Young drivers' early access to their own car and crash risk into early adulthood: Findings from the DRIVE study

INTRODUCTION

Car ownership at early licensure for young drivers has been identified as a crash risk factor, but for how long this risk persists is unknown. This study examined crash hazard rates between young drivers with their own vehicle and those who shared a family vehicle at early licensure over 13 years.

METHODS

The DRIVE study, a 2003/04 survey of 20,806 young novice drivers in New South Wales, Australia was used to link to police crash, hospital and death records up to 2016. The first police-reported crash and crash resulting in hospitalisation/death was modelled via flexible parametric survival analysis by type of vehicle access at baseline (own vs. shared family vehicle).

RESULTS

After adjusting for covariates, drivers with their own vehicle at early licensure had an almost 30 % increased hazard rate for any crash after one year (95 % CI:1.16-1.42) compared with those who only had access to a family car and this attenuated but remained significantly higher until year 7 (HR: 1.1, 95 % CI: >1.00-1.20). For crashes resulting in hospitalisation or death, an almost 15-times higher hazard (95 % CI: 1.40-158.17) was observed at the start of follow up, remaining 50 % to year 3 (95 % CI:1.01-2.18).

CONCLUSIONS

Parents and young drivers should be aware of the increased risks involved in car ownership at early licensure. Development of poorer driving habits has been associated with less parental monitoring at this time. Graduated Driving Licensing educators, researchers and stakeholders should seek to address this and to identify improved safety management options.

The impact of changes to the NSW graduated driver licensing system on subsequent crash and offense experience

INTRODUCTION

In mid-2007 the State of New South Wales (NSW) in Australia introduced modifications to the existing graduated driver licensing system, lengthening the mandatory number of supervised hours for learner drivers aged under 25 years from 50 to 120 and extending the minimum learner period from 6 to 12 months. Additional driving restrictions were also introduced for young drivers in the two provisional licensed periods, P1, P2. This paper aims to evaluate this change by comparing the crash and offense experiences of young learner drivers before and after it occurred.

METHOD

From driver licensing files supplied by the NSW transport authority two cohorts of persons obtaining their initial learner's permits in the year prior to the changes and in the subsequent year were constructed with demographic data, dates of transition to the driving phases, dates of crashes, and dates and types of traffic offenses. Both cohorts comprised around 100,000 individuals. Crash rates per 100 years of person-time under observation post P1 with their standard errors were calculated. Using a survival-analytic approach the proportion of crashes of all types were graphed in three month periods post P1. Sexes were treated separately as were initial learner ages of 16, 17, 18-21, and 22-24 years. The distribution of traffic offense types during P1 and P2 phases were also compared. With such large numbers formal statistical testing was avoided.

RESULTS

No meaningful differences in the crash or offense experiences of the two cohorts in either sex or at any age were observed. Delaying progress to unsupervised driving has road safety benefits.

CONCLUSIONS

At least in conditions similar to those in NSW, requiring more than 50 h of supervised driving seems to have few road safety benefits. Practical applications: Licensing authorities should be cautious in extending the mandated number of supervised driving hours beyond 50.

Understanding international road safety disparities: Why is Australia so much safer than the United States?

Despite similarities to the US in terms of transportation, land use, and culture, Australia kills 5.3 people per 100,000 population on the roads each year, as compared to the US rate of 12.4. Similar trends hold when accounting for distance driven and the number of registered cars. This paper seeks to understand what is behind the road safety disparities between these two countries. The results suggest that a number of inter-related factors seem to play a role in the better road safety outcomes of Australia as compared to the US. This includes Australia's strategies related to seat belt usage and impaired driving as well as their efforts to help curb vehicle speeds and reduce exposure. Design-related differences include a much greater reliance on roundabouts and narrower street cross-sections as well as guidelines that encourage self-enforcing roads. Policy-related differences include stronger and more extensive enforcement programs, restrictive licensing programs, and higher driving costs. Combined with a more urban population and multimodal infrastructure, Australia tends to discourage driving mileage and exposure while encouraging safer modes of transportation such as transit, at least more so than in most of the US. Australia also enacted their version of Vision Zero - called the Safe System Approach - more than a decade before similar policies began cropping up in US cities. While it is difficult to attribute recent road safety successes to any specific policy, Australia continues to expand their lead on the US in terms of safety outcomes and is a road safety example worthy of consideration.

Young drivers and their cars: Safe and sound or the perfect storm?

Consistent with the experiences in high-income countries, young drivers remain overrepresented in road trauma statistics in low- and middle-income countries. This article pursues the emerging interest of approaching the young driver problem from a systems thinking perspective in order to design and deliver robust countermeasures. Specifically, the focus of this paper is the cars driven by young drivers. The study of vehicles' characteristics and their interaction with driving behaviour is, more often than not, considered a minor concern when developing countermeasures in young drivers' safety not only in developed nations, but especially in developing nations. Participants completed an online survey containing the 44-item Behaviour of Young Novice Drivers Scale Spanish version (BYNDS-Sp), in addition to providing information regarding their vehicle, any crash involvement, and driving offences. Based on the vehicle model information, the assessment of vehicle safety was conducted for three safety programs (ANCAP, Latin NCAP, U.S. NCAP). Young drivers in Colombia reported a breadth of risky driving behaviours worth targeting in broader interventions. For example, interventions can target speeding, particularly as three quarters of the participants drove small-medium cars associated with poorer road safety outcomes. Moreover, risky driving exposure was highly prevalent amongst the young driver participants, demonstrating the need for them to be driving the safest vehicles possible. It is noteworthy that few cars were able to be assessed by the Latin NCAP (with half of the cars rated having only 0-2 star ratings), and that there was considerable discrepancy between ANCAP, U.S. NCAP, and Latin NCAP ratings. The need for system-wide strategies to increase young driver road safety-such as improved vehicle safety-is vital to improve road safety outcomes in jurisdictions such as Colombia. Such improvements may also require systemic changes such as enhanced vehicle safety rating scales and investigation of the nature of vehicles sold in developing nations, particularly as these vehicles typically contain fewer safety features than their counterparts sold in developed nations.

Obstacles to engaging in young driver licensing: Perspectives of parents

INTRODUCTION

Young novice drivers remain at greater risk of injury and death despite a wealth of interventions including graduated driver licensing (GDL) programs. The key to implementing safer practices inherent in GDL appears to lie with optimising the role of parents. This qualitative research explored the parent's perspectives of obstacles to engaging in the driver licensing process within a GDL program. Parents also shared advice on what they found helpful, and where relevant, recommended changes in the process to enable safer practices for young drivers.

METHOD

Twenty-three parents (aged 35-60 years, M=49.52, SD=8.01, 11 males) participated in semi-structured interviews regarding licensing experiences with their young driver children. The young drivers included learner (n=11), provisional (restricted/intermediate) (n=9) and open (unrestricted/full) licence drivers (n=3), ranging from 16 to 24 years (M=18.04, SD=2.21, 13 males).

FINDINGS AND CONCLUSIONS

Content analysis revealed that most obstacles were encountered at the learner licensing phase, with the parent-reported difficult temperament of the learner driver the most prominent. Unsurprisingly, advice to other parents to be patient and remain calm featured heavily during the same phase. Anxiety from not having control of the vehicle was another obstacle at the learner phase, translating to anxieties for child safety in the early stages of provisional driving. Recommendations for the current GDL included more rigorous road rule testing, with general support for the program, professional driver training at learner and provisional stages facilitated parental engagement through the licensing phases.

PRACTICAL APPLICATIONS

The findings overwhelmingly suggest a need for parents to be educated regarding their importance in, and of, the driver licensing process, and the efficacy of their instruction, content and practices.

Challenges to driver licensing participation for Aboriginal people in Australia: a systematic review of the literature

Introduction

Aboriginal and Torres Strait Islander people are overrepresented in transport-related morbidity and mortality. Low rates of licensure in Aboriginal communities and households have been identified as a contributor to high rates of unlicensed driving. There is increasing recognition that Aboriginal people experience challenges and adversity in attaining a licence. This systematic review aims to identify the barriers to licence participation among Aboriginal people in Australia.

Method

A systematic search of electronic databases and purposive sampling of grey literature was conducted, two authors independently assessed publications for eligibility for inclusion.

Results

Twelve publications were included in this review, of which there were 11 reporting primary research (qualitative and mixed methods) and a practitioner report. Barriers identified were categorised as individual and family barriers or systemic barriers relating to the justice system, graduated driver licensing (GDL) and service provision. A model is presented that depicts the barriers within a cycle of licensing adversity.

Discussion

There is an endemic lack of licensing access for Aboriginal people that relates to financial hardship, unmet cultural needs and an inequitable system. This review recommends targeting change at the systemic level, including a review of proof of identification and fines enforcement policy, diversionary programs and increased provision for people experiencing financial hardship.

Conclusion

This review positions licensing within the context of barriers to social inclusion that Aboriginal people frequently encounter. Equitable access to licensing urgently requires policy reform and service provision that is inclusive, responsive to the cultural needs of Aboriginal people and accessible to regional and remote communities.

Non-compliance with graduated driver licensing (GDL) requirements: changes in GDL-related conviction rates over time among 16-17-year-old California drivers

INTRODUCTION

Self-reports by novice teen drivers in California and elsewhere suggest that many violate graduated driver licensing (GDL) nighttime and passenger restrictions, and to a lesser extent, drive on learner permits without being supervised. Is this corroborated by their traffic conviction records?

METHOD

We examined historical aggregated conviction rates for GDL-related violations before and after GDL, and Poisson regressions of conviction rates over time among 16-17-year-old California novices.

RESULTS

During the year before they received their provisional licenses, <1% of 16-year-old novices and <2% of 17-year-old novices were convicted of driving unlicensed or unsupervised on their learner permits. Statewide historical conviction rates for these offenses were not higher after GDL was implemented, despite the longer holding period. Convictions for violating GDL nighttime or passenger restrictions were highest almost immediately after provisional licensure, though only about 3% of 16-year-old novices and 2% of 17-year-old novices were ever convicted of violating either restriction.

DISCUSSION

California 16-17-year-old novice drivers were very rarely convicted of GDL-related violations. The contradictive, large differences between the current findings and self-report surveys are likely due in part to the fact that most self-reports assessed only whether teens had ever violated a GDL-related requirement, which exaggerates prevalence. Our conviction findings are more similar to estimates of non-compliance with GDL-related requirements from naturalistic driving studies that monitor actual driving behavior and take exposure into account, but are lower likely due to issues related to detection, enforcement, and adjudication of violations, as well as limitations of existing naturalistic studies.

The role of parents and non-parents in the supervision of learner drivers in Australia

The purpose of this study was to contrast the role of parental and non-parental (sibling, other family and non-family) supervisors in the supervision of learner drivers in graduated driver licensing systems. The sample consisted of 522 supervisors from the Australian states of Queensland (n=204, 39%) and New South Wales (n=318, 61%). The learner licence requirements in these two states are similar, although learners in Queensland are required to accrue 100h of supervision in a log book while those in New South Wales are required to accrue 120h. Approximately 50 per cent of the sample (n=255) were parents of the learner driver while the remainder of the sample were either siblings (n=72, 13.8%), other family members (n=153, 29.3%) or non-family (n=114, 21.8%). Parents were more likely than siblings, other family or non-family members to be the primary supervisor of the learner driver. Siblings provided fewer hours of practice when compared with other supervisor types while the median and mode suggest that parents provided the most hours of practice to learner drivers. This study demonstrates that non-parental supervisors, such as siblings, other family members and non-family, at least in jurisdictions that require 100 or 120h of practice, are important in facilitating learner drivers to accumulate sufficient supervised driving practice.

Evaluating a novice driver and pre-driver road safety intervention

Intervention or evaluation studies represent a small proportion of traffic psychology research. The current study evaluated the effectiveness of a road safety intervention by measuring attitudes toward unsafe driving behaviors and risk perception. A sample of high school students (n=133) participated in a road safety intervention program focusing on attitudes and risk perceptions of young people as novice drivers, pre-drivers, and passengers. This sample was compared with a matched sample of students who did not take the program (n=172) on their attitudes and perceived risk toward unsafe driving, both prior to the program (T1), immediately after the program (T2), and at 6-week follow-up (T3). While no changes in attitudes toward unsafe driving were found for the control group, the intervention group reported riskier attitudes toward unsafe driving behaviors from T1 to T2 and T3. No differences were found from T1 to T3 in perceived risk toward unsafe driving for either the intervention or control groups. Implications of the study include encouraging a higher rate of road safety program evaluations, leading to better understanding of the effectiveness of road safety intervention programs and how they may be designed and delivered to ensure lower engagement in unsafe driving behaviors by young drivers.

Parental perceptions of the learner driver log book system in two Australian states

OBJECTIVE

Though many jurisdictions internationally now require learner drivers to complete a specified number of hours of supervised driving practice before being able to drive unaccompanied, very few require learner drivers to complete a log book to record this practice and then present it to the licensing authority. Learner drivers in most Australian jurisdictions must complete a log book that records their practice, thereby confirming to the licensing authority that they have met the mandated hours of practice requirement. These log books facilitate the management and enforcement of minimum supervised hours of driving requirements.

METHOD

Parents of learner drivers in 2 Australian states, Queensland and New South Wales, completed an online survey assessing a range of factors, including their perceptions of the accuracy of their child's learner log book and the effectiveness of the log book system.

RESULTS

The study indicates that the large majority of parents believe that their child's learner log book is accurate. However, they generally report that the log book system is only moderately effective as a system to measure the number of hours of supervised practice a learner driver has completed.

CONCLUSIONS

The results of this study suggest the presence of a paradox, with many parents possibly believing that others are not as diligent in the use of log books as they are or that the system is too open to misuse. Given that many parents report that their child's log book is accurate, this study has important implications for the development and ongoing monitoring of hours of practice requirements in graduated driver licensing systems.

The perceptions of young rural drivers in NSW, Australia of speeding and associated risk: a mixed methods study

The study, using mixed methodology, examined perceptions of risk associated with speeding in young rural people. Focus groups discussions (age range 16-24) in which speeding was identified as often being an involuntary driving behaviour, informed the development of a survey instrument. The survey was conducted with two groups of young people, one rural (n=217) and another semi-rural (n=235). The results from both the focus groups and surveys indicate that young rural drivers had specific attitudes to speeding, when compared with other risk factors for crashing. Speeding behaviour was viewed as both acceptable and inevitable. Males and those from a rural area viewed speeding, and reducing trip time when compared to that of a peer, to be less risky than did females and those who lived in a semi-rural area. Speeding was considered to be less risky than drink driving. These perceptions of speeding may contribute to the crash rates on rural roads involving young, local drivers and need to be considered in interventions or educational programmes which aim to reduce the rural road crash rate.

Early driving experience and influence on risk perception in young rural people

Young people, particularly males and those from a rural area, are over represented in road crashes; this occurs in vehicle dependent countries around the world, including Australia. The attitudes, experiences and behaviours of young drivers are some of the key factors which affect their potential to have an early on road driving experience that is crash free. This paper considers the views of young people, some of whom were brought up on rural properties, and had significant, responsible roles in agricultural work, including task related driving from a very early age. This early responsibility and associated awareness of risk of injury in farm related tasks can affect risk perception and impact on later risk taking behaviours. Ten focus groups were conducted with young people attending schools in four towns in rural New South Wales, Australia. These were recorded and analysed using qualitative methodology. The results indicate that risk factors in driving, on and off road, are clearly identified and understood; the majority of young people in rural areas are not "high" risk takers or sensation seekers. They also indicate that, in rural NSW, early vehicle handling, before the age for obtaining a license for driving on roads, is customary practice within the community. Attitudes towards speeding, however, reflect that it is tolerable behaviour, and almost inevitable, and often not considered to be risky. Drink driving is considered more risky, and less acceptable, at both the personal and community levels. Future intervention strategies to reduce crash rates in young rural drivers should aim to address the attitudes and actions associated with speeding on rural roads.

Attempts at the practical on-road driving test and the hazard perception test and the risk of traffic crashes in young drivers

OBJECTIVE

This study separately examined the impact of the outcomes of a practical on-road driving test and a hazard perception test on the likelihood of traffic crashes among a cohort of newly licensed young drivers in New South Wales (NSW), Australia.

METHODS

The DRIVE study is a prospective cohort study of drivers aged 17 to 24 years holding their first-year provisional driver license in NSW. Information obtained from 20,822 participants in a detailed baseline questionnaire was linked to information on the number of attempts at a mandatory practical on-road driving test and hazard perception test as well as police-reported traffic crashes.

RESULTS

After controlling for a number of sociodemographic and behavioral factors as well as factors related to driver learning experiences, multivariate analysis showed that those who failed the practical on-road test at least 4 times had an increased risk of involvement in a traffic crash compared to those who passed the test at first attempt (relative risk [RR]: 1.79, 95% confidence interval [CI]: 1.20-2.65). The crash risk among those who failed the practical on-road test at least 4 times was particularly high in females (RR: 2.10, 95% CI: 1.20-3.68). Similarly, those who failed the hazard perception test at least twice had an increased risk of involvement in a traffic crash (RR: 1.83, 95% CI: 1.27-2.63) compared to those who passed the test on the first attempt. The crash risk of those who failed the hazard perception test at least twice was particularly high in males (RR: 2.5, 95% CI: 1.5-4.1) and among those from rural and remote areas (RR: 5.53, 95% CI: 1.63-18.71).

CONCLUSIONS

The findings have implications on licensing practices and suggest the need for adequate strategies to assist young drivers with multiple failures in the driving and hazard perception tests.

Required hours of practice for learner drivers: a comparison between two Australian jurisdictions

PROBLEM

This study considers whether requiring learner drivers to complete a set number of hours while on a learner license affects the amount of hours of supervised practice that they undertake. It compares the amount of practice that learners in Queensland and New South Wales report undertaking. At the time the study was conducted, learner drivers in New South Wales were required to complete 50 hours of supervised practice while those from Queensland were not.

METHOD

Participants were approached outside driver licensing centers after they had just completed their practical driving test to obtain their provisional (intermediate) license. Those agreeing to participate were interviewed over the phone later and asked a range of questions to obtain information including socio-demographic details and amount of supervised practice completed.

RESULTS

There was a significant difference in the amount of practice that learners reported undertaking. Participants from New South Wales reported completing a significantly greater amount of practice (M=73.3 hours, sd=29.12 hours) on their learner license than those from Queensland (M=64.1 hours, sd=51.05 hours). However, the distribution of hours of practice among the Queensland participants was bimodal in nature. Participants from Queensland reported either completing much less or much more practice than the New South Wales average.

SUMMARY

While it appears that the requirement that learner drivers complete a set number of hours may increase the average amount of hours of practice obtained, it may also serve to discourage drivers from obtaining additional practice, over and above the required hours.

IMPACT ON INDUSTRY

The results of this study suggest that the implications of requiring learner drivers to complete a set number of hours of supervised practice are complex. In some cases, policy makers may inadvertently limit the amount of hours learners obtain to the mandated amount rather than encouraging them to obtain as much practice as possible.

Fatal crash trends for Australian young drivers 1997-2007: geographic and socioeconomic differentials

BACKGROUND

Little has been published on changes in young driver fatality rates over time. This paper examines differences in Australian young driver fatality rates over the last decade, examining important risk factors including place of residence and socioeconomic status (SES).

METHODS

Young driver (17-25years) police-recorded passenger vehicle crashes were extracted from New South Wales State records from 1997-2007. Rurality of residence and SES were classified into three levels based on drivers' residential postcode: urban, regional, or rural; and high, moderate, or low SES areas. Geographic and SES disparities in trends of fatality rates were examined by the generalized linear model. Chi-square trend test was used to examine the distributions of posted speed limits, drinking driving, fatigue, seatbelt use, vehicle age, night-time driving, and the time from crash to death across rurality and socioeconomic status.

RESULTS

Young driver fatality rate significantly decreased 5% per year (p<0.05); however, stratified analyses (by rurality and by SES) showed that only the reduction among urban drivers was significant (average 5% decrease per year, p<0.01). The higher relative risk of fatality for rural versus urban drivers, and for drivers of low versus high SES remained unchanged over the last decade. High posted speed limits, fatigue, drink driving and seatbelt non-use were significantly associated with rural fatalities, whereas high posted speed limit, fatigue, and driving an older vehicle were significantly related to low SES fatality.

CONCLUSION

The constant geographic and SES disparities in young driver fatality rates highlight safety inequities for those living in rural areas and those of low SES. Better targeted interventions are needed, including attention to behavioral risk factors and vehicle age.

Road crash trends for young drivers in New South Wales, Australia, from 1997 to 2007

OBJECTIVES

The objective of this article was to explore overall crash and injury trends over the past decade for young drivers residing in New South Wales (NSW), Australia, including gender and age disparities.

METHODS

Passenger vehicle crashes for drivers aged 17-25 occurring during 1997-2007 were extracted from the state crash database to calculate crash rates (per licensed driver). Generalized linear models were used to examine crash trends over time by severity of driver injury, adjusting for age, gender, rurality of residence, and socioeconomic status. Yearly adjusted relative risks of crash by gender and by age group were also examined over the study period.

RESULTS

Young driver noninjury and fatality rates significantly decreased by an average of 4 percent (95% CI: 4-5) and 5 percent (95% CI: 0-9) respectively each year from 1997 to 2007. Young driver injury rates significantly increased by about 12 percent (95% CI: 9-14) to the year 2001 and then significantly decreased. The relative risk of crash (regardless of driver injury) for males compared to females significantly decreased over time. Compared to drivers aged 21-25, drivers aged 17 and particularly 18- to 20-year-olds had significantly and consistently higher crash risks across the study period.

CONCLUSIONS

Overall, there has been a significant decline in young driver crashes in NSW over the last decade. Regardless of injury severity, males' risk of crash has reduced more than female young drivers, but drivers aged 17 continue to be at higher risk. These findings provide feedback on potential road safety successes and areas needing specific interventions for future improvements.

Young driver education programs that build resilience have potential to reduce road crashes

OBJECTIVE

The research aimed to explore associations between participation in 2 education programs for school-based learner drivers and subsequent road traffic offenses and crashes among a large cohort of newly licensed drivers.

METHODS

DRIVE is a prospective cohort study of 20822 first-year drivers aged 17 to 24 in New South Wales (NSW), Australia. Participants completed a detailed questionnaire and consented to data linkage in 2003-2004. Questionnaire items included year of participation in 2 specific education programs: a 1-day workshop-only program focusing on driving risks ("driver-focused") and a whole-of-community program also including a 1-day workshop but also longer term follow-up activities and a broader focus on reducing risk-taking and building resilience ("resilience-focused"). Survey data were subsequently linked to police-reported crash and offense data for 1996-2005. Poisson regression models that adjusted for multiple confounders were created to explore offenses and crashes as a driver (dichotomized as 0 vs >or=1) after program participation.

RESULTS

Offenses did not differ between groups; however, whereas the driver-focused program was not associated with reduced crash risk, the resilience-focused program was associated with a 44% reduced relative risk for crash (0.56 [95% confidence interval: 0.34-0.93]).

CONCLUSIONS

The large effect size observed and complementary findings from a comparable randomized, controlled trial in the United States suggest programs that focus more generally on reducing risks and building resilience have the potential to reduce crashes. A large, representative, randomized, controlled trial is urgently needed to confirm road safety benefits and ensure evidence-based spending and practitioner recommendations in this field.

Hazard perception in novice and experienced drivers: the effects of sleepiness

One driver skill that has been found to correlate with crash risk is hazard perception ability. The purpose of this study was to investigate how hazard perception latencies change between high and low sleepiness for a high risk group (novice drivers) and a lower risk group (experienced drivers). Thirty-two novice drivers (aged 17-24 years) and 30 experienced drivers (aged 28-36) completed a validated video-based hazard perception test, in which participants were asked to anticipate genuine traffic conflicts in footage filmed from the driver's perspective, with separate groups tested at either 10a.m. (lower sleepiness) or at 3a.m. (higher sleepiness). We found a significant interaction between sleepiness and experience, indicating that the hazard perception skills of the more experienced drivers were relatively unaffected by mild increases in sleepiness while the inexperienced drivers were significantly slowed. The findings suggest that the disproportionate sleepiness-related accident involvement of young, inexperienced drivers could be partly due to a slowing of their ability to anticipate traffic hazards.

Licensing age and teenage driver crashes: a review of the evidence

OBJECTIVES

To discuss the variation in licensing ages around the world and summarize what is known about the effects of differing age limits.

METHODS

Review of the international literature on the rationale for establishing licensing ages, debates about the justification for higher or lower minimum ages, safety effects of higher minimums, mobility consequences, public opinion, and recent attempts to raise licensing ages.

RESULTS

Minimum licensing ages vary from 14 to 18 years old. Early licensing countries have reduced the young driver problem through graduated licensing systems, but consideration is now being given to increasing the licensing age. The available evidence indicates that this would further reduce young driver crashes. There are mobility consequences that are difficult to quantify. In New Jersey, which has long been the one U.S. state with a 17-year-old licensing age, the delay in licensing appears to have minimal effects on lifestyles of 16-year-olds. Public opinion in the United States favors licensing ages higher than 16.

CONCLUSIONS

In debates about higher licensing ages, jurisdictions are deciding how they want to balance safety and mobility. From a safety standpoint, New Jersey, with its combination of higher licensing age and strong graduated licensing provisions, is the model.

Enhanced postural stability following driver training is associated with positive effects in vehicle kinematics during cornering

OBJECTIVE

The purpose of the study was to examine the effects of a specific post-license driver training program on postural stability and vehicle kinematics during cornering.

BACKGROUND

Inertial forces experienced during driving can perturb a driver's posture, which may in turn diminish a driver's perceptual sensitivity and corresponding control actions.

METHODS

A trainee group (n=21) and control group (n=12) participated in the study. The trainee group participated in a 2-day driver training program that included instruction on how to enhance perceptual sensitivity, postural stability, and vehicle kinematics during common driving maneuvers, including cornering. Postural stability and vehicle kinematics were assessed during cornering maneuvers performed on a closed-circuit track using an instrumented vehicle prior to and following training.

RESULTS

Trainee drivers experienced enhanced postural stability and reduced the magnitude and onset of peak vehicle lateral accelerations following training. Prior to training, drivers who were more posturally unstable tended to experience higher lateral vehicle accelerations, and drivers with the biggest improvements in postural stability following training tended to experience the greatest reductions in lateral accelerations of the vehicle.

CONCLUSION

Training led to changes in postural stability that were associated with reduced lateral accelerations during cornering.

APPLICATION

The reduction in lateral accelerations following training in the present study indicates a greater dynamic margin of safety for cornering. Overall findings suggest that the driver training programs produced beneficial effects on cornering kinematics and that these effectswere associated with enhanced postural stability.

Contribution of the components of graduated licensing to crash reductions

PROBLEM

It has been established that graduated licensing systems lead to crash reductions among beginning drivers. What is the contribution of the various components of graduated licensing to these reductions, and how can their effectiveness be increased?

METHOD

Literature review and synthesis.

RESULTS

Extended learner periods, nighttime restrictions, and passenger restrictions have contributed to crash reductions. Presently there is insufficient evidence concerning the contribution of seat belt or cell phone provisions, or contingent advancement penalties.

DISCUSSION

There is more to learn about graduated licensing and its component features. However, there are ways to increase the contribution of all the components through stronger laws and greater compliance. With the right kind of community commitment and focus, substantial further reductions in young driver crashes are achievable.

IMPACT ON INDUSTRY

The results can guide states in establishing graduated licensing systems that maximize crash reductions.

Improving graduated driver licensing systems: a conceptual approach and its implications

Graduated driver licensing (GDL) is a concept for how to transform non-drivers into reasonably safe drivers while minimizing the risks as they learn. Several state GDL programs can be improved by moving their structures closer to an adequate implementation of that concept. The learner stage of a GDL system needs to be long enough for beginners to obtain a thorough introduction to the vagaries of driving. The second or intermediate stage needs to effectively limit exposure to known high risk conditions as novices adapt to being fully in charge of the vehicle. The benefits of GDL to date are due almost entirely to the risk-reducing conditions it implements. To improve the functioning of GDL will probably require a better understanding of teen driving than we presently have. The likelihood of further gains will be enhanced by efforts to learn more about the actual causes of teen crashes, the nature and type of teen driver exposures, and what parents do with their teens during the supervised driving stage of GDL. Without a better understanding of these, and other, phenomena it will be difficult to further reduce crashes among young beginning drivers, whether through GDL enhancements or with other approaches.

The Symposium on Novice Teen Driving: GDL and Beyond--Research Foundations for Policy and Practice, held in Tucson, AZ, on February 5-7, 2007, provided a detailed overview of graduated driver licensing (GDL) and other beginning driver issues in the United States. This paper summarizes the information presented at the Symposium and in its background papers.
