Engaging Early-Career Scientists in Global Policy-Making

Pressing global challenges, such as climate change, the COVID-19 pandemic, or antibiotic resistance, require coordinated international responses guided by evidence-informed decisions. For this purpose, it is critical that scientists engage in providing insights during the decision-making process. However, the mechanisms for the engagement of scientists in policy-making are complex and vary internationally, which often poses significant challenges to their involvement. Herein, we address some of the mechanisms and barriers for scientists to engage in policy-making with a global perspective by early-career scientists. We highlight the importance of scientific academies, societies, universities, and early-career networks as stakeholders and how they can adapt their structures to actively contribute to shaping global policies, with representative examples from chemistry-related disciplines. We showcase the importance of raising awareness, providing resources and training, and leading discussions about connecting emerging scientists with global decision-makers to address societal challenges through policies.

SESAME - a synchrotron light source in the Middle East: an international research infrastructure in the making

SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) is an international research centre located in Jordan. The centre was established in the late 1990s with the intention to foster scientific cooperation in a region of the world that has been torn by persistent conflicts. The project is built on the idea that science can help to overcome barriers and cultural differences within the common ground of science and research. SESAME's core ambition is to operate an international state-of-the-art synchrotron users' facility in the north of Amman that is accessible to scientists from all of its members: Cyprus, Egypt, Iran, Israel, Pakistan, Palestine, Turkey and Jordan. Accordingly, SESAME has been often praised as a paramount example of science diplomacy. Our intention for this report was to investigate a concrete international research infrastructure with a specific science diplomacy interest. What were the enabling conditions for such a project to come into being and what keeps SESAME running? What were the challenges and obstacles? How does the composition of member states play into that? How is SESAME related to (and embedded in) the global synchrotron community, academia, researchers and political actors in the region and the world? Did the science diplomacy ambition behind the project turn out to be successful and how does it affect SESAME's future?

A Matter of Courtesy: The Role of Soviet Diplomacy and Soviet "System Safeguards" in Maintaining Soviet Influence on Czechoslovak Science before and after 1968

In 1969, a few short months after the Warsaw Pact invasion of Czechoslovakia, Sergei I. Prasolov, advisor to the Soviet Ambassador in Prague, informed František Šorm, President of the Czechoslovak Academy of Sciences, at a formal meeting that he welcomed Šorm's suggestion to intensify scientific exchange between Czechoslovakia and the Soviet Union. Šorm politely declined this offer. Behind the veneer of diplomatic courtesy on the part of both actors, a real drama was taking place. Šorm and the Czechoslovak Academy of Sciences had actually never formulated such a request. To the contrary, since the late 1950s the academy had repeatedly pointed out that the Soviets were incapable of coordinating scientific activities in the Eastern Bloc. The Soviet system of academic cooperation within the Eastern Bloc had already begun to collapse after the Geneva Summit of 1955, where the Soviets opened the door to international collaboration across the Iron Curtain. Yet it was only in the late 1960s that the Soviets realized that while they dominated large-scale international collaboration, they had lost control of internal developments within the Eastern Bloc.
