The Impact of Publicly Funded Childcare on Parental Well-Being: Evidence from Cut-Off Rules

Childcare disruptions and maternal health during the COVID-19 pandemic

During the COVID-19 pandemic, nearly all US states enacted stay-at-home orders, upending usual childcare arrangements and providing a unique opportunity to study the association between childcare disruptions and maternal health. Using data from the 2021-2022 National Survey of Children's Health, we estimated the association between childcare disruptions due to the COVID-19 pandemic and self-reported mental and physical health among female parents of young children (ages 0-5 years). Further, we assessed racial, ethnic, and socioeconomic disparities in (1) the prevalence of childcare disruptions due to the COVID-19 pandemic and (2) the association between childcare disruptions and mental or physical health. Female parents who experienced childcare disruptions due to the COVID-19 pandemic were less likely to report excellent or very good mental (-7.4 percentage points) or physical (-2.5 percentage points) health. Further, childcare disruptions were more common among parents with greater socioeconomic privilege (ie, higher education, higher income), but may have been more detrimental to health among parents with less socioeconomic privilege (eg, lower education, lower income, and single parents). As state and federal policymakers take action to address the maternal health crisis in the United States, our findings suggest that measures to improve childcare stability may also promote maternal health and health equity.

Family-friendly work conditions and well-being among Malaysian women

BACKGROUND

Although participation in paid work improves women's quality of life and well-being, the health benefits decline for women with young children. Implementing family-friendly work conditions is one strategy for improving working women's well-being, especially those with competing unpaid work responsibilities.

OBJECTIVE

This study investigated the extent to which accessibility and use of 11 specific family-friendly work conditions were associated with physical health, anxiety and depression in Malaysian women with young children.

DESIGN

A cross-sectional design using a retrospective self-complete, anonymous, online survey was conducted between March and October 2021.

METHODS

Women with a child aged 5 years or less (N = 190) completed an online survey measuring their exposure (availability and use) to 11 specific family-friendly work conditions, and their physical health, anxiety, and depression. The sample included women who were currently and recently working and with both formal and informal employment.

RESULTS

After accounting for potential confounders, women who used paid maternity leave have a lower likelihood of having anxiety symptoms.

CONCLUSION

Future research is needed to extend the findings from this study by over-sampling women who are informally employed and not currently working. Policy creation and development processes, including research and decision-making, should be led by and inclusive of women. For example, research funding could be allocated to 'lived experience' research that privileges the co-design of research with consumers. Based on these findings, the extent to which family-friendly work conditions fulfill their intent to improve the well-being for working women requires further critique.

Parents under stress: Evaluating emergency childcare policies during the first COVID-19 lockdown in Germany

What are the effects of school and daycare facility closures during the COVID-19 pandemic on parental well-being and parenting behavior? Can emergency childcare policies during a pandemic mitigate increases in parental stress and negative parenting behavior? To answer these questions, this study leverages cross-state variation in emergency childcare eligibility rules during the first COVID-19 lockdown in Germany and draws on unique data from the 2019 and 2020 waves of the German AID:A family panel. Employing a triple-differences approach we identify short- to medium-term intention-to-treat effects and find that while emergency care policies did not considerably affect parents' life satisfaction, partnership satisfaction or mental health, they have been effective in diminishing harsh parenting behavior. We find partly gendered effects, specifically on paternal parenting behavior. Our results suggest that decreasing parental well-being likely constitutes a general effect of the pandemic, whereas the observed increase in negative and potentially harmful parenting behavior is largely directly caused by school and daycare facility closures.

The Relationship between Familizing and Individualizing Policies and Mental Health in Parents in Europe

Previous studies suggest the relative importance of the impact of childcare policies on mental health in parents. There have also been studies showing that welfare states have differing policy packages, consisting of a mixture of familizing and individualizing policy measures. This study builds on and extends this knowledge by carrying out a European comparison of the association between mental well health and family policies. We use Lohmann and Zagel’s familizing and individualizing policy indices to describe family policies. Our main interest is differences in mental health depending on the country, household, and individual-level characteristics. Therefore, we apply a multilevel model to 26 countries included in the 2013 wave of the European Union Statistics on Income and Living Conditions survey (N = 141,648). The analysis found that, in general, parents of children under 13 have better mental health than other adults. We found individualizing policy measures to be positively related to mental health in parents, while familizing policies had a negative relationship. No evidence was found for the combined presence of individualizing and familizing policies making a difference to mental health in parents. These results suggest that welfare states could help parents by promoting individualizing policies to make parenthood a less stressful experience.

Parental well-being in times of Covid-19 in Germany

We examine the effects of Covid-19 and related restrictions on individuals with dependent children in Germany. We specifically focus on the role of day care center and school closures, which may be regarded as a "disruptive exogenous shock" to family life. We make use of a novel representative survey of parental well-being collected in May and June 2020 in Germany, when schools and day care centers were closed but while other measures had been relaxed and new infections were low. In our descriptive analysis, we compare well-being during this period with a pre-crisis period for different groups. In a difference-in-differences design, we compare the change for individuals with children to the change for individuals without children, accounting for unrelated trends as well as potential survey mode and context effects. We find that the crisis lowered the relative well-being of individuals with children, especially for individuals with young children, for women, and for persons with lower secondary schooling qualifications. Our results suggest that public policy measures taken to contain Covid-19 can have large effects on family well-being, with implications for child development and parental labor market outcomes.
