Abstract
Human-induced changes in flows of water, nutrients, and sediments have impacts on marine ecosystems. Quantifying these changes to systematically allocate management actions is a priority for many areas worldwide. Modeling nutrient and sediment loads and contributions from subcatchments can inform prioritization of management interventions to mitigate the impacts of land-based pollution on marine ecosystems. Among the catchment models appropriate for large-scale applications, N-SPECT and SedNet have been used to prioritize areas for management of water quality in coastal-marine ecosystems. However, an assessment of their relative performance, parameterization, and utility for regional-scale planning is needed. We examined how these considerations can influence the choice between the two models and the areas identified as priorities for management actions. We assessed their application in selected catchments of the Gulf of California, where managing land-based threats to marine ecosystems is a priority. We found important differences in performance between models. SedNet consistently estimated spatial variations in runoff with higher accuracy than N-SPECT and modeled suspended sediment (TSS) loads mostly within the range of variation in observed loads. N-SPECT overestimated TSS loads by orders of magnitude when using the spatially-distributed sediment delivery ratio (SDR), but outperformed SedNet when using a calibrated SDR. Differences in subcatchments' contribution to pollutant loads were principally due to explicit representation of sediment sinks and particulate nutrients by SedNet. Improving the floodplain extent model, and constraining erosion estimates by local data including gully erosion in SedNet, would improve results of this model and help identify effective management responses. Differences between models in the patterns of modeled pollutant supply were modest, but significantly influenced the prioritization of subcatchments for management.

Abstract
Systematic conservation planning increasingly underpins the conservation and management of marine and coastal ecosystems worldwide. Amongst other benefits, conservation planning provides transparency in decision-making, efficiency in the use of limited resources, the ability to minimise conflict between diverse objectives, and to guide strategic expansion of local actions to maximise their cumulative impact. The Coral Triangle has long been recognised as a global marine conservation priority, and has been the subject of huge investment in conservation during the last five years through the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security. Yet conservation planning has had relatively little influence in this region. To explore why this is the case, we identify and discuss 10 challenges that must be resolved if conservation planning is to effectively inform management actions in the Coral Triangle. These are: making conservation planning accessible; integrating with other planning processes; building local capacity for conservation planning; institutionalising conservation planning within governments; integrating plans across governance levels; planning across governance boundaries; planning for multiple tools and objectives; understanding limitations of data; developing better measures of progress and effectiveness; and making a long term commitment. Most important is a conceptual shift from conservation planning undertaken as a project, to planning undertaken as a process, with dedicated financial and human resources committed to long-term engagement.

Abstract
The need to integrate social and economic factors into conservation planning has become a focus of academic discussions and has important practical implications for the implementation of conservation areas, both private and public. We conducted a survey in the Daly Catchment, Northern Territory, to inform the design and implementation of a stewardship payment program. We used a choice model to estimate the likely level of participation in two legal arrangements - conservation covenants and management agreements - based on payment level and proportion of properties required to be managed. We then spatially predicted landholders’ probability of participating at the resolution of individual properties and incorporated these predictions into conservation planning software to examine the potential for the stewardship program to meet conservation objectives. We found that the properties that were least costly, per unit area, to manage were also the least likely to participate. This highlights a tension between planning for a cost-effective program and planning for a program that targets properties with the highest probability of participation.

Abstract
Land use change is the most significant driver linked to global species extinctions. In Northern Australia, the landscape is still relatively intact with very low levels of clearing. However, a re-energized political discourse around creating a northern food bowl means that currently intact ecosystems in northern Australia could be under imminent threat from increased land clearing and water extraction. These impacts are likely to be concentrated in a few regions with suitable soils and water supplies. The Daly River Catchment in the Northern Territory is an important catchment for both conservation and development. Land use in the Daly catchment has been subject to clearing guidelines that are largely untested in terms of their eventual implications for the spatial configuration of conservation and development. Given the guidelines are not legislated they might also be removed or revised by subsequent Territory Governments, including the recently-elected one. We examine the uncertainties around the spatial implications of full implementation of the Daly clearing guidelines and their potential effects on equity of opportunity across land tenures and land uses. We also examine how removal of the guidelines could affect conservation in the catchment. We conclude that the guidelines are important in supporting development in the catchment while still achieving conservation goals, and we recommend ways of implementing the guidelines to make best use of available land resources for intensified production.

Abstract
The Great Barrier Reef (GBR) region of Queensland, Australia, encompasses a complex and diverse array of tropical marine ecosystems of global significance. The region is also a World Heritage Area and largely within one of the world's best managed marine protected areas. However, a recent World Heritage Committee report drew attention to serious governance problems associated with the management of ports and shipping. We review the impacts of ports and shipping on biodiversity in the GBR, and propose a series of guiding principles to improve the current governance arrangements. Implementing these principles will increase the capacity of decision makers to minimize the impacts of ports and shipping on biodiversity, and will provide certainty and clarity to port operators and developers. A 'business as usual' approach could lead to the GBR's inclusion on the List of World Heritage in Danger in 2014.

Abstract
Data on the location and extent of protected areas, ecosystems, and species' distributions are essential for determining gaps in biodiversity protection and identifying future conservation priorities. However, these data sets always come with errors in the maps and associated metadata. Errors are often overlooked in conservation studies, despite their potential negative effects on the reported extent of protection of species and ecosystems. We used 3 case studies to illustrate the implications of 3 sources of errors in reporting progress toward conservation objectives: protected areas with unknown boundaries that are replaced by buffered centroids, propagation of multiple errors in spatial data, and incomplete protected-area data sets. As of 2010, the frequency of protected areas with unknown boundaries in the World Database on Protected Areas (WDPA) caused the estimated extent of protection of 37.1% of the terrestrial Neotropical mammals to be overestimated by an average 402.8% and of 62.6% of species to be underestimated by an average 10.9%. Estimated level of protection of the world's coral reefs was 25% higher when using recent finer-resolution data on coral reefs as opposed to globally available coarse-resolution data. Accounting for additional data sets not yet incorporated into WDPA contributed up to 6.7% of additional protection to marine ecosystems in the Philippines. We suggest ways for data providers to reduce the errors in spatial and ancillary data and ways for data users to mitigate the effects of these errors on biodiversity assessments.

Abstract
Coral reef fisheries are crucial to the livelihoods of tens of millions of people; yet, widespread habitat degradation and unsustainable fishing are causing severe depletion of stocks of reef fish. Understanding how social and economic factors, such as human population density, access to external markets, and modernization interact with fishing and habitat degradation to affect fish stocks is vital to sustainable management of coral reef fisheries. We used fish survey data, national social and economic data, and path analyses to assess whether these factors explain variation in biomass of coral reef fishes among 25 sites in Solomon Islands. We categorized fishes into 3 groups on the basis of life-history characteristics associated with vulnerability to extinction by fishing (high, medium, and low vulnerability). The biomass of fish with low vulnerability was positively related to habitat condition. The biomass of fishes with high vulnerability was negatively related to fishing conducted with efficient gear. Use of efficient gear, in turn, was strongly and positively related to both population density and market proximity. This result suggests local population pressure and external markets have additive negative effects on vulnerable reef fish. Biomass of the fish of medium vulnerability was not explained by fishing intensity or habitat condition, which suggests these species may be relatively resilient to both habitat degradation and fishing.

Abstract
Increased loads of land-based pollutants are a major threat to coastal-marine ecosystems. Identifying the affected marine areas and the scale of influence on ecosystems is critical to assess the impacts of degraded water quality and to inform planning for catchment management and marine conservation. Studies using remotely-sensed data have contributed to our understanding of the occurrence and influence of river plumes, and to our ability to assess exposure of marine ecosystems to land-based pollutants. However, refinement of plume modeling techniques is required to improve risk assessments. We developed a novel, complementary, approach to model exposure of coastal-marine ecosystems to land-based pollutants. We used supervised classification of MODIS-Aqua true-color satellite imagery to map the extent of plumes and to qualitatively assess the dispersal of pollutants in plumes. We used the Great Barrier Reef (GBR), the world's largest coral reef system, to test our approach. We combined frequency of plume occurrence with spatially distributed loads (based on a cost-distance function) to create maps of exposure to suspended sediment and dissolved inorganic nitrogen. We then compared annual exposure maps (2007-2011) to assess inter-annual variability in the exposure of coral reefs and seagrass beds to these pollutants. We found this method useful to map plumes and qualitatively assess exposure to land-based pollutants. We observed inter-annual variation in exposure of ecosystems to pollutants in the GBR, stressing the need to incorporate a temporal component into plume exposure/risk models. Our study contributes to our understanding of plume spatial-temporal dynamics of the GBR and offers a method that can also be applied to monitor exposure of coastal-marine ecosystems to plumes and explore their ecological influences.

Abstract
Marine protected areas (MPAs) are a primary policy instrument for managing and protecting coral reefs. Successful MPAs ultimately depend on knowledge-based decision making, where scientific research is integrated into management actions. Fourteen coral reef MPA managers and sixteen academics from eleven research, state and federal government institutions each outlined at least five pertinent research needs for improving the management of MPAs situated in Australian coral reefs. From this list of 173 key questions, we asked members of each group to rank questions in order of urgency, redundancy and importance, which allowed us to explore the extent of perceptional mismatch and overlap among the two groups. Our results suggest the mismatch among MPA managers and academics is small, with no significant difference among the groups in terms of their respective research interests, or the type of questions they pose. However, managers prioritised spatial management and monitoring as research themes, whilst academics identified climate change, resilience, spatial management, fishing and connectivity as the most important topics. Ranking of the posed questions by the two groups was also similar, although managers were less confident about the achievability of the posed research questions and whether questions represented a knowledge gap. We conclude that improved collaboration and knowledge transfer among management and academic groups can be used to achieve similar objectives and enhance the knowledge-based management of MPAs.

Abstract
The outcomes of systematic conservation planning (process of assessing, implementing, and managing conservation areas) are rarely reported or measured formally. A lack of consistent or rigorous evaluation in conservation planning has fueled debate about the extent to which conservation assessment (identification, design, and prioritization of potential conservation areas) ultimately influences actions on the ground. We interviewed staff members of a nongovernmental organization, who were involved in 5 ecoregional assessments across North and South America and the Asia-Pacific region. We conducted 17 semistructured interviews with open and closed questions about the perceived purpose, outputs, and outcomes of the ecoregional assessments in which respondents were involved. Using qualitative data collected from those interviews, we investigated the types and frequency of benefits perceived to have emerged from the ecoregional assessments and explored factors that might facilitate or constrain the flow of benefits. Some benefits reflected the intended purpose of ecoregional assessments. Other benefits included improvements in social interactions, attitudes, and institutional knowledge. Our results suggest the latter types of benefits enable ultimate benefits of assessments, such as guiding investments by institutional partners. Our results also showed a clear divergence between the respondents' expectations and perceived outcomes of implementation of conservation actions arising from ecoregional assessments. Our findings suggest the need for both a broader perspective on the contribution of assessments to planning goals and further evaluation of conservation assessments.

Abstract
Spatial and temporal dynamics of ecological processes have long been considered important in marine systems, but seldom have conservation objectives been set for them. Climate change makes the consideration of the dynamics of ecological processes in the design of marine protected areas critical. We analyzed sea-surface temperature (SST) trends and variability in Great Barrier Reef Marine Park (GBRMP) for 25 years and formulated and tested whether three sets of notional conservation objectives were met to illustrate the potential for planning to address climate change. Given mixed and limited evidence that no-take areas increase resilience to disturbances such as anomalously high temperatures (i.e., temperatures ≥1 °C above weekly mean temperature), our conservation objectives focused on areas less likely to be affected by such events at extents ranging from the entire Great Barrier Reef to the system of no-take zones and individual no-take zones. The objective sets were (1) at least 50% of temperature refugia (i.e., pixels that had high-temperature anomalies <5% or <7% of the time) within no-take zones, (2) maximum occurrence of high-temperature anomalies is <10%,< 20%, or <30% of total no-take area 90% of the time, and (3) coverage of any single no-take zone by high-temperature anomalies occurs <5% or <10% of the time. We used satellite imagery from 1985-2009 to measure SST to determine high-temperature anomalies. SSTs in the Great Barrier Reef increased significantly in some regions, and some of the conservation objectives were met by the park's current zoning plan. Dialogue between conservation scientists and managers is needed to develop appropriate conservation objectives under climate change and strategies to meet them.

Every action in a conservation plan has a different level of effect and consequently contributes differentially to conservation. We examined how several community-based, marine, management actions differed in their contribution to national-level conservation goals in Fiji. We held a workshop with experts on local fauna and flora and local marine management actions to translate conservation goals developed by the national government into ecosystem-specific quantitative objectives and to estimate the relative effectiveness of Fiji's community-based management actions in achieving these objectives. The national conservation objectives were to effectively manage 30% of the nation's fringing reefs, nonfringing reefs, mangroves, and intertidal ecosystems (30% objective) and 10% of other benthic ecosystems (10% objective). The experts evaluated the contribution of the various management actions toward national objectives. Scores ranged from 0 (ineffective) to 1 (maximum effectiveness) and included the following management actions: permanent closures (i.e., all extractive use of resources prohibited indefinitely) (score of 1); conditional closures harvested once per year or less as dictated by a management plan (0.50-0.95); conditional closures harvested without predetermined frequency or duration (0.10-0.85); other management actions, such as regulations on gear and species harvested (0.15-0.50). Through 3 gap analyses, we assessed whether the conservation objectives in Fiji had been achieved. Each analysis was based on a different assumption: (1) all parts of locally managed marine areas (including closures and other management) conserve species and ecosystems effectively; (2) closures conserve species and ecosystems, whereas areas outside closures, open to varying levels of resource extraction, do not; and (3) actions that allow different levels of resource extraction vary in their ability to conserve species and ecosystems. Under assumption 1, Fiji's national conservation objectives were exceeded in all marine ecosystems; under assumption 2, none of Fiji's conservation objectives were met; and under assumption 3, on the basis of the scores assigned by experts, Fiji achieved the 10% but not the 30% objectives for ecosystems. Understanding the relative contribution of management actions to achieving conservation objectives is critical in the assessment of conservation achievements at the national level, where multiple management actions will be needed to achieve national conservation objectives.

Abstract
Many governments have recently gone on record promising large-scale expansions of protected areas to meet global commitments such as the Convention on Biological Diversity. As systems of protected areas are expanded to be more comprehensive, they are more likely to be implemented if planners have realistic budget estimates so that appropriate funding can be requested. Estimating financial budgets a priori must acknowledge the inherent uncertainties and assumptions associated with key parameters, so planners should recognize these uncertainties by estimating ranges of potential costs. We explore the challenge of budgeting a priori for protected area expansion in the face of uncertainty, specifically considering the future expansion of protected areas in Queensland, Australia. The government has committed to adding ∼12 million ha to the reserve system, bringing the total area protected to 20 million ha by 2020. We used Marxan to estimate the costs of potential reserve designs with data on actual land value, market value, transaction costs, and land tenure. With scenarios, we explored three sources of budget variability: size of biodiversity objectives; subdivision of properties; and legal acquisition routes varying with tenure. Depending on the assumptions made, our budget estimates ranged from $214 million to $2.9 billion. Estimates were most sensitive to assumptions made about legal acquisition routes for leasehold land. Unexpected costs (costs encountered by planners when real-world costs deviate from assumed costs) responded non-linearly to inability to subdivide and percentage purchase of private land. A financially conservative approach - one that safeguards against large cost increases while allowing for potential financial windfalls - would involve less optimistic assumptions about acquisition and subdivision to allow Marxan to avoid expensive properties where possible while meeting conservation objectives. We demonstrate how a rigorous analysis can inform discussions about the expansion of systems of protected areas, including the identification of factors that influence budget variability.

Abstract
Current levels of endangerment and historical trends of species and habitats are the main criteria used to direct conservation efforts globally. Estimates of future declines, which might indicate different priorities than past declines, have been limited by the lack of appropriate data and models. Given that much of conservation is about anticipating and responding to future threats, our inability to look forward at a global scale has been a major constraint on effective action. Here, we assess the geography and extent of projected future changes in suitable habitat for terrestrial mammals within their present ranges. We used a global earth-system model, IMAGE, coupled with fine-scale habitat suitability models and parametrized according to four global scenarios of human development. We identified the most affected countries by 2050 for each scenario, assuming that no additional conservation actions other than those described in the scenarios take place. We found that, with some exceptions, most of the countries with the largest predicted losses of suitable habitat for mammals are in Africa and the Americas. African and North American countries were also predicted to host the most species with large proportional global declines. Most of the countries we identified as future hotspots of terrestrial mammal loss have little or no overlap with the present global conservation priorities, thus confirming the need for forward-looking analyses in conservation priority setting. The expected growth in human populations and consumption in hotspots of future mammal loss mean that local conservation actions such as protected areas might not be sufficient to mitigate losses. Other policies, directed towards the root causes of biodiversity loss, are required, both in Africa and other parts of the world.

Abstract
The huge conservation interest that mammals attract and the large datasets that have been collected on them have propelled a diversity of global mammal prioritization schemes, but no comprehensive global mammal conservation strategy. We highlight some of the potential discrepancies between the schemes presented in this theme issue, including: conservation of species or areas, reactive and proactive conservation approaches, conservation knowledge and action, levels of aggregation of indicators of trend and scale issues. We propose that recently collected global mammal data and many of the mammal prioritization schemes now available could be incorporated into a comprehensive global strategy for the conservation of mammals. The task of developing such a strategy should be coordinated by a super-partes, authoritative institution (e.g. the International Union for Conservation of Nature, IUCN). The strategy would facilitate funding agencies, conservation organizations and national institutions to rapidly identify a number of short-term and long-term global conservation priorities, and act complementarily to achieve them.

Abstract
Protected areas are effective at stopping biodiversity loss, but their placement is constrained by the needs of people. Consequently protected areas are often biased toward areas that are unattractive for other human uses. Current reporting metrics that emphasise the total area protected do not account for this bias. To address this problem we propose that the distribution of protected areas be evaluated with an economic metric used to quantify inequality in income— the Gini coefficient. Using a modified version of this measure we discover that 73% of countries have inequitably protected their biodiversity and that common measures of protected area coverage do not adequately reveal this bias. Used in combination with total percentage protection, the Gini coefficient will improve the effectiveness of reporting on the growth of protected area coverage, paving the way for better representation of the world's biodiversity.
