Solution proposal for completed preference structure in ORESTE method

In this study, a novel integrated method including CRITIC (Criteria Importance Through Inter-Criteria Correlation) and ORESTE (Organisation, Rangement Et Synth&e De DonnCes Relarionnelles) methods from MCDM (multi-criteria decision making) methods and aiming to solve the problem of inconsistency in the ORESTE method has been proposed. Since the ORESTE method only considers the ordering of alternatives and criteria, a conflict may occur due to the different ordering of each alternative in the criteria. To solve the conflict problem in the second step of the ORESTE method, it is proposed to create the preference density matrix of the alternatives by using the CRITIC weights of the criteria, and to calculate the net flow values with reference to the PROMETHEE II (Preference Ranking Organization Method for Encrichment Evaluations II) method (C-ORESTE III). The CRITIC method is used because the relationship between the criteria is as important as the alternatives in calculating the normalized preference intensities. To test the validity and applicability of the proposed method, an application is made to the logistics center location problem within the scope of green logistics.

Evaluate teaching quality of physical education using a hybrid multi-criteria decision-making framework

The teaching quality evaluation of physical education is an important measure to promote the professional development of physical teachers, improve the quality of school teaching and personnel training. It is helpful for students to achieve all-round development and better meet the needs of modern talents in the new era. This study aims to establish a novel MCDM (multi-criteria decision-making) framework for evaluating teaching quality of physical education. First, PFNs (picture fuzzy numbers) are suggested to reflect dissimilar attitudes or preferences of decision makers. Then, the typical SWARA (Step-wise Weight Assessment Ratio Analysis) model is modified with PFNs to calculate the weights of evaluation criteria. Considering that some criteria are non-compensatory during the evaluation process, the idea of ELECTRE (elimination and choice translating reality) is introduced to obtain the ranking results of alternatives. Specially, the MAIRCA (Multi-Attribute Ideal-Real Comparative Analysis) method is extended to construct the difference matrix in a picture fuzzy environment. Last, the hybrid MCDM model is utilized to assess the teaching quality of physical education. Its superiority is justified through comparison analyses. Results show that our approach is practicable and can provide instructions for the teaching quality evaluation of physical education.

Assessment of regional economic restorability under the stress of COVID-19 using the new interval type-2 fuzzy ORESTE method

The economic implications from the COVID-19 crisis are not like anything people have ever experienced. As predictions indicated, it is not until the year 2025 may the global economy recover to the ideal situation as it was in 2020. Regions lacked of developing category is among the mostly affected regions, because the category includes weakly and averagely potential power. For supporting the decision of economic system recovery scientifically and accurately under the stress of COVID-19, one feasible solution is to assess the regional economic restorability by taking into account a variety of indicators, such as development foundation, industrial structure, labor forces, financial support and government's ability. This is a typical multi-criteria decision-making (MCDM) problem with quantitative and qualitative criteria/indicator. To solve this problem, in this paper, an investigation is conducted to obtain 14 indicators affecting regional economic restorability, which form an indicator system. The interval type-2 fuzzy set (IT2FS) is an effective tool to express experts' subjective preference values (PVs) in the process of decision-making. First, some formulas are developed to convert quantitative PVs to IT2FSs. Second, an improved interval type-2 fuzzy ORESTE (IT2F-ORESTE) method based on distance and likelihood are developed to assess the regional economic restorability. Third, a case study is given to illustrate the method. Then, robust ranking results are acquired by performing a sensitivity analysis. Finally, some comparative analyses with other methods are conducted to demonstrate that the developed IT2F-ORESTE method can supporting the decision of economic system recovery scientifically and accurately.

Picture Fuzzy Interaction Partitioned Heronian Aggregation Operators for Hotel Selection

Picture fuzzy numbers (PFNs), as the generalization of fuzzy sets, are good at fully expressing decision makers’ opinions with four membership degrees. Since aggregation operators are simple but powerful tools, this study aims to explore some aggregation operators with PFNs to solve practical decision-making problems. First, new operational rules, the interaction operations of PFNs, are defined to overcome the drawbacks of existing operations. Considering that interrelationships may exist only in part of criteria, rather than all of the criteria in reality, the partitioned Heronian aggregation operator is modified with PFNs to deal with this condition. Then, desirable properties are proved and several special cases are discussed. New decision-making methods with these presented aggregation operators are suggested to process hotel selection issues. Last, their practicability and merits are certified by sensitivity analyses and comparison analyses with other existing approaches. The results indicate that our methods are feasible to address such situations where criteria interact in the same part, but are independent from each other at different parts.
