Shutt up: bubonic plague and quarantine in early modern England

The outbreak of bubonic plague that struck London and Westminster in 1636 provoked the usual frenzied response to epidemics, including popular flight and government-mandated quarantine. The government asserted that plague control measures were acts of public health for the benefit of all. However, contrary to this government narrative of disease prevention there was a popular account that portrayed quarantine and isolation as personal punishment rather than prudent policy. In examining the 1636 outbreak on the parish as well as the individual level, reasons for this inconsistency between official and unofficial perspectives emerge. Quarantine and its effects were not classless, and its implementation was not always strictly in the name of public health. Government application of quarantine was remarkably effective, but it could never be uncontroversial both because of circumstances and because of misuse. The flight of the wealthiest from London and Westminster left only the more socially vulnerable to be quarantined. Though plague policy was financially sensitive to the poorest, it was costly to the middling sort. Another cause of controversy was the government's use of quarantine as a punishment to control individuals found breaking other laws. Though not widely publicized, popular narratives continually included grievances about the cruelty and inequity of quarantine and the militaristic nature of its implementation. Despite these objections, quarantine remained a staple of the government response to plague outbreaks throughout the seventeenth century.

The plague under Commodus as an unintended consequence of Roman grain market regulation

This paper begins with a review of Roman grain market policies. It is argued that policies such as forced sales and maximum prices made urban consumers hesitant to rely on the market for secure access to grain. Consequently, consumers hoarded grain in their homes. The hoarded grain formed a volatile fuel ready to be ignited by the arrival of the bubonic plague bacillus. This scenario fits events in the city of Rome under Commodus. Attested grain market interventions were followed by a severe epidemic, arguably bubonic plague, which decimated the city's population.

[The origins of the Pavilion Lazaretto: quarantine architecture between the 18th and 19th centuries]

The model of pavilion lazaretto was built above the scientific basis established during the hospital reform process held in France on the lasts decades of the eighteenth century. The morphological solutions adopted for the new quarantine taxonomy has not been given by the example borrowed by the new typology of hospital as resulted in this discussion, but by existing quarantine and detention facilities in general. In this paper we will analyse all factors that have influenced in the configuration of this model of lazarettos.

The origins of the health defence system against contagious illness: the strategies of isolation and quarantine in Mediterranean cities from the XIV-XIX centuries

From the onset of the Black Death in 1347-48, Italian cities which faced the Mediterranean, an epidemic sea, constructed a complex and articulated health defence system which was an example to all other western countries. The cornerstones of this health defence system lay in quarantine, sanitary cordons, lazarets, disinfection, and in the social regulation of the population at risk. Medicine played no part. Its impotence in dealing with epidemic diseases left health defence to the initiative of the civil authorities who rigorously fought the repeated incursions of plague, which from the end of Middle Ages severely tried and tested social organisation, economic life and public order, all of which were threatened by reactions of fear and aggression. From the fifteenth century onwards the public authorities instituted health magistracies which perfected policing and hygiene strategies based on isolation, separation and social control. This progressively extended to individuals in the community through 'health certificates'. This paper follows the evolution and crises of the conceptual, cultural adn institutional response to epidemics through the centuries up to the appearance of the plague of cholera and its disappearance.

The history of public health in Rochester, New York

The untimely death of Dr. Albert D. Kaiser and the numerous tributes recognizing his ten years of unstinted service to the community have stirred a new interest in the history of public health in Rochester. Dr. Kaiser and his predecessors, notably Dr. George W. Goler (first as an assistant in 1892 and as Chief Health Officer from 1896 to 1932), developed an outstanding health department, one that has on these earnest men, and in many instances public lethargy or vested interests effectively blocked the way and left the city at the mercy of known and unknown maladies. Over the years Rochester was not unlike many growing towns in this and other respects, and the awakening of its residents to the need for community-wide precautions, as well as for scientific treatment, comprised an illuminating phase of its history, as the present vigorous programs continue to demonstrate.
