Abstract
The Minamata Convention on Mercury is a multilateral environmental agreement that obligates Parties to reduce or control sources of mercury pollution in order to protect human health and the environment. The Convention includes provisions on providing technical assistance and capacity building, particularly for developing countries and countries with economies in transition, to promote its effective implementation. Evaluating the effectiveness of the Convention (as required by Article 22) is a crucial component to ensure that it meets this objective. We describe an approach to measure effectiveness, which includes a suite of short-, medium-, and long-term metrics related to five major mercury control Articles in the Convention, as well as metrics derived from monitoring of mercury in the environment using select bioindicators, including people. The use of existing biotic Hg data will define spatial gradients (e.g., biological mercury hotspots), baselines to develop relevant temporal trends, and an ability to assess risk to taxa and human communities of greatest concern. We also recommend the development of a technical document that describes monitoring options for the Conference of Parties, to provide science-based standardized guidelines for collecting relevant monitoring information, as guided by Article 19.

Abstract
Seabirds are ideal model organisms to track mercury (Hg) through marine food webs as they are long-lived, broadly distributed, and are susceptible to biomagnification due to foraging at relatively high trophic levels. However, using these species as biomonitors requires a solid understanding of the degree of species, sexual and age-specific variation in foraging behaviors which act to mediate their dietary exposure to Hg. We combined stomach content analysis along with Hg and stable isotope analyses of blood, feathers and common prey items to help explain inter and intra-specific patterns of dietary Hg exposure across three sympatric Pygoscelis penguin species commonly used as biomonitors of Hg availability in the Antarctic marine ecosystem. We found that penguin tissue Hg concentrations differed across species, between adults and juveniles, but not between sexes. While all three penguins species diets were dominated by Antarctic krill (Euphausia superba) and to a lesser extent fish, stable isotope based proxies of relative trophic level and krill consumption could not by itself sufficiently explain the observed patterns of inter and intra-specific variation in Hg. However, integrating isotopic approaches with stomach content analysis allowed us to identify the relatively higher risk of Hg exposure for penguins foraging on mesopelagic prey relative to congeners targeting epipelagic or benthic prey species. When possible, future seabird biomonitoring studies should seek to combine isotopic approaches with other, independent measures of foraging behavior to better account for the confounding effects of inter and intra-specific variation on dietary Hg exposure.

Abstract
We studied mercury contamination in 25 seabird species breeding along a latitudinal gradient across the Southern Ocean, from Gough Island (40°S) through Marion Island (47°S) to Byers Peninsula (63°S). Total mercury concentrations in body feather samples of adults caught at breeding colonies from 2008 to 2011 were determined. Krill (Euphausia spp.) and other zooplankton consumers had low mercury concentrations (gentoo penguin Pygoscelis papua, chinstrap penguin Pseudomonas Antarctica, common diving petrel Pelecanoides urinatrix, broad-billed prion Pachyptila vittata; mean levels 308-753 ng g(-1)), whereas seabirds consuming squid or carrion had high mercury concentrations (ascending order: Kerguelen petrel Aphrodroma brevirostris, southern giant petrel Macronectes giganteus, soft-plumaged petrel Pterodroma mollis, sooty albatross Phoebetria fusca, Atlantic petrel Pterodroma incerta, northern giant petrel Macronectes halli, great-winged petrel Pterodroma macroptera; 10,720-28038 ng g(-1)). The two species with the highest mercury concentrations, northern giant petrels and great-winged petrels, bred at Marion Island. Among species investigated at multiple sites, southern giant petrels had higher mercury levels at Marion than at Gough Island and Byers Peninsula. Mercury levels among Byers Peninsula seabirds were low, in two species even lower than levels measured 10 years before at Bird Island, South Georgia. Replicate measurements after about 25 years at Gough Island showed much higher mercury levels in feathers of sooty albatrosses (by 187%), soft-plumaged petrels (53%) and Atlantic petrels (49%). Concentrations similar to the past were detected in southern giant petrels at Gough and Marion islands, and in northern giant petrels at Marion. There were no clear indications that timing of moult or migratory behavior affected mercury contamination patterns among species. Causes of inter-site or temporal differences in mercury contamination could not be verified due to a lack of long-term data related to species' diet and trophic levels, which should be collected in future together with data on mercury contamination.

Abstract
Penguins have been recently identified as useful bioindicators of mercury (Hg) transfer to food webs in the Southern Ocean over different spatial and temporal scales. Here, feather Hg concentrations were measured in adults and chicks of all the seven penguin species breeding in the southern Indian Ocean, over a large latitudinal gradient spanning Antarctic, subantarctic and subtropical sites. Hg was also measured in feathers of museum specimens of penguins collected at the same sites in the 1950s and 1970s. Our aim was to evaluate geographical and historical variations in Hg transfer to penguins, while accounting for feeding habits by using the stable isotope technique (δ(13)C, habitat; δ(15)N, diet/trophic level). Adult feather Hg concentrations in contemporary individuals ranged from 0.7 ± 0.2 to 5.9 ± 1.9 μg g(-1) dw in Adélie and gentoo penguins, respectively. Inter-specific differences in Hg accumulation were strong among both adults and chicks, and mainly linked to feeding habits. Overall, penguin species that feed in Antarctic waters had lower feather Hg concentrations than those that feed in subantarctic and subtropical waters, irrespective of age class and dietary group, suggesting different Hg incorporation into food webs depending on the water mass. While accounting for feeding habits, we detected different temporal variations in feather Hg concentrations depending on species. Notably, the subantarctic gentoo and macaroni penguins had higher Hg burdens in the contemporary rather than in the historical sample, despite similar or lower trophic levels, respectively. Whereas increases in Hg deposition have been recently documented in the Southern Hemisphere, future monitoring is highly needed to confirm or not this temporal trend in penguins, especially in the context of actual changing Hg emission patterns and global warming.

Abstract
The presence of xenobiotics, such as metals, in ecosystems is concerning due to their durability and they pose a threat to the health and life of organisms. Moreover, mercury can biomagnify in many marine food chains and, therefore, organisms at higher trophic levels can be adversely impacted. Although feathers have been used extensively as a bio-monitoring tool, only a few studies have addressed the effect of both age and sex on metal accumulation. In this study, the concentrations of trace elements were determined in the feathers of all members of a captive colony of African Penguins (Spheniscus demersus) housed in a zoological facility in Italy. Tests were performed by inductively coupled plasma-mass spectrometry to detect aluminum, arsenic, cadmium, cobalt, chromium, copper, iron, manganese, nickel, lead, selenium, tin, vanadium, and zinc. Mercury was detected by a direct mercury analyzer. Sexing was performed by a molecular approach based on analyzing the chromo-helicase-DNA-binding1 gene, located on the sex chromosomes. Sex- and age-related differences were studied in order to investigate the different patterns of metal bioaccumulation between male and female individuals and between adults and juveniles. Juvenile females had significantly higher arsenic levels than males, while selenium levels increased significantly with age in both sexes. Penguins kept in controlled environments-given that diet and habitat are under strict control-represent a unique opportunity to determine if and how metal bioaccumulation is related to sex and age.

Abstract
Trace elements (n=14) and persistent organic pollutants (POPs, n=30) were measured in blood, liver, kidney, muscle and feathers of 10 Antarctic prions (Pachyptila desolata) from Kerguelen Islands, southern Indian Ocean, in order to assess their concentrations, tissue distribution, and inter-tissue and inter-contaminant relationships. Liver, kidney and feathers presented the highest burdens of arsenic, cadmium and mercury, respectively. Concentrations of cadmium, copper, iron, and zinc correlated in liver and muscle, suggesting that uptake and pathways of metabolism and storage were similar for these elements. The major POPs were 4,4'-DDE, mirex, PCB-153 and PCB-138. The concentrations and tissue distribution patterns of environmental contaminants were overall in accordance with previous results in other seabirds. Conversely, some Antarctic prions showed surprisingly high concentrations of BDE-209. This compound has been rarely observed in seabirds before, and its presence in Antarctic prions could be due to the species feeding habits or to the ingestion of plastic debris. Overall, the study shows that relatively lower trophic level seabirds (zooplankton-eaters) breeding in the remote southern Indian Ocean are exposed to a wide range of environmental contaminants, in particular cadmium, selenium and some emerging-POPs, which merits further toxicological investigations.

Abstract
Hg can affect physiology of seabirds and ultimately their demography, particularly if they are top consumers. In the present study, body feathers of >200 wandering albatrosses from Possession Island in the Crozet archipelago were used to explore the potential demographic effects of the long-term exposure to Hg on an apex predator. Variations of Hg with sex, age class, foraging habitat (inferred from δ(13)C values), and feeding habits (inferred from δ(15)N values) were examined as well as the influence of Hg on current breeding output, long-term fecundity and survival. Wandering albatrosses displayed among the highest Hg feather concentrations reported for seabirds, ranging from 5.9 to 95 µg g(-1), as a consequence of their high trophic position (δ(15)N values). These concentrations fall within the same range of those of other wandering albatross populations from subantarctic sites, suggesting that this species has similar exposure to Hg all around the Southern Ocean. In both immature and adult albatrosses, females had higher Hg concentrations than males (28 vs. 20 µg g(-1) dw on average, respectively), probably as a consequence of females foraging at lower latitudes than males (δ(13)C values). Hg concentrations were higher in immature than in adult birds, and they remained fairly constant across a wide range of ages in adults. Such high levels in immature individuals question (i) the frequency of moult in young birds, (ii) the efficiency of Hg detoxification processes in immatures compared to adults, and (iii) importantly the potential detrimental effects of Hg in early life. Despite very high Hg concentrations in their feathers, neither effects on adults' breeding probability, hatching failure and fledgling failure, nor on adults' survival rate were detected, suggesting that long-term bioaccumulated Hg was not under a chemical form leading to deleterious effects on reproductive parameters in adult individuals.

Abstract
The wide geographic distribution of penguins (Order Sphenisciformes) throughout the Southern Hemisphere provided a unique opportunity to use a single taxonomic group as biomonitors of mercury among geographically distinct marine ecosystems. Mercury concentrations were compared among ten species of penguins representing 26 geographically distinct breeding populations. Mercury concentrations were relatively low (⩽2.00ppm) in feathers from 18/26 populations considered. Population-level differences in trophic level explained variation in mercury concentrations among Little, King, and Gentoo penguin populations. However, Southern Rockhopper and Magellanic penguins breeding on Staten Island, Tierra del Fuego, had the highest mercury concentrations relative to their conspecifics despite foraging at a lower trophic level. The concurrent use of stable isotope and mercury data allowed us to document penguin populations at the greatest risk of exposure to harmful concentrations of mercury as a result of foraging at a high trophic level or in geographic 'hot spots' of mercury availability.

Abstract
Production of methylmercury (MeHg) in ocean waters and its bioaccumulation in marine organisms are critical processes controlling the fate and toxicity of mercury (Hg). However, these processes are not well understood in the Antarctic, where high levels of MeHg are observed in the subsurface ocean (100-1000 m). We explored the use of Hg stable isotope compositions in historical and modern biological deposits as a new approach for discerning Hg sources and tracing MeHg cycling in the ocean and bioaccumulation in marine biota. We found similar mass independent isotope fractionation (MIF) of Hg between a sediment profile containing historical penguin and seal feces deposits from coastal Antarctica and modern penguin and seal feces, suggesting that penguin and seal feces were the dominant sources of Hg to the sediments at different time periods. Furthermore, sediments dominated by seal feces displayed a significantly lower MIF slope (Δ(199)Hg/Δ(201)Hg) than those dominated by penguin feces despite similar extents of MIF. Since seals forage at greater depths (>400 m) than penguins (<100 m), the high MIF values and lower Δ(199)Hg/Δ(201)Hg in seal feces suggest that a significant fraction of MeHg accumulated by seals was produced in situ in the subsurface ocean from residual inorganic Hg(II) that sank from the euphotic zone after partial photoreduction. Our results suggest that in situ Hg methylation can be an important source of MeHg for marine biota, and Hg isotope compositions in biological archives can be valuable tracers of MeHg cycling.

Abstract
Top marine predators are effective tools to monitor bioaccumulative contaminants in remote oceanic environments. Here, we used the wide-ranging wandering albatross Diomedea exulans to investigate potential geographical variations of contaminant transfer to predators in the Southern Ocean. Blood concentrations of 19 persistent organic pollutants and 14 trace elements were measured in a large number of individuals (N = 180) of known age, sex and breeding status from the subantarctic Crozet Islands. Wandering albatrosses were exposed to a wide range of contaminants, with notably high blood mercury concentrations. Contaminant burden was markedly influenced by latitudinal foraging habitats (inferred from blood δ(13)C values), with individuals feeding in warmer subtropical waters having lower concentrations of pesticides, but higher concentrations of mercury, than those feeding in colder subantarctic waters. Sexual differences in contaminant burden seemed to be driven by gender specialization in feeding habitats, rather than physiological characteristics, with females foraging further north than males. Other individual traits, such as adult age and reproductive status, had little effect on blood contaminant concentrations. Our study provides further evidence of the critical role of global distillation on organic contaminant exposure to Southern Ocean avian predators. In addition, we document an unexpected high transfer of mercury to predators in subtropical waters, which merits further investigation.

Abstract
Arctic organisms are exposed to various levels of pollutants, among which mercury (Hg) has raised important environmental concerns. Previous studies examining Hg levels, trends, and effects on Arctic marine top predators have focused on the Arctic region. However, many of these top predators, such as seabirds, migrate to spend a large part of their life cycle far from the Arctic in areas where their exposure to contaminants is largely unknown. By combining biotelemetry and Hg and stable isotope analyses, we studied the seasonal Hg contamination of little auks (Alle alle, the most abundant Arctic seabird) in relation to their distribution and marine foraging habitat, as well as its potential impacts on bird reproduction. We show that little auks were ∼ 3.5 times more contaminated when outside the breeding season, and that Hg that accumulated during this nonbreeding non-Arctic period was related to egg size the following season, with females having more Hg laying smaller eggs. Our results highlight that ecotoxicological studies should be expanded to yield a comprehensive understanding of contamination risks and associated threats to top predators over their entire annual cycle. Furthermore, we show that an important nonbreeding area located in the northwest Atlantic was associated with greater Hg contamination and demonstrate the utility of bird-borne miniaturized technology for evaluating the contamination of marine systems on large spatial scales.

Abstract
Inter-annual variation in tissue mercury concentrations in birds can result from annual changes in the bioavailability of mercury or shifts in dietary composition and/or trophic level. We investigated potential annual variability in mercury dynamics in the Antarctic marine food web using Pygoscelis penguins as biomonitors. Eggshell membrane, chick down, and adult feathers were collected from three species of sympatrically breeding Pygoscelis penguins during the austral summers of 2006/2007-2010/2011. To evaluate the hypothesis that mercury concentrations in penguins exhibit significant inter-annual variation and to determine the potential source of such variation (dietary or environmental), we compared tissue mercury concentrations with trophic levels as indicated by δ(15)N values from all species and tissues. Overall, no inter-annual variation in mercury was observed in adult feathers suggesting that mercury exposure, on an annual scale, was consistent for Pygoscelis penguins. However, when examining tissues that reflected more discrete time periods (chick down and eggshell membrane) relative to adult feathers, we found some evidence of inter-annual variation in mercury exposure during penguins' pre-breeding and chick rearing periods. Evidence of inter-annual variation in penguin trophic level was also limited suggesting that foraging ecology and environmental factors related to the bioavailability of mercury may provide more explanatory power for mercury exposure compared to trophic level alone. Even so, the variable strength of relationships observed between trophic level and tissue mercury concentrations across and within Pygoscelis penguin species suggest that caution is required when selecting appropriate species and tissue combinations for environmental biomonitoring studies in Antarctica.

Abstract
Mercury (Hg) contamination poses potential threats to ecosystems worldwide. In order to study Hg bioavailability in the poorly documented southern Indian Ocean, Hg exposure was investigated in the large avian community of Kerguelen Islands. Adults of 27 species (480 individuals) showed a wide range of feather Hg concentrations, from 0.4 ± 0.1 to 16.6 ± 3.8 μg g(-1) dry weight in Wilson's storm petrels and wandering albatrosses, respectively. Hg concentrations increased roughly in the order crustacean- < fish- ≤ squid- ≤ carrion-consumers, confirming that diet, rather than taxonomy, is an important driver of avian Hg exposure. Adults presented higher Hg concentrations than chicks, due to a longer duration of exposure, with the only exception being the subantarctic skua, likely because of feeding habits' differences of the two age-classes in this species. High Hg concentrations were reported for three species of the poorly known gadfly petrels, which merit further investigation.
