Poor relief, taxes and the first Universal Pension Reform: the origin of the Swedish welfare state reconsidered

In the year 1900, Sweden probably had the oldest population in the contemporary world. It was also the first nation to implement a universal pension system in 1913. The universal character in early social legislation has certainly been decisive for the development of the Swedish welfare state. This alternative has not been self-evident. Why did the reforms turn universal, when the continental model, the Bismarck social security system, was exclusively directed at industrial workers? Research has concentrated on demographic factors and growing demands for social security, or on the fact that Sweden was still a predominantly rural society with about 2,400 local authorities. This article examines the development of social legislation in the light of local government expenditures and incomes, and suggests an overlooked possibility: the formulation of the first universal national social security reform was a redistributional response to uneven distribution of incomes and general expenditures among the rural districts in Sweden.

The educational gradient of childbearing within cohabitation in Europe

Nearly every European Country has experienced some increase in nonmarital childbearing, largely due to increasing births within cohabitation. Relatively few studies in Europe, however, investigate the educational gradient of childbearing within cohabitation or how it changed over time. Using retrospective union and fertility histories, we employ competing risk hazard models to examine the educational gradient of childbearing in cohabitation in eight countries across europe. In all countries studied, birth risks within cohabitation demonstrated a negative educational gradient. When directly comparing cohabiting fertility with marital fertility, the negative educational gradient persists in all countries except Italy, although differences were not significant in Austria, France, and West Germany. To explain these findings, we present an alternative explanation for the increase in childbearing within cohabitation that goes beyond the explanation of the Second Demographic Transition and provides a new interpretation of the underlying mechanisms that may influence childbearing within cohabitation.

Reconstructing Indigenous ethnicities: the Arapium and Jaraqui peoples of the lower Amazon, Brazil

In Latin America, indigenous identity claims among people not previously recognized as such by the state have become a key topic of anthropological and sociological research. Scholars have analyzed the motivations and political implications of this trend and the impacts of indigenous population's growth on national demographic indicators. However, little is known about how people claiming indigenous status constructs the meaning of their indigenous ethnicity. Drawing from sixty-four indepth interviews, focus-group analyses, and participant observation, this article explores the double process of identity construction: the reconstruction of the Arapium indigenous identity and the creation of the Jaraqui indigenous identity in Brazil's Lower Amazon. The findings reveal six themes that contribute to the embodiment of a definition of indigenous identity and the establishment of a discursive basis to claim recognition: sense of rootedness, historical memory, historical transformation, consciousness, social exclusion, and identity politics.

Fertility trends, marriage patterns, and savant typologies in Albanian context

In this article, the author focuses on the speculative literalism and typologism in current scholarship to construct a taken-for-granted view, taking issue especially with many points raised in the literature on the subject that have associated fertility rates in Albania more closely with the existence of patriarchal cultural traits. This leads the author to argue that the specific rationale for the myth of many children, high fertility rates, and complex family structures in Albanian context, as elsewhere in patrilineal societies, is an ideological elaboration of patriarchy. Methodologically, the analysis of the standard view of childbearing, based on standard ethnographic methods, traditional historical sources and aggregate demographic data, is aimed to illustrate the inadequacy of the historical-ethnographic paradigm against the available empirical evidence. In turn, understanding how ideological elements are emphasized in cultural activism should lead, against current scholarship claims, to an understanding of the way in which the urgent need for male children must have been to hide away other more troubling reasons.

UK: the reality behind the "knife crime" debate

This study of teenage violent crime in Britain in 2008, extracted from a longer briefing paper published by the Institute of Race Relations, aims to provide a description of who was killed, by whom and in what circumstances — a factual description which has been largely missing from much media and political evaluation.

Projections of the ethnic minority populations of the United Kingdom 2006-2056

The ethnic minority populations in the UK are growing substantially through immigration, a youthful age structure, and in some cases relatively high fertility. Their diverse demographic and socioeconomic characteristics have attracted considerable academic and policy attention, especially insofar as those distinctive characteristics have persisted in the generations born in the UK. No official projections of the UK ethnic populations have been published since 1979. This article provides projections to 2056 and beyond of 12 ethnic groups. Given overall net immigration and vital rates as assumed in the office for National Statistics 2008-based Principal Projection, and the ethnic characteristics estimated here, the ethnic minority populations (including the Other White) would increase from 13 percent of the UK population in 2006 to 28 percent by 2031 and 44 percent by 2056, and to about half the 0-4 age group in 2056. Alternative projections assume various lower levels of immigration. Possible implications of projected changes are discussed.

No vote--no census: an account of some of the events of 1910-1911

The 2011 Census on the 27 March will be the latest in a series spanning over two centuries and covering vast demographic changes in the British population. Although the underlying aim of each census since 1801 has been to obtain an accurate enumeration of the population, successive censuses have adapted to changing social and technological circumstances, asking appropriate questions and using the best available technology to compile results. A century ago, the 1911 Census represented a shift from earlier censuses in its use of machine tabulation. Despite this innovation, however, what is perhaps most interesting about 1911 is the social and political circumstances: the 1911 Census took place against the background of a threatened boycott by the suffragette movement. The article demonstrates how, though times change and technology moves on, a successful census was conducted despite the deeply sensitive political times.

More than just nickels and dimes: a cross-national analysis of working poverty in affluent democracies

Despite its centrality to contemporary inequality, working poverty is often popularly discussed but rarely studied by sociologists. Using the Luxembourg Income Study (2009), we analyze whether an individual is working poor across 18 affluent democracies circa 2000. We demonstrate that working poverty does not simply mirror overall poverty and that there is greater cross-national variation in working than overall poverty. We then examine four explanations for working poverty: demographic characteristics, economic performance, unified theory, and welfare generosity. We utilize Heckman probit models to jointly model the likelihood of employment and poverty among the employed. Our analyses provide the least support for the economic performance explanation. There is modest support for unified theory as unionization reduces working poverty in some models. However, most of these effects appear to be mediated by welfare generosity. More substantial evidence exists for the demographic characteristics and welfare generosity explanations. An individual's likelihood of being working poor can be explained by (a) a lack of multiple earners or other adults in one's household, low education, single motherhood, having children and youth; and (b) the generosity of the welfare state in which he or she resides. Also, welfare generosity does not undermine employment and reduces working poverty even among demographically vulnerable groups. Ultimately, we encourage a greater role for the welfare state in debates about working poverty.
