Assessment of public perception and environmental compliance at a pulp and paper facility: a Canadian case study

Sources, impacts, factors affecting Cr uptake in plants, and mechanisms behind phytoremediation of Cr-contaminated soils

Chromium (Cr) is released into the environment through anthropogenic activities and has gained significant attention in the recent decade as environmental pollution. Its contamination has adverse effects on human health and the environment e.g. decreases soil fertility, alters microbial activity, and reduces plant growth. It can occur in different oxidation states, with Cr(VI) being the most toxic form. Cr contamination is a significant environmental and health issue, and phytoremediation offers a promising technology for remediating Cr-contaminated soils. Globally, over 400 hyperaccumulator plant species from 45 families have been identified which have the potential to remediate Cr-contaminated soils through phytoremediation. Phytoremediation can be achieved through various mechanisms, such as phytoextraction, phytovolatilization, phytodegradation, phytostabilization, phytostimulation, and rhizofiltration. Understanding the sources and impacts of Cr contamination, as well as the factors affecting Cr uptake in plants and remediation techniques such as phytoremediation and mechanisms behind it, is crucial for the development of effective phytoremediation strategies. Overall, phytoremediation offers a cost-effective and sustainable solution to the problem of Cr pollution. Further research is needed to identify plant species that are more efficient at accumulating Cr and to optimize phytoremediation methods for specific environmental conditions. With continued research and development, phytoremediation has the potential to become a widely adopted technique for the remediation of heavy metal-contaminated soils.

Baseline monitoring of contaminant concentrations in American lobster (Homarus americanus) tissues from coastal Northumberland Strait, Nova Scotia, Canada

A baseline survey was conducted in 2018 to characterize contaminants in American lobsters, Homarus americanus in the Northumberland Strait, Canada. Sampling included three age classes of lobsters at sites 4, 20, and 70 km from the Boat Harbour estuary, a historically contaminated site set to undergo remediation. Lobster tissues were measured for metal(loids), methylmercury, polycyclic aromatic hydrocarbons, and polychlorinated dibenzo-p-dioxins and polychlorinated dibenzo-p-furans. Contaminant concentrations were generally below the guidelines set by the Canadian Council of Ministers of the Environment and the Canadian Food Inspection Agency, except for arsenic which was elevated in all age classes from all sites (4.8-12.68 mg kg^-1). Mercury and methylmercury (both ~0.04 mg kg^-1) minimally exceeded one guideline in some age-classes and sites. There was also no consistent pattern of contaminant accumulation across either age classes or at particular sites. This study serves as a baseline for future monitoring following remediation of Boat Harbour.

Application of the paleolimnological method to assess metal contaminant distribution (As, Cu, Pb, Zn) in pulp mill stabilization basin sediments, Nova Scotia, Canada

The paleolimnological method was used to decouple geogenic and anthropogenic metal (loids) contributions in a sediment stabilization basin (Boat Harbour) located in Nova Scotia, Canada. Boat Harbour has been impacted by industrial effluents discharged by a bleached kraft pulp mill (1967 to 2019) and a chlor-alkali plant (1971 to 1992). The former estuary now contains >577,000 m³ of unconsolidated sediment, impacted by inorganic and organic contaminants, including metal[loid]s, polycyclic aromatic hydrocarbons and polychlorinated dibenzo-p-dioxins, polychlorinated dibenzofurans. Previous studies indicated significant knowledge gaps in our understanding of the spatial, stratigraphic, and temporal variation of sediment contamination. Twenty-five lakebed sediment gravity cores were obtained between 2016 and 2019 to determine spatiotemporal distribution of sediment As, Cu, Pb, and Zn concentrations which consistently exceeded guidelines for aquatic sediments. Results demonstrate there is no distinct spatial trend in metal concentrations despite point source effluent inputs. High and variable concentrations of Cu and Zn in contaminated sediment likely represent a combination of cation capture by highly organic sediment and influence of pulp mill on lakebed sediment chemistry. Elevated Pb in contaminated sediment is the result of atmospheric deposition from combustion of fossil fuels and bioaccumulation in effluent feedstock. Average sedimentation rate (1 cm every 3 years) is high compared to a nearby freshwater lake and is enhanced by increased nutrient loading and more productive water column conditions associated with effluent introduction. Temporal trends indicate significantly higher concentrations of Zn and Cu in top sediment samples consistent with changes in effluent treatment procedures as well as composition of effluent solids. Comparison of geochemistry of effluent influenced sediment and pre-effluent substate sediment at Boat Harbour to freshwater and marine reference was required to understand the degree to which geogenic and anthropogenic sources of metal(loids) have influenced effluent chemistry. This study demonstrates that undisturbed, time transgressive samples from both impacted sites and reference sites combined with non-destructive, rapid, small sample analytical techniques such as X-ray fluorescence, provide an accurate assessment of sediment metal contaminant distribution, data required to guide remediation and environmental effects monitoring and compliance.

A toxicity-based analysis of Canada's National Pollutant Release Inventory (NPRI): a case study in Nova Scotia

After the success of the Toxics Release Inventory (TRI) in the United States (US), Canada created the National Pollutant Release Inventory (NPRI). Both NPRI and TRI focus on public opinion to coerce facilities to reduce quantities of emissions, through market pressure, although early reductions in Canada may be attributed to traditional command-and-control mechanisms. NPRI uses a quantity-based approach to report atmospheric and effluent releases of pollutants to air and water, but does not account for relative toxicity of releases, which could lead to harmful chemicals being overlooked. A toxicity-based approach using characterization factors from the USEtox® environmental impact assessment tool was used for this study. Releases of organic and inorganic pollutants to both air and water in Nova Scotia for 2015 were analyzed. Using an ecotoxicity analysis found that the highest priority chemicals identified using the NPRI's quantity-based approach differed markedly from those identified using the toxicity-based approach. Many of the high-priority chemicals identified using toxicity-based analysis are detrimental to ecosystem health and warrant regulatory attention. The Office of the Auditor General of Canada recently suggested that the Canadian federal government needs to improve control risks of toxic substances. Using a toxicity-based approach may help decision makers in the Canadian federal government effectively control risks of toxic substances and help to inform decision makers, regulators, and Canadians about those risks.

Characterization and spatial distribution of organic-contaminated sediment derived from historical industrial effluents

Organic sediment contaminants [polychlorinated dibenzo-p-dioxins, polychlorinated dibenzofurans (PCDD/Fs), and polycyclic aromatic hydrocarbons (PAHs)] were assessed using secondary monitoring data from a former tidal estuary (Boat Harbour) impacted by historical industrial effluents. Spatiotemporal characterization of PCDD/Fs and PAHs in sediments was conducted to inform a sediment remediation program designed to return this contaminated aquatic site back to a tidal lagoon. Spatiotemporal variations of sediment PCDD/F and PAH concentrations across Boat Harbour and off-site reference locations were assessed using secondary monitoring data collected between 1992 and 2015. Sediment PCDD/F toxic equivalency (TEQ) and PAH concentrations were compared to sediment quality guidelines. Sediment PCDD/F concentrations exceeded the highest effect thresholds posing severe ecological health risks. High sediment PCDD/F concentrations have persisted in Boat Harbour despite implementation of Pulp and Paper Mill Effluent Chlorinated Dioxins and Furans Regulations in 1992. PAH concentrations varied greatly. Five individual PAH compounds frequently exceeded severe effect thresholds, in contrast to total PAHs, which were below severe effect thresholds. Forensic analysis using PAH diagnostic ratios suggests pyrogenic PAHs derived from wood processes or coal combustion were likely sources. Twenty-five years of monitoring data revealed large data gaps in our understanding of sediment characteristics in Boat Harbour. Gaps included spatial (vertical and horizontal) and temporal variations, presenting challenges for remediation to accurately delineate sediment contaminants. Deeper horizons were poorly characterized compared to shallow sediments (0-15 cm). Historical secondary monitoring data showed that spatial coverage across Boat Harbour was inadequate. Due to severe ecological health risks associated with high sediment PCDD/F concentrations, remediation of the entire sediment inventory is recommended. Detailed vertical and horizontal sampling within Boat Harbour, establishment of local baseline concentrations, and additional sampling in down-gradient-receiving environments for a suite of contaminants are required to better characterize sediments prior to remediation.

Baseline assessment of contaminants in marine biota prior to remediation of industrial effluent impacted sediments in a former tidal estuary in Nova Scotia, Canada

Contaminated sediments at a pulp mill and former chor-alkali effluent treatment facility in Nova Scotia, Canada will undergo remediation. However, baseline studies assessing contaminants in marine biota in the marine receiving environment are lacking. Historical qualitative and quantitative contaminant data in biota from Boat Harbour (a former tidal lagoon which was used to treat industrial effluent since 1967), and surrounding marine environment were reviewed to establish baseline pollution from industrial effluent and contaminated sediments. Elevated metal, dioxins and furan concentrations previously measured in marine biota needs updating to help inform pre-remediation monitoring. Selection of species, contaminants of concern and sampling locations were ad hoc and often inconsistent with environmental effects monitoring requirements under Canadian federal Pulp and Paper Effluent Regulations. These consolidated baseline data are required to determine historical impacts and to assist future monitoring during Boat Harbour sediment remediation to compare against.

Reducing marine pollution from single-use plastics (SUPs): A review

Single-use plastics, or SUPs (plastic bags, microbeads, cutlery, straws and polystyrene) are substantial sources of plastic marine pollution, yet preventable via legislative and non-legislative interventions. Various international legislative strategies have been reported to address plastic marine pollution from plastic bags and microbeads, but these have since been accompanied by recent increasing public awareness triggered by international agencies and organizations. The Sixth International Marine Debris Conference highlighted increasing intervention strategies to mitigate SUP pollution. This study presents new multi-jurisdictional legislative interventions to reduce SUPs since 2017 and incorporates emergence of new non-legislative interventions to mitigate other types of SUPs at individual and private-sector levels that complement or influence legislative interventions. Further, effectiveness of SUP bag interventions (e.g., bans vs. levies) to help reduce SUP marine pollution are presented and range between 33 and 96% reduction in bag use.

The effects of dredging and environmental conditions on concentrations of polycyclic aromatic hydrocarbons in the water column

Sediment dredging can cause damage to the marine environment due to mobilization of sediments and contaminants. The effects of dredging and boundary environmental conditions on the concentration of Polycyclic Aromatic Hydrocarbons (PAHs) in water were evaluated during dredging of the Oil Port of Genoa-Multedo (Italy). Results showed that turbidity and PAH concentrations increased in the water during dredging. However, the scenario was complex due to the high number of interacting physical-chemical factors influencing PAH concentrations and transport. Due to these, PAH distribution is different in water, where low-molecular-weight PAHs were predominant (maximum concentration 0.105 μg L^-1), and in bottom sediments, where high-molecular-weight PAHs had the highest concentrations (from 299.3 to 1256.5 ng g^-1). Moreover, mainly during dredging the PAH concentrations in water were significantly higher inside than outside the port as a consequence of the lower dynamics within the port basin. Turbidity was the main parameter related to PAH concentrations.

Pilot study investigating ambient air toxics emissions near a Canadian kraft pulp and paper facility in Pictou County, Nova Scotia

Air toxics are airborne pollutants known or suspected to cause cancer or other serious health effects, including certain volatile organic compounds (VOCs), prioritized by the US Environmental Protection Agency (EPA). While several EPA-designated air toxics are monitored at a subset of Canadian National Air Pollution Surveillance (NAPS) sites, Canada has no specific "air toxics" control priorities. Although pulp and paper (P&P) mills are major industrial emitters of air pollutants, few studies quantified the spectrum of air quality exposures. Moreover, most NAPS monitoring sites are in urban centers; in contrast, rural NAPS sites are sparse with few exposure risk records. The objective of this pilot study was to investigate prioritized air toxic ambient VOC concentrations using NAPS hourly emissions data from a rural Pictou, Nova Scotia Kraft P&P town to document concentration levels, and to determine whether these concentrations correlated with wind direction at the NAPS site (located southwest of the mill). Publicly accessible Environment and Climate Change Canada data (VOC concentrations [Granton NAPS ID: 31201] and local meteorological conditions [Caribou Point]) were examined using temporal (2006-2013) and spatial analytic methods. Results revealed several VOCs (1,3-butadiene, benzene, and carbon tetrachloride) routinely exceeded EPA air toxics-associated cancer risk thresholds. 1,3-Butadiene and tetrachloroethylene were significantly higher (p < 0.05) when prevailing wind direction blew from the northeast and the mill towards the NAPS site. Conversely, when prevailing winds originated from the southwest towards the mill, higher median VOC air toxics concentrations at the NAPS site, except carbon tetrachloride, were not observed. Despite study limitations, this is one of few investigations documenting elevated concentrations of certain VOCs air toxics to be associated with P&P emissions in a community. Findings support the need for more research on the extent to which air toxics emissions exist in P&P towns and contribute to poor health in nearby communities.

Spatiotemporal assessment (quarter century) of pulp mill metal(loid) contaminated sediment to inform remediation decisions

A bleached kraft pulp mill in Nova Scotia has discharged effluent wastewater into Boat Harbour, a former tidal estuary within Pictou Landing First Nation since 1967. Fifty years of effluent discharge into Boat Harbour has created >170,000 m³ of unconsolidated sediment, impacted by inorganic and organic contaminants, including metal[loid]s, polycyclic aromatic hydrocarbons (PAHs), dioxins, and furans. This study aimed to characterize metal(loid)-impacted sediments to inform decisions for a $89 million CAD sediment remediation program. The remediation goals are to return this impacted aquatic site to pre-mill tidal conditions. To understand historical sediment characteristics, spatiotemporal variation covering ~quarter century, of metal(loid) sediment concentrations across 103 Boat Harbour samples from 81 stations and four reference locations, were assessed by reviewing secondary data from 1992 to 2015. Metal(loid) sediment concentrations were compared to current Canadian freshwater and marine sediment quality guidelines (SQGs). Seven metal(loid)s, As, Cd, Cr, Cu, Pb, Hg, and Zn, exceeded low effect freshwater and marine SQGs; six, As, Cd, Cr, Pb, Hg, and Zn, exceeded severe effect freshwater SQGs; and four, Cd, Cu, Hg, and Zn, exceeded severe effect marine SQGs. Metal(loid) concentrations varied widely across three distinct temporal periods. Significantly higher Cd, Cu, Pb, Hg, and Zn concentrations were measured between 1998 and 2000, compared to earlier, 1992-1996 and more recent 2003-2015 data. Most samples, 69%, were shallow (0-15 cm), leaving deeper horizons under-characterized. Geographic information system (GIS) techniques also revealed inadequate spatial coverage, presenting challenges for remedy decisions regarding vertical and horizontal delineation of contaminants. Review of historical monitoring data revealed that gaps still exist in our understanding of sediment characteristics in Boat Harbour, including spatial, vertical and horizontal, and temporal variation of sediment contamination. To help return Boat Harbour to a tidal estuary, more detailed sampling is required to better characterize these sediments and to establish appropriate reference (background) concentrations to help develop cost-effective remediation approaches for this decades-old problem.

Continuous measurement of atmospheric reduced sulphur compounds as key tracers between odour complaints and source apportionment

Odour complaints are frequent nowadays, particularly nearby industrial facilities emitting odorous compounds. Among all compounds susceptible of causing odour annoyance, reduced sulphur compounds (RSC) were studied, due to their unpleasant odour and low odour threshold. RSC ambient air mixing ratios, meteorological conditions and population complaints were analysed in an area of complex topography in order to identify their potential sources. Mixing ratios of three compounds, dimethyl sulphide (DMS), carbon disulphide (CDS) and dimethyl disulphide (DMDS), were continuously monitored using an online gas chromatograph coupled with a mass spectrometer detector (GC-MSD), which was placed in a mobile air quality monitoring unit. Measurement campaigns were performed during 2012 and 2013 for periods of 7-25 days in an urban area (four campaigns, N = 1368) and an urban area surrounded by industrial activities (three campaigns, N = 564). During such campaigns, RSC mixing ratios were frequently above their odour thresholds, which did not always involve citizen complaints. Average RSC ambient air mixing ratios tended to be lower in the urban area (DMS 0.06-0.33, CDS 0.05-0.10, DMDS 0.07-0.30 μg m^-3) than in the industry surrounded one (DMS 0.30-2.39, 0.05-0.18, DMDS 0.09-0.62 μg m^-3). The DMS/DMDS mixing ratio was frequently above 1, being a paper mill one of the main sources of RSC in the area. DMS/DMDS ratios below 1 were also recorded, suggesting a waste treatment plant as the RSC source or older air masses coming from the paper mill.

Aquatic monitoring programs conducted during environmental impact assessments in Canada: preliminary assessment before and after weakened environmental regulation

Aquatic monitoring programs are imperative for the functioning of the environmental impact assessment (EIA) process and a cornerstone for industrial compliance in Canada. However, in 2012, several leading pieces of federal environmental legislation (e.g., Canadian Environmental Assessment Act c.19, s. 52, 2012) were drastically altered, effectively weakening levels of environmental protection for aquatic ecosystems during project developments. This paper assesses the impact of CEAA 2012 on aquatic monitoring programs (and subsequent monitoring data reporting) across Canada for ten projects (five completed pre-CEAA 2012 and five completed post-CEAA 2012). Projects included four energy and six mining projects and were selected based on the following criteria: (i) representative of Canada's resource economy; (ii) project information was publicly available; and (iii) strong public interest. Projects pre- and post-CEAA 2012 exhibited few apparent differences before and after environmental regulatory changes. However, wide discrepancies exist in numbers and types of parameters reported, along with a lack of consistency in reporting. Projects pre-CEAA 2012 provided more follow-up monitoring commitments. Although qualitative differences remain inconclusive, this paper highlights requirements for further assessment of aquatic monitoring and follow-up programs in Canada. Recommendations for the government to consider during reviews of the federal environmental assessment processes include (i) improved transparency on the Canadian Environmental Assessment Agency website ( https://www.ceaa-acee.gc.ca/ ); (ii) creation of a legally binding standardized aquatic monitoring program framework to ensure that all Canadian aquatic ecosystems are monitored with equal rigour; and (iii) commitments and justification related to frequency of aquatic monitoring of water quality.
