Abstract
The USDA/ARS-National Disease Center (NADC) will celebrate its 65th anniversary of existence in November 2026. NADC continues as one of the world's premier animal health research centers conducting basic and applied research on endemic diseases with economic impact on U.S. livestock and wildlife. This research center also supports a program studying important food safety pathogens such as Salmonella, E. coli and Campylobacter. NADC has contributed significantly to the elimination of a few diseases, notably hog cholera and milk fever, and made progress in reducing the impact of many other animal diseases through vaccines, therapies and managerial recommendations. Despite nearly 65 years of targeted research on these diseases and much progress, some of these continue to persist. The reasons for such persistence varies for each disease condition and they are often multifactorial involving host susceptibility, virulence and even environmental conditions. Individually and in aggregate, these disease conditions have a massive economic impact and can be devasting to animal producers, owners and individuals that become infected through zoonotic disease agents such as tuberculosis, leptospirosis and avian influenza. They also diminish the health, well-being and welfare of affected animals, which directly affects the food supply. The NADC is using all available technologies including genomic, biochemical, reverse genetics, and vaccine trials in the target host to combat these significant diseases. We review the progress and reasons for persistence of selected diseases and food safety pathogens as well as the progress and potential outcomes should research and programmatic plans to eliminate these disease conditions cease.

Abstract
Agriculture in general, and livestock production in particular, serve as a livelihood source for many people in sub-Saharan Africa (SSA). In many settings, lack of control of infectious diseases hampers livestock productivity, undermining the livelihood of rural populations. This scoping review sought to identify veterinary interventions previously evaluated as well as their relative effectiveness in controlling infectious livestock diseases. To be included, papers had to be written in English, German or French, and had to describe the effectiveness and/or profitability of preventive veterinary intervention(s) against anthrax, blackleg, bovine tuberculosis, brucellosis, contagious bovine pleuropneumonia, contagious caprine pleuropneumonia, foot-and-mouth disease, goat pox, lumpy skin disease, pasteurellosis, peste des petits ruminants, and/or sheep pox in any SSA country. Of the 2748 publications initially screened, 84 met our inclusion criteria and were analyzed. Most of the studies (n = 73, 87%) evaluated the effectiveness and/or profitability of vaccination, applied exclusively, applied jointly with, or compared to strategies like deworming, antimicrobial treatment, surveillance, feed supplementation, culling and dipping in reducing morbidity and/or mortality to livestock diseases. The effectiveness and/or profitability of antimicrobial treatment (n = 5), test and slaughter (n = 5), and use of lay animal health workers (n = 1) applied exclusively, were evaluated in the other studies. Vaccination was largely found to be both effective and with positive return on investment. Ineffective vaccination was mainly due to loss of vaccine potency under unfavorable field conditions like adverse weather events, cold chain failure, and mismatch of circulating pathogen strain and the vaccines in use.In summary, vaccination is the most effective and profitable means of controlling infectious livestock diseases in SSA. However, to achieve effective control of these diseases, its implementation must integrate pathogen surveillance, and optimal vaccine delivery tools, to overcome the reported field challenges.

Abstract
Animals provide food and other critical resources to most of the global population. As such, diseases of animals can cause dire consequences, especially disease with high rates of morbidity or mortality. Transboundary animal diseases (TADs) are highly contagious or transmissible, epidemic diseases, with the potential to spread rapidly across the globe and the potential to cause substantial socioeconomic and public health consequences. Transboundary animal diseases can threaten the global food supply, reduce the availability of non-food animal products, or cause the loss of human productivity or life. Further, TADs result in socioeconomic consequences from costs of control or preventative measures, and from trade restrictions. A greater understanding of the transmission, spread, and pathogenesis of these diseases is required. Further work is also needed to improve the efficacy and cost of both diagnostics and vaccines. This review aims to give a broad overview of 17 TADs, providing researchers and veterinarians with a current, succinct resource of salient details regarding these significant diseases. For each disease, we provide a synopsis of the disease and its status, species and geographic areas affected, a summary of in vitro or in vivo research models, and when available, information regarding prevention or treatment.

Abstract
Modeling realistic human decision-making is an important feature of good policy design processes. The use of an agent-based modeling framework allows for quantitative human decision-models that assume fully rational agents. This research introduces a dynamic human decision-making sub-model. The parameterisation of human memory and "rationality" in a decision-making model represents an important extension of decision-making in ABMs. A data driven model of herd movement within a dynamic natural environment is the context for evaluating the cognitive decision-making model. The natural and human environments are linked via memory and rationality that affect herdsmen decision-making to vaccinate cattle using a once-for-life vaccine (Rift Valley fever) and an annual booster vaccine (Contagious Bovine Pleuropneumonia). The simulation model uses environmental data from Samburu county, Kenya from 2004 to 2015. The cognitive parameters of memory and "rationality" are shown to successfully differentiate between vaccination decisions that are characterized by annual and once-for-life choices. The preliminary specifications and findings from the dynamic cognition-pastoralist agent-based model (PastoralScape) indicate that the model offers much to livestock vaccination modeling among small-scale herders.

Abstract
Contagious bovine pleuropneumonia (CBPP) is an infectious and contagious respiratory disease of cattle, caused by Mycoplasma mycoides subsp. mycoides (Mmm). In this review, basic epidemiological features of CBPP, complicated by existing different strains of Mycoplasmas with similar biochemical characteristics, with preference to Sub-Saharan Africa are discussed. Many sub-Saharan African countries are challenged by variable gaps that include diagnostic tools and control strategies. Science-based issues on diagnostic procedures, vaccination, treatment, and other control strategies are discussed. Participatory epidemiology (PE), a diagnostic technique used in the identification and solving of animal health problems in rural communities, was also discussed. PE application, in conjunction with conventional diagnostic tools, will improve CBPP identification in pastoral rural communities and promote control of the disease in Africa. Furthermore, adequate CBPP control can be achieved through stronger political commitments from governments by prioritizing the disease among major diseases of high economic importance to the livestock industry for surveillance and control. Investment in CBPP control in endemic African countries will assure food security, livelihoods and the general well-being of people, and international trade.

Abstract
Contagious bovine pleuropneumonia (CBPP) and contagious caprine pleuropneumonia (CCPP) are major infectious diseases of ruminants caused by mycoplasmas in Africa and Asia. In contrast with the limited pathology in the respiratory tract of humans infected with mycoplasmas, CBPP and CCPP are devastating diseases associated with high morbidity and mortality. Beyond their obvious impact on animal health, CBPP and CCPP negatively impact the livelihood and wellbeing of a substantial proportion of livestock-dependent people affecting their culture, economy, trade and nutrition. The causative agents of CBPP and CCPP are Mycoplasma mycoides subspecies mycoides and Mycoplasma capricolum subspecies capripneumoniae, respectively, which have been eradicated in most of the developed world. The current vaccines used for disease control consist of a live attenuated CBPP vaccine and a bacterin vaccine for CCPP, which were developed in the 1960s and 1980s, respectively. Both of these vaccines have many limitations, so better vaccines are urgently needed to improve disease control. In this article the research community prioritized biomedical research needs related to challenge models, rational vaccine design and protective immune responses. Therefore, we scrutinized the current vaccines as well as the challenge-, pathogenicity- and immunity models. We highlight research gaps and provide recommendations towards developing safer and more efficacious vaccines against CBPP and CCPP.

Abstract
Contagious bovine pleuropneumonia (CBPP) is a respiratory disease of cattle that is listed as notifiable by the World Organization for Animal Health. It is endemic in sub-Saharan Africa and causes important productivity losses due to the high mortality and morbidity rates. CBPP is caused by Mycoplasma mycoides subsp. mycoides (Mmm) and is characterized by severe fibrinous bronchopneumonia and pleural effusion during the acute to subacute stages and by pulmonary sequestra in chronic cases. Additional lesions can be detected in the kidneys and in the carpal and tarsal joints of calves. Mmm infection occurs through the inhalation of infected aerosol droplets. After the colonization of bronchioles and alveoli, Mmm invades blood and lymphatic vessels and causes vasculitis. Moreover, Mmm can be occasionally demonstrated in blood and in a variety of other tissues. In the lung, Mmm antigen is commonly detected on bronchiolar and alveolar epithelial cells, in lung phagocytic cells, within the wall of blood and lymphatic vessels, inside necrotic areas, and within tertiary lymphoid follicles. Mmm antigen can also be present in the cytoplasm of macrophages within lymph node sinuses, in the germinal center of lymphoid follicles, in glomerular endothelial cells, and in renal tubules. A complete pathological examination is of great value for a rapid presumptive diagnosis, but laboratory investigations are mandatory for definitive diagnosis. The purpose of this review is to describe the main features of CBPP including the causative agent, history, geographic distribution, epidemiology, clinical course, diagnosis, and control. A special focus is placed on gross and microscopic lesions in order to familiarize veterinarians with the pathology and pathogenesis of CBPP.

Abstract
BACKGROUND Rift Valley fever (RVF) is an emerging neglected mosquito-borne viral zoonotic disease of domestic animals and humans, with potential for global expansion. The objectives of this study were: to assess perceived relative burden and seasonality of RVF in nomadic cattle herds and validate the burden with sero-prevalence impact; and assess perceived risk factors associated with the disease and risk pathways for RVF virus in nomadic pastoral herds of North-central Nigeria using pastoralists' existing veterinary knowledge. METHODS Participatory Epidemiology (PE) survey was conducted in Fulani nomadic pastoral communities domiciled in Niger State between January and December 2015. A cross-sectional sero-prevalence investigation was also carried out in nomadic pastoral cattle herds to validate outcomes of PE. A total of nine nomadic pastoral communities were purposively selected for qualitative impact assessment using Participatory Rural Appraisal tools, while 97 cattle randomly sampled from 15 purposively selected nomadic herds and had their sera analyzed using c-ELISA. Kendall's Coefficient of Concordance W statistics and OpenEpi 2.3.1 were used for statistical analyses. RESULTS Mean proportional piles (relative burden) of RVF (Gabi-gabiF) was 8.3%, and nomads agreement on the burden was strong (W = 0.6855) and statistically significant (P<0.001). This was validated by 11.3% (11/97; 95% CI: 6.1-18.9) sero-positivity (quantitative impact). Mean matrix scores of prominent clinical signs associated with RVF were fever (3.1), anorexia (2.1), abortion (4.1), nasal discharge (3.3), neurological disorder (8.4), diarrhoea (3.2), and sudden death (4.4), with strong agreement (W = 0.6687) and statistically significant (p<0.001). Mean proportional piles of pastoralists' perceived risk factors identified to influenced RVF occurrence were: availability of mosquitoes (18 piles, 17.6%), high cattle density (16 piles, 15.9%) and high rainfall (12 piles, 12.2%). Agreement on the risk factors was strong (W = 0.8372) and statistically significant (p<0.01). Mean matrix scores for the Entry pathway of RVF virus into the nomadic pastoral herds were: presence of RVFV infected mosquitoes (tiny biting flies) (7.9), presence of infected cattle in herds (8.4), and contacts of herd with infected wild animals at grazing (10.1). Mean matrix scores for the Spread pathway of RVF virus in herds were bites of infected mosquitoes (5.1), contacts with infected aborted fetuses/fluids (7.8), and contaminated pasture with aborted fetuses/fluids (9.7). Agreement on risk pathways was strong (W = 0.6922) and statistically significant (p<0.03). Key informants scored RVF to occurred more in Damina or late rainy season (5.3), followed by Kaka or early dry season (3.3), with strong agreement (W = 0.8719) and statistically significant (P<0.01). This study highlighted the significant existing knowledge level about RVF contained in nomadic pastoralists. CONCLUSIONS The use of PE approach is needful in active surveillance of livestock diseases in pastoral communities domiciled in highly remote areas. RVF surveillance system, control and prevention programmes that take the identified risk factors and pathways into consideration will be beneficial to the livestock industry in Nigeria, and indeed Africa. An 'OneHealth' approach is needed to improve efficiency of RVF research, surveillance, prevention and control systems, so as to assure food security and public health in developing countries.

Abstract
Contagious bovine pleuropneumonia (CBPP) is an infectious disease of cattle which substantially contributes to poor productivity of the sub-Saharan pastoral livestock sector. In Nigeria and most of the West African countries, limited public funding for CBPP control have necessitated farmers to bear a bigger burden of managing the disease. Understanding the factors influencing decision of farmers to implement disease control programmes is therefore a key element in informing future policies aimed at improving CBPP management. This study explored perceptions of Nigerian Fulani pastoral herdsmen on the responsibility for cattle healthcare, and identified their circumstances and motivations in implementing CBPP management programmes. Field data were collected from 191 pastoral farmers using a semi-structured, interviewer-administered questionnaire. The results indicated that younger farmers were more likely than their older counterpart to accept the responsibility for CBPP management (p<0.01). This may signal future prospects for improved CBPP management where upcoming farmers could be encouraged to implement CBPP control programmes and uphold the costs. 13.6% of the farmers had no intention of implementing any CBPP control programme on farm, while 81.2% either had a positive intention or implemented at least one programme aimed at controlling CBPP. Intention to implement CBPP control programmes was significantly associated with educational attainment of farmers (p<0.01) and their access to CBPP control services offered by trained veterinarians (p<0.01). Farmers with negative attitudes towards implementing CBPP control programmes could be motivated to change their perspectives by advice from trusted sources and improved access to veterinary services. Conversely, farmers with positive attitudes towards implementing CBPP control programmes were more likely to be motivated by affordable veterinary services and advocacy on specific CBPP control programmes. As such, the former group of farmers will be more likely to benefit from programmes which focus on providing credible information from trusted sources, such as extension agents, veterinarians or successful peers. On the contrary, interventions targeting the latter group of farmers should prioritize cost-effective delivery of improved CBPP control technologies.

Abstract
Contagious bovine pleuropneumonia has been assessed according to the criteria of the Animal Health Law (AHL), in particular criteria of Article 7 on disease profile and impacts, Article 5 on the eligibility of contagious bovine pleuropneumonia to be listed, Article 9 for the categorisation of contagious bovine pleuropneumonia according to disease prevention and control rules as in Annex IV and Article 8 on the list of animal species related to contagious bovine pleuropneumonia. The assessment has been performed following a methodology composed of information collection and compilation, expert judgement on each criterion at individual and, if no consensus was reached before, also at collective level. The output is composed of the categorical answer, and for the questions where no consensus was reached, the different supporting views are reported. Details on the methodology used for this assessment are explained in a separate opinion. According to the assessment performed, contagious bovine pleuropneumonia can be considered eligible to be listed for Union intervention as laid down in Article 5(3) of the AHL. The disease would comply with the criteria as in Sections 4 and 5 of Annex IV of the AHL, for the application of the disease prevention and control rules referred to in points (d) and (e) of Article 9(1). The animal species to be listed for contagious bovine pleuropneumonia according to Article 8(3) criteria are species of the family Bovidae as susceptible.

Abstract
Contagious bovine pleuropneumonia (CBPP), infectious and highly contagious diseases of cattle in Africa, is the only bacterial disease in the OIE list A diseases. This severe respiratory disease of cattle is the second most important transboundary animal disease in Africa after rinderpest. CBPP is caused by Mycoplasma mycoides subsp. mycoides SC (small colony bovine biotype) and it is endemic disease in many African countries including Ethiopia. This paper systematically reviews prevalence report at herd and individual animal level for the last 20 years (1996-2016) with main aim of making comprehensive document regarding the seroprevalence and distribution of CBPP in Ethiopia. The paper is therefore helpful in knowing the past and current disease status and also to forecast the future and possible prevention option in the country. So far, the seroprevalence that ranges from 0.4 to 96% was reported from different export quarantine centers and production areas in Ethiopia. The reported seroprevalence is significantly associated with different agro-ecology of the country and the highest was reported from lowland in which 40% of livestock population was kept. The recent seroprevalence studies report from different areas of the country also indicated as CBPP is posing a major threat to cattle production in many parts of the country, thereby causing considerable economic losses through morbidity and mortality. This disease also causes restriction on the trade of animals and animal products internationally and accounts for a loss of over 8.96 million US dollars per year in Ethiopian situation. Thus, a great attention should be given both at production areas and the quarantine stations as its occurrence may affect the export earnings of the country, thereby threatening the livelihood of pastoralists and national economy of the country.

Abstract
Contagious bovine pleuropneumonia is one of the most important trans-boundary disease affecting Fulani cattle herds of Nigeria and whose control is urgently needed. A Participatory Epidemiology approach and cross-sectional study were concurrently conducted to investigate qualitative and quantitative impacts of CBPP, respectively and associated socio-cultural factors that influenced exposure of Fulani nomadic pastoral communities to its risk in Niger State, North-central Nigeria between January and December 2013. A total of nine pastoral communities were purposively selected for qualitative impact assessment using Participatory Rural Appraisal tools, while 765 cattle randomly sampled from 125 purposively selected nomadic herds were analyzed using c-ELISA. Data on socio-cultural characteristics were collected using structured questionnaires administered on nomadic herd owners of the 125 selected herds. Kendall's Coefficient of Concordance W statistics and OpenEpi 2.3 were used for statistical analyses. Pastoralists' dependent factors associated with their socio-cultural activities were tested using Chisquare tests and likelihood backward logistic regressions. The mean proportional piles (relative qualitative impact) of CBPP was 12.6%, and nomads agreement on this impact was strong (W=0.6855) and statistically significant (P<0.001). This was validated by 16.2% (95% CI: 13.7, 19.0) sero-positive (quantitative impact). Highest sero-prevalence of 25.3% was observed in Northern agro-ecological zone, while lowest of 6.2% was in Eastern zone. Pastoralists in the age groups 51-60 and 61-70 years were more likely (OR 13.07; 95% CI: 3.21, 53.12 and OR 7.10; 95% CI: 1.77, 28.33, respectively) to have satisfactory information/awareness on CBPP and lowland transhumance pastoralists were more likely (OR 5.21; 95% CI: 2.01, 13.54) to have satisfactory information. Socio-cultural activities of extensive husbandry system was six times more likely (OR 5.79; 95% CI: 2.55, 13.13) to be satisfactory practice that influenced CBPP occurrence in herds, while culture of borrowing and loaning of cattle was twenty times more likely (OR 19.94; 95% CI: 6.36, 62.48) to be satisfactory practice that influenced CBPP occurrence in herds. Also, sharing a water source that caused concentration of stocks in one point was fifty three times more likely (OR 53.08; 95% CI: 14.91, 189.00) to be satisfactory practice that influenced occurrence of the disease in herds. This study highlighted the critical gap that exists in terms of significant influence of socio-cultural factors on CBPP occurrence in pastoral herds in Nigeria. Thus, CBPP surveillance, control and prevention programs that take these factors into consideration will be beneficial to the livestock industry in Nigeria, and indeed Africa.

Abstract
A cross-sectional survey of 765 cattle in 125 nomadic and 375 cattle in 125 sedentary herds was conducted to investigate prevalence and risk factors for contagious bovine pleuropneumonia (CBPP) in the two production systems of Niger State in North Central Nigeria, between January and August 2013. Data on herd characteristics were collected using structured questionnaires administered on herd owners. Serological analysis was conducted using competitive enzyme linked immunosorbent assay (c-ELISA) test. Descriptive, univariate, and multivariate statistical analyses were conducted with OpenEpi version 2.3.1 software. Statistical significance was held at P < 0.05. CBPP sero-prevalence in nomadic cattle was 16.2 % (confidence interval (CI) 13.7-19.0) and 9.6 % (CI 6.9-12.9) in sedentary cattle. The overall cattle-level sero-prevalence for two the cattle production systems was 14.0 % (CI 12.1-16.1). Age and agro-ecological zones were significantly (P < 0.001 and P < 0.001, respectively) associated with sero-positivity to Mmm in nomadic production. Agro-ecological zone C had the highest sero-prevalence (25.3 %, CI 20.2-31.0). No significant cattle factors were detected in sedentary production. Factors significantly associated with CBPP occurrence at herd-level were contacts with other herds during grazing (P < 0.001) and at watering points (P < 0.001). Others were introduction of new cattle into herd (P < 0.001), outbreaks of CBPP in an area (P < 0.001), socio-cultural factors of cattle gifts and dowry payment (P < 0.001), herd composition of keeping cattle and small ruminants together (P < 0.001), and long trekking during migrations (P = 0.0009). This study had shown the burden of CBPP in the two production systems. Sero-diagnosis and risk factor identification should be institutionalized as elements of epidemio-surveillance and control strategies for CBPP, especially in resource-poor pastoralists' settlements in Nigeria.

Abstract
BACKGROUND Contagious bovine pleuropneumonia (CBPP), an infection of cattle caused by the small colony biotype of Mycoplasma mycoides subspecies mycoides (MmmSC), is a significant constraint to improved pastoral cattle productivity in sub-Saharan Africa. This cross-sectional study was aimed to estimate serological prevalence of CBPP and identify risk factors for herd sero-positivity within agro-pastoral areas of Nigeria. RESULTS The herd level prevalence of CBPP was 54.7% (95% confidence interval (CI) = 47.7-62.0), and proportion of animals with detectable MmmSC monoclonal antibody was 30.2% (95% CI = 26.3-34.4). Herds were more likely to be sero-positive if they were potentially exposed to recent CBPP outbreaks (odds ratio (OR) = 4.9, 95% CI = 2.4-10.1) or of larger sizes (OR = 3.0, 95% CI = 1.2-7.5). Herds vaccinated against the disease had lower odds of being sero-positive (OR = 0.12, 95% CI = 0.02-0.6) than unvaccinated herds. CONCLUSIONS CBPP is endemic to agro-pastoral areas, and it is doubtful if the current control strategies are making real impact in reducing production losses. Although eradication is more likely to be achieved through regional approaches, enhanced vaccination coverage supported with targeted surveillance and a trace back system based on cattle trade and movement records will sustain effective control of the disease in the Nigerian cattle population.

Abstract
Contagious bovine pleuropneumonia (CBPP) is a cattle disease that has hampered the development of the livestock sector in sub-Saharan Africa. Currently, vaccination with a live vaccine strain is its recommended control measure although unofficial antimicrobial use is widely practiced. Here, modelling techniques are used to assess the potential impact of early elimination of infected cattle via accurate diagnosis on CBPP dynamics. A herd-level stochastic epidemiological model explicitly incorporating test sensitivity and specificity is developed. Interventions by annual vaccination, annual testing and elimination and a combination of both are implemented in a stepwise manner and their effectiveness compared by running 1000 simulations per intervention over ten years. The model predicts that among the simulated interventions, the ones likely to eliminate the disease from an isolated herd all involved annual vaccination of more than 75% of the animals with a vaccine that protects for at least 18 months combined with annual testing (and elimination of positive reactors) of 75% of the animals every six months after vaccination. The highest probability of disease elimination was 97.5% and this could occur within a median of 2.3 years. Generally, our model predicts that regular testing and elimination of positive reactors using improved tests will play a significant role in minimizing CBPP burden especially in the current situation where improved vaccines are yet to be developed.

Abstract
Pastoralists had traditional disease coping mechanisms. Some pastoralists had no knowledge of any prevention method and others would not know what to do or would do nothing in the event of an outbreak. Pastoralists perceived vaccination to be the solution to CBPP but vaccination was irregular. Vaccination exhibited adverse post-vaccination reactions and consequently 25.2% of pastoralists may resist subsequent vaccinations against CBPP. Pastoralists preferred CBPP vaccination at certain times of the year and that it is combined with other vaccinations.
CBPP is an important transboundary disease in sub-Saharan Africa whose control is urgent. Participatory data collection involving 52 focus group discussions in 37 village clusters and key informant interviews, a cross-sectional study involving 232 households and a post-vaccination follow up involving 203 households was carried out in 2006–2007 in Narok South district of Kenya. This was to investigate knowledge, attitudes, perceptions and practices (KAPP) associated with control of CBPP as well as the adverse post-vaccination reactions in animals in order to advice the control policy. The community perceived trans-boundary CBPP threat to their cattle. They had traditional disease coping mechanisms and were conversant with CBPP prevention and control with 49.8% (95%CI: 42.8–56.7%) giving priority to CBPP control. However, 12.9% (95%CI: 9.0–18.1%) of pastoralists had no knowledge of any prevention method and 10.0% (95%CI: 6.5–14.7%) would not know what to do or would do nothing in the event of an outbreak. Although 43.5% (95%CI: 37.1–50.2%) of pastoralists were treating CBPP cases with antimicrobials, 62.5% (95%CI: 52.1–71.7%) of them doubted the effectiveness of the treatments. Pastoralists perceived vaccination to be the solution to CBPP but vaccination was irregular due to unavailability of the vaccine. Vaccination was mainly to control outbreaks rather than preventive and exhibited adverse post-vaccination reactions among 70.4% (95%CI: 63.6–76.5%) of herds and 3.8% (95%CI: 3.5–4.2%) of animals. Consequently, nearly 25.2% (95%CI: 18.5–33.2%) of pastoralists may resist subsequent vaccinations against CBPP. Pastoralists preferred CBPP vaccination at certain times of the year and that it is combined with other vaccinations. In conclusion, pastoralists were not fully aware of the preventive measures and interventions and post-vaccination reactions may discourage subsequent CBPP vaccinations. Consequently there is need for monitoring and management of post vaccination reactions and awareness creation on CBPP prevention and interventions and their merits and demerits. CBPP vaccine was largely unavailable to the pastoralists and the preference of the pastoralists was for vaccination at specified times and vaccine combinations which makes it necessary to avail the vaccine in conformity with the pastoralists preferences. In addition, planning vaccinations should involve pastoralists and neighbouring countries. As the results cannot be generalized, further studies on CBPP control methods and their effectiveness are recommended.

Abstract
Livestock export is vital to the Somali economy. To protect Somali livestock exports from costly import bans used to control the international spread of disease, better certification of livestock health status is required. We performed quantitative risk assessment and cost-effectiveness analysis on different health certification protocols for Somali livestock exports for six transboundary diseases. Examining stock at regional markets alone without port inspection and quarantine was inexpensive but was ineffective for all but contagious bovine pleuropneumonia, contagious caprine pleuropneumonia and peste des petits ruminants. While extended pre-export quarantine improves detection of infections that cause clinical disease, if biosecurity is suboptimal quarantine provides an opportunity for transmission and increased risk. Clinical examination, laboratory screening and vaccination of animals for key diseases before entry to the quarantine station reduced the risk of an exported animal being infected. If vaccination could be reliably performed weeks before arrival at quarantine its effect would be greatly enhanced. The optimal certification method depends on the disease. Laboratory diagnostic testing was particularly important for detecting infections with limited clinical signs in male animals (only males are exported); for Rift Valley fever (RVF) the probability of detection was 99% or 0% with and without testing. Based on our findings animal inspection and certification at regional markets combined with quarantine inspection and certification would reduce the risk of exporting infected animals and enhance disease control at the regional level. This is especially so for key priority diseases, that is RVF, foot-and-mouth disease and Brucellosis. Increased data collection and testing should be applied at point of production and export.

Abstract
Contagious bovine pleuropneumonia (CBPP) caused by Mycoplasma mycoides subsp. mycoides (Mmm) is an economically very important cattle disease in sub-Saharan Africa. CBPP impacts animal health and poverty of livestock-dependent people through decreased animal productivity, reduced food supply, and the cost of control measures. CBPP is a barrier to trade in many African countries and this reduces the value of livestock and the income of many value chain stakeholders. The presence of CBPP also poses a constant threat to CBPP-free countries and creates costs in terms of the measures necessary to ensure the exclusion of disease. This opinion focuses on the biomedical research needed to foster the development of better control measures for CBPP. We suggest that different vaccine development approaches are followed in parallel. Basic immunology studies and systematic OMICs studies will be necessary in order to identify the protective arms of immunity and to shed more light on the pathogenicity mechanisms in CBPP. Moreover a robust challenge model and a close collaboration with African research units will be crucial to foster and implement a new vaccine for the progressive control of this cattle plague.

Abstract
BACKGROUND Transboundary animal movements facilitate the spread of pathogens across large distances. Cross-border cattle trade is of economic and cultural importance in West Africa. This study explores the potential disease risk resulting from large-scale, cross-border cattle trade between Togo, Burkina Faso, Ghana, Benin, and Nigeria for the first time. METHODS AND PRINCIPAL FINDINGS A questionnaire-based survey of livestock movements of 226 cattle traders was conducted in the 9 biggest cattle markets of northern Togo in February-March 2012. More than half of the traders (53.5%) operated in at least one other country. Animal flows were stochastically simulated based on reported movements and the risk of regional disease spread assessed. More than three quarters (79.2%, range: 78.1-80.0%) of cattle flowing into the market system originated from other countries. Through the cattle market system of northern Togo, non-neighbouring countries were connected via potential routes for disease spread. Even for diseases with low transmissibility and low prevalence in a given country, there was a high risk of disease introduction into other countries. CONCLUSIONS By stochastically simulating data collected by interviewing cattle traders in northern Togo, this study identifies potential risks for regional disease spread in West Africa through cross-border cattle trade. The findings highlight that surveillance for emerging infectious diseases as well as control activities targeting endemic diseases in West Africa are likely to be ineffective if only conducted at a national level. A regional approach to disease surveillance, prevention and control is essential.

Abstract
Contagious bovine pleuropneumonia (CBPP) is an economically important disease in most of sub-Saharan Africa. A conjoint analysis and ordered probit regression models were used to measure the preferences of farmers for CBPP vaccine and vaccination attributes. This was with regard to inclusion or not of an indicator in the vaccine, vaccine safety, vaccine stability as well as frequency of vaccination, vaccine administration and the nature of vaccination. The analysis was carried out in 190 households in Narok District of Kenya between October and December 2006 using structured questionnaires, 16 attribute profiles and a five-point Likert scale. The factors affecting attribute valuation were shown through a two-way location interaction model. The study also demonstrated the relative importance (RI) of attributes and the compensation value of attribute levels. The attribute coefficient estimates showed that farmers prefer a vaccine that has an indicator, is 100% safe and is administered by the government (p<0.0001). The preferences for the vaccine attributes were consistent with expectations. Preferences for stability, frequency of vaccination and nature of vaccination differed amongst farmers (p>0.05). While inclusion of an indicator in the vaccine was the most important attribute (RI=43.6%), price was the least important (RI=0.5%). Of the 22 household factors considered, 15 affected attribute valuation. The compensation values for a change from non inclusion to inclusion of an indicator, 95-100% safety, 2h to greater than 2h stability and from compulsory to elective vaccination were positive while those for a change from annual to biannual vaccination and from government to private administration were negative. The study concluded that the farmers in Narok District had preferences for specific vaccine and vaccination attributes. These preferences were conditioned by various household characteristics and disease risk factors. On average the farmers would need to be compensated or persuaded to accept biannual and private vaccination against CBPP. There is need for consideration of farmer preferences for vaccine attribute levels during vaccine formulations and farmer preferences for vaccination attribute levels when designing delivery of vaccines.

Abstract
The objectives of this study were to assess the activity of oxytetracycline (OTC), danofloxacin and tulathromycin against Mycoplasma mycoides subsp. mycoides Small Colony, the causative agent of contagious bovine pleuropneumonia, in an in vitro dynamic concentration model and to determine the concentration and/or time dependence of such activity. Time-kill assays that simulated elimination of antimicrobials from the body were performed. Initial antimicrobial concentrations corresponded to various multiples of the MIC and cultures were diluted in a stepwise fashion with either drug-free or drug-containing artificial medium to mimic administration by single-release bolus or infusion, respectively. Where appropriate, data were fitted to sigmoidal E(max) models. OTC produced no change in mycoplasma titre from the initial inoculum size, regardless of the concentration or means of drug exposure. Both danofloxacin and tulathromycin resulted in a decrease in mycoplasma titre but neither was bactericidal (99.9 % kill) over 12 h. A greater antimycoplasmal effect, defined as the change in log(10) (c.f.u. ml(-1)) over 12 h, was achieved when danofloxacin was administered as a single-release bolus, suggesting concentration-dependent activity, whereas the antimycoplasmal effect of tulathromycin was comparable following administration by single-release bolus or infusion, owing to its long half-life.

Abstract
Participatory epidemiology (PE) is an evolving branch of veterinary epidemiology which uses a combination of practitioner communication skills and participatory methods to improve the involvement of animal keepers in the analysis of animal disease problems, and the design, implementation and evaluation of disease control programmes and policies. This review describes the origins of PE and how the application of PE requires attention to both a participatory approach and participatory methods, supported by triangulation of data with conventional veterinary diagnostic methods. The review summarizes the various adaptations and uses of PE, including the design of primary veterinary service delivery systems, veterinary research and disease surveillance. In contrast to conventional data collection methods, an integral aspect PE is the concept of applying and evaluating new disease control programmes or surveillance systems in partnership with animal owners. In the developing regions where PE has been most commonly used, this action-orientated approach raises important challenges for veterinary institutions with limited financial resources. Information derived from PE studies can also question longstanding disease control policies and norms, nationally and internationally.

Abstract
A live, attenuated vaccine is currently the only viable option to control of CBPP in Africa. It has been suggested that simple modifications to current vaccines and protocols might improve efficacy in the field. In this report we compared the current vaccine formulation with a buffered preparation that maintains Mycoplasma viability at ambient temperature for a longer time. Groups of animals were vaccinated with the two formulations and compared with non vaccinated groups. Half of the animals in each group were challenged 3 months post vaccination, the other half after 16 months. Protection levels were measured using the pathology index, calculated from post mortem scores of lesions from animals killed during the course of clinical disease. In the challenge at 3 months post vaccination, the protection levels were 52% and 77% for the modified and current vaccine preparations, respectively. At 16 months post vaccination, the protection levels were 56% and 62% for the modified and current vaccine preparations, respectively. These findings indicate that there are no differences in protection levels between the two vaccines. Because of its longer half life after reconstitution, the modified vaccine might be preferred in field situations where the reconstituted vaccine is likely not to be administered immediately.

Abstract
A participatory epidemiological (PE) study was carried out with Turkana pastoralists in Turkana South District, Kenya, to determine the relative incidence of livestock diseases and their impact on livelihoods. A sub-location was used as the sampling unit. A sub-location is the smallest administrative unit and is occupied by clusters of families (called adakars) that share common grazing patterns. A total of 32 sub-locations were randomly selected for the study. At least one focus group discussion involving more than 10 people was held with each adakar. In addition, key informant interviews involving local leaders and animal health service providers were conducted before or after the group sessions. PE techniques that were used with the stock owners include participatory mapping, relative incidence scoring, proportional piling, disease impact matrix scoring, seasonal calendars and probing. The methods used were pre-tested in four sub-locations that were excluded from further study. The study revealed that goats, with median score of 33 (10th and 90th percentiles of 25, 44, respectively) and sheep, median score of 20.5 (15, 26) were perceived to be the most abundant livestock species while goats (median score of 32 [21, 56]) and camels (median score of 22.5 [11, 33]) contributed the most to the livelihoods of the pastoralists. For goats, the overall relative incidence scores of peste des petits ruminants (PPR), contagious caprine pleuropneumonia (CCPP) and mange were 23.5% (15, 34), 25% (21, 45) and 20% (19, 28), respectively. The respective median scores for case fatality rates were 66% (45, 76.5), 62.5% (25, 100) and 73.2% (21.4, 85.7). Disease impact matrix scores indicated that mange was the most important disease of goats. Mange (range: 28-32%) and pox (range: 16-38%) were perceived to be the most prevalent diseases in camels. Livestock movements, limited access to veterinary services and stock theft were identified as key factors that contributed to the high prevalence and persistence of these diseases. This paper discusses strategies that could be used to control these diseases given the challenges associated with nomadic pastoralism and insecurity.

Abstract
Contagious bovine pleuropneumonia (CBPP), caused by Mycoplasma mycoides subsp. mycoides SC (MmmSC), is one of the most important diseases of cattle in Sub-Saharan Africa. The live T1/44 vaccine is normally used for its control but produces only transient protection and gives rise to adverse reactions. The present study evaluated the efficacy of danofloxacin (2.5% Advocintrade mark, Pfizer Ltd.) for the treatment of naturally infected cattle and in the prevention of CBPP transmission to in-contact cattle. Adult cattle, taken from a natural outbreak, were placed into two groups of 10 animals and kept on a research farm in paddocks 50m apart. One group was treated with 2.5mg/kg danofloxacin on days 0, 1 and 2; the other group were saline treated. On day 2, 10 CBPP-free, seronegative cattle were placed in contact with each of the two groups. All cattle were monitored for 3.5 months. No differences were seen in clinical improvement of the CBPP-affected cattle treated with danofloxacin compared with the untreated CBPP-affected cattle with approximately half of each group being withdrawn because of CBPP or showing CBPP lesions at post mortem examination. Clinical scores of the two groups were also similar. However cattle kept in contact with the danofloxacin-treated CBPP-affected animals showed significantly fewer lesions, less mortality and fewer animals were seropositive (P<0.02) and had reduced clinical scores (P<0.001) compared to cattle kept in contact with untreated CBPP-affected cattle. MmmSC was also isolated from fewer contact controls kept with the treated group. These findings could have important implications for the control of CBPP in Africa.

Abstract
Pastoral cattle live in highly structured communities characterized by complex contact patterns. The present paper describes a spatially heterogeneous model for the transmission of contagious bovine pleuropneumonia (CBPP) developed specifically for pastoral communities of East Africa. The model is validated against serological data on the prevalence of CBPP infection in several communities of southern Sudan and against livestock owner information on community structure, livestock contact and cattle exchange. The model is used to assess the impact of alternative control strategies including mass and elective vaccination programmes, potential treatment regimes and the combination of vaccination and treatment in a single unified strategy. The results indicate that the eradication of CBPP using mass vaccination with currently available vaccines is unlikely to succeed. On the other hand, elective control programmes based on herd level vaccination, treatment of clinical cases or a combination of both vaccination and treatment enabled individual livestock owners to capture a large benefit in terms of reduced animal-level prevalence and mortality experience. The most promising intervention scenario was a programme which combined the vaccination of healthy animals with treatment of clinical cases.
