Examining government cross-platform engagement in social media: Instagram vs Twitter and the big lift project

Studying topic engagement and synergy among candidates for 2020 US Elections

This article provides a comprehensive summary of how candidates running in the 2020 US Presidential Elections used Twitter to communicate with the public. More specifically, it aims to uncover elements linked to public engagement and internal cooperation (in terms of content and stance similarity among the candidates from the same political front, and with respect to the official Twitter accounts of their political parties). Our main subjects are the Presidential and Vice-Presidential candidates who contested for the 2020 US Elections from the two major political fronts—Republicans and Democrats. Their tweets were evaluated for social reach, content similarity and stance similarity on 22 topics. According to the findings, Joe Biden had the highest engagement and impact (user impact: 177.08k, normalized to 0.99), followed by Donald Trump (user impact: 164.19k, normalized to 0.92). The Democrats depicted a clearer understanding of their audience, portraying an essential link between public participation, internal cooperation and the electoral campaign. The results also demonstrate that specific topics (like US Elections, and Inauguration Ceremony) were more engaging than others (Trump Healthcare Plan, and The Supreme Court Appointments). This study adds to the existing work on using social media platforms for electoral campaigns and can be effectively utilized by contesting candidates.

Resilience of political leaders and healthcare organizations during COVID-19

This study assesses the online societal association of leaders and healthcare organizations from the top-10 COVID-19 resilient nations through public engagement, sentiment strength, and inclusivity and diversity strength. After analyzing 173,071 Tweets authored by the leaders and health organizations, our findings indicate that United Arab Emirate's Prime Minister had the highest online societal association (normalized online societal association: 1.000) followed by the leaders of Canada and Turkey (normalized online societal association: 0.068 and 0.033, respectively); and among the healthcare organizations, the Public Health Agency of Canada was the most impactful (normalized online societal association: 1.000) followed by the healthcare agencies of Turkey and Spain (normalized online societal association: 0.632 and 0.094 respectively). In comparison to healthcare organizations, the leaders displayed a strong awareness of individual factors and generalized their Tweets to a broader audience. The findings also suggest that users prefer accessing social media platforms for information during health emergencies and that leaders and healthcare institutions should realize the potential to use them effectively.

Adaptation and Dissemination of a National Cancer Institute HPV Vaccine Evidence-Based Cancer Control Program to the Social Media Messaging Environment

Social media offers a unique opportunity to widely disseminate HPV vaccine messaging to reach youth and parents, given the information channel has become mainstream with 330 million monthly users in the United States and 4.2 billion users worldwide. Yet, a gap remains on how to adapt evidence-based vaccine interventions for the in vivo competitive social media messaging environment and what strategies to employ to make vaccine messages go viral. Push-pull and RE-AIM dissemination frameworks guided our adaptation of a National Cancer Institute video-based HPV vaccine cancer control program, the HPV Vaccine Decision Narratives, for the social media environment. We also aimed to understand how dissemination might differ across three platforms, namely Instagram, TikTok, and Twitter, to increase reach and engagement. Centering theory and a question-answer framework guided the adaptation process of segmenting vaccine decision story videos into shorter coherent segments for social media. Twelve strategies were implemented over 4 months to build a following and disseminate the intervention. The evaluation showed that all platforms increased following, but Instagram and TikTok outperformed Twitter on impressions, followers, engagement, and reach metrics. Although TikTok increased reach the most (unique accounts that viewed content), Instagram increased followers, engagement, and impressions the most. For Instagram, the top performer, six of 12 strategies contributed to increasing reach, including the use of videos, more than 11 hashtags, COVID-19 hashtags, mentions, and follow-for-follow strategies. This observational social media study identified dissemination strategies that significantly increased the reach of vaccine messages in a real-world competitive social media messaging environment. Engagement presented greater challenges. Results inform the planning and adaptation considerations necessary for transforming public health HPV vaccine interventions for social media environments, with unique considerations depending on the platform.

Challenges in Government Inter-Organizational Information Integration in the Context of Measles Rubella Vaccination in India

Most of the countries are heading to Government 3.0 with the advent of Information Communication Technology (ICT). Information Integration has to be done with the support of different stakeholders for an effective e-Governance ecosystem. The use of Artificial Intelligence (AI) and high-end processors had solved the issues to some extent. But the socio-political intervention is making the Government Inter-Organizational Information Integration (GIII) difficult when information turns into misinformation. Misinformation in social network sites (SNS) is increasing alarmingly and is also affecting the healthcare sector. The study is focused on the trends in decreasing vaccination rates in India during the vaccination drive. Twitter data, news reports, and social media posts during the MR vaccination program in India are taken into consideration for the analysis. The vaccine hesitancy is also associated with political, religious, Psychological, and Economic factors. Government 3.0 has got its power to overcome the misinformation in the healthcare programs.

Citizen Coproduction and Social Media Communication: Delivering a Municipal Government’s Urban Services through Digital Participation

This study investigated how social media is used by a municipal government agency for communication of citizen coproduction initiatives, through social media content analysis of the government’s official Twitter account. This article identified that the dominant form of social media coproduction in the Bandung municipal government in Indonesia is government-to-citizen (G2C) interaction, focused primarily on informing and nudging (86.62%) citizens, as well as some limited elements of citizen-to-government (C2G) communication, such as citizen sourcing and citizen reporting (8.96%). The municipal government uses various visual tools on Twitter to disseminate G2C information and convey its messages. Regarding the phase of the service cycle, this study found that the majority of social media communications are related to co-assessment (52.26%) and co-designing (42.24%), with a limited number of tweets about co-delivery (3.25%). Based on these findings, this article discusses the shifting relationship between government and citizens brought on by the adoption of this social media platform in its service delivery arrangement.

Opportunities for Qualitative Analysis of Social Media Platforms in Dietetic Research and Practice

To date, most qualitative knowledge about individual eating patterns and the food environment has been derived from traditional data collection methods, such as interviews, focus groups, and observations. However, there currently exists a large source of nutrition-related data in social media discussions that have the potential to provide opportunities to improve dietetic research and practice. Qualitative social media discussion analysis offers a new tool for dietetic researchers and practitioners to gather insights into how the public discusses various nutrition-related topics. We first consider how social media discussion data come with significant advantages including low-cost access to timely ways to gather insights from the public, while also cautioning that social media data have limitations (e.g., difficulty verifying demographic information). We then outline 3 types of social media discussion platforms in particular: (i) online news article comment sections, (ii) food and nutrition blogs, and (iii) discussion forums. We discuss how each different type of social media offers unique insights and provide a specific example from our own research using each platform. We contend that social media discussions can contribute positively to dietetic research and practice.

How do Canadian public health agencies respond to the COVID-19 emergency using social media: a protocol for a case study using content and sentiment analysis

INTRODUCTION

Keeping Canadians safe requires a robust public health (PH) system. This is especially true when there is a PH emergency, like the COVID-19 pandemic. Social media, like Twitter and Facebook, is an important information channel because most people use the internet for their health information. The PH sector can use social media during emergency events for (1) PH messaging, (2) monitoring misinformation, and (3) responding to questions and concerns raised by the public. In this study, we ask: what is the Canadian PH risk communication response to the COVID-19 pandemic in the context of social media?

METHODS AND ANALYSIS

We will conduct a case study using content and sentiment analysis to examine how provinces and provincial PH leaders, and the Public Health Agency of Canada and national public heath leaders, engage with the public using social media during the first wave of the pandemic (1 January-3 September 2020). We will focus specifically on Twitter and Facebook. We will compare findings to a gold standard during the emergency with respect to message content.

ETHICS AND DISSEMINATION

Western University's research ethics boards confirmed that this study does not require research ethics board review as we are using social media data in the public domain. Using our study findings, we will work with PH stakeholders to collaboratively develop Canadian social media emergency response guideline recommendations for PH and other health system organisations. Findings will also be disseminated through peer-reviewed journal articles and conference presentations.

Which technology to which challenge in democratic governance? An approach using design science research

Purpose

Information systems (IS) play an important role in contemporary society, but critical questions remain on their potential use and impact on democracy. This study aims to contribute to the discussion on which technology can be adequate to which major challenge of democratic governance, through the identification and pairing of challenges of democratic governance with specific information technologies with the potential to be used in applications related to this challenge. This perspective can be considered positioned in the confluence between IS, political science and public administration.

Design/methodology/approach

Design science research, a research approach in IS, was used. The suggestion of a conceptual framework with pairs of challenges in democratic governance and information technologies was initially developed. In a subsequent phase, this framework was discussed and assessed through interviews with a panel of selected experts in e-government and IS, reaching a revised conceptual framework.

Findings

Results suggest that the conceptual pairing of challenges in democratic governance with IS’s solutions such as artificial intelligence, systems integration or blockchain technologies, for instance, if used in a critical, transparent and accountable way, can play a role in capacitating the delivery of better public services and contribute to encouraging citizen trust and political participation. These results may contribute to open a methodological agenda dedicated to the selection of adequate IS resources to address specific challenges of democratic governance, as well as to help in the development of public policies in the area.

Originality/value

Previous studies on digital government offer important insights on the impact of information and communication technologies-enabled public governance tools for government openness, public service efficiency and user-friendliness, and for citizen political participation and societal mobilization. But the literature still lacks a systematic conceptual framework mapping and assessing the role of distinctive IS instruments in democratic challenge-solving and specifying functional relationships between specific technology and democratic outcomes. This paper aims to contribute to filling this analytical gap.
