Abstract
Community-acquired pneumonia is one of the most common infectious diseases and a substantial cause of mortality and morbidity worldwide. Therefore eravacycline (ERV) was approved by the FDA in 2018 for the treatment of acute bacterial skin infections, GIT infections, and community-acquired bacterial pneumonia caused by susceptible bacteria. Hence, a green highly sensitive, cost-effective, fast, and selective fluorimetric approach was developed for the estimation of ERV in milk, dosage form, content uniformity, and human plasma. The selective method is based on the utilization of plum juice and copper sulphate for the synthesis of green copper and nitrogen carbon dots (Cu-N@CDs) with high quantum yield. The quantum dots' fluorescence was enhanced after the addition of ERV. The calibration range was found to be in the range 1.0 - 80.0 ng mL-1 with LOQ equal to 0.14 ng mL-1 and LOD was found to be 0.05 ng mL-1. The creative method is simple to deploy in clinical labs and therapeutic drug health monitoring system. The current approach has been bioanalytically validated using US-FDA and validated ICH criteria. High-resolution transmission electron microscopy (HR-TEM), X-ray photon spectroscopy (XPS), Zeta potential measurements, fluorescence, UV-VIS, and FTIR spectroscopy have all been used to fully characterize the Cu-N@CQDs. The Cu-N@CQDs were effectively applied in human plasma and milk samples with a high percentage of recovery ranging from 97.00 to 98.80%.

Abstract
Organic molecules with excited-state intramolecular proton transfer (ESIPT) and thermally activated delayed fluorescence (TADF) properties have great potential for realizing efficient organic light-emitting diodes (OLEDs). Furthermore, 2,2'-bipyridine-3,3'-diol (BP(OH)2) is a typical molecule with ESIPT and TADF properties. Previously, the double ESIPT state was proved to be a luminescent state, and the T2 state plays a dominant role in TADF for the molecule. Nevertheless, whether BP(OH)2 undergoes a double or single ESIPT process is controversial. Since different ESIPT channels will bring different TADF mechanisms, the previously proposed TADF mechanism based on the double ESIPT structure for BP(OH)2 needs to be reconsidered. Herein, reduced density gradient, potential energy surface, IR spectra and exited-state hydrogen-bond dynamics computations confirm that BP(OH)2 undergoes the barrierless single ESIPT process rather than the double ESIPT process with a barrier. Moreover, based on the single ESIPT structure, we calculated spin-orbit coupling matrix elements, nonradiative rates and electron-hole distributions. These results disclose that the T3 state plays a predominant role in TADF. Our investigation provides a better understanding on the TADF mechanism in hydrogen-bonded molecular systems and the interaction between ESIPT and TADF, which further provides a reference for developing efficient OLEDs.

Abstract
Herein, eco-friendly, water-soluble, and fluorescent carbon quantum dots (CQDs) with an average size of 8.3 nm were synthesized from rice husk (RH) using the hydrothermal method, and the CQDs were labeled as rice husk CQDs (RH-CQDs). The composition and surface functionalities were studied using X-ray photoelectron spectroscopy, Fourier transform infrared spectroscopy, and Raman spectroscopy. A study on the impact of pH and irradiation time on fluorescence affirmed the stability of RH-CQDs. The as-synthesized nanosensor has high selectivity and sensitivity for Fe3+ ions. Several photophysical studies were performed to investigate the interaction between RH-CQDs and Fe3+. Using the time-correlated single-photon technique, it is determined that the average lifetime value of RH-CQDs significantly decreases in the presence of Fe3+, which supports a dynamic quenching mechanism. The developed sensor exhibited excellent sensitivity with a detection limit in the nanomolar range (149 nM) with a wide linear range of 0-1300 nM for Fe3+ ions. The prepared nanosensor was also used to detect Fe3+ in a tablet supplement with high recoveries. Moreover, the RH-CQD nanoprobe was used to detect other analytes (fluoroquinolones) using the fluorescence enhancement technique. It showed high selectivity and sensitivity toward ofloxacin (OFX) and ciprofloxacin (CPX). The detection limits calculated were 150 nM and 127 nM with a linearity range of 50-1150 nM for OFX and CPX, respectively. The enhancement of the average lifetime value and quantum yield in the presence of OFX and CPX favors the increased fluorescence property of RH-CQDs through hydrogen bonding and charge transfer. In this work, the integration of two different mechanisms (fluorescence quenching and fluorescence enhancement) was followed to construct a single sensing platform for accurate quantification of dual-mode nanosensors for the detection of metal ions and fluoroquinolones by the excited-state electron transfer and hydrogen bonding mechanism, respectively. This strategy also stimulates the detection of more than one analyte.

Abstract
Elagolix (ELX) is an orally administered non-peptidic GnRH antagonist that has been approved by the Food and Drug Administration in 2018 for the treatment of endometriosis pain. A sensitive and selective method for estimating elagolix (ELX) in human plasma and content uniformity was developed and validated. The spectrofluorimetric technique was used to investigate ELX utilizing boron-doped carbon quantum dots (B@CQDs). After gradually adding ELX, the quantum dots fluorescence was enhanced with LOQ of 1.74 ng mL−1, the calibration curve between ELX and corresponding fluorescence intensity was found over a range of 4–100 ng mL−1. The method was successfully applied in real human plasma with pharmacokinetic study and content uniformity test. The pharmacokinetic parameters as Cmax were found to be 570 ± 5.32 ng. mL−1 after 1 h, t1/2 was found to be 6.50 h, and AUC was found to be 1290 ± 30.33 ng. h. mL−1. B@CQDs were characterized using variety of instruments. The strategy is simple to implement in clinical labs and therapeutic drug monitoring systems.

Abstract
Organic solar cells (OSC) generally contain long-chain π-conjugated polymers as donor materials, but, more recently, small-molecule donors have also attracted considerable attention. The nature of these compounds is of crucial importance concerning the various processes that determine device performance, among which singlet exciton diffusion is one of the most relevant. The efficiency of the diffusion mechanism depends on several aspects, from system morphology to electronic structure properties, which vary importantly with molecular size. In this work, we investigated the effects of conjugation length on the exciton diffusion length through electronic structure calculations and an exciton diffusion model. By applying extrapolation procedures to thiophene and phenylene vinylene oligomer series, we investigate their electronic and optical properties from the small-molecule point of view to the polymeric limit. Several properties are calculated as a function of oligomer size, including transition energies, absorption and emission spectra, reorganization energies, exciton coupling and Förster radii. Finally, an exciton diffusion model is used to estimate diffusion lengths as a function of oligomer size and for the polymeric limit showing agreement with experimental data. Results also show that longer conjugation lengths correlate with longer exciton diffusion lengths in spite of also being associated with shorter exciton lifetimes.

Abstract
Direct arylation polymerization (DARP) is a novel approach to obtain conjugated polymers (CPs) through the straightforward C-H activation of monomer building blocks. In this work, a convenient DARP method with high efficiency and excellent regioselectivity is developed to synthesize a series of donor-acceptor (D-A)-type CPs composed of electron-acceptor moiety fluorenones (FOs) and various electron-donor moieties. CPs with different band gaps are obtained in good yields and display large Stokes shifts up to 295 nm. Two ionic CPs, PFOP-NEt3(+) and PFOP-COO(-), were prepared in a polar solvent system to improve the water solubility and biocompatibility using the proposed DARP method. Detailed photophysical studies of these two CPs suggest that both solvation and hydrogen bonds play important roles in determining the polymers' spectroscopic properties. Further studies of the cationic polymer PFOP-NEt3(+) in cell imaging demonstrate its potential application in labeling cell membranes and lysosomes given its low cytotoxicity, excellent photostability, and specific subcellular localization.

Abstract
Ground (S0) and excited (S1) state properties of dicoumarol (DC) are investigated by applying density functional theory (DFT) and time dependent DFT (TDDFT) interfacing with the effective fragment potential (EFP) method of solvation. Benzene and pyrone rings of the each 4-hydroxy coumarin (4HC) moiety are in a plane and these planes are twisted by 180° with respect to each other. Two intra-molecular hydrogen bonds (HB) CO⋯HO exist between the carbonyl (CO) and hydroxyl (OH) groups of different 4HC moieties (4HC-1 and 4HC-2). DC(H2O)3 complex is formed using the original EFP model (EFP1). Four inter-molecular HBs are established by the carbonyl and hydroxyl oxygen atoms of 4HC-1 and 4HC-2 moieties; two HBs with two solvent molecules on one side of the complex and other two HBs with one solvent molecule at the other side. In S1 state, the hydrogen atomtransfer takes place only from the hydroxyl group of 4HC-1 to the carbonyl group of 4HC-2. The natural charge analysis and the modification of HBs manifest the intra-molecular charge transfer (ICT) from one 4HC moiety to another. Theoretical and experimental studies of the absorption spectra, and the theoretical study of potential energy curves of OH bonds at both S0 and S1 states affirm the hydrogen atom transfer from the hydroxyl group of 4HC-1 to the carbonyl group of 4HC-2 moiety.

Abstract
To study the hydrogen bonds upon photoexcited, the time dependent density function method (TD DFT) was performed to investigate the excited state hydrogen bond properties of between o-nitroaniline (ONA) and formaldehyde (CH2O). The optimized structures of the complex and the monomers both in the ground state and the electronically excited states are calculated using DFT and TD DFT method respectively. Quantum chemical calculations of the electronic and vibrational absorption spectra are also carried out by TD DFT method at the different level. The complex ONA⋯CH2O forms the intramolecular hydrogen bond and intermolecular hydrogen bonds. Since the strength of hydrogen bonds can be measured by studying the vibrational absorption spectra of the characteristic groups on the hydrogen bonding acceptor and donor, it evidently confirms that the hydrogen bonds is strengthened in the S1/S2/T1 excited states upon photoexcitation. As a result, the hydrogen bonds cause that the CH stretch frequency of the proton donor CH2O has a blue shift, and the electron excitations leads to a frequency red shift of NO and NH stretch modes in the o-nitroaniline(ONA) and a small frequency blue shift of CH stretch mode in the formaldehyde(CH2O) in the S1 and S2 excited states. The excited states S1, S2 and T1 are locally excited states where only the ONA moiety is excited, but the CH2O moiety remains in its ground state.

Abstract
This article presents a recognition mechanism for nitro-explosives by the luminescent metal-organic framework 1 (LMOF-1) with the aid of density functional theory (DFT) and time-dependent density functional theory (TDDFT). The behavior of hydrogen bonding between the LMOF-1 and nitro-explosives in the S1 state is closely associated with the fluorescence properties of the LMOF-1. In our research, we calculated the geometric configuration, 1H NMR and IR spectra of the Complex 2 formed by LMOF-1 and nitrobenzene in the S0 and S1 states. The results showed that the hydrogen bond in the S1 state was increased, which was unfavorable for the luminescence of LMOF-1. Furthermore, the fluorescence rate of LMOF-1 decreased after encapsulating nitrobenzene into it. These calculated results collectively suggest that LMOF-1 is a potential fluorescence sensor for the detection of nitro-explosives. This research was aiming to provide a better understanding of the recognition mechanism by LMOFs for nitro-explosives.

Abstract
The excited-state intramolecular charge transfer (ICT) of LD 490 were investigated in different hydrogen-bond-donating solvents (α scale) on the basis of the Kamlet-Taft solvatochromic parameters (π*, α, β). The femtosecond transient absorption spectra and the kinetics decay rate reveal that with an increase of solvent's α capacity, the long-lived picosecond process, which is attributed to the ICT, becomes much faster. Combining with time-dependent density functional theory (TDDFT) calculations, we demonstrate that the enhancement of α acidity substantially increases the electronegativity of the carbonyl oxygen in LD 490, which strengthen excited-state intermolecular hydrogen bonding interactions and consequently facilitate the ICT process.

Abstract
The excited state hydrogen bonding dynamics of BBVN in hydrogen donating methanol solvent was explored at the TD-BMK/cc-pVDZ level of theory with accounting for the bulk environment effects at the polarizable continuum model (PCM). The heteroatoms of the BBVN laser dye form hydrogen bonds with four methanol molecules. In the formed BBVN-(MeOH)4 complex, the A-type hydrogen bond (N…HO), of an average strength of 25kJmol-1, is twofold stronger than the B-type (O…HO) one. Upon photon absorption, the total HB binding energy increases from 78.5kJmol-1 in the ground state to 82.6kJmol-1 in the first singlet (S1) excited state. In consequence of the hydrogen bonding interaction, the absorption band maximum of the BBVN-(MeOH)4 complex, which was anticipated at 398nm (exp. 397), is redshifted by 5nm relative to that of the free dye in methanol. The spectral shift of the stretching vibrational mode for the hydrogen bonded hydroxyl groups (with a maximum shift of 285cm-1) from that of the free methanol indicated the elevated strengthening of hydrogen bonds in the excited state. The vibrational modes associated with hydrogen bonding provide effective accepting modes for the dissipation of the excitation energy, thus, decreasing the fluorescence quantum yield of BBVN in alcohols as compared to that in the polar aprotic solvents. Since there is no sign of photochemistry or phosphorescence, it seems reasonable in view of the outcomes of this study to assign the major decay process of the excited singlet (S1) of BBVN in alcohols to vibronically induced internal conversion (IC) facilitated by hydrogen bonding.

Abstract
A theoretical study was carried out to study the excited-state of hydrogen-bonding characteristics of polyaniline (PANI) in aqueous environment. The hydrogen-bonded PANI-H2O complexes were studied using first-principles calculations based on density functional theory (DFT). The electronic excitation energies and the corresponding oscillator strengths of the low-lying electronically excited states for hydrogen-bonded complexes were calculated by time-dependent density functional theory (TDDFT). The ground-state geometric structures were optimized, and it is observed that the intermolecular hydrogen bonds CN⋯HO and NH⋯OH were formed in PANI-H2O complexes. The formed hydrogen bonds influenced the bond lengths, the charge distribution, as well as the spectral characters of the groups involved. It was concluded that all the hydrogen-bonded PANI-H2O complexes were primarily excited to the S1 states with the largest oscillator strength. In addition, the orbital transition from the highest occupied molecular orbital (HOMO) to the lowest unoccupied molecular orbital (LUMO) involved intramolecular charge redistribution resulting to increase the electron density of the quinonoid rings.

Abstract
The solvent plays a decisive role in the photochemistry and photophysics of aromatic ketones. Xanthone (XT) is one such aromatic ketone and its triplet-triplet (T-T) absorption spectra show intriguing solvatochromic behavior. Also, the reactivity of XT towards H-atom abstraction shows an unprecedented decrease in protic solvents relative to aprotic solvents. Therefore, a comprehensive solvatochromic analysis of the triplet-triplet absorption spectra of XT was carried out in conjunction with time dependent density functional theory using the ad hoc explicit solvent model approach. A detailed solvatochromic analysis of the T-T absorption bands of XT suggests that the hydrogen bonding interactions are different in the corresponding triplet excited states. Furthermore, the contributions of non-specific and hydrogen bonding interactions towards differential solvation of the triplet states in protic solvents were found to be of equal magnitude. The frontier molecular orbital and electron density difference analysis of the T1 and T2 states of XT indicates that the charge redistribution in these states leads to intermolecular hydrogen bond strengthening and weakening, respectively, relative to the S0 state. This is further supported by the vertical excitation energy calculations of the XT-methanol supra-molecular complex. The intermolecular hydrogen bonding potential energy curves obtained for this complex in the S0, T1, and T2 states support the model. In summary, we propose that the different hydrogen bonding mechanisms exhibited by the two lowest triplet excited states of XT result in a decreasing role of the nπ(∗) triplet state, and are thus responsible for its reduced reactivity towards H-atom abstraction in protic solvents.

Abstract
Two molecules, 1-hydroxypyrene-2-carbaldehyde (HP) and 1-methoxypyrene-2-carbaldehyde (MP) were explored. We investigated their photophysical properties, using experimental transient absorption and theoretical density functional theory/time-dependent density functional theory (DFT/TDDFT). HP and MP have similar geometric conformations but exhibit entirely different photophysical properties upon excitation into the S1 state. In contrast to traditional excited state intramolecular proton transfer (ESIPT) in molecules that exhibit either single or dual fluorescence, HP has an unusual non-fluorescent property. Specifically, the ultrafast ESIPT process occurs in 158 fs and is followed by an intersystem crossing (ISC) component of 11.38 ps. In contrast to HP, MP undergoes only an 8 ps timescale process, which was attributed to interactions between solute and solvent. We concluded that this difference arises from intramolecular hydrogen bonds (IMHBs), which induce drastic structural alterntion upon excitation.

Abstract
In a neat electron-donating solvent (in this case aniline), photoinduced electron transfer (PET) from the solvent to an excited acceptor (e.g. a coumarin fluorophore) may be anticipated to be the most efficient because of the close contact of the acceptor with many donors. Addition of an inert component would most likely retard the PET process by replacing some donors from the neighbourhood of the acceptors. Surprisingly, we found dramatic acceleration of PET (6-10 fold enhancement compared to neat aniline), for coumarin 102 (C102) dissolved in a binary mixture of aniline and an inert solvent (cyclohexane or toluene). The PET induced fluorescence follows an anomalous trend against the mole fraction of aniline (XAN); first quenches up to certain XAN (0.075 for cyclohexane; 0.13 for toluene), thereafter, enhances with increase in XAN. Although the non-interacting component cannot directly participate in the PET process, it may modulate C102-aniline H-bonding association by changing the polarity of the medium or by disrupting the aniline-aniline H-bond. The study clearly illustrates the dominant role of hydrogen bonding in activating the electron transfer rate where standard thermodynamics predicts very weak donor-acceptor interaction.

Abstract
Change in energy of hydrogen bonds (HBs) upon excitation, plays an important role on the spectra of chemical and biological molecules. Effective fragment potential (EFP) method of explicit water molecules embedded in polarizable continuum medium (PCM) is used for the solvation of 7-Amino-4-(trifluoromethyl)coumarin (C151). Time dependent density functional theory (TDDFT) calculations combined with EFP/PCM had been carried out to study the electronic structure and the exited state properties of C151 with five water molecules (C151-(H2O)5 complex). S0 state and S1 state geometries were optimized using DFT/TDDFT with PBE0 functional combined with cc-pVDZ basis set, the transition energies are computed with same basis set and functional. Change in HB energy is calculated using the procedure proposed by T. Nagata et al. to calculate solute-solvent interaction energy in Nagata et al. (2011). Upon photoexcitation of C151-(H2O)5 complex, A type (N⋯H-O) HB is weakened with decrease of energy by 4.37 kJ/mol, whereas B and C type (C=O⋯H-O and N-H⋯O) HBs are strengthened with increase of 5.62 and 10.21 kJ/mol energy, respectively. This study again confirmed that the intermolecular hydrogen bonds between C151 chromophore and aqueous solvents are strengthened, not cleaved upon electronic excitation.

Abstract
We studied the effects of hydrogen bonds on the vibrational structures and vibrational dynamics of the CO stretching mode of 9-fluorenone (FL) in the electronically excited state in aprotic and protic solvents using sub-picosecond visible-pump and IR-probe spectroscopy. The transient IR spectrum of the CO stretching band in methanol-d4 has two bands at 1529.9 cm−1 and 1543.4 cm−1, which are assigned to an FL-solvent complex and free FL, respectively. In the aprotic solvents, the CO stretching bands show blue-shifts in time. This shift is due to vibrational cooling, which is derived from anharmonic couplings with some low-frequency modes. Interestingly, a red-shift is observed at later delay time for the band at 1529.9 cm−1 in methanol-d4. A possible mechanism of this spectral shift is related to the hydrogen bond dynamics between the solute and solvent.

Abstract
Time-dependent density functional theory method was performed to investigate the excited state intramolecular hydrogen bond dynamics of salicylaldehyde (SA). The geometric structures and IR spectra in the ground state S0 state and the excited state S1 state of SA are calculated using the density functional theory (DFT) and the time-dependent density functional theory (TDDFT) methods, respectively. In addition, the absorption and fluorescence peaks are also calculated using TDDFT methods. It is noted that the calculated large Stokes shift is in good agreement with the experimental results. Furthermore, our results have demonstrated that the excited state intramolecular proton transfer (ESIPT) process happens upon photoexcitation, which are distinct monitored by the formation and disappearance of the characteristic peaks of IR spectra involved in the formation of hydrogen bonds in different states and in the potential energy curves. We find that the hydrogen bonded quasi-aromatic chelating ring in the excited state becomes smaller which can facilitate the ESIPT process. The results presented here suggest that the ESIPT process of the SA molecule in the excited state can be attributed to the electronegativity change of O1 induced by excitation.

Abstract
Three diaminodicyanoquinodimethanes, 4-(R(1)R(2)C)-1-[(NC)2C]-C6H4 (R(1),R(2) = H2N, 1; R(1) = 3,5-Me2-4-OCH4H6N-, R(2) = H2N, 2; R(1) = 3,5-Me2-4-OCH4H6N-, R(2) = 4-Me-C5H9N, 3), were investigated using carbon-13 NMR, steady-state, and ultrafast transient absorption and ultrafast fluorescence spectroscopies to unravel the unusual characteristics of this class of chromophores. Computed (GIAO)B3LYP/6-31G* data for the zwitterions 1-3 using necessary solvation (PCM) models were shown to be in excellent agreement with observed structural and carbon-13 NMR data. The ground-state geometries of 1-3 contain a cationic methine group R(1)R(2)C- twisted from the C6H4 ring and an anionic methine group (NC)2C- in plane with the C6H4 ring in solution and solid state. The (13)C chemical shifts of the peak corresponding to the methine carbon at the (NC)2C- group of 1-3 are observed at 32.5-34.7 ppm, which are some 55 ppm upfield compared with the (13)C chemical shift for the methine carbons in TCNQ, 1,4-[(NC)2C]2-C6H4. The decay of the excited state in diaminodicyanoquinodimethanes is fast and dominated by nonradiative processes on the picosecond time scale, which depends on the viscosity of the medium. The dynamics of the excited-state decay is therefore limited by conformational changes through an intramolecular twisting motion. This twisting motion is hindered by friction, which, in turn, also depends on the functional group size of the system. The dominant nonradiative pathways after excitation are due to twisted excited-state conformers according to TD-DFT computations.

Abstract
6-Fluoro coumarin is synthesized and characterized by (1)H NMR and (13)C NMR. The optical properties of the title compound are investigated by UV-vis absorption and fluorescence emission spectra, the results show the title compound can absorb UV-vis light at 319, 269 and 215nm, moreover it exhibits blue-purple fluorescence emission at 416nm. Theoretical studies on molecular structure, infrared spectra (IR), nuclear magnetic resonance ((1)H NMR, (13)C NMR) chemical shifts, UV-vis absorption and fluorescence emission of the synthesized compound have been worked out. Most chemical calculations were performed by density functional theory (DFT) method at the B3LYP/6-311G(d,p) level (NMR at B3LYP/Aug-CC-Pvdz level) using Gaussian 09 program. The compared results reveal that the scaled theoretical vibrational frequencies are in good accordance with the observed spectra; computational chemical shifts are consistent with the experimental values in most parts, except for some minor deviations; the UV-vis absorption calculated matches the experimental one very well, and the fluorescence emission spectrum is in good agreement with the experimental one when the solute-solvent hydrogen-bonding interaction is considered. These good coincidences prove that the computational methods selected can be used to predict these properties of other similar materials where it is difficult to arrive at experimental results.

Abstract
The time-dependent density functional theory (TDDFT) method has been applied to investigate the thiazolidinedione (TZD) derivative A and its hydrogen-bonded complexes with dimethylformamide (DMF) (A-DMF and A-2DMF). The calculation results showed that the excited-state hydrogen bondings of O-H⋯O=C and N-H⋯O=C are strengthened and weakened in the hydrogen-bonded trimer A-2DMF, and their cooperation effect caused a blue shift in the electronic spectrum of A-2DMF. This modulation mechanism of the hydrogen-bond strengthening and weakening and its role in influencing the spectroscopy property of the TZD derivative A in DMF have been analyzed and showed in details.

Abstract
We have studied the dynamics of solvation of electron injected directly into primary alcohols as well as that of fluorenone anion using pulse radiolysis technique with the time resolution of about 15 ps. Unlike in the previous reports, we observe nonexponential dynamics of both electron and anion solvation. While the ultrafast component, τ1 (<15 ps) representing the inertial time scale of the dynamics is faster than the time resolution of the spectrometer, the slower component, τ2, has been assigned to the translational motion leading to structural changes of the hydrogen bonding network of the solvent in the inner solvation cell or alcohol cluster. τ2 agrees well with the electron solvation times reported by the earlier authors. τ3 is associated with the restructuring of the hydrogen bond network structure of the solvent in the region outside the solvation cell. Nonexponential solvation dynamics of the fluorenone anion has been described well by a two-component process. The most important observation in this work is that the lifetime of the shorter component, τ1, determined in four alcoholic solvents, is much longer than the electron solvation time in the corresponding solvents determined in this work or anion solvation time reported earlier. The lifetime of this component is nearly comparable with the average dipolar solvation time but shorter than the longitudinal relaxation time of the solvent. In the case of anion, τ1 has been assigned to the restructuring of the first solvation shell by breakage of solvent hydrogen bonds of the fluorenone molecule and formation of hydrogen bonds with the anion. In this case, too, the longer component, τ2, with the lifetime of a few nanoseconds, has been assigned to reorganization of hydrogen bonds in the solvent hydrogen bond network structure.

Abstract
The density functional theory (DFT) and time-dependent density functional theory (TDDFT) methods were performed to investigate the electronic excited-state hydrogen bonding dynamics of the hydrogenbonded complex formed by BHC-nicotinamide (BHCN) and methanol (MeOH). The ground-state geometry optimizations, electronic transition energies, corresponding oscillation strengths of the low-lying electronically excited states, and the optimized S1 excited-state geometry for the isolated BHCN and MeOH monomers, the hydrogen-bonded BHCN–MeOH dimers, and BHCN–2MeOH trimer complexes have been calculated by using the DFT and TDDFT methods, respectively. We have demonstrated that the intermolecular hydrogen bond C10=O14···H40−O39−Me is weaker than C16=O17···H46−O45−Me in the hydrogen-bonded dimers and trimer no matter whether in the ground state or the excited state. In addition, our results are consistent with the relationship between the electronic spectral shifts and excited-state hydrogen bonding dynamics: hydrogen bond strengthening can induce the relative electronic spectra redshift, whereas a blueshift will be induced. In addition, we focused our attention on the frontier molecular orbital and the results could reasonably explain the hydrogen bond strengthening or weakening mechanism.
