School building energy efficiency and NO2 related risk of childhood asthma in England and Wales: Modelling study

BACKGROUND

Climate change legislation will require dramatic increases in the energy efficiency of school buildings across the UK by 2050, which has the potential to affect air quality in schools. We assessed how different strategies for improving the energy efficiency of school buildings in England and Wales may affect asthma incidence and associated healthcare utilization costs in the future.

METHODS

Indoor concentrations of traffic-related NO2 were modelled inside school buildings representing 13 climate regions in England and Wales using a building physics school stock model. We used a health impact assessment model to quantify the resulting burden of childhood asthma incidence by combining regional health and population data with exposure-response functions from a recent high-quality systematic review/meta-analysis. We compared the effects of four energy efficiency interventions consisting of combinations of retrofit and operational strategies aiming to improve indoor air quality and thermal comfort on asthma incidence and associated hospitalization costs.

RESULTS

The highest childhood asthma incidence was found in the Thames Valley region (including London), in particular in older school buildings, while the lowest concentrations and health burdens were in the newest schools in Wales. Interventions consisting of only operational improvements or combinations of retrofit and operational strategies resulted in reductions in childhood asthma incidence (547 and 676 per annum regional average, respectively) and hospital utilization costs (£52,050 and £64,310 per annum regional average, respectively. Interventions that improved energy efficiency without operational measures resulted in higher childhood asthma incidence and hospital costs.

CONCLUSION

The effect of school energy efficiency retrofit on NO2 exposure and asthma incidence in schoolchildren depends critically on the use of appropriate building operation strategies. The findings from this study make several contributions to fill the knowledge gap about the impact of retrofitting schools on exposure to air pollutants and their effects on children's health.

Assessment of indoor environmental quality and seasonal well-being of students in a combined historic technical school building in Slovakia

One of the major present challenges in the building sector is to construct sustainable and low-energy buildings with a healthy, safe, and comfortable environment. This study is designed to explore long-term impacts of indoor environmental quality (IEQ) parameters in a historic technical school building on the health and comfort of students. The main objective is to identify environmental problems in schools and to direct public policy towards the enhancement of in-service historic buildings. The collected data on five consecutive days in various seasons from five different classrooms indicate allergy in 45% and asthma in 10% of students. Environmental factors, such as temperature, draught, noise, or light, affected 51% of students' attention. Low temperature, unpleasant air, noise, and draught were found to be the most frequent concerns for students. The lowest temperature was measured during spring at 17.6 °C, the lowest humidity of 21.1% in winter, the largest CO2 amount in the air in autumn at 2041 ppm level, and the greatest total volatile organic compounds (TVOC) as 514 µg/m3. The experimental and statistical analysis results suggest the necessity of a comprehensive restoration of the building with a focus on enhancement of IEQ as well as replacement of old non-standard materials. An effective ventilation system is also necessary. The building requires major renovations to preserve its historic features while safeguarding the well-being and comfort of students and staff. Further research is needed on acoustics, lighting, and energy factors as well as the health effects of old building materials.

Accessibility Improvement of Public Schools Through User Involvement in JAPAN

According to the amendment (2020) of the Act on the Promotion of Smooth Transportation, etc. of Elderly Persons, Disabled Persons, etc. in Japan, public primary and junior high schools, which are newly built/renovated/extended, should be designed to be physically accessible for students with special needs. In addition, existing schools should also make efforts to improve accessibility. On this background, this paper focuses on the methods to effectively promote accessibility in schools that is achieved through user involvement for inclusive education. The survey subjects were all 164 public schools in Saitama city. A questionnaire to all schools was conducted to find out 1) the features of physical obstacles impeding inclusive education and 2) examples of user involvement in the planning stage of accessibility. In the results, accessible toilets have been installed progressively. However, inaccessible routes and spaces remained because there were no lifts in most existing schools. Regarding user involvement, a good practice was discovered in one case of restroom renovation which reflected parents' requests. In reality, because of the limitation of the budget of the municipality, it was obviously difficult to provide sufficient accessibility in all 164 schools in the short period. To achieve fully accessible schools for everyone, it is crucial to create short/mid/long-term facility management strategies and to share knowledge/skills regarding accessibility improvement among administrative officers, architects, and users, so that they can find efficient and effective ways to promote accessibility.

Ventilation strategies to reduce airborne transmission of viruses in classrooms: A systematic review of scientific literature

The recent pandemic due to SARS-CoV-2 has brought to light the need for strategies to mitigate contagion between human beings. Apart from hygiene measures and social distancing, air ventilation highly prevents airborne transmission within enclosed spaces. Among others, educational environments become critical in strategic planning to control the spread of pathogens and viruses amongst the population, mainly in cold conditions. In the event of a virus outbreak - such as COVID or influenza - many school classrooms still lack the means to guarantee secure and healthy environments. The present review examines school contexts that implement air ventilation strategies to reduce the risk of contagion between students. The analysed articles present past experiences that use either natural or mechanical systems assessed through mathematical models, numerical models, or full-scale experiments. For naturally ventilated classrooms, the studies highlight the importance of the architectural design of educational spaces and propose strategies for aeration control such as CO₂-based control and risk-infection control. When it comes to implementing mechanical ventilation in classrooms, different systems with different airflow patterns are assessed based on their ability to remove airborne pathogens considering parameters like the age of air and the generation of airflow streamlines. Moreover, studies report that programmed mechanical ventilation systems can reduce risk-infection during pandemic events. In addition to providing a systematic picture of scientific studies in the field, the findings of this review can be a valuable reference for school administrators and policymakers to implement the best strategies in their classroom settings towards reducing infection risks.

Indoor Air Problems and Hoarseness in Children

OBJECTIVES

A well-functioning voice is becoming increasingly important because voice-demanding professions are increasing. The largest proportion of voice disorders is caused by factors in the environment. Moisture damage is common and can initiate microbial growth and/or diffusion of chemicals from building materials. Indoor air problems due to moisture damage are associated with a number of health symptoms, for example, rhinitis, cough, and asthma symptoms. The purpose of this study was to investigate if children attending a day care center, preschool, or school with indoor air problems due to moisture damage were hoarse more often than the children in a control group.

METHODS

Information was collected through electronic and paper questionnaires from the parents of 6- to 9-year-old children (n = 1857) attending 57 different day care centers, preschools, or schools with or without indoor air problems due to moisture damage.

RESULTS

The results showed a significant correlation between the degree of indoor air problem due to moisture damage and the frequency of hoarseness. Significant predictors for the child being hoarse every week or more often were dry cough, phlegm cough, and nasal congestion.

CONCLUSIONS

The results indicate that these symptoms and exposure to indoor air problems due to moisture damage should be included in voice anamnesis. Furthermore, efforts should be made to remediate indoor air problems due to moisture damage and to treat health symptoms.

Methods to reduce the CO(2) concentration of educational buildings utilizing internal ventilation by transferred air

The aim of this study is to develop internal ventilation by transferred air to achieve a good indoor climate with low energy consumption in educational buildings with constant air volume (CAV) ventilation. Both measurements of CO2 concentration and a multi-room calculation model are presented. The study analyzes how to use more efficiently the available spaces and the capacity of CAV ventilation systems in existing buildings and the impact this has on the indoor air quality and the energy consumption of the ventilation. The temperature differences can be used to create natural ventilation airflows between neighboring spaces. The behavior of temperature-driven airflows between rooms was studied and included in the calculation model. The effect of openings between neighboring spaces, such as doors or large apertures in the walls, on the CO2 concentration was studied in different classrooms. The air temperatures and CO2 concentrations were measured using a wireless, internet-based measurement system. The multi-room calculation model predicted the CO2 concentration in the rooms, which was then compared with the measured ones. Using transferred air between occupied and unoccupied spaces can noticeably reduce the total mechanical ventilation rates needed to keep a low CO2 concentration.
