Fishery reforms for the management of non-indigenous species

Expected contraction in the distribution ranges of demersal fish of high economic value in the Mediterranean and European Seas

Fisheries and aquaculture are facing many challenges worldwide, especially adaptation to climate change. Investigating future distributional changes of largely harvested species has become an extensive research topic, aiming at providing realistic ecological scenarios on which to build management measures, to help fisheries and aquaculture adapt to future climate-driven changes. Here, we use an ensemble modelling approach to estimate the contemporary and future distributional range of eight demersal fish species of high economic value in the Mediterranean Sea. We identify a cardinal influence of (i) temperature on fish species distributions, all being shaped by yearly mean and seasonality in sea bottom temperature, and (ii) the primary production. By assessing the effects of changes in future climate conditions under three Representative Concentration Pathway (RCP2.6, RCP4.5 and RCP8.5) scenarios over three periods of the twenty-first century, we project a contraction of the distributional range of the eight species in the Mediterranean Sea, with a general biogeographical displacement towards the North European coasts. This will help anticipating changes in future catch potential in a warmer world, which is expected to have substantial economic consequences for Mediterranean fisheries.

Using expert-elicitation to deliver biodiversity monitoring priorities on a Mediterranean island

Biodiversity monitoring plays an essential role in tracking changes in ecosystems, species distributions and abundances across the globe. Data collected through both structured and unstructured biodiversity recording can inform conservation measures designed to reduce, prevent, and reverse declines in valued biodiversity of many types. However, given that resources for biodiversity monitoring are limited, it is important that funding bodies prioritise investments relative to the requirements in any given region. We addressed this prioritisation requirement for a biodiverse Mediterranean island (Cyprus) using a three-stage process of expert-elicitation. This resulted in a structured list of twenty biodiversity monitoring needs; specifically, a hierarchy of three groups of these needs was created using a consensus approach. The most highly prioritised biodiversity monitoring needs were those related to the development of robust survey methodologies, and those ensuring that sufficiently skilled citizens are available to contribute. We discuss ways that the results of our expert-elicitation process could be used to support current and future biodiversity monitoring in Cyprus.

Occurrence of the protozoan parasites Toxoplasma gondii and Cyclospora cayetanensis in the invasive Atlantic blue crab Callinectes sapidus from the Lesina Lagoon (SE Italy)

The occurrence of the protozoan parasites Toxoplasma gondii and Cyclospora cayetanensis was molecularly investigated in the hemolymph, gills, stomach, hepatopancreas and gonads of the eleven invasive Atlantic blue crab Callinectes sapidus from the Lesina Lagoon (Mediterranean Sea). Out of 11 blue crabs, 6 (54.5%) and 4 (36.4%) were found positive to T. gondii and C. cayetanenis, respectively; parasites were found only in the six females analysed, while the remaining five males resulted negative. Moreover, out of 55 tissues samples, 7 (12.7%) and 8 (14.5%) were positive to T. gondii and C. cayetanensis, respectively with hemolymph and gills being the most infected tissues. This is the first report of the presence of protozoan pathogens in wild crab species collected from a Mediterranean lagoon. The present results may provide a baseline reference on microbial infection in the species for invaded Mediterranean waters, and on the potential health risks related with its consumption if eaten raw.

Meridionalization as a Possible Resource for Fisheries: The Case Study of Caranx rhonchus Geoffroy Saint-Hilaire, 1817, in Southern Italian Waters

Climate change affects the shift range distribution of species, especially among mobile species, and this phenomenon can alter ecosystems and impacts human activities. Fishing is an anthropic activity that undergoes the effect not only of the introduction and increase of non-native species but also of native thermophilic ones. Some of these species can become a commercially exploitable resource. However, this information is often obscured by the negative effects these species can cause to the environment. We investigated how the thermophilic species Caranx rhonchus, neglected in Italy, could become a relevant resource. We studied the nutritional profile and the presence of heavy metal contamination and compared these traits with those of a similar common Mediterranean species, namely Trachurus trachurus. The proximate composition was determined following the AOAC procedure, while the fatty acid profile was determined by GC/MS, and the mineral component was obtained by mass spectrometer (ICP-MS). Caranx rhonchus is a nutritionally good species, although it is little consumed and exploited. Increasing the market supply with new commercially exploitable emerging species would benefit local communities and the environment. Therefore, it is necessary to investigate how a shift of the range caused by climate change can provide benefits within the human dimension.

Citizen Science Helps in Tracking the Range Expansions of Non-Indigenous and Neo-Native Species in Greece and Cyprus (Eastern Mediterranean Sea)

Raising knowledge of the dispersal of non-indigenous species (NIS) in new geographic areas is a matter of major concern, as alien species may outcompete the native biota through competition, predation, and hybridization. In the Mediterranean Sea, where biological invasions constitute a serious threat, the combined use of citizen science and social networks amplified the results obtained via traditional research activities, often recording species that would otherwise presumably have passed unnoticed. We hereby report unpublished data for five NIS (the annelid Branchiomma luctuosum, the shrimp Saron marmoratus and the fishes Lutjanus argentimaculatus, Oxyurichthys petersii, and specimens of the group of Abudefduf saxatilis/vaigiensis/troschelii) and one neo-native species (Seriola fasciata) in Greece and Cyprus (eastern Mediterranean Sea), the majority of which were obtained via a focused citizen-science project and constitute new records at a country level. We also revise and update their known distribution in the invaded area, thus contributing to the study of large-scale and well-defined distributional patterns of alien species spreading in the Mediterranean Sea.

Investigating the Acceptance of a New Bivalve Product in the Greek Shellfish Market: The Non-Indigenous Pearl Oyster Pinctada imbricata radiata

Greece exhibits the lowest seafood per capita consumption amongst European Mediterranean countries, and the investigation of consumer attitudes to new seafood products would bridge the gap among producers and consumers by promoting the vertical integration of the supply chain. However, limited information exists about consumer preferences for bivalves in the Mediterranean and for wild bivalves in particular. The present study aims to investigate, for the first time, consumers’ attitudes towards the purchase and consumption of bivalves, and more specifically, towards the edible pearl oyster Pinctada imbricata radiata, in the Greek shellfish market. Adult participants from the entire country completed a questionnaire covering the basic marketing aspects of bivalve and pearl oyster consumption, such as choice, purchase, reasons for consuming bivalves, confidence in product’s hygiene certification, media influence, etc. Data analysis included uni- and multi-variate statistics to examine the possible relations between the consumers’ demographics and socio-economic characteristics, and bivalve marketing aspects. Results showed that the majority of Greek consumers chooses traditional shellfish shops for purchasing pearl oysters, prefers a certification of quality, and trusts the confirmation provided by the veterinary authorities. Consumers’ attitudes vary considerably according to their demographics and socio-economic characteristics. Multivariate models revealed that the married, highly educated consumers that live in urban places were more reluctant to try new shellfish products and to accept an innovative way of market supply. The results reflect the positive attitude of Greek consumers towards the consumption of pearl oyster, a fact that would be helpful for decision makers in the planning of production, which in turn would promote bivalve consumption in the Greek shellfish market.

Reproductive dynamics of the invasive lionfish (Pterois miles) in the Eastern Mediterranean Sea

The lionfish Pterois miles invaded the Mediterranean Sea in 2012 and spread fast to the entire eastern basin. This study provides evidence of successful spawning and the first detailed analysis of P. miles ovarian dynamics in the Mediterranean Sea. The ovarian reproductive phases of mature females collected from Cyprus (eastern Mediterranean) between September 2017 and August 2018 were analysed, both macroscopically and histologically. The results suggested a prolonged oocyte recruitment and development season, and a spawning season that primarily occurred during summertime, even though spawning-capable females were caught also in autumn. A year-round spawning activity may have been inhibited due to seasonal variations in water temperature. Multiple oocyte developmental stages co-occurred in females at different reproductive phases, indicating that more than one oocyte batches were released per spawning season. The analysis of the spawning batch formation enabled the batch fecundity estimation at 3225-63149 oocytes. The oocyte development pattern described in this study shared characteristics with the indeterminate fecundity type, where new oocytes are recruited to the secondary growth phase in parallel with spawning activity. Climate change is likely to extend the spawning season of lionfish in the Mediterranean Sea and further favour its invasion. The information provided in this study is vital for the design of strategic and effective management plans to restrain the expansion of this highly invasive fish.

Ballast water-mediated species spread risk dynamics and policy implications to reduce the invasion risk to the Mediterranean Sea

This study helps understand the ballast water-mediated species spread risk dynamics in the Mediterranean and examine potential policy options for ballast water management to further reduce species spread risk in the region. Results show that Gibraltar, Suez, and Istanbul remained high-risk ports from 2012 to 2018, and they are hub ports connecting several clusters. We reveal ballast water management implications for both the Mediterranean region and individual hub ports respectively. To further reduce the risks of individual Mediterranean hub ports beyond the IMO standards, the most effective (cost-effective) regulatory method is to set more stringent regulation towards such hub ports besides the IMO regulation. To further reduce the risks of the Mediterranean as a whole, the most effective (cost-effective) regulatory scenario is to set more stringent regulation towards all Mediterranean ports besides the IMO regulation. The barge-based method is the most cost-effective technology to achieve stricter regulations.

Scenarios of profitability of western Mediterranean demersal fisheries in an effort control regime

In 2019 a multiannual plan for Mediterranean demersal fisheries came into force with the objective to reduce the overexploitation of fisheries in the region by implementing effort control regimes. These measures, however, have the potential to adversely impact the local employment and profitability of the fisheries. In this paper, we examine scenarios on the short term and long term levels of economic yield of the sector using the two main drivers of fuel price and employment. Three main scenarios are defined as i) maintaining the average status quo, ii) effort control regimes implemented in the 2019 multiannual plan, and iii) flexible effort control regimes. For each of the aforementioned scenarios, three main fleets and five main conditions are considered, and the results will be compared and contrasted. The results in this paper show that the future rise in fuel price, which is anticipated due to global efforts to reduce emissions, along with the current effort reduction strategies could significantly threaten the sustainable profitability of the sector, and policy measures that could balance this issue should be implemented. Policy interventions and investments should be directed at technological advancements such as modernisation and increasing efficiency of fleet to reduce fuel use, utilisation of highly efficient gear technologies, shortened trips to fishing grounds, and increase in value creation in other parts of the fisheries supply chain to mitigate the serious challenges in terms of local employment and profitability facing the Mediterranean fisheries.

Improving predictions of invasive fish ranges combining functional and ecological traits with environmental suitability under climate change scenarios

Biological invasions represent one of the main threats to marine biodiversity. From a conservation perspective, especially in the context of increasing sea warming, it is critical to examine the suitability potential of geographical areas for the arrival of Range-Expanding Introduced and Native Species (REINS), and hence anticipate the risk of such species to become invasive in their new distribution areas. Here, we developed an empirical index, based on functional and bio-ecological traits, that estimates the Invasive Potential (IP; i.e. the potential success in transport, introduction and population establishment) for a set of 13 fishes that are expanding their distributional range into the Mediterranean Sea, the most invaded sea in the world. The IP index showed significant correlation with the observed spreading of REINS. For the six species characterized by the highest IP, we calculated contemporary and future projections of their Environmental Suitability Index (ESI). By using an ensemble modelling approach, we estimated the geographical areas that are likely to be the most impacted by REINS spreading under climate change. Our results demonstrated the importance of functional traits related to reproduction for determining high invasion potential. For most species, we found high contemporary ESI values in the South-eastern Mediterranean Sea and low to intermediate contemporary ESI values in the Adriatic Sea and North-western Mediterranean sector. Moreover, we highlighted a major potential future expansion of high ESI values, and thus REINS IP, towards the northern Mediterranean, especially in the northern Adriatic Sea. This potential future northward expansion highlights the risk associated with climate-induced impacts on ecosystem conservation and fish stock management throughout the entire Mediterranean Sea.

Jellyfishing in Europe: Current Status, Knowledge Gaps, and Future Directions towards a Sustainable Practice

Jellyfish are often described as a nuisance species, but as our understanding shifts to more ecosystem-based conceptions, they are also recognized as both important components of marine ecosystems and a resource for humans. Here, we describe global jellyfish fisheries and review production, fishing methods, and applications based on the existing literature. We then focus on future development of a European jellyfish fishery based on current and recent EU research initiatives. Jellyfish have been a staple food in East Asia for eons and now show a potential for non-food applications as well. The main fishing methods are mostly traditional, with set-nets, driftnets, hand-nets, and scoop-nets utilizing small crafts or beach-seines. All require a lot of manual labor, thus providing vital, albeit seasonal, occupation to weaker populations. Larger commercial vessels such as purse seines and trawlers are newly introduced métiers which may enable a larger catch per unit effort and total catch, but pose questions of selectivity, bycatch, vessel stability, and transshipment. Social concerns arising from the seasonality of jellyfish fisheries must be met in SE Asia, Latin America, and in any location where new fisheries are established. In the EU, we recognize at least 15 species showing potential for commercial harvesting, but as of 2021, a commercial fishery has yet to be developed; as in finfish fisheries, we advise caution and recognition of the role of jellyfish in marine ecosystems in doing so. Sustainable harvesting techniques and practices must be developed and implemented for a viable practice to emerge, and social and ecological needs must also be incorporated into the management plan. Once established, the catch, effort, and stock status must be monitored, regulated, and properly reported to FAO by countries seeking a viable jellyfish fishery. In the near future, novel applications for jellyfish will offer added value and new markets for this traditional resource.

The Case of Lionfish (Pterois miles) in the Mediterranean Sea Demonstrates Limitations in EU Legislation to Address Marine Biological Invasions

The European Regulation (EU) 1143/2014 on Invasive Alien Species entered into force in 2015, with the aim to fulfill regional and international biodiversity goals in a concerted manner. To date, the Regulation listed 66 Invasive Alien Species (IAS) that are subject to legal controls. Only one of these is marine. A recent lionfish (Pterois miles) invasion has been closely monitored in the Mediterranean and a detailed risk assessment was made about the profound impacts that this invasive fish is likely to have on the fisheries and biodiversity of the region. In 2016–21, lionfish rapidly became dominant predators along Eastern Mediterranean coasts, yet the process for their inclusion on the EU IAS list has been lengthy and is ongoing. There is an urgent need to learn from this experience. Here, we recommend improvements to the Regulation 1143/2014 and the risk assessment process to protect marine ecosystems and secure the jobs of people that rely on coastal resources.
