Building a global taxonomy of wildlife offenses

Most countries have many pieces of legislation that govern biodiversity, including a range of criminal, administrative, and civil law provisions that state how wildlife must be legally used, managed, and protected. However, related debates in conservation, such as about enforcement, often overlook the details within national legislation that define which specific acts are illegal, the conditions under which laws apply, and how they are sanctioned. Based on a review of 90 wildlife laws in 8 high-biodiversity countries with different legal systems, we developed a taxonomy that describes all types of wildlife offenses in those countries. The 511 offenses are organized into a hierarchical taxonomy that scholars and practitioners can use to help conduct legal analyses. This is significant amidst competing calls to strengthen, deregulate, and reform wildlife legislation, particularly in response to fears over zoonotic threats and large-scale biodiversity loss. It can be used to provide more nuance legal analyses and facilitate like-for-like comparisons across countries, informing processes to redraft conservation laws, review deregulation efforts, close loopholes, and harmonize legislation across jurisdictions. We applied the taxonomy in a comparison of sanctions in 8 countries for hunting a protected species. We found not only huge ranges in fines (US$0 to $200,000) and imprisonment terms (1.5 years to life imprisonment), but also fundamentally different approaches to designing sanctions for wildlife offenses. The taxonomy also illustrates how future legal taxonomies can be developed for other environmental issues (e.g., invasive species, protected areas).

Ethics and governance for internet-based conservation science research

Internet-based research is increasingly important for conservation science and has wide-ranging applications and contexts, including culturomics, illegal wildlife trade, and citizen science. However, online research methods pose a range of ethical and legal challenges. Online data may be protected by copyright, database rights, or contract law. Privacy rights may also restrict the use and access of data, as well as ethical requirements from institutions. Online data have real-world meaning, and the ethical treatment of individuals and communities must not be marginalized when conducting internet-based research. As ethics frameworks originally developed for biomedical applications are inadequate for these methods, we propose that research activities involving the analysis of preexisting online data be treated analogous to offline social science methods, in particular, nondeceptive covert observation. By treating internet users and their data with respect and due consideration, conservationists can uphold the public trust needed to effectively address real-world issues.

Comparing Cognitive Behavioral Therapy and Systemic Therapy for Social Anxiety Disorder: Randomized Controlled Pilot Trial (SOPHO-CBT/ST)

This randomized controlled trial (RCT) aimed to pilot the newly developed manualized and monitored systemic therapy (ST) for social anxiety disorder (SAD), as compared to manualized and monitored cognitive behavioral therapy (CBT). We conducted a prospective multicenter, assessor-blind pilot RCT on 38 outpatients (ICD F40.1; Structured Clinical Interview for DSM (SCID); Liebowitz Social Anxiety Scale, LSAS-SR >30). The primary outcome was level of social anxiety (LSAS-SR) at the end of treatment. A total of 252 persons were screened, and 38 patients were randomized and started therapy (CBT: 20 patients; ST: 18 patients; age: M = 36 years, SD = 14). Within-group, simple-effect intent-to-treat analyses (ITT) showed significant reduction in LSAS-SR (CBT:d = 1.04; ST:d = 1.67), while ITT mixed-design ANOVA demonstrated the advantage of ST (d = 0.81). Per-protocol analyses supported these results. Remission based on reliable change indices also demonstrated significant difference (LSAS-SR: 15% in CBT; 39% in ST;h: 0.550), supported by blind diagnosticians' ratings of those who completed therapy (SCID; 45% in CBT, 78% in ST,p = .083). No adverse events were reported. CBT and ST both reduced social anxiety, supporting patient improvement with the newly developed ST for SAD; this has yet to be verified in a subsequent confirmatory RCT.

Current practices in the identification of critical habitat for threatened species

The term critical habitat is used to describe the subset of habitat that is essential to the survival and recovery of species. Some countries legally require that critical habitat of listed threatened and endangered species be identified and protected. However, there is little evidence to suggest that the identification of critical habitat has had much impact on species recovery. We hypothesized that this may be due at least partly to a mismatch between the intent of critical habitat identification, which is to protect sufficient habitat for species persistence and recovery, and its practice. We used content analysis to systematically review critical habitat documents from the United States, Canada, and Australia. In particular, we identified the major trends in type of information used to identify critical habitat and in occupancy of habitat identified as critical. Information about population viability was used to identify critical habitat for only 1% of the species reviewed, and for most species, designated critical habitat did not include unoccupied habitat. Without reference to population viability, it is difficult to determine how much of a species' occupied and unoccupied habitat will be required for persistence. We therefore conclude that the identification of critical habitat remains inconsistent with the goal of protecting sufficient habitat to support persistence and recovery of the species. Ensuring that critical habitat identification aligns more closely with its intent will improve the accuracy of the designations and may therefore help improve the benefits to species recovery when combined with adequate implementation and enforcement of legal protections.

[Training evaluation using the four courses portfolio in primary care residents of a Teaching Unit in Murcia]

OBJECTIVE

To evaluate the performance and quality of the 10 groups of training tasks envisaged in the portfolio training model undertaken by all residents of the Primary Care Teaching Unit in Murcia.

DESIGN

A cross-sectional study was conducted on the portfolios provided and completed by all residents in May 2011.

PARTICIPANTS

All residents who were in training at that time (131).

METHOD

Ten groups of training tasks were established from those recommended by the National Commission for the specialty. The performance of each one in each of the portfolios was evaluated, and the compliance for each training task was calculated. The quality of the performance of each of the tasks was given a score, 0 points (very poor) to 10 points (excellent).

RESULTS

As regards compliance, the tasks that were most performed were: filling in the Resident book correctly and using the resident skills guide, both with 99.24%, followed by reflection reports on the training visits. All tasks had a compliance rate higher than 67%. The mean percentage of compliance was 86.49%. All tasks obtained an average score greater than 7 (outstanding). The overall mean score was 7,8 points.

CONCLUSIONS

The level of perfomance of the tasks set out in the portfolio by the residents was very satisfying. It is necessary to continue working on improving the performance of the portfolio.

[Treatment of chronic osteomuscular pain]

OBJECTIVE

To describe the prevalence of use of the 3 analgesic steps of the WHO in patients with chronic osteomuscular pain at 2 primary care centres, by means of personal interviews during the second semester of 2003 and first of 2004.

DESIGN

Cross-sectional, observational, descriptive study.

SETTING

Health centres of Puerto de Sagunto (Valencia) and Alto Palancia (Castellón), Spain.

PARTICIPANTS

Three-hundred and twenty users of the above centres with chronic osteomuscular pain.

METHOD

Systematic random sampling of the patients. Data collected from clinical histories and personal interviews.

RESULTS

Thirty-eight percent (38.7%) of the patients did not take medication to control pain or did so at insufficient doses; 54.7% used drugs of the first step of the WHO; and 6.6%, of the second. There were no patients in treatment with strong opioids. Significant differences at the time of prescribing the different analgesic treatments existed, depending on sex, educational background and patients' job. The characteristics of chronic pain (aetiology and duration of symptoms) also affected the therapy decision. There was a tendency to prescribe more analgesic as pain intensified.

CONCLUSIONS

There is a high percentage of the population without any treatment for chronic osteomuscular pain. Opioid analgesics are under-used to treat pain.

[Do patients understand their prescribed antibiotic treatments?]

OBJECTIVE

To assess to what degree patients who had been prescribed an antibiotic understand the dose and duration of the prescription.

DESIGN

Descriptive, cross-sectional.

SETTING

Primary care in Toledo.

PARTICIPANTS

People over 18 who attended 10 pharmacies in Toledo with an antibiotic prescription in April and May 2000.

MAIN MEASUREMENTS

The prescriptions were dispensed by a pharmacist in charge at each establishment. After receipt of the prescription, the patient was asked about the dose of the drug prescribed. This was then compared with the instructions on the drug.

RESULTS

155 women and 163 men made up the sample, with an average age of 46.42 (SD, 17.2). The most commonly prescribed antibiotics were: a) amoxycillin (24.2%), 2) amoxycillin-clavulanic acid (18.2%), and c) ciprofloxacin (10.6%). 63.2% of those interviewed remembered correctly the dosage prescribed without having to consult any kind of instruction, whereas 17.6% did need to consult instructions. 33% brought instructions written by the doctor. The average age of those who answered incorrectly was 52.8; and of those who answered correctly, 44.9 (p < 0.01). There were no significant differences between men and women.

CONCLUSIONS

There is an important number of patients, especially older ones, who have not received or have not understood the instructions received from their doctor.
