporally weighted regression models to measure the economic and carbon emission reduction effects and the carbon emission reduction baseline. Then, the optimization strategy and path of provincial carbon emission transfer network structure are proposed to provide policy support for achieving the dual goals of economic development and carbon emission reduction in China. This article draws the following important research conclusions. First, under the three economic development scenarios, provinces in the eastern coastal developed regions are capable of completing the expected carbon emission reduction, whereas the underdeveloped provinces in the central and northern regions are not. Second, from the perspective of the economic effect of carbon emission transfer, carbon emission transfer from most provinces promotes economic development, whereas carbon emission transfer from a few economically underdeveloped provinces hinders economic development. Third, from the perspective of the carbon emission reduction impact of carbon emission transfer, carbon emission transfer in the northeast region has a negative impact on carbon emission reduction, and carbon emission transfer in developed regions also has a negative impact on carbon emission reduction. Fourth, the optimization of the carbon emission transfer can be divided into four categories.

China's carbon emissions from the electricity sector: Spatial characteristics and interregional transfer

As a major carbon emitter, the electricity sector is crucial to the realization of China's emission reduction objectives. Existing studies focus mostly on the influencing factors, emission efficiency and low carbon development of carbon emissions in the electricity sector. Missing from the literature is an analysis of spatial characteristics of carbon emissions and the embodied carbon emission transfer caused by the separation of electricity production and consumption, which is the basis for assigning the responsibility for emission reduction. Thirty provinces in China were taken as research objects, and Moran's I index was adopted to analyze the spatial characteristics of the electricity sector's carbon emissions and carbon emission intensity. Based on multiregional input-output tables, we compared the transfer situation of China's provincial electricity carbon emissions in 2010 and 2015. The results demonstrate that, from 2010 to 2015, the electricity carbon emissions in 20 provinces increased, whereas the carbon emission intensity in 21 provinces decreased. Carbon emissions and carbon emission intensity of electricity in most provinces demonstrate positive spatial clustering characteristics. The total amount of carbon emission transfer in the electricity sector increased from 421.22 million tons in 2010 to 581.369 million tons in 2015, the number of net transfers out of areas increased from 13 to 15, and the number of net transfers into areas decreased from 16 to 15. The active degree of carbon emission transfer reveals the eastern region > the central region > the western region. Different emission reduction policies should be formulated based on the difference in resource endowment between the north and south. Provinces that transferred out large amounts of electricity carbon emissions should take greater responsibility for emission reduction. Integr Environ Assess Manag 2022;18:258-273. © 2021 SETAC.

Analyzing carbon emission transfer network structure among provinces in China: new evidence from social network analysis

Domestic trade plays a key role in China's rapid economic progress. However, the increased domestic trade causes significant variations in carbon emission transfer among provinces. This study adopted the multi-region input-output (MRIO) model and social network analysis (SNA) to estimate the carbon emission transfer. Furthermore, the carbon emission transfer network characteristics among 30 provinces and 27 sectors were analyzed by using interprovincial input-output tables for 2007, 2010, and 2012. The results showed that (1) Large differences exist in carbon emission transfer flow and its network characteristics between provinces. (2) The three industrial sectors of metal smelting and pressing sector, power, heat production, and supply sector, petroleum processing, coking, and nuclear fuel processing sector have high carbon emission transfer and pose a strong influence on the carbon emission transfer network. (3) Provinces of the eastern region have a "bidirectional spillover" role, while those of the western region have a mediating role as an "agent." Provinces of the central region have a "main inflow" role. Finally, useful policy implications and suggestions of this study are summarized.
